"In Sacramento, California, an estimated 6,615 people are experiencing homelessness, a number that — while still heartbreakingly high — has declined 29% since 2023, according to the latest Point In Time counts. 
But a new project, which has been in the works since 2022, might bring that number down even lower.
A new 13-acre property purchased by Sacramento County will soon be home to the Watt Service Center and Safe Stay.

The county broke ground on the mixed-use service center this week, which will provide shelter, emergency respite, safe parking, health services, and more to community members who are unsheltered — meaning they don’t have a place to safely sleep at night.
“We wanted to do something that is not only larger, but a large-scale campus to provide more than just the shelter,” Janna Haynes, of the county’s Department of Homeless Services and Housing, told KCRA3 News.
The Watt Service Center will have amenities to help meet the needs of anyone staying there, including bathrooms, showers, laundry, and food, as well as mental health, treatment, and employment services.
“You can also meet with your case manager, get behavior health services, look for a job, get rehousing services, a place for your dog,” Jaynes added. “It’s really everything you need, not only for your day-to-day life, but to hopefully end your homelessness.”
While the center is a costly offering, the city explained that it is ultimately less expensive than allowing the homelessness crisis to go unmitigated.
The land was purchased for $22 million and will cost an estimated $42 million to construct the center. According to ABC10 News it will be mostly funded by the American Rescue Plan Act.
While the center will have the capacity to host 225 beds in Safe Stay cabins, 50-person capacity in Safe Parking, and 75-person capacity for emergency/weather respite beds, it will serve countless others outside of the 350 total people it can house at any given time.

According to a press release from the county, “conservative estimates” have found that over the course of 15 years, the center will serve 18,000 people.
In 2017, the city found that the average cost for an “unsheltered individual” was about $45,000 a year, considering public systems like county jail, shelters, behavioral health, and more.
With the projected impact of the shelter, that cost lowers to less than $3,600 per person.
“If you break down the funding, it’s actually not that expensive,” Rich Desmond, county supervisor for District 3, told ABC10.
“It’s a heck of a lot cheaper than letting someone stay out in the community, unsheltered where they are extremely expensive in terms of the emergency response from fire, our emergency rooms, our law enforcement response.”
Providing what the county calls “wraparound services” not only brings down costs but truly helps people meet their basic needs.
“The really great thing about this site in particular, that we don't have at any other shelters, is the sheer size and the ability to really wrap everything people need,” Emily Halcon, director of the Department of Homeless Services and Housing with Sacramento County, told ABC10. 
One notable feature is the center’s Safe Parking spaces, which are the first of their kind in the city. People living in their cars will now have a safe place to park, monitored by security.
“We know a lot of people who are unsheltered actually are living out of their cars,” Desmond said, “maybe a family that’s barely hanging on but they still need that vital transportation to get their kids to school or get to work.”
This support is especially helpful for those who are newly homeless, Halcon added, building on the amenities provided in the county’s two other “safe stay” facilities. 
While Sacramento County just broke ground on the Watt Service Center, officials say they hope to begin moving people into the facility in January 2026.
“Our staff is putting in extra time and attention to this campus, ensuring that it houses everything we need to end homelessness for people,” Desmond said in a statement.
Once it’s up and running, Jaynes told KCRA3, they plan to onboard formerly unhoused community members as part of the staff at the facility.
“When you have a conversation with someone who understands where you’ve been, and you see the success they’re having now,” Jaynes said, “it really does give you hope something could be different.”

The EPA says there's no safe level of lead in the human body.
Vice President Harris announced she plans to expand Medicare to cover home health care. Currently those who need long term care, are covered by Medicaid, the health program for the poor so have to spend all their savings before they can qualify. This change would allow more seniors to stay in their homes and offer support to caregiving family members. Medicare also covers the disabled thus proving a game changer for the disabled Americans and their families. The Vice President also endorsed expanding Medicare to cover the costs of hearing and vision care.
Medicare released a preliminary list of 101 generic drugs which it would cover that would cost no more than $2 for a month for enrollees. People have long lobbied to allow Medicare to pay for generic drugs which has been resisted by drug companies. Thanks to President Biden's Inflation Reduction Act, and in line with a Biden Executive Order Medicare is now working on bring low cost generic drugs to seniors. The list targets some of the most common prescriptions thus will bring savings to the most people.
Domestic Policy Advisor Neera Tanden announced that the Biden-Harris Administration had blown past its goal of hiring 250,000 student support staff for 2024. The joint effort by the Department of Education, AmeriCorps and Everyone Graduates Center managed to hire 320,000 tutors, mentors, student success coaches, postsecondary transition coaches, and student support coordinators nationwide, its goal for the end of 2025.
The Department of Housing and Urban Development announced $420 million to help get rid of lead paint and other lead hazards from homes. HUD estimates that over 3 million households that have children under the age of 6 live with lead hazards. HUDs grants will go to all 50 states, DC, and Puerto Rico with particular focus on low income housing.

Hi, I am Ahmed from Palestine, from the northern part of Gaza City. I am 33 years old, married, and a father of two children. I live in the Jabalia refugee camp with my family, which consists of 19 members, in a four-story house.
Since the beginning of the war on Gaza on October 7th, life in northern Gaza has been extremely difficult, lacking basic necessities due to the siege imposed by the Israeli army on the northern part of the Gaza Strip. The occupation has blocked food, medicine, water, electricity, and even communication networks. Thousands of airstrikes have been carried out, and hundreds of massacres have been committed, mostly affecting innocent civilians, the majority of whom are children and women. The infrastructure, thousands of homes, and civilian facilities have been destroyed.
On May 12th, 2024, the Israeli army besieged the Jabalia camp for the second time and ordered us to evacuate, informing us that it was a military operation zone and a dangerous combat area. We were forced to leave our homes in the camp and flee under heavy bombardment and intense gunfire, navigating through the rubble and bodies lying in the streets and on the roads. We became homeless, with no food or water. During this difficult siege, I lost two of my brothers, Abdullah, 30 years old, and Atallah, 26 years old, due to random shelling and airstrikes on the camp.

Why am I collecting donations?
After more than 15 months of war, on January 19th, 2025, the ceasefire came into effect, and we returned to the camp to check on our home. However, we were shocked by the extent of the destruction and devastation in the camp. The homes had turned into piles of rubble, and we could no longer recognize the places or roads due to the scale of the damage. Our house was completely destroyed, leaving us homeless. Now, my family and I live in a small tent that is insufficient for the number of family members. It offers no privacy, no bathroom, no kitchen, and it does not protect us from the summer heat or the winter cold. We are living in an overcrowded environment with displaced people, chaos, piles of garbage, and the spread of diseases, especially among the displaced children.
This war has forced us to live in extremely harsh conditions and an environment that is unfit for human life. We continue to suffer every day from the ongoing war, repeated displacement, lack of resources and essentials, fear, pain, and oppression. Not to mention the hardship of fetching water, standing in long queues for basic needs, and struggling to find food—another challenge added to our suffering in this devastating war that is destroying people, buildings, trees, and animals. All of this has exhausted our bodies and deeply affected our mental well-being.
Therefore, I am reaching out to you through this humanitarian platform to help me support my family, rebuild our destroyed home, and contribute to providing the basic necessities of life so that I can live with my family with dignity and freedom.
• How will these donations be used?
1) An apartment will be rented to temporarily house my family until the reconstruction of the destroyed house is completed, as an alternative to a tent, at a cost of $600 per month for at least two years. (An estimated total cost of $14,000 over the two years.)
2) Purchase the basic tools and equipment necessary to furnish the rented apartment at an estimated cost of $5,000.
3) Purchase clothing and basic necessities for all family members at an estimated cost of $6,000.
4) Remove the rubble of the destroyed house and rebuild it at an estimated cost of $140,000.

“A popular theory among leading astrophysicists estimates that the hypermatter reactor would need about 10 to the 32nd joules of energy to destroy a planet the size of the Earth.” You didn’t exactly know what Reid was trying to explain to Morgan, but he looked cute.
Emily looked at you mockingly.
“Now, Lucas said it took 19 years to build the first Death Star, right?” Spencer looked at you.
“But if you look at The New Essential Chronology, there's a test bed prototype for a super laser that's been—” Morgan got up from his seat and headed toward Rossi’s new office.
“Where are you going?” Spencer asked Morgan, confused.
“Taking back the last five minutes of my life,” Morgan replied, and Reid made a face.
“I was listening to you.” You shrugged.
“I know you were, you always do.” He smiled at you.
“Don’t you want to know about this guy?” Morgan asked as he walked up the stairs.
“I do.” Emily quickly got up from her desk.
“I don’t! Are you kidding? No, no—This is dangerous.” You followed them.
You were starting to panic a little. Not for nothing, but this guy was pretty mysterious, and even though you might sound a bit like a people pleaser, you were dying to make a good impression on Rossi, and if he caught you snooping around his office, you two weren’t going to become friends anytime soon.
“I've got it all memorized. His books, his bio,” Spencer replied to Morgan.
“Yeah, books that sold over a million copies.”
“So?”
“That’s a million reasons not to come back, if you know what I’m saying.” Morgan explained to us.
I mean, of course, he was right. Why would a guy who had already ended his career years ago suddenly come back? He wasn’t going to do it out of kindness. But that wasn’t your problem.
“Huh!” Morgan exclaimed as he entered his office.
“Taupe walls. That’s a negative color.” Emily was analyzing it. “Cold. Distant. You know, emotionally, taupe is linked to loneliness and a desire to escape from the world.”
“I just figured the guy’s walls would be covered with plaques and commendations,” Morgan continued to Emily.
“Maybe he doesn't want to be reminded of past victories. It’s a new chapter for him.”
Spencer and you peeked into the office, you clinging to his arm.
“Whatever happened to the moratorium on intra-team profiling, guys?” Spencer asked the group.
“Come on, Reid. Team? I don’t think this guy knows the meaning of the word.”
“Probably not, but—We shouldn’t be here. What if he sees us?” You were quite scared.
“I don’t think he will, don’t worry.” Spencer took your hand, and you both entered the office.
“I found something. Looks like some type of religious art. Original maybe, definitely expensive.” Morgan showed us a painting in a frame.
You wrapped your arm around Spencer’s and leaned on his.
“It’s Renaissance art,” you replied to Morgan, looking at the painting in Spencer’s hand.
“If that’s original…” Spencer followed your lead.
“Is it?” Morgan asked.
“It’s kind of hard to tell, I mean, he’s into the classics,” you continued.
“What else?”
“Italian, strict Catholic upbringing, probably believes in redemption.” Spencer was pondering over the painting.
“I believe in a lot of things.” You heard a voice behind you, and it almost gave you a heart attack.
You lifted your head off Spencer’s arm, stepping away from him entirely. He gave you a puzzled look due to the distance.
“Catholic, yes. Italian American, 52 years old. Strict upbringing? Not so much.”
We shared awkward glances between us. This couldn’t be happening.
“Now the artwork? That’s 15th-century original, it costs more than my first house. And as for the wall color, it’s just a base coat, painters will come in and finish tomorrow.” He gave us an ironic smile.
You felt like you were about to die or something.
“Now, if you’re all finished, I think JJ and Hotch are ready for us,” he informed us. “Isn’t that how a team works?” This time he looked straight at Morgan.
You quickly ran out of there before the embarrassment swallowed you whole. Spencer followed right behind you.
“Hey! Wait for me.” You heard him behind you.
“Are you kidding me? I told you we shouldn’t have gone in! What a disgrace, I can’t believe it.” You turned to look at him. “What’s he going to think of me?”
“I don’t think he cares that much, really.” He took your hands in an attempt to calm you down.
“How could he not!? We snooped through his stuff! We profiled him! Oh, this is bad!”
Spencer laughed a little at you. “What are you laughing at!?” You frowned.
“I really don’t think it’s that deep, don’t worry.” He gave you a sincere look.
If you thought about it, it wasn’t that bad. He probably wouldn’t even mention it again, and it wasn’t like you did anything serious... at least you hoped so.
“You think so?” You looked back at him.
“Of course!” He smiled at you. “Come on, I’ll make you some coffee before we go to JJ and Hotch.” Spencer gave you a small kiss on the forehead, took your hand, and led you to the kitchen.

Recommendations for societies with mixed halfling/human races follow. The average halfling is assumed, from demographic estimates, to weigh 30 pounds (14 kg) and stand approximately 3 feet (1 meter) tall.
All public places where people are expected to be seated need a mix of regular/small seating. Ideally, all chairs and tables will be adjustable, but this comes with cost considerations.
All doors must be accessible for people of all sizes. This presents a challenge for doorknobs and door handles, and the recommendation is a long vertical bar accessible for both, along with low "minimum force" levels for opening and closing. Problems with locking mechanisms remain, and while floor bolts are height-neutral, they're more suited to secondary locking mechanisms.
All restaurants, cafeterias, and vending machines should stock two differently sized portions. The average halfling consumes roughly a third the amount of food as a human. Because of various frictions (packaging, labor), prices are expected to be more than one third for a halfling portion. Because of this, it's best to have systems in place that allow splitting human-sized dishes, or bringing home leftovers, or making packages resealable.
Housing presents a serious problem. A single-family dwelling for a halfling family requires roughly one fifth the volume as for a single-family human dwelling, though costs do not scale down at the same rate. However, if built to halfling scale, the interior of the dwelling will only be accessible to halflings, which presents serious problems for e.g. police, firefighters, social workers, repairmen, or anyone else who might have cause to go into the interior of the home, to say nothing of friends and coworkers. Building for halfling scale is attractive for a variety of reasons, with cost being one of the biggest, but this might result in de facto segregation, and puts considerable strain on civic infrastructure and city markets due to duplication. Another social concern is that all interactions might, by default, take place inside human homes which have worse accommodations for halflings. Special note should also be made of mixed-species couples, who suffer extra burdens within the household. These problems are intractable, as some trade-off must always be made.
Tools, household goods, and clothing are naturally split into two markets. For clothing, near-complete segregation is expected. For everything else, partial segregation is expected: a halfling cannot effectively use many human tools due to differences in grip strength and grip circumference, to say nothing of brute strength. However, many consumables can suit both species, and it's expected that cost reduction efforts will inevitably result in a single offering for both in cases where that makes remotely makes sense. Purchases using refillable containers from bulk are encouraged, as each person can determine what's best to fulfill their own needs.
Due to lower costs (housing, food, clothing), halflings can in theory work for lower wages. For certain jobs, particularly those requiring physical strength, humans are more capable on average, and for others, particularly those requiring manual dexterity, halflings are more capable on average. For jobs which do not have significant differences, wage discrimination is recommended by contentious, and is an ongoing conversation.
There are a number of "segregationist forces" in society, driven by convenience, culture, and market forces. Once segregation has become, there is every expectation that it will snowball: a neighborhood which is inaccessible to humans will have businesses that cater only to halflings, and once halfling business is concentrated, any "mixed" business has less incentive to cater to halflings. Legislation can counterbalance these forces by requiring that all businesses be able to service both humans and halflings, and accommodate both human and halfling services, but this admittedly comes at enormous cost.
Overall, there are certain recommendations that are nearly costless and can be implemented as best practices immediately, and more complicated, costly reforms that will take significant political will and budgetary consideration. Beyond that, there are questions of social engineering and the level to which it is important or preferable that these things be done.

The cost of damage to critical infrastructure in Gaza is estimated at around $18.5 billion according to a new report released today by the World Bank and the United Nations, with financial support of the European Union. That is equivalent to 97% of the combined GDP of the West Bank and Gaza in 2022.
The report finds that damage to structures affects every sector of the economy. Housing accounts for 72% of the costs. Public service infrastructure such as water, health and education account for 19%, and damages to commercial and industrial buildings account for 9%. For several sectors, the rate of damage appears to be leveling off as few assets remain intact. An estimated 26 million tons of debris and rubble have been left in the wake of the destruction, an amount that is estimated to take years to remove. The report also looks at the impact on the people of Gaza. More than half the population of Gaza is on the brink of famine and the entire population is experiencing acute food insecurity and malnutrition. Over a million people are without homes and 75% of the population is displaced. Catastrophic cumulative impacts on physical and mental health have hit women, children, the elderly, and persons with disabilities the hardest, with the youngest children anticipated to be facing life-long consequences to their development. With 84% of health facilities damaged or destroyed, and a lack of electricity and water to operate remaining facilities, the population has minimal access to health care, medicine, or life-saving treatments. The water and sanitation system has nearly collapsed, delivering less than 5% of its previous output, with people dependent on limited water rations for survival. The education system has collapsed, with 100% of children out of school. The report also points to the impact on power networks as well as solar generated systems and the almost total power blackout since the first week of the conflict. With 92% of primary roads destroyed or damaged and the communications infrastructure seriously impaired, the delivery of basic humanitarian aid to people has become very difficult.

"As 3D-printing methods continue to evolve, it’s not uncommon to see this method employed for various engineering projects, especially in the construction of affordable housing, structures, and schools.
In Ireland, a first-of-its-kind social housing project has been built from the ground up, using 3D printing as a time and money-saving solution.
In fact, it’s Europe’s first 3D-printed social housing project, fully compliant with international standards. In Grange Close, Dundalk, the three-unit terraced build is now a milestone achievement in eastern Ireland. It was created by Harcourt Technologies Ltd (HTL.tech) and assembled using COBOD’s BOD2 3D construction printer.
The unit is 3,550 square feet and is divided into three separate homes, each measuring 1,184 square feet.

The use of this technology allowed for a 35% faster construction process, which took 132 days from start to finish. During that time, the 3D-printed superstructure itself was completed in just 12 printing days. 
Conventional construction methods usually require more than 200 days, according to COBOD, meaning this method could be transformative in quickly scaling affordable housing options.
“Ireland’s housing crisis, driven by a decade of under-construction and rising demand, has reached critical levels, leading to widespread protests and influencing national elections,” HTL.tech shared in a press release.
“The rapid construction made possible by 3D printing offers a promising solution. The homes in Dundalk demonstrate how this technology can address housing shortages by dramatically reducing construction time and costs.”

In the 132 days it took to go from initial site preparation to handing over keys to the client, builders say approximately half of the time savings came directly from 3D printing. 
Additionally, during the project, COBOD upgraded the concrete hose of its printer, which increased its output by 40% and significantly increased the printing speed. With this upgrade, the company estimates that printing times for similar structures would be reduced to nine days instead of 12.
“We continue to improve our technology,” Henrik Lund-Nielsen, general manager and founder of COBOD International, said in a statement, “and although a hose update can be seen as a small step, the numbers from HTL.tech proves that it is not.”
Now, the client — a local housing council — will finish furnishing the homes and will rent them to social housing tenants at an affordable price.

It’s a success that will surely have ripple effects.
“As the first 3D-printed social housing project in Europe, the Grange Close development sets a precedent for future housing solutions,” a press release from HTL.tech explained. “With countries like Sweden and Germany also experimenting with 3D-printed homes, this technology is poised to become a standard approach for addressing housing shortages.”
The statement also added that governments across Europe may increasingly adopt 3D printing to “deliver faster, more cost-effective housing solutions for low-income residents.” 
“This project not only showcases the potential for rapid, sustainable construction but also serves as a blueprint for other nations facing similar challenges,” the statement concluded. “As 3D printing technology evolves, its role in shaping the future of housing construction looks increasingly promising.”"
