In Robin's case snce 1940 when he debuted.
It might have been at least partly down to the printing process not being good enough at the time. It should show eyes in a face, but add in the narrow eyesplit of a mask and it would be very limiting, or a minor artefact on the printing process might mean they look cross eyed.
It's when they started showing the eyes through the masks that was the major shift. And I don't think it was ever tried in the comics until after the 1966 TV series (though I am happy to be corrected on that one by more experienced historians) where both Batman and Robin had visible eyes
I mean, they usually explained the whiteout by their maskes having lenses, but Robin either sometimes not using lenses or using "clear" lenses where Batman uses "whiteout" ones for dramatic effect
But even then it was done sometimes for Robin in the comics, but pretty much never for Batman.
The first time I can recall it actually making an impact in the comics (for me at least) for Batman was the "Heroes Against Hunger" charity art jam comic from 1986 where artist Joe Brozowski drew a look seemingly styled after the Adam West mask, but without the eyebrows and nose highlighting.
Rarely has Batman looked more ilke "guy wearing a costume", no?
Robin having visible eyes isn't such a big deal since his mask is smaller and he usually has a very expressive, empathetic face. Batman, on the other hand, goes for stoic and unreadable, so the whiteout works for him, though better printing means it's more of an option, and certain artists styles make it work a lot better (Alex Ross being one)
Idk when they decided start whiting out the eyes when the bats wear their masks but thank fucking god
