Minnesota's Democratic Governor, Tim Walz, today reiterated his promise to sign a marijuana legalization bill that arrived at his desk on Saturday. That will make Minnesota, which legalized medical marijuana in 2014, the 23rd state to allow recreational use.
The Minnesota House and Senate, both of which are controlled by Democrats, had previously approved slightly different legalization bills. H.F. 100, which both chambers passed last week, reconciles those differences.
Adults 21 or older will be allowed to possess two ounces or less of marijuana in public, share that amount with other adults, keep two pounds or less at home, and grow up to eight plants, four of which are mature. Those provisions take effect on August 1.
The bill also establishes an Office of Cannabis Management to license and regulate commercial production and distribution. Marijuana products will be subject to a 10% retail tax, in addition to standard state and local sales taxes (which total about 8% in Minneapolis, for example). Local governments will be allowed to regulate retailers and cap their number but will not be allowed to ban them entirely. Rep. Zack Stephenson (DFL–Coon Rapids), a co-author of the bill, said licensed sales should begin in 12 to 18 months.
Cannabis consumption initially will be limited to private residences. But the law eventually will allow marijuana use at specially licensed businesses and events.
Driving under the influence of marijuana will remain illegal. But Minnesota does not have a per se standard that makes a driver automatically guilty based on THC in his blood. Its law requires evidence of impairment.
H.F. 100 eliminates some marijuana offenses and downgrades others. It requires automatic expungement of misdemeanor marijuana possession records, a process that the Minnesota Bureau of Criminal Apprehension says may take until August 2024 to complete. The bill creates a review board to consider resentencing of people with marijuana felony records.
A recent SurveyUSA poll found that 64% of Minnesota voters support marijuana legalization, including 81% of Democrats and 49% of Republicans. That is similar to the national breakdown among American adults that Gallup reported last fall.
"The system that we have right now is not working," state Sen. Lindsey Port (DFL–Burnsville) said before the vote on the marijuana bill in her chamber, where she was the lead sponsor. "The best way that we can protect our kids from access to cannabis is by legalizing and regulating."

A trans-identified suspect from Iowa was criminally charged on Tuesday after being found with the dead body of murdered Minneapolis transgender activist, Liara Tsai, 35. Both the victim and suspect are trans-identifying male.
Myles "Margot" G. Lewis, 32, of New Liberty, Iowa, was arrested on Saturday around 7 am after Lewis crashed into a guardrail on I-90 near Eyota, Minnesota. Authorities discovered Tsai's dead body in Lewis's car while responding to the crash site. Tsai was located deceased on the back seat wrapped in a bed sheet, blanket, futon-style mattress, and a tarp, police said, per the Star Tribune.

A deputy noted that Tsai was found with a large wound to the neck near the carotid artery, and a Minneapolis police officer's report filed that evening classified Tsai's death as murder by a deadly weapon, such as a knife or "cutting instrument," according to police documents.
"It was apparent [to the deputy] that the death was not a result of the traffic crash," the complaint read.

Lewis was arrested at the scene of the crash and taken into custody. Lewis was charged with felony interference with a dead body on Tuesday in Olmsted County District Court and is being held on a $1 million bail.
Court documents do not state whether Lewis or another suspect killed Tsai, who worked as a techno-electronic DJ and was involved in Minneapolis transgender activism.
After authorities discovered Tsai's dead body, Minneapolis police conducted a welfare check requested by the state Bureau of Criminal Apprehension at Tsai's home. Officers found a "scene indicating violence" at the victim's home, according to a police statement.

Lewis reportedly refused to speak to investigators and jail staff after being booked. Lewis, who reportedly took a vow of silence, requested a sign language interpreter and only communicated via written message or hand signal communication.
Steven Seuling, who works at the Pourhouse in downtown Minneapolis, told police he had hired Tsai to play at his bar on Sunday but Tsai was a no-show. The victim reportedly told Seuling on Friday that a friend was coming to town to visit.
Lewis will appear back in court on July 5.

A 32-year-old woman has been arrested after police found a dead woman in the backseat of her car that authorities say was not a result of the single-vehicle accident she had been involved in.
The Olmstead County Sheriff’s Office in Minnesota responded to a single-vehicle accident at approximately 7 a.m. on Saturday morning on Interstate 90 going eastbound near the Highway 42 Exit in Olmstead county when police encountered Margot Lewis, a 32-year-old woman being tended to by somebody passing by, according to a statement from the Olmstead County Sheriff's Office released on Monday.
“The driver of the vehicle, identified as Margot Lewis, a 32-year-old female of an unknown residence, was out of the vehicle and being tended to by a passerby. In checking to see if anyone else was in the vehicle, a deceased individual, a 35-year-old female, was located in the back seat,” police said. “The condition of the deceased was suspicious, and it was immediately apparent that the death was not a result of the motor vehicle accident.”
Police were able to eventually identify the victim but said that the name of the deceased is currently being withheld until her next of kin has been notified.
“Ms. Lewis was transported by Mayo Clinic Ambulance Service (MCAS) to the hospital, where she was medically cleared. Ms. Lewis was then transported to the Adult Detention Center (ADC) and placed under arrest for Interference with a Dead Body,” authorities said.
Lewis is now expected to make an appearance in court on this case on sometime on Tuesday, according to the Olmstead County Sheriff’s Office.
Minnesota State Patrol, Minnesota Bureau of Criminal Apprehension (BCA), Eyota Fire Department, and Mayo Clinic Ambulance Service assisted with the initial call and authorities from the Olmsted County Sheriff's Office said that they extend “sincere condolences to the friends and family of the deceased.”
The investigation into the incident is currently ongoing and no further information will be released at this time.

Mato Dow has been missing since October 2017. The then-26-year-old disappeared from Redwood Falls, Minnesota. Mato was last seen during the early morning hours of October 13th before he seemingly vanished into thin air. 
Very little is known about the circumstances surrounding Mato's disappearance. What is known is that Mato was at his sister's apartment in the 100 block of S Minnesota Street shortly before he vanished. He reportedly left the apartment at some point after midnight on the day of his disappearance and has never been seen or heard from again.
Authorities began appealing to the public for information about Mato's whereabouts very shortly after he was reported missing. The Bureau of Criminal Apprehension released an image of Mato that was captured by a local gas station's surveillance camera before his disappearance. The image shows him in the outfit he was wearing when he vanished: a gray sweatshirt, gray long shorts and dark colored shoes.
Since then, authorities have remained quiet about the status of the investigation. There have been very few updates over the years. Mato's loved ones still actively post on a 'Help Find Mato Dow' Facebook page, and they remain dedicated to solving his case.

The BCA reported that Johnson pointed a gun towards the woman’s vehicle as she started driving away. Blanshan was seated in a squad vehicle nearby, as part of the perimeter. According to the video, Blanshan told his radio “He’s there.” “He is walking eastbound.” He’s got the gun in his hand. He’s pointing at a vehicle, he is trying to carjack. Investigators claim that Blanshan then hit Johnson with his squad car, knocking him down. “Don’t do it!” Johnson shouts. Johnson got up and fired at Blanshan. He was killed. Blanshan did not suffer any injuries. Investigators claim that officers handcuffed Johnson before EMS arrived and administered first aid. He was taken to Regions Hospital where he later died. BCA agents reported finding a Glock Pistol in.45 calibre and three bullet casings of.45 calibre at the scene. Minnesota Trooper Is Charged With Murder In Shooting Of Black Motorist During Traffic Stop
A Minnesota State Patrol trooper was charged with murder Wednesday in the shooting of Black motorist Ricky Cobb II after he refused to get out of his car during a July traffic stop.
Trooper Ryan Londregan is charged with second-degree unintentional murder, first-degree assault and second degree manslaughter in the death of Cobb, Hennepin County Attorney Mary Moriarty said at a news conference.
“As with all Minnesota law enforcement officers, state troopers may only use deadly force when it is necessary to protect a person from a specific identified threat of great bodily harm or death that was reasonably likely to occur. That did not exist in this case. Ricky Cobb II should be alive today,” Moriarty said.
Londregan shot Cobb, 33, after a July 31 traffic stop on Interstate 94 in Minneapolis, according to the Minnesota Public Safety Department’s Bureau of Criminal Apprehension, which investigates police shootings. Authorities have not provided information about Londregan’s race.
Trooper Brett Seide initially pulled Cobb over when he saw the taillights were out on the Ford Fusion Cobb was driving, according to the bureau.
The bureau has said previously that Seide checked Cobb’s record and found he was wanted for a “probable cause arrest for a felony order-for-protection violation” issued by the nearby Ramsey County Sheriff’s Office.
Londregan and Trooper Garrett Erickson arrived later and helped as Seide tried to pull Cobb out of the car before Londregan shot him. Cobb was able to drive a short distance before stopping his Ford Fusion stopped on the interstate.
The bureau has said the troopers then tried to save Cobb. He died at the scene. -(source: ap)

Terrifying, twisted, and terrific ~ Couldn’t put it down.
What I liked:
* Evangeline “Van” Reed: difficult childhood, bright, left police to work cold cases at Bureau of Criminal Apprehension, lucid dreams that prove to be true, has a bit of PTSD, has a secret, Intriguing
* Harry Steinbeck, forensic scientist, seeks facts, dapper dresser, caring, kind, tenacious, has a secret that I want to know
* That Van and Harry seem opposites who work well together – eager to see what they tackle next
* The supporting characters that work with Van and Harry – would like to get to know Kyle, Johnna and Deepty better
* The police procedural aspects of the story and how the cold case was solved
* That the cold case of the girls kidnapping, and the case of the woman buried alive were both solved by the end of the story
* All of it really except…
What I didn’t like:
* Who and what I was meant not to
* Thinking about how warped and twisted the criminals were…and there were quite a few in this book
* The closed ranks of the police and the way they treated Van

MINNEAPOLIS -- No charges will be filed in the fatal police shooting of a man during a standoff in a south Minneapolis apartment over the summer, the Hennepin County Attorney's Office announced Wednesday.
Two Minneapolis police snipers shot 20-year-old Andrew "Tekle" Sundberg following a multi-hour standoff in July. According to investigators, Sundberg fired multiple rounds inside the Seward neighborhood apartment building prior to the standoff, and a neighbor also called 911 saying a bullet went through her wall.

In released body cam video, four minutes after an officer arrives on scene, you hear three gunshots fired through an apartment door. For several hours, police attempted to talk Sundberg into coming out peacefully. At times, he can be seen leaning outside of his apartment, holding a cellphone.
The end of the police video shows SWAT team officers Aaron Pearson and Zachary Seraphine positioned on a rooftop across the street. Both officers are heard saying "gun" before one of them fires two rounds.
Search warrants say investigators from the Bureau of Criminal Apprehension recovered a pistol with an extended magazine and several bullet casing from Sundberg's apartment.
The BCA was unable to find video that clearly shows the shooting of Sundberg. 
On the decision not to file criminal charges, Hennepin County Mike Freeman says the use of deadly force was legally authorized in the shooting because "all of the elements of the use-of-deadly-force statute have been met in this case."
Freeman says for deadly force to be legally used, there must be at minimum a threat of death or great bodily harm that:
Can be articulated with specificity
Is reasonably likely to occur absent action by the law enforcement 
Must be addressed through the use of deadly force without unreasonable delay
Sundberg's family said he struggled with his mental health. Their attorneys also said the family rejects the narrative that the police department's efforts were done in collaboration with relatives, adding that what exactly led up to the fatal shooting remains unclear.
"Mr. Sundberg's death was a tragedy," Freeman said. "Our hearts go out to the family and friends of Mr. Sundberg. People who are suffering from mental health crises are vulnerable, and encounters between those in crisis and law enforcement must be handled with special care. In this case, tragic as it is, the officers' use of deadly force was legally authorized under Minnesota law."

BCA investigates Oakdale incident where Minneapolis man died in confrontation with police
The Minnesota Bureau of Criminal Apprehension investigates an Oakdale incident where a Woodbury officer fired non-lethal rounds of pepper balls at a man’s car without realizing that the man had already died. The Ramsey County Medical Examiner’s Office has identified the deceased as Keith Lavance Lewis of Minneapolis. Lewis died from a gunshot to the head. The BCA did not specify whether or not the gunshot was self-inflicted. Oakdale Police had previously stated that he shot himself. According to an initial investigation, the incident occurred at 4:30 am on Wednesday morning in Oakdale. Officers approached a car parked near 1200 Glenbrook Avenue. Lewis was found asleep in the car by the officers. According to the BCA, when they woke Lewis, he had a gun in his hand. They began to retreat behind their squad car, but then heard a shot. Unaware that Lewis was already dead, the officers called for backup and brought in squads from other departments including Woodbury Police Department and Washington County Sheriff’s Office. According to the BCA, Woodbury officer Alec Gulbranson fired pepper-ball rounds at the vehicle to try to convince Lewis that he had died. After confirming that he was dead, the officers cleared the area for crime scene investigators, who found a.40 caliber pistol. BCA officials confirmed that all officers were wearing body cameras at the time of the incident. They are also reviewing all video footage as part of the investigation. This is done on the request of Oakdale Police Department. The BCA will submit its findings to the Washington County Attorney’s Office without making a recommendation for charges. Source

Officers fatally shoot suspect in Saint Paul Apartment
Saint Paul police said late Saturday night that officers were involved with the shooting and that the suspect was dead. Dispatch audio recordings show that police were called to investigate a report about a man with a machete in an apartment building on the first floor. The police arrived quickly and surrounded the building. Paramedics and additional squads were called to the scene. SPPD reports that the man threatened a group of people in the apartment building with a knife. SPPD reports that officers found the man in the first floor hallway and discovered the knife still in his hands. Officers tried to get the man to drop his knife but he “advanced toward” them. According to the department, one officer used a taser on the man and another officer fired shots at him. The man was struck several times according to EMS radio dispatches. Audio revealed that officers started CPR and were able move the knife away from him. The man was declared dead by paramedics. The officers were wearing body cameras that had been activated at the moment. The release of these recordings is not yet known. No officers were hurt. Minnesota Bureau of Criminal Apprehension confirmed that agents responded to the “use of force incident” and are now investigating the shooting as standard procedure. According to the Ramsey County Medical Examiner’s Office, Yia Xiong (65), was killed and taken into custody. According to the Minnesota BCA, he died from multiple gunshot wounds. SPPD officer Abdirahman Dahir has been identified as the officer that fired his department rifle. He has one year of experience in law enforcement. According to the BCA, Officer Noushue Cha used his Taser during this incident. He has one year of law enforcement expertise. Source

Feminine Sleuth Gets State Post
In May, 1945, 37-year-old Evelyn Hazelton was appointed the first woman agent of the Minnesota State Bureau of Criminal Apprehension. "The fact she is a woman isn't going to keep Mrs. Hazelton from performing jobs that are usually entrusted to the male agents of the bureau," a Minneapolis Tribune article said. Evelyn was expected to attend classes with male agents on fingerprinting, firearms, judo, photography, and recognizing and preserving evidence. While trained for every type of police investigation, she was to concentrate on cases involving women and girls. Evelyn began working as a stenographer for the department in 1938, becoming familiar with case records, agent reports, and criminal investigation procedure. At night she studied law at the Minneapolis College of Law. She worked as an investigator for the Bureau for several years before returning to office work in state government. She retired as secretary of the US General Services Administration in the 1970s and died in 1976 at the age of 68.
