Will they be in charge of the choreo in 2025?

Ok so first of all we got Queen of swords and 2 of wands in reverse.

It is possible that they will want to not necessarily be in charge completely, but have a lot more input on the choreographs than before. The 2 of wands is like a “yes, if communicated well” and I think that at times they do try to communicate it but they don’t really manage to make their point. 

Will they want to be fully in charge in the future?

I don’t think that they will…if you’re asking if they will want to create the whole choreo without input from outside, then I’m getting a no. But if the question is will they personally work with the Hybe choreographers for future projects then this is a really high possibility. I just don’t think that they are comfortable doing it on their own for some reason. I feel like this dup contemplates a lot and is prone to overthink a little bit and they may just need the choreographers to…give them the boost to go for it. So I feel like they will be very present but they will need a bit of an ego boost and support.

IL BILANCIO DEL TRIENNIO 2025-2027

Il bilancio previsionale del triennio 2025-2027, il primo del nuovo mandato di questa Amministrazione, riflette la situazione nazionale ed internazionale derivante dalle conseguenze delle guerre ancora in atto fra Russia-Ucraina e in Medio Oriente, le elezioni americane. Intanto l’ISTAT sottolinea che la domanda interna è rimasta piuttosto stabile, mentre l’export ha subito una contrazione. Tra i settori economici, solo i servizi hanno mantenuto una tendenza positiva mentre settori-chiave come l’auto e il lusso hanno registrato pesanti flessioni, impattando negativamente sul totale. Un rallentamento che riflette in parte l’incertezza economica globale. Senza dimenticare i fenomeni atmosferici sempre più violenti. Purtroppo, tutto ciò rende complicato riuscire a rispettare l’equilibrio del bilancio, anche in considerazione della volontà dell’Amministrazione di continuare a mantenere ed aumentare i servizi a favore della cittadinanza. Al fine di garantire sia il necessario equilibrio dei conti, sia il ventaglio di servizi e possibilità offerte ai propri cittadini, il cui numero è tornato ad aumentare dopo gli anni della pandemia (5426).

La programmazione finanziaria per il prossimo triennio 2025-2027 si caratterizza:

- Sul fronte delle entrate correnti non si prevedono incrementi della base imponibile tributaria, continuerà invece il riallineamento dei costi degli Oneri di urbanizzazione. Il recupero evasione ed elusione, poi, è sempre più strutturato ed incrementale con benefici a cascata sulle disponibilità dell’Ente.

- Sul fronte delle spese correnti, si segnala il nuovo contratto CONSIP per le tariffe energetiche che permetterà di gestire in maniera programmatica gli interventi di contenimento nell’utilizzo di energia. Inoltre, è in corso il bando gara per l’affidamento in concessione, mediante partenariato pubblico privato, della riqualificazione energetica e gestione dell’Impianto di Illuminazione pubblica del nostro Comune, compresa la fornitura di energia elettrica a ridotto impatto ambientale ex D.M. del 27/9/2017 e D.M. del 28/3/2018.

Si deve anche ricordare che i Comuni sono sottoposti a partire dal 2024 ad un taglio di 300 milioni annui per il 2024-25 e di 200 milioni annui per il 2026-28.

L’Amministrazione, al fine di adeguare le entrate all’innalzamento della spesa della parte corrente del bilancio, nella predisposizione del bilancio 2025-2027 ha considerato:

- I comuni sono sottoposti a tagli lineari per un periodo che arriverà fino al 2028, determinando, per i prossimi anni, la sostituzione di risorse fino a oggi previste di provenienza statale con risorse da reperire in proprio, sottraendole alle già critiche disponibilità di parte corrente

- Per la Tassa Rifiuti (TARI), in ragione del cambiamento metodologico imposto dall’ Autorità regolatrice della tariffa tributaria (Arera), siamo in attesa di confermare il nuovo Piano Economico Finanziario e della conseguente articolazione tariffaria che sarà demandata a futuri e diversi atti amministrativi che saranno oggetto di separata approvazione da parte del Consiglio Comunale. Si ricorda che la TARI continua ad essere volta unicamente a coprire i costi del servizio.

- Il potenziamento del sistema informatico consentirà una più proficua comunicazione tra servizi comunali e cittadini. Oltre ad un miglioramento delle attività di controllo per una più efficace possibilità di individuare e contrastare l’elusione fiscale, con conseguente incremento delle risorse disponibili. Tale buona pratica, inoltre, rappresenta un segnale di equità per tutti i cittadini.

- La continua attenzione dell’Amministrazione al contenimento e razionalizzazione delle spese che contribuiranno al miglioramento della stabilità del bilancio, al di là di quelle riferite specificamente alle utenze.

- Nel prossimo triennio non è previsto il ricorso al debito per sopperire risorse da destinare alla realizzazione di opere pubbliche, per le quali si procederà in parte con auto-finanziamento e, dove è possibile, attingendo ai vari bandi.

- Le Società partecipate hanno indirizzi ed obiettivi gestionali caratterizzati dal perseguimento dell’efficienza, efficacia, trasparenza ed economicità. L’Amministrazione ha effettuato la ricognizione periodica ordinaria di tutte le sue partecipazioni, approvata con atto consiliare n.33 del 30/12/2023, confermando la propria partecipazione e controllo sulle società che svolgono attività di servizio pubblico e sono indispensabili alla realizzazione delle finalità istituzionali. Si segnala che l’Amministrazione, vista la grande importanza riveste il ruolo dell’Azienda Speciale Consortile del Medio Olona che gestisce, per conto del comune, servizi sociali, assistenziali, educativi e sociosanitari, si sta impegnando per cercare di migliorare ancor di più questi servizi. Altresì, si rende noto che è giunta a conclusione con esito positivo la trattativa fra la Solbiate Olona Servizi Srl in Liquidazione e Alfa e che vedrà quindi nei prossimi mesi la liquidazione della società partecipata. Ricordiamo che è ancora in essere invece la discussione con Saronno Servizi in merito alla piscina

La revisione del Piano delle Opere Pubbliche contiene gli investimenti finanziati che sono stati illustrati nella parte della Sezione Operativa (SeO) del DUP recentemente approvato e riguardano interventi per:

Þ infrastrutture per l’ambiente e il territorio

Þ strade, piste ciclabili e pedonabili

Þ messa in sicurezza di edifici pubblici

Þ manutenzioni straordinarie

Ricapitolando, gli aspetti salienti del bilancio 2025-2027 derivano principalmente dalla nuova manovra del Governo che prevede, oltreché dalla situazione nazionale ed internazionale, dall’aggravarsi dei problemi sociali e dai fenomeni atmosferici. Per far fronte a tali situazioni l’Amministrazione ha programmato:

- il non aumento della pressione fiscale locale;

- la priorità di assicurare il sostenimento di tutte le spese per i servizi essenziali alla Comunità. In primis quelle sociali che sono in costante aumento anno dopo anno (si prevede di superare il milione di euro nei prossimi anni)

- l’adozione di strategie di contenimento delle spese attraverso azioni di riorganizzazione dei servizi e del lavoro;

- il proseguimento degli interventi già programmati di efficientamento energetico;

- continua l’adeguamento degli Oneri di Urbanizzazione

In considerazione della variabilità delle risorse a disposizione risulta essere particolarmente sfidante e strategico il rispetto degli obiettivi di finanza pubblica, ovvero il pareggio di bilancio.

GLI EQUILIBRI DEL BILANCIO

Il Bilancio di previsione 2025-2027 è in equilibrio in tutte le sue parti. La verifica del raggiungimento dell’equilibrio di bilancio sarà dimostrata in fase di rendicontazione, attraverso il conseguimento di un risultato di competenza non negativo. 

I PROGRAMMI E GLI OBIETTIVI OPERATIVI DEL TRIENNIO 2025–2027

In questa Nota di aggiornamento al DUP 2025-2027 si conferma che per il triennio oggetto del presente documento si prevedono spese per efficientamento energetico, asfaltature e marciapiedi. Il tutto, come sinora operato, finanziato con mezzi propri e risorse derivanti da trasferimenti statali, regionali.

Continuano anche i lavori di manutenzione straordinaria relativi al rifacimento dei tetti di alcuni edifici scolastici intervenuti sulla necessità di affrontare e risolvere nuove situazioni causati dai violenti fenomeni atmosferici generati dei cambiamenti climatici in corso.

Si ricorda che tutte le attività dell’Ente, comprese quelle di gestione ordinaria, sono classificate nei Programmi, rappresentate nel bilancio e corredate dalle risorse necessarie per realizzarle. La valutazione complessiva delle risorse, correnti e di investimento sono quelle illustrate nel Bilancio 2025-2027. Le previsioni formulate, riportate in questa Nota di Aggiornamento al DUP 2025-2027, sono riferite al contesto legislativo e normativo esistente al momento della sua predisposizione, pertanto, la programmazione triennale trova fondamento nel quadro delle disposizioni normative attualmente in vigore. Si rinvia al Bilancio previsionale 2025-2027 per l’analisi dettagliata dei dati finanziari.

Câmara de Viana do Castelo aprova empréstimo para obras que incluem novo mercado

A Câmara de Viana do Castelo aprovou a contração de um empréstimo bancário, no valor de 14 milhões de euros para quatro investimentos orçados em mais de 28 milhões de euros, entre eles, o novo mercado municipal.

A proposta foi rejeitada pelo PSD e CDS-PP e do vereador Eduardo Teixeira. A CDU votou a favor.

O empréstimo, com prazo de vencimento de 15 anos, será utilizado este ano, em 2025 e 2026 e visa “assegurar o financiamento da diferença entre o valor do investimento e o valor do fundo aprovado Plano de Recuperação e Resiliência (PRR) e a construção do novo mercado municipal”, no local onde existia do prédio Coutinho, orçado em 10,9 milhões de euros.

Na apresentação da proposta, o presidente da Câmara, Luís Nobre, disse que a construção terá de estar no terreno antes de agosto de 2025, antes de terminar a Declaração de Utilidade Pública (DUP).

O autarca socialista estimou, em julho, lançar a empreitada a concurso público para que a construção possa arrancar até final do ano.
