Sheriff was first assigned to fight Citadel on XX/XX/XXXX with the expectation that he could handle himself against the villain.

The first battle ended with Sheriff out of commission for over a month to heal. A large part of his body burned to the point we thought he’d never fight again. (See Medical History for more information)

If it hadn’t been for CuteGuy showing up at the scene, our doctors are sure Sheriff would not have survived.

There was intention to keep Sheriff out of direct combat after this incident. However, we had the hero plead to be given another chance. It would not have been considered if the hero Aeor had not vouched for Sheriff.

Sheriff was called on the next time there was a siting of Citadel.

The second fight was far different from the first. Not because Sheriff miraculously succeeded this time but because the reaction Citadel had to the Sheriff’s appearance. Citadel had calmed, his typically bright blue and white flames quelled to a manageable red and orange.

Citadel seems to have grown attached to Sheriff after their first battle. Not only was Sheriff barely hurt but after rendering Sheriff unconscious, Citadel held Sheriff in his lap and played with his hair. We had backup ready if needed but once we realized how docile Citadel had become, we chose to leave Sheriff with Citadel until all citizens were safe and evacuated the area.

Extra precautions had to be taken to keep both Aeor and CuteGuy from starting a fight and possibly making things worse. We did what we could when it came to Sheriff’s vigilante friend.

Sheriff has since reassured the commission that the vigilante will not be a problem moving forward. However this vigilante is still often seen patrolling with Sheriff. (See file 10312)

Further research is being done to find out why Citadel is so calm around sheriff. (See File 100262, Subfile : Weaknesses for any new discoveries concerning such research)

Sheriff is to be the only hero to answer calls concerning Citadel. Once Sheriff is with Citadel and the villain calms it is of utmost importance to NOT separate them or get close. Police will focus on evacuations and when Citadel gets bored, he will leave on his own accord. Only then can Sheriff be approached.

Exceptions :

•If Sheriff is in immediate danger.

•If Citadel becomes hostile for any reason.

•If Citadel tries taking Sheriff anywhere away from where the fight initially started.

If none of these are actively happening it is vital to keep distant from Citadel and Sheriff. Citadel has proven to become violent if anyone gets too close. It is recommended to stay, at minimum, 15 feet away.

Note that Citadel will become agitated but not aggressive if this close.

For the reason of Citadel becoming violent again if anyone is to come to close, all heroes (except Sheriff) are to stay away and get citizens evacuated from the area to keep the villain calm and from causing more damage.

However with how often Sheriff winds up unconscious during these interactions, Citadel has tried to whisk the hero away.

Luckily both Aeor and a vigilante that goes by Deputy to the public, a close ally of Sheriff despite the warnings of what would happen if he continued to interact with vigilantes, were able to rescue Sheriff.

Due to this incident, a tracker was put on Sheriffs uniform.

Usually Aeor or Cuteguy will go against the word of the hero commission and have tried to initiate fights with Citadel. Both heroes have expressed their worries and hatred of how Sheriff is being treated. Sheriff is just glad he’s being useful as he isn’t the strongest or the most powerful of the heroes.

Sheriff will continue being used to quell Citadel. There is no room for argument and we have ways of making him. See subfile family.
