Protecting Children: A Whole Guide
Protecting children is everyone’s responsibility – families, communities and institutions. It means all children are safe from harm, neglect and abuse and have what they need for their physical, emotional and psychological well-being. This has become more prominent in recent years with high profile cases of child abuse and neglect and changing laws and guidelines to better protect children.
In this blog we will be using the PAS framework to look at safeguarding children using factual data and real life case studies. We will look at the problem, the agitation or consequences of not dealing with the issue and the solution – what safeguarding looks like in practice.
Problem: The Scale and Speed of Safeguarding
Children are the most vulnerable members of society. They rely on adults for protection, support and guidance but unfortunately many children around the world are abused, neglected and exploited. The United Nations Convention on the Rights of the Child outlines the principles for child protection but many countries are still not implementing these guidelines fully.
Facts and Figures
The World Health Organization (WHO) says up to 1 billion children aged 2-17 have experienced physical, sexual or emotional violence or neglect in the past year alone. In the UK the NSPCC (National Society for the Prevention of Cruelty to Children) estimates one in five children have suffered some form of abuse in their childhood. These statistics show the scale of child maltreatment and why we need to safeguard.
Abuse often happens in places where children should feel safest – their homes, schools or care institutions. Abuse can be physical, emotional or sexual and neglect can manifest in many ways – not providing basic needs or leaving children in unsafe environments. Safeguarding is to prevent these situations from happening and to intervene when they do.
Case Study: Victoria Climbié
A high profile case in the UK that brought child safeguarding to the forefront was that of Victoria Climbié, an 8 year old girl who died in 2000 after months of abuse by her great-aunt and great-aunt’s boyfriend. Despite being seen by multiple health and social care professionals, none of them took the necessary action to protect her. Victoria’s death exposed the failings in the UK’s child protection services and led to a major overhaul of safeguarding policies and procedures including the introduction of the Children Act 2004.
Agitation: The Consequences of Not Safeguarding
Not safeguarding children has far reaching consequences not just for the individual child but for society as a whole. Children who are abused or neglected will face long term challenges including mental health issues, difficulties in forming healthy relationships and problems with educational and career attainment.

Neglect and abuse also affects a child’s education. Children not safe at home or in their community will miss school or struggle with their work due to stress, anxiety or lack of support. The UK Department for Education found that children who have been abused are more likely to fall behind in their studies and less likely to reach their full potential.
Case Study: Baby P
Another high profile case in the UK is that of Peter Connelly, known as Baby P, who died in 2007 after months of abuse. Like Victoria Climbié, Peter was seen by social services and health professionals but the signs of abuse were not acted upon. His death sparked a public outcry and a renewed focus on child safeguarding. The Baby P case highlighted the devastating consequences of not intervening in time and the need for better safeguarding procedures.
Solution: What Safeguarding Looks Like
Safeguarding requires a multi agency approach where individuals, communities and institutions work together to protect children from harm. This includes clear policies, robust training for professionals who work with children and systems that allow for early identification and intervention in cases of abuse or neglect.
Clear Policies and Legal Frameworks
One of the key elements of safeguarding is having clear, enforceable policies that outline how to identify, report and address cases of abuse or neglect. In the UK the Children Act 1989 and Children Act 2004 provide the legal framework for safeguarding children. The 2004 Act introduced key reforms including the creation of Local Safeguarding Children Boards (LSCBs) and the requirement for all organisations that work with children to have safeguarding policies in place.
Across the world safeguarding policies now require all adults who work with children – in schools, health settings or social services – to be trained to spot the signs of abuse and act.
Early Intervention
One of the main parts of safeguarding is early identification. Professionals need to be able to spot the signs of abuse or neglect and know when to intervene. This could be physical injuries, changes in behaviour or other warning signs that a child is at risk.
In cases where abuse is suspected immediate action is needed. This could be reporting to a safeguarding lead, contacting social services or even the police in serious cases. Safeguarding frameworks often have a clear “referral pathway” which outlines the steps to take to ensure concerns are addressed quickly and properly.
Multi-Agency Working
Safeguarding relies on collaboration between multiple agencies. This includes schools, healthcare providers, social services, the police and community organisations. Multi-agency working ensures all the relevant professionals are involved in protecting a child and that information is shared to prevent children falling through the gaps.
In the case of Victoria Climbié one of the main failures was a lack of communication between agencies. Different professionals knew parts of Victoria’s situation but didn’t share information properly and as a result missed opportunities to intervene. To address this modern safeguarding protocols stress the importance of a coordinated multi-agency response to suspected abuse.
Support for Children and Families
Safeguarding isn’t just about preventing abuse; it’s also about providing the support for children who have been harmed or are at risk. This means counselling, social work services and educational support to help children recover from trauma and live healthy happy lives.
In many cases support is also needed for families. Abuse and neglect often stems from complex issues such as poverty, mental health problems or substance abuse. By addressing these underlying issues professionals can help create safer environments for children and reduce the risk of future harm.
Case Study: The Children Act 2014
The Children Act 2014 in the UK strengthened the safeguarding framework. This legislation brought in early intervention and multi-agency working. One of its main provisions was the creation of the Child Protection Information Sharing (CP-IS) system which allows healthcare and social care professionals to share information about children at risk. This has already made a big difference in identifying and protecting vulnerable children by not missing information when children move between services.

Protecting children is everyone’s responsibility. We need to be vigilant, work together and take action. The consequences of not protecting children are devastating, as we’ve seen in cases like Victoria Climbié and Baby P. We need robust policies, early intervention and multi agency working.
With a clear law, professionals trained and systems in place for timely intervention we can work towards a future where all children are safe and have what they need to flourish.
We can learn from the past and improve safeguarding so every child can grow up in a safe place. Protecting children isn’t just a moral obligation – it’s our responsibility.

My headcannon was always that Bruce's humanitarian exploits were always part of his desire to see crime eliminated in gotham. since the majority of the goons that the rogues gallery hire are simply there because they have no other way to support themselves or their families, he figures that the best way to make sure they aren't killing anyone is to ensure that they don't have to. so he invests in safe affordable housing, building hundreds of modest but functional multi-story housing buildings complete with everything a blue-collar worker would need to raise a family, hires way more people than he actually needs to do the work constructing wayne enterprise vehicles and products, raises wages, founds and funds orphanages and soup kitchens (which of course he would be doing anyway), lobbies for better welfare, pays for the healthcare bills of those with the lowest incomes, and in general attempts to get the homeless off the streets and into gainful employment by any means. He's playing wack-a-mole with potential sources of organized crime recruitment, but every person who has at least the bare minimum of what they need is another person who is unlikely to hire themselves out to some wackjob in brightly colored spandex.
to prevent more rogues from popping up, he invests heavily into mental health services, and ramps up funding into arkham asylum's therapy department (I don't know how asylums work humor me).
Bruce has one goal (albeit an extremely difficult or even futile one), making sure that no kid in gotham ever has to experience losing their parents to some punk with a gun, and as much as his batman persona can help as a detective and crime fighter, his Bruce Wayne persona has a much higher potential to actually fix the root of the problem. as it happens, he's one of the few billionaires who not only has the means to fix the problem, but the motivation as well (he is obsessed after all).
Plot armor but it’s Bruce Wayne’s wealth.
Bruce is one of the richest men in the world. Bruce does not want to be one of the richest men in world.
He starts by implementing high starting salaries and full health care coverages for all levels at Wayne Enterprises. This in vastly improves retention and worker productivity, and WE profits soar. He increases PTO, grants generous parental and family leave, funds diversity initiatives, boosts salaries again. WE is ranked “#1 worker-friendly corporation”, and productively and profits soar again.
Ok, so clearly investing his workers isn’t the profit-destroying doomed strategy his peers claim it is. Bruce is going to keep doing it obviously (his next initiative is to ensure all part-time and contractors get the same benefits and pay as full time employees), but he is going to have to find a different way to dump his money.
But you know what else is supposed to be prohibitively expensive? Green and ethical initiatives. Yes, Bruce can do that. He creates and fund a 10 year plan to covert all Wayne facilities to renewable energy. He overhauls all factories to employ the best environmentally friendly practices and technologies. He cuts contracts with all suppliers that engage in unethical employment practices and pays for other to upgrade their equipment and facilities to meet WE’s new environmental and safety requirements. He spares no expense.
Yeah, Wayne Enterprises is so successful that they spin off an entire new business arm focused on helping other companies convert to environmentally friendly and safe practices like they did in an efficient, cost effective, successful way.
Admittedly, investing in his own company was probably never going to be the best way to get rid of his wealth. He slashes his own salary to a pittance (god knows he has more money than he could possibly know what to do with already) and keeps investing the profits back into the workers, and WE keeps responding with nearly terrifying success.
So WE is a no-go, and Bruce now has numerous angry billionaires on his back because they’ve been claiming all these measures he’s implementing are too expensive to justify for decades and they’re finding it a little hard to keep the wool over everyone’s eyes when Idiot Softheart Bruice Wayne has money spilling out his ears. BUT Bruce can invest in Gotham. That’ll go well, right?
Gotham’s infrastructure is the OSHA anti-Christ and even what little is up to code is constantly getting destroyed by Rogue attacks. Surely THAT will be a money sink.
Except the only non-corrupt employer in Gotham city is….Wayne Enterprises. Or contractors or companies or businesses that somehow, in some way or other, feed back to WE. Paying wholesale for improvement to Gotham’s infrastructure somehow increases WE’s profits.
Bruce funds a full system overhaul of Gotham hospital (it’s not his fault the best administrative system software is WE—he looked), he sets up foundations and trusts for shelters, free clinics, schools, meal plans, day care, literally anything he can think of.
Gotham continues to be a shithole. Bruce Wayne continues to be richer than god against his Batman-ingrained will.
Oh, and Bruice Wayne is no longer viewed as solely a spoiled idiot nepo baby. The public responds by investing in WE and anything else he owns, and stop doing this, please.
Bruce sets up a foundation to pay the college tuition of every Gotham citizen who applies. It’s so successful that within 10 years, donations from previous recipients more than cover incoming need, and Bruce can’t even donate to his own charity.
But by this time, Bruce has children. If he can’t get rid of his wealth, he can at least distribute it, right?
Except Dick Grayson absolutely refuses to receive any of his money, won’t touch his trust fund, and in fact has never been so successful and creative with his hacking skills as he is in dumping the money BACK on Bruce. Jason died and won’t legally resurrect to take his trust fund. Tim has his own inherited wealth, refuses to inherit more, and in fact happily joins forces with Dick to hack accounts and return whatever money he tries to give them. Cass has no concept of monetary wealth and gives him panicked, overwhelmed eyes whenever he so much as implies offering more than $100 at once. Damian is showing worrying signs of following in his precious Richard’s footsteps, and Babs barely allows him to fund tech for the Clocktower. At least Steph lets him pay for her tuition and uses his credit card to buy unholy amounts of Batburger. But that is hardly a drop in the ocean of Bruce’s wealth. And she won’t even accept a trust fund of only one million.
Jason wins for best-worst child though because he currently runs a very lucrative crime empire. And although he pours the vast, vast majority of his profits back into Crime Alley, whenever he gets a little too rich for his tastes, he dumps the money on Bruce. At this point, Bruce almost wishes he was being used for money laundering because then he’s at least not have the money.
So children—generous, kindhearted, stubborn till the day they die the little shits, children—are also out.
Bruce was funding the Justice League. But then finances were leaked, and the public had an outcry over one man holding so much sway over the world’s superheroes (nevermind Bruce is one of those superheroes—but the public can’t know that). So Bruce had to do some fancy PR trickery, concede to a policy of not receiving a majority of funds from one individual, and significantly decrease his contributions because no one could match his donations.
At his wits end, Bruce hires a team of accounts to search through every crinkle and crevice of tax law to find what loopholes or shortcuts can be avoided in order to pay his damn taxes to the MAX.
The results are horrifying. According to the strictest definition of the law, the government owes him money.
Bruce burns the report, buries any evidence as deeply as he can, and organizes a foundation to lobby for FAR higher taxation of the upper class.
All this, and Wayne Enterprises is happily chugging along, churning profit, expanding into new markets, growing in the stock market, and trying to force the credit and proportionate compensation on their increasingly horrified CEO.
Bruce Wayne is one of the richest men in the world. Bruce Wayne will never not be one of the richest men in the world.
But by GOD is he trying.

World Elder Abuse Awareness Day (WEAAD), observed annually on June 15th, is a crucial initiative aimed at highlighting the often overlooked issue of elder abuse. This day serves as a reminder of the importance of protecting and honoring our seniors, who deserve to live with dignity and respect.
Elder abuse, which can manifest in various forms such as physical, emotional, financial exploitation, and neglect, remains a pervasive and underreported problem globally.
According to the World Health Organization (WHO), approximately 1 in 6 individuals aged 60 and older experienced some form of abuse in the past year, a stark reality that underscores the need for increased vigilance and advocacy.
In the United States alone, the National Center on Elder Abuse (NCEA) reported that 15.7% of elder abuse cases involved physical harm, while emotional abuse accounted for a staggering 61.3% of cases. Financial exploitation is another significant concern, with a 2021 report by AARP estimating that older adults lose around $36 billion annually due to financial abuse.
In India, elder abuse remains a serious issue, with a 2014 HelpAge India report indicating that 4% of the elderly population faces mistreatment. The COVID-19 pandemic has further exacerbated the vulnerability of older adults, leading to increased isolation and dependence on caregivers.
As WEAAD 2024 approaches, it is imperative to recognize the signs of elder abuse, promote awareness, and support efforts to create a safer environment for our aging population.

Modern day academia is such a joke. Every decision made is the interest of profit and they are essentially businesses now. Universities want to maximize income so they will want to accept more students so more people are paying tuition. This leads to plans of infinite growth like every business. Chasing larger and larger student bodies will lead to greater mental health declines and more instances of sexual assault but support services for these problems will likely grow at a disproportionately slower rate, never really able to help with or prevent the problems. They will always protect their reputation because that is what draws in more people. If there is a scandal but it is private then there was never a scandal, if there is a scandal and it is public then whoever did it will be disciplined/removed and does not reflect the university. The physical appearance of a university prioritizes a professional look that makes significant portions of land useless. Supporting a native ecosystem is less valuable than pleasing donors and attracting students. Vast fields of mowed grass with poorly maintained trees just for appearance. Maybe the university will set aside a small bit of land that will be "wild" (overtaken by invasives and full of litter) to attract those people more concerned with land use and environmental protections. If a professor is abusive or commits crimes they may be protected if their contribution is deemed valuable enough. Professors are in a highly competitive setting that encourages poor behavior to come out on top. In the end professors will care more about looking good on paper than actually being good at teaching or research. Tenure only exacerbates these issues, you've taught someone to be toxic to secure their job and now that it is secure they have no reason to care about their behavior. Graduate students are providing valuable work and need an income but cheap labor gives more money to the university. Every time a pay increase happens it is fought for because otherwise graduate students would be left to rot. Not to mention how vulnerable you are to problematic professors as a graduate student, they could derail or end your career because they were feeling a little too insecure. Being a student is a minefield. As you work towards your degree and further into debt you will likely not receive the proper education or information to proceed in your career which is especially damaging given many degrees won't get you anywhere. If you work toward a higher degree as a graduate student you will make yourself incredibly vulnerable to exploitation and abuse as what recourse you do have to protect yourself is likely ineffective because universities do not ever want to admit to internal issues and risk their reputation. Even after attaining your degree there is a good chance you will be told the field is highly competitive and you will likely have to fall into the bad behavior of those who abused you if you want to make any headway. During my time as a student at university I had many classes with professors who clearly did not care about teaching or thought it was beneath them, those that did care were few and far between. Once I corrected a professor about a small error in lecture after class, later that day I received a three paragraph email riddled with misinformation and accusing me of being too immature to understand why they would teach that way only for them to reply to that email to advocate I volunteer for them. Devaluing others and acting as if only you can be right are terrible ways for an educator to act.
During and after my undergrad I worked under a few different professors and this is where I got a real look at academia. The first professor I worked for seemed okay initially but I kept hearing stories of abuse and misconduct and finally they began verbally abusing me and threatening to fire me. When I confronted them about this behavior they threatened to slander me to keep me out of the field. I spoke with the department head afterwards and they said they would make the professor write a letter of apology, they never did this, and wouldn't take any further action. After I quit this job I heard many more stories about more crimes and misconduct committed by this professor but they were protected because their work would sometimes get a lot of attention in news and media. The second professor I worked for made it a routine to verbally abuse their workers and misappropriate funds. While I worked for them they lied about wages to illegally underpay me. They were tenured and stayed to retirement. The next professor who took over that position continued illegally underpaying me using more lies. When I later asked about it they feigned ignorance and began sabotaging my work and cutting my hours. When I talked with the department head about it they said it was just increasing efficiency and that if this information got out I could face prison time for being paid illegally. This scared me for a while but eventually I spoke with a third party that advised I speak with HR and to let my boss know I would. I met with my boss and they claimed I would be in trouble if I spoke with HR, attempting to intimidate me. I spoke with HR and they made sure I was paid for some of my unpaid hours and did nothing about the intimidation tactics from my boss and department head, this made it clear to me that HR only exists to shield the university from legal trouble not to help workers. My boss began to micromanage me and took the credit for my work while continuing to downsize and destroy it. This professor also actively spread misinformation and became aggressive whenever challenged on it. Another professor I tried to work for "hired" me without giving me the access to clock my hours and told me I would be given backpay when I did get access. The week before I was going to get access they told me I wouldn't be back paid so I dropped contact with them. A lot of this is personal experiences and may not be wholly reflective but I've heard similar stories from others across academia. Ultimately, I wrote this because I needed to vent about the frustrations with trying to have a career.

"Big Sugar" Investigative Podcast Premieres: No Sweetness Here
We've all heard about the dangers of Big Tech. In fact, we've witnessed the negative impact the tech monopoly can have on us -- privacy intrusions, misinformation ran wild, deceptive marketing, and fixed prices.
But how much do you know about Big Sugar? Did you know that Christopher Columbus brought sugar cane to the Caribbean (Hispaniola) in 1501? In his first voyage, the first indigenous people who Columbus encountered in 1492 were the Lucayans in the Bahamas. However, only 25 years after his original landing, the Lucayan population had been completely decimated by disease and the harsh and extensive repercussions of slavery, specifically to harvest sugar cane.
The United States makes about nine million tons of sugar annually, ranking it sixth in global production. The United States sugar industry receives as much as $4 billion in annual subsidies in the form of price supports, guaranteed crop loans, tariffs and regulated imports of foreign sugar, which by some estimates is about half the price per pound of domestic sugar. Louisiana’s sugar-cane industry is by itself worth $3 billion, generating an estimated 16,400 jobs.
 Harvesting sugar cane is a dangerous job, both for the workers and the people who live near the sugar cane. Consider that even though the practice of burning sugarcane fields has been largely discontinued throughout the world because of concerns about air pollution, farmers still do it in Florida’s main sugar-producing region known as the Glades. Producers there say continuing the traditional practice is necessary to prevent harvesting accidents and keep costs down.
Residents around cane fields complain that smoke often impacts sensitive areas like schools and hospitals. On burning days in the fall and winter, the air fills with ash the residents refer to as “black snow.”
For communities in the Glades, cane season means an increase in asthma attacks, sinus issues and other breathing problems. Local health care providers are also well aware of the effects of the “black snow” and see a 35 percent uptick in respiratory-related hospital visits when cane is burning.

Sorry but I am just rolling on the floor laughing with schadenfreude about this situation. So the context is:
Finland likes to make a big deal out of how Finnish people have a very special and important relationship to nature, and how Finnish nature is so special and we take such good care of it. But the reality is actually that Finland as a state and Finnish people as a population have a very objectifying relationship with nature. The vast majority of Finnish forests are monocrops grown for the forestry industry and the vast majority of timber is pulped into paper, and these "tree fields" are harvested with machines all in one go in a way that where there yesterday was a forest today there is a gaping hole with nothing. It is ecologically totally unsustainable. And like the public discussion about nature is always about benefits to people. Even people who defend forests say things like "people get health benefits from going out into nature."
And Finland has this law about nature use where literally anyone is allowed to go in any forest and pick berries and mushrooms, even for sale. Forests are owned privately, but the owner of the forest does not own these kinds of nature products and is not allowed to prevent people from entering the forest. This is an old law and super popular and Finnish people are really proud of it.
It also means that naturally growing things like bilberries and lingonberries can be used more efficiently as part of the economy when people who want to do so can just go pick them and then sell them. A typical forest floor in Finland is completely covered with bilberry and lingonberry shrubs. There is so much of this stuff that if people were only allowed to pick for their own use, the vast majority would go to waste. And also obvs. not everyone can go in a forest to pick berries, nor would everybody want to. So win-win-win kind of a situation happens when the berries get picked, people can get paid to do it, and people who can't pick their own can buy forest berries.
Okay so if you are a business-minded person you already see the next step: bring in cheap labour from abroad (specifically from Thailand for some reason, not sure what the deal is there) to pick berries, don't pay them too good (maybe... exploit them a little?), and sell the berries.
And now if you are a voter of the racist party Basic Finns you already see the problem in that idea, which is not the "don't pay them too good" or the exploitation, but the fact that they are non-white people from abroad! They don't even talk Finnish! Oh the affront! We fought Winter War and now just give the forest to foreign invaders! Aauughh!! "I used to be able to go to a forest near me and pick some berries but now the forest is picked clean! Yes the law means that that could have happened at any time but it is a problem when I know it was a Thai person doing it!"
Because racists were making an uproar the authorities were like "okay lets look into this situation of Thai workers... Hmm, looks like maybe some exploitation is going on? That is super illegal!" So the problems were uncovered and addressed, which is good.
So we fast forward to the current situation:
There is a newish law (very popular with racists) that says that foreigners entering the country need to have a certain amount of money that they can use "to support themselves" lest they become a burden on the pure aryan society of Finland be vulnerable to exploitation. And for berry pickers that sum is 30 € per day they live in Finland. So if you plan to stay a month you have to bring with you 900 € and if you are coming for two months its 1800 €. The kinds of people who are coming from Thailand to pick berries do not have that kind of money. Last summer there were about 4000 Thai berrypickers in Finland. Today on the 10th of June there have been 0 visa applications from Thai berrypickers.
When you let the racists make the rules you hurt everyone! :D This is so beautiful! The majority of the berries are gonna rot in the forest because ain't Finnish people gonna go out and pick berries for sale, Finnish people who can't/don't want to pick berries for their own use won't get any forest berries this year, and nobody makes no profit! 90% of berries that go to industrial use are picked by Thai pickers. Finnish companies will be going bankrupt this yearbecause of this! Lolololololol XD XD XD XD XD
#bilberry is kind of like a wild blueberry but like way way healthier. like its literally one of those superfoods.#lingonberry doesnt really have an equivalent... its really sour and tastes bad but its used kind of like cranberries#you can make a preserve and eat it with meat and its good that way. also really good for you. non-cultivated forest products tend to be.
