summary: When a routine mission to rescue and recruit a handful of scientists goes wrong, Shepard and her team are left to fight against something they had never expected to face. Now stranded on a heavily fog-covered planet, they realise there is more to the strange weather than they originally thought, especially when they hear things from beyond the fog; calling for them.

Shepard limps aimlessly around the room. All of Garrus’ consistent protests for her to sit fall on deaf ears as she relentlessly searches every nook and cranny for information. Despite her meticulous rummaging, her attempts lead her to nothing but dead ends. Her hands curl into tightly held fists and despite the thick material protecting her hands, she can still feel her nails digging into her palms. 
The sensation helps to ground her, if only for a fleeting second. A million thoughts begin to rush through her mind as she forms plan after plan, each one falling short for one reason or another; not enough information, not enough visibility, or not enough people.
“You’re not enough,” she thinks briefly, the thought shocking her out of her hyperfocused state. It rattles around her brain, hitting every concealed sore spot with deadly precision.
The lamp flickers, casting an array of shadows around them for a brief second. It was only a slight flicker, barely noticeable under any other circumstance, and yet Shepard felt her lungs constrict. Her past experiences have trained her to assume the worst at all times.
She watches as Garrus falls back into his past C-Sec mode, still scanning through dozens of old reports and making mental notes of anything that stands out to him. He works silently, with the occasional hum breaking her concentration and pulling her amused eyes over to his corner. 
He stands still besides the occasional shuffle to keep his legs awake. The clinking of metal and rustling of paper encase his space while his mind processes everything. She watches him tilt his head to one side, deep in thought, before slowly nodding to himself in agreement—a gesture of hers that has rubbed off on him, no doubt.
“This doesn’t make any sense,” He mumbles to himself, flicking through the same report for the hundredth time. He turns to meet her gaze, gesturing down at the collection of records. “Nothing here seems to be relevant to the planet or the research bases. It’s like someone’s made a collection of random reports to throw people off their trail, nothing is linked.”
“What sort of stuff is it?” She asks wearily, half-expecting the bad news before it had been delivered.
“Noveria stock reports, biology reports on all council species, Attican Beta transport routes, ‘The Art of Live Subjects’: A published dissertation by Dr Ross.” He reads out before dropping the datapad back onto the shelf. “You’d think someone would have left at least one piece of evidence behind.”
“If it was a harmless project that went wrong, then maybe.” She says, her mind filtering through what little information she has. “But from what we’ve seen already, I don’t believe any of this was a mistake.” 
“Cerberus?” Garrus asks, his voice hardening as he struggles to hide the small growl threatening to follow the word.
Shepard simply scrunches up her nose and shakes her head, “It better not be, otherwise I’m going to be even more pissed, but I don’t think it's them this time. As resourceful as they are…The stuff it…” 
She trails off and her shoulders relax when Garrus picks up her sentence for her, “Hm, you’re right. It was far too personal, almost tailored to hurt us in a specific way. Even with their connections, Cerberus couldn’t have that much accuracy on our weaknesses.”
“Yeah, about that, how are you doing?” The words come out hurried, as if speaking of the events might summon a new round within their sanctuary. “I know I said we’ll talk about it on the Normandy, but that was… intense.” 
He gives her a half-hearted shrug, “No better than how you’re probably doing, all things considered. It was weird, but it’s nothing I've not already told myself anyway. You were right before though, we will have time to spill the lions or whatever once we’re back on the Normandy and not waiting for it to strike again.”
That startles a laugh out of her, and if the proud smile on his face is any indication, his plan was a success.
Now safe from what awaits them in the fog, Shepard finally lets herself drop down against the wall. Her armour clunks against itself while she shuffles to rest her injured ankle on top of the other. The pain throbs up her leg, the swollen appendage pressing painfully against the firm fabric of her boots. She lets her head fall back as a new wave of pain washes over her, all the adrenaline that had kept her active now fades away into bone-deep exhaustion. Her mind feels like it’s been set alight, buzzing with ancient anxieties and long-buried memories that have been dredged back to the surface.
Her skin prickles and a heavy weight falls over her like a blanket. Familiar feelings overtake her, feelings that she has since tried to forget: regret, loss, and helplessness. 
It has been a long time since she let the sensation of failure fall over her. With too much to do and far too much to lose, it had been much easier to push them deep down. 
The room suddenly feels too hot, a sickly oppressive feeling seeping in through the cracks and into her flesh. The walls close in on her and Shepard has to bite her tongue to hold back the strangled groan clawing up her throat. She suddenly feels like the scared sixteen-year-old girl she was and not the thirty-two-year-old, battle-hardened woman that she is.
The safety of the building is beginning to feel more and more like a gilded cage, whatever respite she had is being rapidly sucked away from her with each passing second. Something unknown sneaks inside of her, urging her to move. The stillness burns at her flesh.
“This is all your fault, you brought them here. And now one of them is lost, dealing with who knows what.” Something whispers in the back of her mind in an unrelenting caricature of her voice.
“Do you think James is alright?” She asks if only to drown out the thought. Her eyes are trained firmly on the ceiling.
Garrus pauses his work for a moment as he considers her question, “We’ve gone through worse so I doubt he’s in trouble. He probably got the lucky side of things and reached the others to let them know the situation.”
“Have we?” Shepard’s voice is quiet, almost a whisper as she lets her eyes fall shut. “Gone through worse, I mean.”
“Shepard?” The concerned trill of his subvocals floats around her, loud enough to fill the small room.
“Can you honestly say you’ve been through worse than what we’re currently up against? It’s not like we can exactly shoot our way, or talk our way, through this.”
“Well…Yeah, I can, Shepard.” His voice is tense and he awkwardly shuffles to lean against the wall, idly adjusting his gloves just to have something to do with his hands. “We’ve already gone through the stuff it’s throwing at us. As much as it hurts to re-experience, it’s not exactly new to us, in a way.”
That catches her attention and she slowly drops her eyes from the ceiling to fall upon him. She can’t read his expression, which is rare for her after all the time spent by his side, yet the look in his eyes causes her heart to crack.
“Garrus… I’m sorry, you’re right. What would I do without you?” She lets out a long breath, feeling her lungs and eyes burn. 
“We both know you would kick just as much ass with or without me, Shepard. I’m just here so you can do it in style.” He tries to joke, but the words come out too slowly, his voice wavering with each word. “I’m scared as well, for the record.”
Her eyes fly open and her head snaps to look in his direction. Garrus is avoiding her gaze, purposefully shuffling his evidence around as if it could drown out his admission. Her protective instinct wakes up from its slumber and she slowly rises to her feet. She has to use the wall as leverage, palming at it firmly while she shuffles over to the door. She runs her hand through her long hair, parts of it falling loose from the braid she wears during missions. 
“Where are you going?” Garrus asks warily, refusing to look away from her.
“To get some air and to check our surroundings, there’s no point in having both of us cooped up in here. I might as well make sure nothing is trying to break in while you scan through all those.” She waves her hand in the direction of his small pile of records and datapads, neither of them willing to address the way her hand trembles.
“Are you insane, Shepard?” He counters automatically, his voice echoing in the space between them. She turns to stare at him with a single, slender eyebrow raised. He breathes in slowly, holding his breath as he considers his words. “Look, we don’t know what we’re up against. It’s your call, but… I don’t think it’s a good idea.”
“Alright, so I’ll stick my head out of the door and shoot anything that approaches,” she says bluntly.
“Spirits, Shepard.”
“We’re never going to know what we’re up against if we stay hidden away in here, Garrus.” She argues before relenting, giving him an apologetic smile. “Look, I understand your concern. I’ll keep the door open and I won’t leave your line of sight unless it’s strictly necessary, okay?”
Garrus gives Shepard a long look before slowly nodding. He turns to lean against the wall so he can watch her, grumbling something about “stubborn humans going to give their boyfriend an aneurysm” under his breath the entire time. She gives him a soft look before flaring her barrier and letting its soft, blue light encase her form.
She opens the door slowly, her body thrumming with built-up biotic energy at the ready. The air is still as if the breeze they felt upon their arrival never existed. The pair hold their breaths as the fog snakes its way into the room, yet nothing follows. The night is silent, no shuffling or groans breach the darkness. She strains her ears to be certain, not wanting to be ambushed by god knows what, but the only thing she hears is the frantic thumping of her heart. Shepard lets out a relieved sigh, her body keeping up its protective glow.
“See, everything is fine.” She says casually, her tense shoulders doing little to help her calm facade. 
“Sure, but that doesn’t explain where the horde of corpses went. They have to be out there somewhere.” Garrus calls from his corner, watching her like a hawk. 
Shepard shakes her head as the fog curls around her, feeling heavy on her flesh. She lifts her arm and extends it out of the door, she’s mesmerised by how it floats around her and sneaks into the small gaps in her armour. “Do they?”
Garrus cocks his head at her, he carefully places the datapad to one side before rising to his feet. She watches him for a moment before turning her head to stare outside. She lets the fresh air wash over her, cooling her skin. As she stares deeper into the darkness, not a single star or moon in the sky above, she spots something. Someone.
She squints, willing her eyes to focus while her hand twitches with the urge to grab her rifle; if only to feel the comforting weight of it in her hands. The figure moves closer and the fog almost seems to part itself to reveal the person within. She feels her heart stop before solace sparks through it instead.
“Vega?” She calls, hope blooming in the words. She’s already moving, letting the fog pull her further outside. “Garrus, stay here.”
She hears Garrus sprint forward, not caring about damaging any of the reports scattered around him as he reaches to grab Shepard’s arm. 
She’s too quick and is instantly swallowed by the consuming darkness, leaving nothing but mist in his grasp.
“Shepard?” Garrus shouts into the night, the words coming out frantic. She turns to give him a reassuring smile, only to find that she is alone. Her smile becomes strained and her cheeks begin to ache from the expression now frozen upon her face. 
Where the building had been just a second ago now sits an empty void, fog and darkness as her only companions. She closes her eyes and inhales deeply, the thick air sticking to the back of her throat. A rare, yet naive part of her hopes that once she opens her eyes, she will be back in the room. Garrus will be in his corner complaining about a lack of evidence. 
Too late to regret her every move, she exhales slowly. She opens her eyes to stare into nothingness once more.
She grits her teeth, “Garrus, can you hear me? I can’t see you.” Her words come out desperate, her lower lip beginning to wobble. There is no answer and she has to bite back the shaky sigh that threatens to escape her. “For fuck’s sake.”
Her heart begins to race and her hands begin to shake, but she pushes forward towards James. She had already let him slip from her side once before, this time she refuses to let him be snatched away.
“Garrus will be fine, he’s inside the base. Just grab Vega and find wherever the base is. Then we will get the hell out of here.” She mutters to herself, believing her own words less and less. 
She hobbles over to the younger soldier, glad to see that he’s unharmed despite everything that’s happened. She reaches out to pat him on the shoulder but makes no contact, her hand slides right through him as he flickers in the fog.
“...James?”
“Commander,” he answers, his voice disjointed and wrong.
She stares up at him, her pale eyes morphing into a glare. “What are you?”
James lets out a low laugh, the sound coming out deeper than normal. “Can’t you tell, Lola? Aren’t you supposed to be smart?”
She freezes, completely taken aback by his words. The eager lieutenant would never dare to speak to her like that. She wants to argue, to demand what it’s done with her squad member, but James pins her with a cold look.
“Nah, I guess you’ve always relied on luck, haven’t you?” He begins to circle her like a shark, the movements are sharp and jagged compared to his usually casual actions. “Is luck gonna win us this war, Commander?”
“I don’t know what you are, but you’re wrong,” she replies while his words stab at her heart. “We are going to win this war, all of us, united together to defeat the reapers.”
“Uh-huh. How can you unite a galaxy when you can’t even help yourself, Commander?” James looks her up and down, appraising her before scoffing, the action expells a small puff of fog from his lips. Shepard feels a hot flush of anger and moves to jab a finger at his chest, feeling more fury when she simply phases through him.
“I don’t know what you are talking about considering we’ve done a fairly good job so far. We have the turians, the krogan, the quarians, the geth, and even the rachni.”
James just smiles, his eyes dull and void of life. “What about the asari? What about Thessia?”
She bristles, white-hot guilt running through the fresh scar. Since the invasion of Earth, things haven’t been perfect, but Thessia was a whole new level of misery for her. Shepard’s jaw tenses and her teeth grind together while she slowly builds her composure back up, small brick by brick. “Thessia was…a failure.”
“Yup,” he drags the word out, letting the sharp pop of the word ring through Shepard’s ears. “Maybe that’s why you’ve been so careless, Lola.”
“What?” She asks coolly.
“It’s not like you to rush in so carelessly, is all I’m saying. You hardly had any info and it’s not like it was a time-sensitive mission. But you just charged in and dragged us into hell with you, all because Hackett asked nicely.” He replies, his tone equally unfriendly as his eyes bore into hers. “What were you hoping to achieve with this mission, Commander? Redemption? Payback? To prove that you are still worthy of our support?”
“I was…” She clears her throat, letting conviction fill her voice, “I was doing my damn job. We need people to build the catalyst, so Hackett sent me to get people.” 
The figure with James’ face just laughs, the sound is harsh and ragged against her ears. She clenches her hands into fists, teeth digging into her cheek as she stares at him. She watches as his mirthful face warps and flutters before he fades from sight, “keep believing that and you will stay lost, Lola.”
Shepard is left alone in the darkness. She is alone and cold, and as much as she would rather die than admit it out loud, she is very afraid. The black void around her sinks into her heart, weighing it down. 
She drops to her knees and her armour cushions her fall. She presses her forearms against the ground, leaning against them and feels as if her body is made out of lead. She lets her head drop, her inky hair covering her face as she struggles to breathe.
Her chest is tight, too tight to allow enough air to pass through her lungs. Her chest burns with each attempt. Her fingers curl against the floor, digging in as deep as they can as she gasps for air. Panic claws at Shepard’s throat with an icy touch, her fingers move of their own accord to mimic its ghostly caress; her chest begins to heave with every syncopated breath.
“What a sight,” she mutters miserably, “the renowned commander on her knees in the middle of a mission. Another mission that I’ve fucked up as well.”
A gentle touch on her shoulder sharply brings her back to the present and she jumps to her feet with a strangled gasp, instantly unholstering her rifle in the process. Her muscles ache from how tightly she holds herself together and she stares up at the turian standing in front of her with wide eyes.
“Garrus?” She chokes out as she lowers her weapon and attaches it to her back. She gives him a watery smile as she moves closer, seeking comfort in his presence. “You startled me there, big guy. Did you have to sneak up on me like that?”
He just shrugs, his mandibles flicking out too quickly for her to discern the emotion.
“Did you find anything?” She asks quickly.
He repeats the action, looking over her head and deeper into the night. Shepard tenses and crosses her arms against her chest to hide the shiver that shoots through her.
“Did something happen to you as well?” She tries again, trying not to take offence when he simply looks away again and begins walking away. “It’s alright, Garrus. It’s difficult now, but we will make it back home.”
She has to scramble to catch up with him, his longer legs letting him cover more ground. Worry gnaws away at her while she watches him out of the corner of her eye. He wears an expression that she can’t quite pinpoint, his mandibles are too stiff and his eyes are unfocused. Without any warning, his pace begins to quicken, turning into a small jog. She tries to match his pace and her ankle protests with each step as she runs alongside him.
She grits her teeth and pushes through the pain, refusing to leave his side again. His silence unnerves her. Each moment slips by without a word, only the sound of their boots hitting the floor and her muffled groans accompany them.
He comes to a sudden halt, staring down at the ground with a frown.
“Garrus, what’s wrong?”
“You really wouldn’t be able to do anything without me, would you?” His voice cracks out at her like a whip, the duel tones of his voice ringing out with his discomfort.
“What do you mean? Where is this coming from?” She keeps her voice sharp, hoping that the bluntness of her regular ‘commander voice’ can hide the hurt within.
“Where is this coming from?” He repeats, disbelief colouring his words. “Maybe the fact that I have done everything for you. I left my job at C-Sec to follow you. I was ready to throw away my life for your suicide mission. I am the only reason you haven’t worked yourself to death and lost us this damn war.”
She opens her mouth to reply, but no words come out. Garrus stares at her before rolling his eyes and continuing, “But what have you done for me, Shepard? You weren’t even there for me when my mother died.”
“Garrus, I was under Alliance custody. I would have done everything in my power to support you regardless. But I was locked up without any form of contact or information.” Her voice wavers and she can feel her pulse race.
He moves closer, now towering over her. She refuses to meet his eyes, unable to cope with what she might see in them.
“You always have an excuse, don’t you?” He lets out a hollow laugh, moving closer. “And why were you in Alliance custody again? Does the number three thousand and five hundred ring any bells?”
Shepard feels something snap inside her, a burning coil that warms her chest and laces her tongue with a bitterness she only reserved for the mirror. “No, you do not get to use that against me. You don’t get to use any of that against me. It was the Bahak system or the galaxy, I didn’t have much of a choice and you know that. I know you do.”
He gives a lazy shrug. His mandibles flick out and he opens his mouth to reply before she interrupts him, “I’m not finished. You have always had the choice to follow me, so don’t put that on me if you’re regretting it now.”
“Yes, because you are perfect and can do no wrong.” He moves closer, the fog growing more opaque. 
“I never said that.” She argues, her vision wavers with the tears she refuses to let fall in front of him.
“That’s why you worked with a terrorist organisation.” He takes another step, ignoring her distress.
“That’s not why, I had no choice.” She takes a step back, his face distorts and warps as he follows her.
The air around her drops, and her skin freezes when she looks back at Garrus. His features are now missing entirely, nothing more than a shadowed figure flickering in the fog.
“You always have a choice, maybe you just pick the bad option every time, Shepard.” His voice is followed by the familiar static, ringing loudly in her ears.
Shepard flinches, startled by the sudden, almost deafening noise. Her heel catches on something hard sticking out of the ground and she topples backwards. She throws her hands out to soften her fall, trying to prevent yet another sprain. Her eyes are shut tight as she tries to keep her tears from falling. 
When she finally sits up and reluctantly opens her eyes, the figure is gone. 
She remains on the floor, her limbs suddenly feeling heavier than an elcor as hot tears begin to flow down her cheeks. Her heart pounds against its skeletal case with a frantic beat and she has to bite down on her fist to muffle a sob. Fury and anguish dance inside of her, mixing and stealing away what resolve she had left. Her body begins to shiver, growing worse with each sob.
Something sharp pokes against her thigh. There's something solid and freezing protruding from the ground, but Shepard can’t find the strength to move from her position. She would have to move eventually, too many lives depend on her continued survival, but for now, she lets the shock wash over her; far too tired to fight against it. The fog sits heavily against her tears, sticking against the wet trails they’ve left down her cheeks.
A sudden tap in the distance breaks her out of her wallowing. She tilts her head to listen, the sound repeating in a soothing pattern. 
The taps grow louder, the rhythm becoming more recognisable as they grow closer. The sound of boots against stone. Heavy boots. 
She curls her hand into a fist, letting her biotics flow down to cover it in a shield, waiting for her to strike. She remains frozen on the ground, letting the fog wash over to cover her. She has never felt more like the predator and prey than she does in this moment.
She hears the familiar click of a thermal clip sliding into a rifle. It causes her to flinch and she whips around with a dizzying speed. She darts towards the figure, her glowing blue fist raised to strike. Her biotics drown them in a bright light and moments before she makes contact, she spots a very stunned turian staring back at her through the blue haze.
Shepard quickly pulls her fists back, letting the power die and taking the light with it.
“Spirits, Shepard. I didn’t realise that was you.” Garrus powers up his omni-tool, shining it in her direction to get a better look.
“No, get away from me,” she commands as more tears rush down her cheeks. They glitter in the orange glow of his omni-tool. “Not again, I don’t want to do this again.”
He falters for a moment, watching as she shrinks away. He watches as she hunches over, gripping her chest tightly as she struggles to breathe. Garrus ignores her order and reaches for her. He gently places his hand on her elbow, pulling her closer to him so he can press his forehead against hers.
“Shepard, sweetie… What happened?” His voice is a whisper and his fingers curl in her hair, grounding and soothing her with each stroke. She is tense, but the more she breathes in the familiar scent of metal and gun oil, she feels her traitorous body begin to relax.
“You’re not real.” Her voice cracks at the admission. 
“You are Commander Raven Shepard. The best damn CO I’ve had the pleasure to serve under, the most reckless one as well. You are also the kindest woman I’ve met and the love of my life. Shepard, I’m here, this isn’t a trick.” He moves to nuzzle her, wiping away the rest of her tears with his hand. She lets out a soft sigh when he moves to cup her cheek, gently stroking her cheekbone with his thumb.
“Then the stuff you said. You didn’t mean it?”
“The stuff it said was wrong.” He sighs and Shepard feels his hand shake against her skin. “If it was anything like what I had thrown at me, then yeah, it was wrong.”
That gets her attention and her head snaps up to look at him, her eyes shine more than sadness now. “What happened?”
Garrus rubs the back of his neck with the hand not clutching her, as if she might slip away again. “Oh, you know, the usual. I’m sure we will have a day-long mission debrief to go through all the wonderful experiences we’ve had.”
“But are you alright?” She questions, catching his hand and holding it tightly. She rubs small circles on the back of his hand.
“I feel like I should be asking you that.”
“Well, you know, the usual,” she echoes, giving him a small smile before rolling her shoulders and taking a deep breath. “So, James wasn’t actually James. Which still leaves us a squad member down.”
Garrus lets out a small hum as he surveys the new area they’ve reluctantly found themselves in. “So, something is trying to separate us? It would make sense, or maybe…”
He trails off, letting his words fizzle out when he nudges something with the tip of his boot. The loud clank of his heavy armour hitting its target confirms his thoughts.
Shepard watches as he squints, waving his omni-tool closer to the ground. “Shepard, this looks like a hatch. There’s something below us.”

Kissinger SUBJECT: Communication with Hanoi Prior to January 20 Prior to the inauguration, President Nixon was in communication with the North Vietnamese through a contact who is personally known to the top leaders in Hanoi. The messages were sent by me to the contact who delivered them to Mai Van Bo (DRV representative to the Government of France) and vice versa. The President initiated the exchange with his message of December 20 (Tab A), which told the North Vietnamese that his Administration was prepared to undertake serious talks. On December 31, Hanoi sent its reply (Tab B), which emphasizes that its point of primary concern is U.S. willingness to withdraw troops. The ball was kept in play by the President's response of January 2 (Tab C), which states [underlined]inter alia[/underlined] that his Administration is ready to withdraw U.S. forces from South Vietnam as part of an honorable settlement which includes mutual troop withdrawal. Clarifying the Military's Role in Protecting the Territorial Integrity of the United States
Issued January 20, 2025.
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Section 1. Purpose. (a) As Chief Executive and as Commander in Chief of the Armed Forces of the United States, I have no more solemn responsibility than protecting the sovereignty and territorial integrity of the United States along our national borders. The protection of a nation's territorial integrity and national boundaries is paramount for its security.
(b) The Armed Forces of the United States have played a long and well-established role in securing our borders against threats of invasion, against unlawful forays by foreign nationals into the United States, and against other transnational criminal activities that violate our laws and threaten the peace, harmony, and tranquility of the Nation. These threats have taken a variety of forms over our Nation's history, but the Armed Forces have consistently played an integral role in protecting the sovereignty of the United States.
(c) Threats against our Nation's sovereignty continue today, and it is essential that the Armed Forces staunchly continue to participate in the defense of our territorial integrity and sovereignty. A National Emergency currently exists along the southern border of the United States. Unchecked unlawful mass migration and the unimpeded flow of opiates across our borders continue to endanger the safety and security of the American people and encourage further lawlessness. Accordingly, through this order, I am acting in accordance with my solemn duty to protect and defend the sovereignty and territorial integrity of the United States along our national borders.
Sec. 2. Policy. It is the policy of the United States to ensure that the Armed Forces of the United States prioritize the protection of the sovereignty and territorial integrity of the United States along our national borders.
Sec. 3. Implementation. The Secretary of Defense shall:
(a) No later than 10 days from the effective date of this order, deliver to the President a revision to the Unified Command Plan that assigns United States Northern Command (USNORTHCOM) the mission to seal the borders and maintain the sovereignty, territorial integrity, and security of the United States by repelling forms of invasion including unlawful mass migration, narcotics trafficking, human smuggling and trafficking, and other criminal activities.
(b) On the effective date of this order, add the following requirements to the Contingency Planning Guidance and Guidance for the Employment of the Force:
(i) A Level 3 planning requirement for USNORTHCOM to seal the borders and maintain the sovereignty, territorial integrity, and security of the United States by repelling forms of invasion, including unlawful mass migration, narcotics trafficking, human smuggling and trafficking, and other criminal activities, with a commander's estimate due to the Secretary of Defense within 30 days of the effective date of this order.
(ii) A campaign planning requirement for USNORTHCOM to provide steady-state southern border security, seal the border, and maintain the sovereignty, territorial integrity, and security of the United States by repelling forms of invasion, including unlawful mass migration, narcotics trafficking, human smuggling and trafficking, and other criminal activities.
(iii) Continuous assessments of all available options to protect the sovereign territory of the United States from mass unlawful entry and impingement on our national sovereignty and security by foreign nations and transnational criminal organizations.
Sec. 4. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

QUASI DELICTS
DISCUSSIONS:
Obligation arise from:
LAW- imposed by laws or statutes.
Examples:
The obligation to pay taxes annually clearly stipulated in the National Internal Revenue Code (R.A. 8424)
The annual submission of Statement of Assets and Liabilities (SALN) of government employees is required by law under Article XI Section 17 of the 1987 Constitution and Section 8 of Republic Act No. 6713, the “Code of Conduct and Ethical Standards for Public Officials and Employees.
CONTRACTS – have the force of law between the contracting parties, which should done in good faith.
Example:
Ms. Ana filed a housing loan in Bank B. Ms. Ana and Bank B entered into a contract. Hence, both parties have respective responsibilities to fulfill during the duration of the contract.
QUASI-CONTRACT - are the judicial relation arising from certain lawful, voluntary and unilateral acts by virtue of which the parties become bound to each other based on the principle that no one shall be unjustly enriched or benefited at the expenses of another.
Two kinds of Quasi-Contracts:
Solutio Indebiti - is the obligation to return money paid by mistake or which is not due. It exist when;
a) Something was received;
b) When there is no right to demand it; and
c) Unduly delivered through mistake.
Example:
Romeo bought goods from Juliet Store. The goods cost $1500. Romeo gave $2000 to the store cashier and received a change of $700. Romeo is duty bound to return the excess of $200 to the store. Otherwise, he will be unjustly enriching himself at the expense of Juliet Store.
2. Negotiorum Gestio exist when one:
a) Voluntary takes charge of the agency or management of the business or property of another; and
b) Without any power from the latter.
Example:
Mr. Juan, the caretaker of the house for rent, received the amount of more than the boarders due. Mr. Juan, without the power or consent of the house owner, increased the rent. Mr. Juan has the obligation to return the excess payment to the boarders.
ACTS OR OMISSIONS PUNISHED BY LAW – arises as consequences of the criminal offense committed. The Article 100 of the Revised Penal Code states that a person criminally liable for a felony is also civilly liable. The Civil Code provides compensation for the wrongful death of a person whether caused by crime
Example:
Mr. X inflicted serious physical injury to Mr.Y. Aside from the criminal charges filed against Mr. X, he will be civilly responsible to pay the medical expenses incurred and other damages of Mr. Y.
QUASI DELICTS or TORTS or culpa aquiliana - arises from the damages caused to another, whether at fault or negligence, gives rise to the obligation to pay for the damages done. There must be no pre-existing contractual relation between the parties.
Example:
Mr. A bitten by my German dog, I as the possessor of that Dog has the obligation to pay the injury of Mr. A as caused by my Dog.
NOTE:
Obligation arising from quasi-contract, delict and quasi delicts are really imposed by law. In other words we have only two sources of obligation which is the LAW and CONTRACTS.

UNITED MUSLIM AND CHRISTIAN URBAN POOR ASSOCIATION, INCORPORATED (UMVUPAI) vs. BRYC-V DEVELOPMENT CORPORATION J. Nachura | July 31, 2009
TOPIC: Contract to Sell, NCC 1479
A promise to buy and sell a determinate thing for a price certain is reciprocally demandable.
FACTS:
In 1991, UMCUPAI, an association duly registered at the Securities and Exchange Commission (SEC) and duly accredited with the Presidential Commission for the Urban Poor approached the Sea Foods Corporation (SFC) for the purchase Lot No. 300, located in Barangay Calarian, Zamboanga City.
The UMCUPAI, to enable to avail the Community Mortgage Program, approached the Mayor of Zamboanga City, to stand as the “Originator” for the acquisition of the said property at the Home Mortgaged and Financing Corporation (HMFC).
As such, the parties executed a Letter of Intent to Sell by SFC, Letter of Intent to Purchase by UMCUPAI, and the Deed of Absolute Sale signed and delivered with the title upon full payment of the price. However, the intended sale was derailed due to UMCUPAI’s inability to secure loan from the NHMF.
Another round of negotiation took place seeking the division of Lot No. 300 into three portions. In December 1994, Lot No. 300 was subdivided into 3 parts:
Lot No. 300-A was purchased by UMCUPAI for 4.3M in January 1995;
Lot No. 300-B became a road and was donated by SFC to the LGU; and
Lot No. 300-C– was agreed to be purchased by the UMCUPAI for the next another 3 months
However, UMCUPAI failed to purchase within the agreed period. The SFC sold Lot No. 300-C to respondent BRYC-V Development Corporation for 2.5M. A year later, UMCUPAI filed a complaint at the Regional Trial Court (RTC) against SFC and BRYC-V Development Corporation seeking to annul the sale of Lot No. 300-C. According to UMCUPAI, the alleged sale violated the valid and subsisting agreement between SFC and UMCUPAI as embodied in the Letter of Intent, issued prior to the sale over BRYC Development Corporation.
ISSUE :
Was the letter of intent to sell and letter of intent to buy a bilateral reciprocal contract within the meaning of or contemplation of Article 1479, first paragraph of the Civil Code of the Philippines?
COURT DECISIONS:
The Regional Trial Court (RTC) dismissed the UMCUPAI’s complaint due to the following reasons:
The letter of Intent was executed to facilitate the approval of UMCUPA’s loan from HMF for its intent to purchase Lot No. 300.
The RTC concluded that the Letter of Intent was neither a promise, nor an option contract, or an offer under NCC 131, or a bilateral contract to sell and buy.
The RTC further quoted that “a mere “intention” cannot give rise to an obligation to give, to do or not to do. A Letter of Intent is not a contract between the parties thereto because it does not bind one party, with respect to the other, to give something, or to render some service”.
In the appeal of UMPAUPAI, the Court of Appeals (CA) affirmed the decision of the RTC in toto.
With finality, the Supreme Court (SC) also held that the Letter of Intent was neither a contract to sell under NCC 1479 nor a conditional contract of sale under NCC 1458.
IT IS NOT A CONDITIONAL CONTRACT OF SALE: Nowhere in the Letter of Intent does it state that SFC relinquishes its title over the subject property, subject only to the condition of complete payment of the purchase price.
IT IS NOT A CONTRACT TO SELL: Also, nowhere in the Letter of Intent does it state, at the least, that SFC, although expressly retaining ownership thereof, binds itself to sell the property exclusively to UMCUPAI.
RATHER, THE LETTER OF INTENT TO BUY AND SELL is just that – a manifestation of SFC’s intention to sell the property and UMCUPAI’s intention to acquire the same.

Through simulations, we were able to provide nozzle loads, wind seismic data, bolt torque and forces, and welding stresses and forces.
Detailed drawings were provided to Davit for cover, insulation clatters, tube bundles with tube-to-tube sheet joints, tube layouts, baffle layouts, tie roads, girth flanges, passage partitions, gaskets, hold points, name plates, etc.
Finally, all design information, like native 3D CAD data, drawings and simulation reports, was submitted to the customer.

CFD simulations were performed to understand the velocity and temperature distribution on Shell and tube side. The heat exchanger was simulated with operating temperature and pressure. The intensity of turbulence, heat transfer rate was studied and the results are reported to ensure that the design is in compliance with requirement and efficiency of the system is achieved.

The Organization for Economic Co-Operation and Development (OECD) Global Tax Deal (Global Tax Deal)
Issued January 20, 2025.
The OECD Global Tax Deal supported under the prior administration not only allows extraterritorial jurisdiction over American income but also limits our Nation's ability to enact tax policies that serve the interests of American business and workers. Because of the Global Tax Deal and and other discriminatory foreign tax practices, American companies may face retaliatory international tax regimes if the United States does not comply with foreign tax policy objectives. This memorandum recaptures our Nation's sovereignty and economic competitiveness by clarifying that the Global Tax Deal has no force or effect in the United States.
Section 1. Applicability of the Global Tax Deal. The Secretary of the Treasury and the Permanent Representative of the United States to the OECD shall notify the OECD that any commitments made by the prior administration on behalf of the United States with respect to the Global Tax Deal have no force or effect within the United States absent an act by the Congress adopting the relevant provisions of the Global Tax Deal. The Secretary of the Treasury and the United States Trade Representative shall take all additional necessary steps within their authority to otherwise implement the findings of this memorandum.
Sec. 2. Options for Protection from Discriminatory and Extraterritorial Tax Measures. The Secretary of the Treasury in consultation with the United States Trade Representative shall investigate whether any foreign countries are not in compliance with any tax treaty with the United States or have any tax rules in place, or are likely to put tax rules in place, that are extraterritorial or disproportionately affect American companies, and develop and present to the President, through the Assistant to the President for Economic Policy, a list of options for protective measures or other actions that the United States should adopt or take in response to such noncompliance or tax rules. The Secretary of the Treasury shall deliver findings and recommendations to the President, through the Assistant to the President for Economic Policy, within 60 days.
Sec. 3. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

LOZ Character Analysis/Rant
The Hero of Warriors

"Master, if I'm not mistaken, you are a true hero of Hyrule."
A soul sharpened by war. From a mere rookie trainee he soared through the ranks in the blink if an eye, shouldering not only the burden of the hero like his predecessors but also the weight of being a leader. Hundreds looked to him for guidance, for orders, to plan their attacks and as a pillar of strength. 
This Link was very different to his lone adventuring predecessors.

Before I analyse his character in the game I’m going to do with him what I did with the Hero of the Wild and make up a backstory for him. The game doesn’t give us any insight whatsoever into this Link’s backstory other than the fact that he’s a newish knight in training before the war is under way. 
I’ve seen two main renditions of Warriors’ backstory. One being that he’s from some remote village in Hyrule, living a simple farmer life, probably with Linkle as his sister. The other being that he grew up as a middle-class apprentice in castle town, training to be a shoemaker or craftsman. In both cases something caused him to want to join the military: either seeing an advert poster for it, or seeing soldiers parade around or due to something tragic. 
Ok so, real talk for a sec, HW Link is the blandest out of all the 3D Links, with so little characterisation in game that he’s quite literally a blank slate. What the LOZ and LU fandoms have done with him are amazing! There’s so many good stories out there that delve into how the events in game may have shaped his character. I’m going to do that here, so this is mostly all ‘soft analysis’. 
The only things I really have to go off of are the Dark Link incident and the cocky character entrance he gets (that thing where when you face one of the main characters a cutscene plays where they flex their weapon). Other than that he’s a blatant self insert for the player. So I’m gonna to run with those and have his arc be all about growing from cocky to confident.
At the end of the first level he goes from being a random trainee soldier to their undisputed hero. That success definitely went straight to his head. Not just in in the usual ‘I’m the greatest person ever’ way, but also in the way that he took his role very seriously. Because he was so motivated to become a knight he took his training seriously and this was no different to him. He threw everything he had into it, getting advice from seniors, making sure to be close with Impa (not just as a fast track for promotions but because she’s a reliable ally) and commanding whoever he was in charge of with calm authority.
The addition of Proxi is interesting. In the game she refers to him as a man of few words and then just decides that she’s going to speak for him. Bare with me, but I’m gonna ignore this and say that Proxi only delivered Link’s orders to the rest of his troops on mass using magic and the boy wasn’t mute. Meaning he could communicate with his troops from far away and allowing a sort of disconnect, to make it easier to make hard choices.
Btw Proxi is a chaotic neutral and I won’t hear otherwise. 
But back to Link, I get the feeling that he started out as a nobody in the Hyrulean Army (as in the main faction at the Castle, not the under 18s branch I made up), since he was a rookie barely starting out. Because of this he didn’t have the chance to make friends before the war and making friends within the army casually will be near impossible with the role he’s got placed upon him. To cope with suddenly being in charge of soldier’s lives he had to put on a sort of mask, a way to put a barrier between them and himself, a sort of buffer if you like. He did it to protect himself but also to command respect. Like I said, he wasn’t some well known veteran, he rose to where he was from being a trainee, meaning that not everyone is going to wholeheartedly follow him from the get-go. Respect is earned not given. 
But luckily for Link he’s a charismatic little chappy, who’s able to deflect backhanded remarks with easy manners (if a smidge condescending) and eventually win over anyone. He still keeps around those who don’t like him as long as he recognises potential in them. If not, they’re sent to another squad.
Speaking of his leadership, I’m under the impression that he’s a natural born leader and strategist with good instincts and the ability to perform well under pressure. That being said, up until Zelda returns he’d take up a more conservative and cautious attitude to leading, preferring to wait for orders from superiors before making a move, simply because he lacks experience and knowledge. With each battle he becomes more proactive and takes initiative when drawing up battle plans.
Oof, so Zelda. Most people agree that he’s has the most tumultuous relationship with his Zelda compared to the other Links. I disagree with that, prefering to reserve that title for post-game Time and Lullaby, or pre-Yiga Attack Flora and Wild. 
Link would have had a neutral positive opinion of Zelda. To him, being in good graces with the princess- maybe even being friends is huge. It would give him more credit, legitimacy and power in the army and it’s another fast track to being rich. 
When she initially goes missing he’s worried about her, but only because it means that they’ve lost their commander which would give their enemy the advantage and since he’s not evil he’s going to worry regardless. He might have felt something when their eyes met during that training session, but I wouldn’t bet on that being anything deep. She may have crossed his mind now (like in the cutscene after completing the ‘The Sorceress of the Woods’ level) and again, but they’re strangers so they wouldn’t mean much and besides he’s fighting in a literal war right now. 
When she does come back, nothing significant happens between them, because they’re fighting in a war! There’s not going to be much room for alone time between strategy meetings, long expeditions, writing letters to families of fallen men, training and keeping track of supplies. Anyway, I get the feeling that this Zelda is a practical no nonsense leader, she’s got her priorities and isn’t going to get distracted. Those two would have acted more like work colleagues.
I feel like Link would have underestimated Zelda upon first impressions, seeing her as someone who needed to be protected. Only for his assumptions to get eviscerated once she finally took to the battlefield in her true form and after finding out she was Sheik. 
To be honest, the three people Link was closest to were Fi, Proxi and Impa. Proxi should be obvious; she was there yelling in Link’s ear 24/7. I chose Fi because he spent two whole levels with just her, plus she’s the best person he can discuss the whole hero thing with. I don’t believe that those two were ever friends though, not like Sky and Fi. I also chose Impa because she was the one that gave him the hero uniform and believed in him. She was the one he saved from Volga and thus, that kind of introduction was bound to lead to a friendship. I’d argue Impa was Link’s only real friend during the war.
Unlike Wild, Time and Twilight this snooty officer never really bonded with the Gorons and thus never became one of their honorary brothers. Darunia was just a regular ally to him, like Agitha, Ruta and Midna. 
Volga. Ngl, he never really stood out to me when I played HW, but I’ve seen and agreed with the headcanon that their first fight scarred Link. Mentally as well as physically. Which, in the context of the game makes sense. To the player he was just the first boss, and easy introduction to the game, but to Link he was the first powerful enemy he ever faced. Add to that the burn scars he received from not being properly equipped (remember he was in just his trainee uniform), and yeah, that would leave a lasting impression. 
Volga also got a sort of redemption thing going on. I can’t quite remember it, but maybe that could have factored into Link’s growth as well. Making them less like mortal enemies and more like rivals. 
I don’t buy that Link ever genuinely forgave Cia. At the end of the Wind Waker campaign when Cia is rescued and redeemed, Link seems to do the generic anime nod along with everyone else when she apologises. I can totes see him pretending to get along with her, putting on a friendly mask so that working with her would be somewhat tolerable but still holding a grudge for all the suffering she caused. 
That dlc war must have been so awkward for Link. He must have been forcing himself to be civil with Cia when she joined their side. If not for the sake of being the better person, then at least for team morale and keeping Lana happy. 
Her war led to the deaths of many good soldiers. The embarrassment he had to endure when the army stormed the Temple of Souls only for his men to finally see first hand how obsessed she was with him. Which probably damaged his reputation to such extent that he’s still struggling to repair it. Unlike with the other Links, the war he fights against Cia is incredibly personal, since it’s because of him that the war even started. 
The war wasn’t his fault and he knows it, because Cia didn’t even know him. And while you could say it wasn’t entirely Cia’s fault because Ganondorf was manipulating her, she did too many awful things of her free will to be absolved of blame. 
Btw, Ganondorf didn’t mean much to this Link. He was a formidable threat sure, but they had no personal connection to each other and taking him down was a group effort (go team). Link’s personal enemies were Cia and Volga.  
Going back to Lana, since I believe that this Link is very emotionally intelligent it means he would have been aware of Lana’s crush on him. Luckily she never really acted on it, so Link could act like an ally. Whether he feels something for her or not is up to the player. I don’t personally, since she isn’t really any more special than any other of his allies. But she seems fun to be around and I think Link would appreciate her upbeat attitude and respect her prowess on the battlefield.  
All strong and reliable allies are good in his book.
There are snippets of development in Link’s character in HW. The standout moment being when he faces Cia alone at the Temple of Souls and she makes some evil clones of him. But rewinding a bit, I said before that Link let the sudden promotion and power go to his head. Think about it though, General Impa dubbed him the legendary hero after he saved her (and he didn’t do it perfectly), he has a close circle of powerful allies who verbally lick his boots at every opportunity (Proxi being his main cheerleader), Fi literally accepts him as her master in a heartbeat (before he has the Master Sword mind you), he hasn’t made any significant mistakes, he’s got the glowing mark of the Triforce as extra validation (although given by his confused looks at it in cutscenes I’m convinced he isn’t 100% sure of what it actually means) and he retrieves the Master Sword with little issue. 
How could he not, at least a little bit, have all that reinforce the notion that he’s the greatest being to ever exist? How could he not become cocky? In his mind it was all completely justified, he had the skills and he was the hero, it was his job. Up until the Temple of Souls he was probably in a sort of bubble- not that he wasn’t diligent or incompetent- he was still taking it seriously, but the mistake during this stage that meant his forces had to flee really made him shape up. 
Cia did to him what Ganondorf did to her. She took the ugliness in Link’s heart: his overconfidence, brashness and superiority complex, and used her dark powers to create physical manifestations to attack his allies. The fact that those apparitions are so powerful to begin with show how strong those feelings were. 
Not only did those fiends weaken his forces and further ruin his reputation, but he couldn’t deal with them alone even though they were coming from him and his allies essentially saved his life. On top of that having the battle be effectively lost due to the fact that the army was so overwhelmed they needed to retreat, would make this a very humbling experience for him. It was like a turning point for him. He learned a lot of lessons from it and worked to be better. It turned him from an inexperienced lucky rookie to an experienced and confident leader who people can rely on and look to for guidance.
He apologised to his men, and strove to make deeper connections with them. He no longer saw the sword as a crutch or this all powerful instrument and was more than happy to put it back when the time came. 
Also after going through all that, I don’t think that Link could just walk away from the army or go through with his original plan of ditching action for a life of comfort and luxury. A shallow life of riches no longer satisfied him. 
Oh, about the fates of his parents. It’s tradition for Links to be orphans so maybe they die in prison or perish when Hyrule Castle is attacked. Or maybe they killed themselves/fled the country before they could be arrested...idk. Either way, they don’t show up in Link’s life again and he never much cared for them anyway. 
So, even after it was all over he stayed and rose the ranks properly like any old soldier. He did get special honour by virtue of being the hero, he and his teams are allowed more autonomy and he’s allowed to carry out assignment solo if he wishes. He doesn’t though- I truly believe he prefers to travel and fight with allies, another thing that separates him from the chain who are mostly all loner adventurers.  
I can also see him being a diplomat as well as a soldier after the war is over. As a close friend of the princess and high ranking military official, he would be invited to all sorts of fancy political dinners with backstabbing nobles and leaders of other nations/tribes. 
The mask he created for himself the moment he became the hero never really came off. It couldn’t come off. He only became more famous following the war and was now forever in the public eye. He’s got to be careful now when he’s out and about, vigilant to not fall for assassination attempts from political rivals or enemies. He can’t afford to get drunk and do something stupid in a bar, unless he wants to end up a scandalous article in the paper. Speaking of scandals, he even has to watch out for who he speaks with behind closed doors, one misunderstanding could lead to disreputable rumors. 
Perhaps such a rumour circulated among those in the royal court regarding her majesty's relationship with the hero, causing the two to grow apart. Hence their strained relationship after being fairly close friends towards the end of the war. Also, since Link is obviously aware of his good looks and is a bit of a flirt, there’s no way he didn’t try a few good humoured pick up lines on the princess in casual conversation. Only when they were alone or with close friends behind closed doors. 
I love the idea that Linkle joins the military at the end of her campaign and Impa puts Link in charge of her. Since in my story Link spent a year working in Linkle’s village, the two knew each other vaguely. Linkle used to see him as a haughty snob but now respects him greatly as one of Hyrule’s best soldiers and looks up to him. Link used to see her as a strange airhead who talks to birds... and his opinion is largely unchanged, except that now he can’t deny that she also fights good. They have the ‘strict older brother and chaotic little sister’ dynamic To Link, spending time with Linkle is like speedrunning the journey to premature baldness. 
Are they actually related? No, but they give off the vibe to outsiders that they could be.
Random thought: now that I think about it... maybe Link talks to Cia during the WW levels about acknowledging the darkness within you and working to better yourself so that you can control it before it controls you. Perhaps he’ll do a similar thing to Twilight in LU in a subtler way, so that he doesn’t succumb to the dark curse placed on his slash wound from Dink.

COPY OF JOINT RESOLUTION MAKING APPLICATION TO THE CONGRESS OF THE UNITED STATES TO CALL A CONVENTION FOR PROPOSED AMENDMENTS TO THE CONSTITUTION OF THE UNITED STATES: WHEREAS, We believe that Senators of the United States should be elected directly by the voters ; and, WHEREAS, To authorize such direct election, and amendment to the Constitution of the United States is necessary; and, WHEREAS, The failure of Congress to submit such amendment to the States has made it clear that the only practicable method of securing a sub- mission of such amendment to the States is through a Constitutional Con- vention, to be called by Congress upon the application of the legislature of two-thirds of all the States; therefore, BE IT RESOLVED, BY THE GENERAL ASSEMBLY OF THE STATE OF LOUISIANA: Section 1. That the Legislature of the State of Louisiana hereby makes application to the Congress of the United States, under Article V of the Constitution of the United States, to call a Constitutional Convention for pro- posing amendments to the Constitution of the United States. Sec. 2. That this resolution duly authenticated, shall be delivered forthwith to the President of the Senate and Speaker of the House of Repre- tentatives of the United States, with the request that the same shall be laid before the said Senate and House.
