There's no mention of the Rogues in the JLU solicit, but they're very prominent on the cover and I wonder how they're involved in the story. Sam's looking beefy. It's not clear if it's James or Axel, but he looks pretty old and of course Waid famously loves James...so we'll see.

Fascinating to see the differences between the preliminary design and the final published cover. Does this mean Kadabra was originally in the story instead of Roy, or did the artist just feel like putting him on the cover?
No idea who the guy is in Lisa's place, but it turns out the final cover has her arm up in the same pose (it's covered by the "bonus book" ad). And where'd the dog come from, lol.

A very good question! I was talking about this post with my spouse, and he noted that 80s and 90s TV had a common trope of 'cop tastes mystery substance while on the case', so maybe the Nightwing panel stems from that. The Barry comic is from 1979, so a bit before then, but maybe the trope actually started earlier than we thought, because we haven't watched a lot of `70s media (we're old but not that old). But my guess is it stems from TV and movies.

James Jesse/Hartley Rathaway:
Hartley has been out as gay since the early 90’s, and James has been repressed for equally as long. They reform about the same time, so kind of become a duo within the Rogues, and James is often somewhat protective of Hartley, and to be honest, with how Countdown ends you can see threads of him being in love with Hartley going right back to at least 1989. During Countdown, Trickster and Piper wind up being chained together, and Trickster starts acting like the most closeted man alive, only to eventually seem to come to terms with being in love with him, calling him by his first name for the first time, and then, when Deadshot attempts to murder Hartley, he throws himself in front of him while shouting "not him, not now!"
DC editorial was, incidentally, completely blindsided by this, weren't even aware James was going to die, and proceeded to refuse to allow him to have any major role in any comic for nearly a decade, which is incredibly suspicious you have to admit.
And throwing himself between Piper and danger isn't anything new (from a 90s comic):
