Is the cookie monster made of cookies? Are all cookies destined to become cookie monsters one day?

The Cookie Monster was inspired by Penicillium roqueforti, which is used is the production of blue cheese, including Roquefort. Not to be confused for its antibiotic relative, this type of penicillin grows as blue hairlike fibers and grows on foods, including cookies. Jim Henson, having been raised as a strong believer in pharmaceuticals and modern medical science, knew about the mold's ability to consume baked goods and made his own character (officially named Sidney Roquefort), a fluffy blue monster resembling the mold, to eat cookies.

So to answer your questions, the cookie monster is not made of cookies, but is a mold that consumes them, the sentient incarnation of penicillin; And not all cookies will become cookie monsters, only those that grow penicillin will be consumed by the beast and integrated into its body.
