"Research on a police diversion program implemented in 2014 shows a striking 91% reduction in in-school arrests over less than 10 years.
Across the United States, arrest rates for young people under age 18 have been declining for decades. However, the proportion of youth arrests associated with school incidents has increased.
According to the U.S. Department of Education, K–12 schools referred nearly 230,000 students to law enforcement during the school year that began in 2017. These referrals and the 54,321 reported school-based arrests that same year were mostly for minor misbehavior like marijuana possession, as opposed to more serious offenses like bringing a gun to school.
School-based arrests are one part of the school-to-prison pipeline, through which students—especially Black and Latine students and those with disabilities—are pushed out of their schools and into the legal system.
Getting caught up in the legal system has been linked to negative health, social, and academic outcomes, as well as increased risk for future arrest.
Given these negative consequences, public agencies in states like Connecticut, New York, and Pennsylvania have looked for ways to arrest fewer young people in schools. Philadelphia, in particular, has pioneered a successful effort to divert youth from the legal system.
Philadelphia Police School Diversion Program
In Philadelphia, police department leaders recognized that the city’s school district was its largest source of referrals for youth arrests. To address this issue, then–Deputy Police Commissioner Kevin Bethel developed and implemented a school-based, pre-arrest diversion initiative in partnership with the school district and the city’s department of human services. The program is called the Philadelphia Police School Diversion Program, and it officially launched in May 2014.
Mayor-elect Cherelle Parker named Bethel as her new police commissioner on Nov. 22, 2023.
Since the diversion program began, when police are called to schools in the city for offenses like marijuana possession or disorderly conduct, they cannot arrest the student involved if that student has no pending court case or history of adjudication. In juvenile court, an adjudication is similar to a conviction in criminal court.
Instead of being arrested, the diverted student remains in school, and school personnel decide how to respond to their behavior. For example, they might speak with the student, schedule a meeting with a parent, or suspend the student.
A social worker from the city also contacts the student’s family to arrange a home visit, where they assess youth and family needs. Then, the social worker makes referrals to no-cost community-based services. The student and their family choose whether to attend.
Our team—the Juvenile Justice Research and Reform Lab at Drexel University—evaluated the effectiveness of the diversion program as independent researchers not affiliated with the police department or school district. We published four research articles describing various ways the diversion program affected students, schools, and costs to the city.
Arrests Dropped
In our evaluation of the diversion program’s first five years, we reported that the annual number of school-based arrests in Philadelphia decreased by 84%: from nearly 1,600 in the school year beginning in 2013 to just 251 arrests in the school year beginning in 2018.
Since then, school district data indicates the annual number of school-based arrests in Philadelphia has continued to decline—dropping to just 147 arrests in the school year that began in 2022. That’s a 91% reduction from the year before the program started.
We also investigated the number of serious behavioral incidents recorded in the school district in the program’s first five years. Those fell as well, suggesting that the diversion program effectively reduced school-based arrests without compromising school safety.
Additionally, data showed that city social workers successfully contacted the families of 74% of students diverted through the program during its first five years. Nearly 90% of these families accepted at least one referral to community-based programming, which includes services like academic support, job skill development, and behavioral health counseling...
Long-Term Outcomes
To evaluate a longer follow-up period, we compared the 427 students diverted in the program’s first year to the group of 531 students arrested before the program began. Results showed arrested students were significantly more likely to be arrested again in the following five years...
Finally, a cost-benefit analysis revealed that the program saves taxpayers millions of dollars.
Based on its success in Philadelphia, several other cities and counties across Pennsylvania have begun replicating the Police School Diversion Program. These efforts could further contribute to a nationwide movement to safely keep kids in their communities and out of the legal system."

Good News - July 15-21
Like these weekly compilations? Tip me at $kaybarr1735! (Or check out my new(ly repurposed) Patreon!)
1. Thai tiger numbers swell as prey populations stabilize in western forests
“The tiger population density in a series of protected areas in western Thailand has more than doubled over the past two decades, according to new survey data. […] The most recent year of surveys, which concluded in November 2023, photographed 94 individual tigers, up from 75 individuals in the previous year, and from fewer than 40 in 2007. […] A total of 291 individual tigers older than 1 year were recorded, as well as 67 cubs younger than 1 year.”
2. Work starts to rewild former cattle farm
“Ecologists have started work to turn a former livestock farm into a nature reserve [… which] will become a "mosaic of habitats" for insects, birds and mammals. [… R]ewilding farmland could benefit food security locally by encouraging pollinators, improving soil health and soaking up flood water. [… “N]ature restoration doesn't preclude food production. We want to address [food security] by using nature-based solutions."”
3. Harnessing ‘invisible forests in plain view’ to reforest the world
“[… T]he degraded land contained numerous such stumps with intact root systems capable of regenerating themselves, plus millions of tree seeds hidden in the soil, which farmers could simply encourage to grow and reforest the landscape[….] Today, the technique of letting trees resprout and protecting their growth from livestock and wildlife [… has] massive potential to help tackle biodiversity loss and food insecurity through resilient agroforestry systems. [… The UN’s] reported solution includes investing in land restoration, “nature-positive” food production, and rewilding, which could return between $7 and $30 for every dollar spent.”
4. California bars school districts from outing LGBTQ+ kids to their parents
“Gov. Gavin Newsom signed the SAFETY Act today – a bill that prohibits the forced outing of transgender and gay students, making California the first state to explicitly prohibit school districts from doing so. […] Matt Adams, a head of department at a West London state school, told PinkNews at the time: “Teachers and schools do not have all the information about every child’s home environment and instead of supporting a pupil to be themselves in school, we could be putting them at risk of harm.””
5. 85% of new electricity built in 2023 came from renewables
“Electricity supplied by renewables, like hydropower, solar, and wind, has increased gradually over the past few decades — but rapidly in recent years. [… C]lean energy now makes up around 43 percent of global electricity capacity. In terms of generation — the actual power produced by energy sources — renewables were responsible for 30 percent of electricity production last year. […] Along with the rise of renewable sources has come a slowdown in construction of non-renewable power plants as well as a move to decommission more fossil fuel facilities.”
6. Deadly cobra bites to "drastically reduce" as scientists discover new antivenom
“After successful human trials, the snake venom antidote could be rolled out relatively quickly to become a "cheap, safe and effective drug for treating cobra bites" and saving lives around the globe, say scientists. Scientists have found that a commonly used blood thinner known as heparin can be repurposed as an inexpensive antidote for cobra venom. […] Using CRISPR gene-editing technology […] they successfully repurposed heparin, proving that the common blood thinner can stop the necrosis caused by cobra bites.”
7. FruitFlow: a new citizen science initiative unlocks orchard secrets
“"FruitWatch" has significantly refined phenological models by integrating extensive citizen-sourced data, which spans a wider geographical area than traditional methods. These enhanced models offer growers precise, location-specific predictions, essential for optimizing agricultural planning and interventions. […] By improving the accuracy of phenological models, farmers can better align their operations with natural biological cycles, enhancing both yield and quality.”
8. July 4th Means Freedom for Humpback Whale Near Valdez, Alaska
“The NOAA Fisheries Alaska Marine Mammal Stranding Hotline received numerous reports late afternoon on July 3. A young humpback whale was entangled in the middle of the Port of Valdez[….] “The success of this mission was due to the support of the community, as they were the foundation of the effort,” said Moran. [… Members of the community] were able to fill the critical role of acting as first responders to a marine mammal emergency. “Calling in these reports is extremely valuable as it allows us to respond when safe and appropriate, and also helps us gain information on various threats affecting the animals,” said Lyman.”
9. Elephants Receive First of Its Kind Vaccine
“Elephant endotheliotropic herpesvirus is the leading cause of death for Asian elephants (Elephas maximus) born in facilities in North America and also causes calf deaths in the wild in Asia. A 40-year-old female received the new mRNA vaccine, which is expected to help the animal boost immunity[….]”
10. Conservation partners and Indigenous communities working together to restore forests in Guatemala
“The K’iche have successfully managed their natural resources for centuries using their traditional governing body and ancestral knowledge. As a result, Totonicapán is home to Guatemala’s largest remaining stand of conifer forest. […] EcoLogic has spearheaded a large-scale forest restoration project at Totonicapán, where 13 greenhouses now hold about 16,000 plants apiece, including native cypresses, pines, firs, and alders. […] The process begins each November when community members gather seeds. These seeds then go into planters that include upcycled coconut fibers and mycorrhizal fungi, which help kickstart fertilization. When the plantings reach about 12 inches, they’re ready for distribution.”

✨CATEDEMIA 2025 STUDY GOALS
( 🪷 ) this is to manifesting a successful academic comeback and year <3 🕯️🧘♀️🧿
→ study 6+ hours a day
last semester was super tough because i didn’t practise a consistent study schedule and as a result i had a lot of syllabus to cover within a span of a few days
→ organise a study schedule
this includes planning which subject to study when and for how long so i don’t leave myself at a complete liberty and having a predisposed schedule which will ease up the to do list for the days
→ MAKE GOOD NOTES !!!
i practised making notes for year 1 and 2 however with law a completely new subject for me last semester i didn’t know how to study for it. so now i know having good notes will be super helpful for me now on
→ get my hands on previous years’ question papers
knowing the type of questions and the topics which tend to get repeated is such a life saver in college (!!!) especially a technical subject as law. i’ll be gathering as many papers i can, we often get them from our library or we can always ask for them from our seniors !
→ ROMANTICISE STUDYING (pls)
this is such an important thing to do, for everyone student or not. law is very dry subject and hence it can be easily be a boring thing to study at a length and so romanticising it is very important to not get burned out and actually make learning fun

the theory of law that says it matters a lot what the particular text of a given policy says, what loopholes the specific language might leave, &c., is best described as "LSAT prep" or perhaps "wishful thinking." the actual practice of the law is not a rhetorical exercise, it is a power negotiation; these executive orders are written to signal clear intention to judges & create chilling effects for people who are bound by the law but not empowered to interpret it. the viciously transmisogynist executive order signed yesterday says "at conception" because it's a popular phrase among people who oppose abortion, & the violent repression directed at trans women is connected directly to all other attempts to subjugate women as a class, not least by suspending safe, legal access to reproductive care
#'the don't say gay law means you can't use pronouns for your students at all haha!' no it does not.#'the new executive order makes it legal to discriminate against white people haha welcome back DEI!' no it does not.#how do you guys think the law works? what do you think the law is?#i don't understand why people think this way! the law is whatever the judge says it is. legal loopholes matter in narrow circumstances#you can eke out some kind of victory occasionally; you might embarrass the judge into upholding those postwar liberal consensus values.#but we should understand that as functionally an appeal to noblesse oblige: tenuous; contingent.#no disrespect intended to LSAT preppers &c. btw. there are plenty of legal workers who know exactly what's up

Day 1 :
Aesthetic toh nahi, par shuruat zarur hai.
I told myself that I'm going to start a studyblr today, and that's what I'm going to do. I'm turning this account into a studyblr, because I need some consistency. So I took Diwali, and decided this is the best time to start.
I didn't study much today, because today is Diwali at my place. I did studied macroeconomics aaj, and covered one concept of National Income.
I'm proud of myself, that I decided to do this.
@padh-le-bhairavi is my studyblr, please support me :)

Alex Schmidt says she knows she may face consequences for not following the province's pronoun law, but it's a risk she's willing to take. The Regina public school teacher says she'd rather ensure gender-diverse children who could be put at risk by the law are safe. "Part of the process has always been: 'No. 1, thank you for sharing this with me, and No. 2, how can I support you?"' Schmidt said. "I think that respects the rights of parents. And if children say, 'I need you to support me and not share this information until I understand how,' then that is the way that I would support students." Schmidt and dozens of other teachers have signed an online petition calling on school divisions not to follow the law. It says the legislation harms gender-diverse students, as it could force them to come out or have teachers misgender them.

Making a come back to studyblr because god I need get myself on track this year. I am halfway through law school now and while my peers seem to be making decisions as to their careers and steering themselves accordingly, I am more confused than when I started law school! Love this for me.
Plus, law school was going great academics wise but the past semester turned me into an academic victim. The doubts and insecurities are really coming in full swing.
Okay. Can't really do anything about that now apart from putting my head down and working my ass off.
Please pray for me💌

A Herrscher in twst...
I was brainstorming about my Honkai!Yuu a while back when I realized something, specifically after the Glomask event.
I plan on making Yuu a Herrscher, even after being reincarnated in TWST. Everyone knows that Twisted Wonderland doesn't have many religious themes with how everyone seems to pay attention to the Great 7 more as the center of worship. But there were clear mentions about them either way.
And even if there are people who are religious there, the mentions of "God" don't really stand out as much.
The definition of a Herrscher is literally a "ruler" or "god", literally beings who have "god-like powers" capable of bending physical laws in hi3. This makes me wonder how the others might react to knowing their silly, otherworldly friend literally being a god despite behaving like a dumbass with autism most of the time...
...nevermind, religion or not, it will be chaos either way.
#twisted wonderland#twst#twst yuu#yuusona#twst x honkai#twst rambles#“sir this student was born 24 hours ago”#“what.”#Crowley better come up with an good excuse#*flashbacks to that one masterlist series where nrc mistakes yuu as a god and chaos ensues*#no I do not remember the name of it#POV: technically new-born god gets released into a magical college against all laws of nature#NRC: “what the fuck-”#Yuu: “I don't fucking know either-”#Yuu is either viewed as an eldritch horror or a higher being in the scenario where they find out#there is no in-between#bro still gets treated like the local emotional support cat either way

I'm not one to have new year's resolutions, but I'm trying to prioritise myself this year. I'll be starting my new job in June, and I realised if I don't prioritise my own time, noone will. This year's about starting a new job, but also prioritising my hobbies, health and the relationships that sustain my life. It's about drawing better boundaries with people and treating the world with more love. In that vein, I made a list of resolutions that don't revolve around my work:
3 chess games everyday
pet more cats
Walk 30 mins everyday
Learn how to solve rubix cube
Finish 20 books across 20 genres and write a review
Watch at least one movie every week and write a letterboxd review
Play an instrument for 20 mins every day (guitar/ukelele)
learn how to write odiya
prioritise relaxation alongside excelling at work
focus on diet, get water and protein intake in
get driver's license
get an extra piercing (or two hehe)
I made a moodboard on pintrest using these ideas, I hope I see them to fruition this year🌟
Happy 2025 everyone!!
