Inspector Bill Henderson (Robert Shayne) and Superman (George Reeves).
Despite being a mainstay in the Adventures of Superman radio show (1940s) and television show (1950s), Inspector Henderson wasn't incorporated into the comics until Action Comics (vol. 1) #440 (October, 1974).
Even then, he did not become a recurring character until the first Black Lightning series in 1977, but he more-or-less disappeared again when that series was cancelled.
Henderson got a more prominent role in the comics again after Superman's mythos was rebooted with Man of Steel (1986). He eventually worked his way up the ranks in the Metropolis Police Department until he was finally named police commissioner during The Reign of the Supermen storyline.
To my knowledge, he hasn't been seen in the comics since well before the New 52 (boo!).

I’ve never seen this fantastic piece before.
Makes me sad that DC missed a perfect opportunity to have George Perez draw a Superman story set in this world.
