Bungou stray dogs except the Agency never get a Special Abilities Buisness License.
For whatever reason they never get the license that every special ability organisation needs to have to operate.
But they still operate anyway and frankly no ones going to stop them. What are the police going to do? Arrest them? Take them to court?
No one in their right mind wants to debate Ranpo on a regular day, nevermind in front of a judge.
The fact the police wouldn't want to shut down the Agency anyway. Because their whole thing is taking cases the police can't solve.
The local gangs of Yokohama are terrified of the Agency. Mori and the Port Mafia will continue to feud them but not destroy them because Tripartite Framework.
The Agency just becomes the embodiment of "we're glad their on our side." All the weapons they have for being the "ARMED Detective Agency" are all illegal.
Everytime Kunikida pulls out a gun or a grenade everyone just looks the other way.
Makes the beginning of the Guild arc fucking hilarious because Fitzgerald comes to the Agency to get their licence. Talking about how important it is to have one.
And Fukuzawa just sips his tea like "oh we don't have one."
Fitzgerald is completely caught off guard, because their goes his plan because not even Alcott could predict this.
Naomi is trying not to laugh and Fukuzawa smiles to himself all innocent like. "I can't say how to acquire one. But I do know a local neighbourhood physician who has one, maybe give him a call."

“Well now…this is quite the mess to clean up…”
The splattered blood on the wall had begun to drip, sliding down the wood slowly and splashing onto the floor with faint ‘pit, pit’ echoes. There was an eerie, ringing, silence to the air and a tension that felt suffocating.
Something shifted when Mori turned to look at the two children who just witnessed the murder— they were no older than fourteen.
“You twins are my witnesses…from now on, I will be the new boss of the Port Mafia, and the two of you…will stay by my side.”
Fukuzawa Yukichi and Mori Ogai sat at a small, cherry-wood table that was decorated with a glass china set for the tea they were talking over; it would’ve been a rather amusing sight, if the conversation topic hadn’t been so serious.
While they both performed their positions as head of their respective organizations diligently- and extremely well- it was no secret that they were each getting higher up in their years. They thought it best to discuss who would potentially be taking over once they were retired together, as it would help maintain their mutual agreement between said organizations.
“Your best candidate is Doppo Kunikida, is it not? I was fairly certain it was him who was acting in your stead whenever you could not.”
You and Chuuya stood directly behind Mori, with a small handful of your subordinates a couple of feet away; similarly, Fukuzawa had Kunikida and Dazai behind him, with the rest of the agency’s core members on standby. The two heads didn’t really need them here, as they could very well handle themselves against one another, however by this point, it was more or less a tradition.
“That is correct. What about you? Surely you’re going to pick from your pool of executives, aren’t you?”
There it was. That nauseous dread pooling in the pit of your stomach. It sunk into your bones, forcing a cold sweat to the surface of your skin as, instinctively, your flight or fight response tried to take over.
“Actually, that’s what I wanted to talk to you about.”
The sounds around you grow muffled so suddenly it makes your head spin and the scenery melts down into a memory of the executive meeting held a week ago.
“Do not mistake my words. I will continue as the Port Mafia’s head until it is apparent I am no longer able to fulfill my role; even then, my presence will not just disappear. This is my home and the organization I’ve dedicated my life to. I’m simply implying that we will need a suitable replacement when that time comes.”
Rae glanced at Chuuya, finding him to be exactly who Mori was looking for. There was no one else in the room, or even the entire Port Mafia for that matter, who would be better suited to take over the position as boss.
“And Dazai Osamu shall be just the person to do so.”
No matter how sickening the feeling of fear and dread can be, anger will always be the secondary emotion. Even if that anger doesn’t last, it festers somewhere deep inside someone and builds until it’s crawling throughout their whole body— and suddenly it’s controlling them. It’s what takes over their mind like a parasite until it’s moving their legs, their fingers, their hands; until it acts on all those…scenarios in a person’s mind that were never meant to be born- that were only supposed to stay as impulsive thoughts. It’s then that the entire world a person experiences can be flipped upside down and drowned in the raging tides their anger brought.
It was that anger that had your body moving on autopilot while you just…watched. Like you were a prisoner in your own mind, watching something on the tv screen.
Your feet took a few steps forward before your hand was reaching for Mori’s teacup and slamming it on the edge of the table, shattering the glass. It left one big shard in your grasp. Your free hand had come up to the back of his head, fingers tangling in the long strands of black hair before yanking, forcing him to look at you with an exposed neck.
When his red-purple hues met yours, your movements became your own. A gasp tore from your throat as you took in the sight in front of you, ragged breathing making you tremble. It was now that you were able to consciously think about your actions.
And you thought about Osamu.
You thought about everything he had to go through— everything Mori forced him to go through.
You thought about that shine he had in his eyes that dulled over the years, only returning when he’d escaped Mori and the Port Mafia. You thought about the night he left, the way he cried over Odasaku and the way he cried about not wanting to leave you; you’d never seen him cry before. You thought about the hope in his eyes as you helped him leave and the genuine smile he’d given you two years later when you saw him again in the Agency.
You thought about Mori’s sick, twisted version of affection— or ‘love’ as he called it sometimes. About the way he treated the two of you. The way he talked, manipulated, used, touched the two of you.
As you gazed into the eyes of your tormentor- the man who was planning to drag your brother back to the darkness that had already consumed you- all that was swimming in those devil eyes was some warped version of pride; of satisfaction.
His voice echoed in your mind, words he didn’t even need to voice aloud because he’d engrained them into you, seeping disgustingly- permanently- into your core.
‘If I cannot have Osamu, I will gladly have you instead, my precious Y/n.’
With steady hands, though a trembling heart, you forced the broken piece of china into the flesh of Mori’s neck. And with a chilling cry, you dragged it across the entire expanse of his throat; his blood was now coating your face.
It would’ve been a rather amusing sight- the horror plastered across everyone’s faces…if the situation hadn’t been so serious.
“He…he was going to ask Osamu to be the next boss…and I couldn’t— I wouldn’t let him. Not you, Osamu.” Your voice cracked as you looked over at your brother, heart clenching when he looked at you with such…mortification. “Anyone but you.”
And Osamu thought back to you.
He thought back to all those times your eyes darkened in rage whenever Mori did something to him. He thought back to how you’d always yell at Mori for hurting him, whether physically or mentally. He thought back to the nights you promised him you’d help him shove down that darkness Mori festered in him. He thought about the promise you made him when he left the mafia: the promise that you’d be the one to kill Mori for what he’d done to the two of you.
As he gazed into the eyes of his twin sibling- standing with blood on their face after just repeating the cycle, all for him- he could see the fear of what you’d just done. The determination to be better than Mori...and the love. Love for him.
He should’ve known, his heart screams. He should’ve known this would happen, that you’d snap. He should’ve stopped you, he should’ve talked to you, he should’ve been there for you, because now—
. . .
After a haunting moment of ringing silence, the only person who dares to move is Chuuya Nakahara; the redhead kneels, sliding his hat off as he bows his head, “All hail the new Port Mafia boss, Dazai Y/n.”

Why Kenji shouldn't find out if you get bullied
TW: bullying.
Just a small idea (wc: 170) that has been bringing me immense comfort recently due to given events in my own life.
The last person who should find out you, member of the ADA, get bullied is Kenji.
Yeah, the Port Mafia is dangerous (whose members would never admit it, but they care for you, so nobody gets to make you feel bad about yourself). Akutagawa can be overprotective as hell, Nakahara is a force of nature and on the ADA's side, Ranpo can be surprisingly cruel when people he loves suffer (and since you're a member of the Agency he loves you). Dazai, of course, is the incarnation of chaos, and Atsushi, just like Akutagawa, turns very protective and Fukuzawa will not stand for his employers getting mistreated by anyone, but we all know what happens when Kenji gets angry. And he'd get angrier than ever before if he found out the sweet person who he considers his older sibling gets bullied.
Those bullies better start praying real hard that he doesn't find out, because if he does, no force in heaven, earth or hell would be able to save them.
also i may have emotionally adopted Kenji bc we look a little bit alike and i just need someone to emotionally protect me rn.

Listen here, not only that all the gingers (Chuu, Tachi, Tanizaki) are good actors but all of them have siblings (Verlaine, Shunzen, Naomi). And. And 2 of them are (important) Mafia members and lab experiments. So how am I supposed to not wonder what's up with Tanizaki? Bro is 18 and an active member of the ADA, down to murder anyone (and I mean anyone he even threatened Sushi) that hurts Naomi. He managed to harm both Gin and Tachi, both trained assassins and some of the best, Tachi even being a Hunting Dog. He's also based on one of the best (some say the best) writers of Japan! His ability controls how the environment looks and feels like! And "his sister" is probably not even his sister. In the book "Naomi" the characters aren't actually siblings. So probably neither are in BSD. They're pretending. What I don't know is why. And as much as I think that Tanizaki joining the Mafia after this deal is cliché and wasted potential (I need to Fukuzawa to join the Mafia) imagine how we're gonna find out Tanizaki's bg. At this point, he is the only one we don't know anything about his past. So I predict Tanizaki bg arc

Edogawa Ranpo
Of the three, Ranpo is far and away the smartest, in both intellect and emotional intelligence. It's very unlikely you can hide how you feel about him missing your birthday from him - even if you haven't been dating Ranpo for long, if you're his s/o, he knows you. He can read your mood like a 3-D pop-up book. It's disconcerting but also oddly comforting.
It is very unlikely he forgot your birthday - it's more probably that he was doing a job for the Armed Detective Agency and got so wrapped up in it that he temporarily set aside everything else until it was finished. When Ranpo is chasing an interesting case it's nigh on impossible to get him to focus on anything else.
Once his hyperfixation ends, though, he does feel a little guilty. You ARE the s/o to the World's Greatest Detective, after all, so logically that means you ought to be celebrated! He gets right to it, roping in poor hapless Atsushi and other members of the Agency into decorating the office for your birthday. Of course he knows what gift you want (and probably makes Atsushi, Kunikida or someone go out and actually buy it. What? He'd get lost if he had to take the train to the mall!) He still takes credit when you praise him for being so thoughtful.
Ranpo tends to be a little lazy and spoiled, but for you, on your special day, he very nobly puts that aside to spoil you for a change. You wanna go do something fun like visit an amusement park or go to a concert? Great! He'll have Fukuzawa pay for tickets! You want to do something more lowkey, maybe chilling at home cuddling and watching movies with him? Awesome, he'll get popcorn! You wanna go out partying and getting shitfaced? Well…he's not much of a drinker, but he'll still come with to dance with you and hold your hair back when you puke. (He'll make Fukuzawa come pick your drunk ass up.)
And don't forget a long, long night of some truly incredible oral - Ranpo's best asset in the bedroom is that tongue of his, so he's going to go to town on you~
Remember to lavish him with praise over what a great boyfriend he is. He needs the validation, okay?
Nakahara Chuuya
With Chuuya he was probably doing a mission for Mori and simply didn't have time to be there or he did forget. His way of making it up to you is simple - gifts. Chuuya is very wealthy thanks to being a high-ranking Port Mafia agent, so whatever you want is yours. That new Prada bag? Done. You want a spa day with all the works? Already booked. Fanciest resturaunt in town? He can just waltz in and get a table whenever he wants.
This may sound all fine and great, but Chuuya may not immediately notice how you're feeling about him missing your birthday - he'll apologise but in a "Oops, sorry, babe!" kind of way and you'll have to be upfront with him if you're actually upset. Chuuya does have a bit of a bad habit of buying your affection when he's too busy to spend time with you, because he's used to people depending on him and being seen as a provider. If you like gift-giving as a love language then you might not consider this an issue, but he does somewhat use his money to assuage feeling guilty and avoid discussing it because he doesn't like seeing you upset.
Also, Chuuya has no memories of before he was seven years old and I doubt very much he got to celebrate his birthdays much when he was running around Suribachi with the Sheep. Sure, he can afford to go ham for his birthday now, and his subordinates gives him gifts (Koyo always buys him wine), but he might not quite grasp the emotional significance of birthdays. Sit him down and explain to him that you appreciate the gifts, but you want him, YOUR BOYFRIEND to be with you, not a credit card.
To make it up to you, Chuuya will give you a birthday fuck that goes on all night. If you have a position or kink you haven't got around to requesting from Chuuya, now's the time, because he intends to make you feel so good you can barely walk the next day.
Akutagawa Ryuunosuke
I'm gonna be honest, Akutagawa is not particularly understanding or sympathetic. At least, not right away.
He grew up in the slums with his kid sister, surviving off scraps and learning to fight from a very young age. Akutagawa likely had no concept of what a 'birthday' even was except just being another year he's managed to survive in the hellhole he was born into. Even now he's an adult and can afford to do whatever he wants to celebrate if he so chooses, he's not a very birthday person. He always buys a gift for Gin and will get something for his superiors as a token of respect (because it's expected of him), and he'll begrudgingly tell Higuchi "happy birthday", but overall he doesn't consider them that important. He does appreciate being given gifts, but doesn't think of them as a necessity.
So if you get upset or angry with him, he's liable to bite back at first. Akutagawa has trouble apologising because he was never apologised to when he was treated poorly, so he's generally not good at owning up to his mistakes. Like Chuuya, you need to explain to him that even if he doesn't place much importance on birthdays, you do and it hurts you that he doesn't seem to care.
That will get to him. For as grumpy and quick to violence as he is, he does care about his s/o greatly and he doesn't want to lose you. He doesn't even know why you love him in the first place, but he isn't willing to throw your whole relationship away over something trivial like this. So, he'll treat you to whatever you want. He's got the money to really spoil you and he doesn't take much time off, so he'll be able to free up his schedule. (Gin will also remind him next time or help him set up a reminder on his phone so he doesn't miss it in future.)
Try not to force him to come clubbing or some other loud, crowded activity. He won't refuse because he feels bad, but he'll ruin the mood by brooding in the corner like a wilting plant and he gets overstimulated and grouchy quite quickly. But he doesn't mind treating you to a posh meal or going on a holiday or something like that.
I hope you don't mind being tied up, because once somebody explains to Akutagawa the concept of birthday sex, he will go find you immediately and use Rashomon to hold you still for hours while he works you over - that's one birthday tradition he doesn't consider frivolous~

Dazai wasn't a typical Omega, he used to be an executive in the port mafia after all.
"I am perfectly capable of caring for myself" dazai said with a glare and (name) sighed, the moodswings already full swing as the Omega was fuming, getting up and leaving, the Alpha sighing before cleaning up.

Dazai hated that he made sense and realized he was harsh on his mate, (name) was just looking out for him and the Alpha always tried to keep calm when dazai came home looking less than stellar.
When Dazai returned home, he smelt his favorite foods and the smell of worry heavy "I'm sorry alpha" Dazai said hugging his alpha from behind and (name) halted "I was being an asshole..."
"Let me worry about you" (name) said turning around and held the Omega close, scenting him and dazai smiled "silly alpha" he teased before kissing him "I'll comply with your wishes but..." Dazai moved to whisper things in the others ear, enjoying his alphas slight blush "shit--" the smell of slight burning broke (name) away as he turned off the food "the foods ruined..." I am treating the Cannibalism stage play as, like, an official fanfic, but it gave me emotions about Chuuya and he is my blorbo I need to share more details about the infamous "Chuuya cries" moment with full context:
Since they did not have a costume or actor for Poe, they got rid of Chuuya and Ranpo getting stuck in his story, and instead gave Chuuya a mini arc about leadership. They made Chuuya doubt his own legitimacy as a leader (for the Port Mafia) every step of the way.
He started out by saying that as the ex-leader of the Sheep, an enemy organization, it made no sense for him to be the interim boss of the Port Mafia. He even told Kouyou she should take the role because he used to be her subordinate. Kouyou convinced him to step up to the challenge by pointing out he usually didn't hesitate to lead people ("but those times I was acting on the boss' orders") and that she had 8 boxes full of Steel Oracles written by subordinates who wanted and trusted him to be up to the task.
Steel Oracles were the stage play's answer to the Silver Oracles. If the Silver Oracles are the boss entrusting a subordinate with power to act, the Steel Oracles are the subordinates entrusting an individual with the power to lead them. They are check notes with the name of the individual being entrusted written on the back, signed by the person submitting it, and symbolizes the submitter entrusting that individual with everything that they have and are. Chuuya had 8 boxes with his name on it.
He later (obviously desperate) goes to request Verlaine help them assassinate Fukuzawa. Chuuya says the PM his family that he needs to protect. He wants Mori to live. He's having a very rough time. (Verlaine refuses but makes him realize Dazai is plotting something)
When all is said and done, he meets with Mori and Chuuya says he'll be returning the Steel Oracles to the subordinates. Mori jokes about Chuuya being more popular than him, so shouldn't he name Chuuya boss instead? Chuuya refuses immediately, saying that the people were only saying he was strong, not that he had their respect, and says he could never be a boss like Mori. He makes a comment about Mori having already said he wanted Dazai as the next boss anyway.
Mori agrees, Chuuya looks a little resigned and starts walking away. But then, Mori produces 5 new Steel Oracles: they're all signed by the Flags. Mori says he was given these long ago, by "experts" who had seen Chuuya's potential way back then. Mori says he had promised to look after Chuuya until the time came. He says that the people he considered family also considered him family. Chuuya hears the voices of the Flags calling out to him, takes the Steel Oracles with a stiff nod and excuses himself (the first anime ending, namae wo yobu yo, starts playing then). He avoids looking at Kouyou, who asks him if he's crying, and exits as quickly as possible.
During the outro section, we see Chuuya again, holding the Flags' Steel Oracles. He smiles (smirks really) and puts them in the interior pocket of his coat, before joining in on the choreography.
For bonus points, when Chuuya was the interim boss, he still had that "nobody needs to be hurt more than necessary" attitude he has in the manga. He fought Kyouka in Mori's room by using martial arts instead of gravity. He was also ruthless in filling in for the role of the Black Lizard for this story: he wanted to use Tanizaki as a hostage to get the ADA, and told him that once Tanizaki was no longer of use, he would be disposed of, just like every ADA member would be killed off until they got Fukuzawa. He wanted to cut Tanizaki's ear off to send to the ADA to tell them the deal was off. It was clearly business for him. He said he took no pleasure in it.
All in all, with tone, acting and context, Chuuya's hesitancy to lead the PM here was clearly an issue of self-confidence. Nobody would trust him with the role. Someone else would be better for it. He has too much baggage to be up to the task. People fear him more than they respect him.
And that issue is "resolved" (big word) when it turned out people he held in high esteem and cared about actually believed in him too. They saw him, they knew him, they cared for him, and they thought that, in time, he would be great. And that's what got to him.

PM and ADA deal Theory
Hey guys, friendly reminder that Mori is likely still gonna ask for someone from the ADA to join the PM. It honestly hurts my soul to think that the ADA will lose someone this soon after all the shit in this arc went down but Mori isn’t one to care about that kind of stuff.

This is about 1.7k words so be warned
I know a lot of people are sold on the theory that it’ll probably be Tanizaki since Asagiri is big on foreshadowing and Tanizaki does have a homicidal side but I don’t think he’d let himself be put in a position to where his sister might be in danger or get a target on her back. He’d probably run away or kill the people in question before that happened. Not to mention since his run in with Akutagawa and the black lizard that he sort of hates most if not all of the mafia members. He was so ready to go to war with the PM to defend the agency and someone like this would be super hard to control, deal with the ADA or not.
Mori isn’t stupid, in fact he’s very calculating and very cunning and who are his biggest obsessions? He’s always so focused on Dazai and Yosano but both of these are off limits in his eyes. Yosano is off limits because of the terms of the deal with Fukuzawa and Dazai is off because Mori wants him to come back on his own. Now we have Kyouka, Atsushi, Kenji, Ranpo and Kunikida left to choose from.
Kunikida is off the table I think because he’s a child bombing away from just completely breaking. There is a part of me that believes Mori could pick Kunikida solely to break him and watch Fukuzawa and Dazai suffer but Mori is also the type of boss that doesn’t want to waste powerful allies if he doesn’t need to. I mean, he’s literally letting Tachihara choose his loyalties, he’ll probably still get punished severely but Mori isn’t one to just waste men unless it’s for good reason or worth the risks. Also Kunikida is Fukuzawa’s successor and something tells me that Mori doesn’t wanna deal with the strict moral types.
Ranpo is definitely off the table. Fukuzawa would go batshit if Mori picked him. He just lost his childhood best friend. Do you think he’s gonna let Mori take his son next? No he will not. Also Ranpo would blatantly refuse to work with him. He’s smart enough to survive but Ranpo is disinterested in most things and Fukuzawa is really the only one who can make him do something. I don’t think Mori would want to deal with that either.
Now we have Atsushi, Kenji and Kyouka. Mori usually chooses children to take under his wing because they’re easy to manipulate and easy to mold into his ideal subordinates. However Kyouka was already in the mafia once and Kouyou even used up her slight favor with Mori to let her leave the mafia with no consequences. I don’t think he’d want to deal with the hassle of internal conflict since Kouyou would be pissed if he took Kyouka away from the light that she enjoys so much. However much Kouyou wants to deny that she can’t help Kyouka anymore, she’s only human and she’s very much attached to the Kyouka who shares a similar past and ability.
Kenji’s situation is kind of hard to determine. As stated, Mori does prefer to mold and manipulate children rather than adults but Kenji is kind of an oddity among humans. Not because of his ability but because of his personality. He’s very much a “you fuck around and find out” type of guy is willing to believe the best in people despite what they may do or have done. I don’t see many reasons why Mori wouldn’t choose him other than there are better options than Kenji. Sure Kenji is super powerful with a very useful gift but there are other members that would fit his goals better.
Now Atsushi, he’s the biggest contender for the mafia recruit in my mind for a few reasons. Now we saw in the series that there were gonna be three main villains (The Guild, the Decay of Angels and the Order of the Clock Tower) and now we have finished out with two of them. This means that we’re possibly getting into the last major arc or two of the main plot of the story and there are still so many unanswered questions about Atsushi.
Atsushi was deemed the envy of all ability users by Fyodor which was why Shibusawa originally held an interest in him. My question is why Fyodor was interested enough in Atsushi to know of him and what is their connection that Fyodor was even able to know of him. Fyodor is a genius but the orphanage headmaster said that he was a randomly dumped toddler and he lived most of his life in a cage in the orphanage. This in itself is fishy but I’ll get to that in a second. Moreover, Atsushi’s ability seems like it just resists almost all other abilities with the ability to cut through space itself and high regeneration abilities that causes most wounds to go away instantly when he’s in his full tiger form, most other abilities don’t affect him when he’s fully a tiger.
Who is called the most powerful ability user? Natsume is, and he is able to turn into a cat. Seeing the pattern here? When did the headmaster die? When he was trying to find Atsushi and talk to him again. It’s very suspicious timing and I wholeheartedly believe that he was silenced by someone who didn’t want Atsushi knowing something important about himself. And then we have the seven billion bounty that was put on his head because of his ability. I don’t think that it’s a coincidence that Fitzgerald, who wanted to find The Book, wanted the tiger so badly that he was willing to spend that much.
Asagiri is a beast at foreshadowing and he doesn’t do anything for kicks, all of his moves are deliberate. There is something about Atsushi that we’re missing and I’m willing to bet that Mori, who was going to accept the bounty, wants to know what it is as much as we do. Atsushi’s strange ability, the holes in his past from before the orphanage, Fyodor and Shibusawa’s interest in him, his correlation to Natsume, his probable connections to locating the book and the fact that Dazai was coincidentally there to save him when he came to Yokohama? Yeah, there’s definitely something up with Atsushi and the poor kid doesn’t even realize it.
So yes, I do think that Mori either a) wants to figure out Atsushi’s situation in relation to everything or b) he knows something and wants to exploit it out of him. My second point is that Mori wants to break Dazai down and build him up as the perfect PM boss. Mori is someone who manipulates and breaks from the sidelines then watches conflict and in the aftermath, glues the pieces of what once was back together in a collage of his own liking. He knows he can’t beat Dazai but he can make him suffer. Who is Dazai the closest to at the agency? Atsushi.
Dazai always says, “Atsushi and the others” while making sure Atsushi makes it out alive in any situation that he is in. Dazai has a big soft spot for Atsushi, the kid he took in as a mentor and the kid who wholeheartedly believes without any hesitation that he is a good person. He brought his own chair and made a home in Dazai’s heart without his permission. Atsushi knows he was in the PM, knows he’s the reason for a lot of Akutagwa’s issues, knows about some of the atrocities he’s committed but still smiles genuinely at him. Of course he doesn’t know everything but Atsushi is probably Dazai’s biggest apologist (It’s not Akutagawa but that's for a different post). Atsushi is the personification of Oda’s last wish to Dazai and Mori definitely knows that he can hurt Dazai by hurting his beloved mentee.
Mori is also very aware of the new generation of soukoku. If he’s able to wrangle and manage Akutagawa (he’s alive shut up) a little more because Atsushi is his partner then all the more reason to choose him. Atsushi covers all the bases, a mysterious power that could make his organization that much more untouchable, mess with Dazai, mess with the agency and manage his own employees better. It doesn’t help that Atsushi’s mental state isn’t the best. He’s not a kid but he’s traumatized and doesn’t have the same development other 18 year olds do, and that can be just as easily to manipulate as a child. It would be difficult because Atsushi genuinely believes in Dazai with everything he is but every person is able to break and Mori is especially good at that.
I know that Fukuzawa’s ability is the reason we don’t see any more late night weretiger situations but Atsushi has so much more control now than when he did at the beginning of the series. It’s also very much possible that Mori is looking for a degree of uncontrollable tiger to help him with his goals. It’s also been confirmed that pain can manage his transformations as seen with his collar in BSD BEAST.
It also doesn’t help that Asagiri tends to go through the trauma route to have his characters develop and experiencing the “darkside” of Yokohama just may be what he thinks Atsushi needs to develop more.
So yeah, I think Mori may choose Atsushi as the new PM member but don’t quote me on this if I’m wrong, it’ll be embarrassing. They also may just throw this plotline out the window since both sides suffered this past arc, they may find it illogical to go through with the deal when the truce between the PM and ADA is still sensitive but I doubt it. Mori isn’t one to care for those things.

Why not leave?
I find it interesting how almost all the higher ups in the mafia don't really wish to be there, but despite having more than enough power and resources to leave, they don't.
Kouyou has been an executive since 15 (at least), and throughout those seven years I find it impossible to believe that she never thought about leaving. In fact, this is even addressed in this manga by Mori himself, to which she just responds with something lighthearted. Her earlier escape attempt was a fail, yes, but surely she understands that things are much different this time?
It is not her capability which is preventing her, but rather her mindset. And while this also ties into her responsibility, it is also important to note that she may very well believe that she can never truly be rid of the mafia and its teachings. It took an immense amount of reassurance for her to trust Kyouka in the hands of the agency, and even then, very reluctantly.
To Kouyou, I don't think that's a demonstration to her that she can leave, but rather a reminder of what she couldn't achieve in the past. And now, she most likely thinks that the mafia's influence on her is too deep to be shed off. She says as much herself to Kyouka, who has barely been in the mafia for 2 years at that point. Imagine what she thinks of herself. I do think that her duty to the mafia also makes her stay, she acknowledges that she's an important piece in their operations and jokes that it would fall apart without her. She has accepted her role in the mafia, and knows thinks it's too late to get out.
Mori, the leader himself, despite being...well, the leader, simply views his role in the mafia as necessary. He doesn't want to be the PM boss, his life in BEAST is clearly indicative of what he actually wants (you can't tell me an 'inherently evil person' ends up taking care of an orphanage in some universe), but he knows that he is the person best equipped to handle this role. His strategy of the "optimal solution", speaks to his neutrality and general capability of remaining apathetic towards necessary events which would most likely break someone else emotionally and mentally.
This isn't to say that he doesn't have any emotions, the man has a lot of them, it's just that he's incredibly adept at putting them aside and dealing with a situation completely unbiased. Fukuzawa acknowledges in canon that despite their great differences, a common motive that they share is the well-being of their city. In fact, Mori's making a HUGE sacrifice in his life just to maintain the workings of Yokohama. That's something you have to respect.
Chuuya is more of a complicated case. A lot of people in the fandom seem to disagree over whether he wants to stay or leave, but the answer is a bit more complex than the black and white ones we've been looking at. I'll be addressing this separately later, but for now, about Chuuya : I personally think that it is both, and he has conflicting feelings on this situation.
To start with, unlike Kouyou, we actually know when Chuuya came to be affiliated with the mafia. And that in itself isn't the most ideal set of circumstances, he had just been betrayed by his friends (who essentially raised him) because of a situation clearly orchestrated by the mafia (specifically Dazai, the one person he was coming to trust and resonate with), and more or less forced to be a new recruit. From stormbringer, we know that Chuuya's incentive for not leaving came from his need to protect his friends (who had already betrayed and backstabbed him at this point) from the mafia.
Any sane person would assume that Chuuya absolutely abhors the mafia at this point, but this isn't the case. Despite having his friends' lives hung over his head, he was still able to respect Mori and what he was working for (especially since he considered his own period of 'leadership' to be a failure). He was still able to care about the lives of his comrades and underlings who were also a part of the mafia (depicted in the dragon head incident). And he was still able to remain loyal to the mafia despite the several hardships and burns he faced for it.
Aside from his respect (and possible admiration) for Mori and the mafia itself, Chuuya's a person who's really attached to his relationships with people. He doesn't just respect the mafia, he also views it as his family. He has formed bonds with Kouyou, Mori, Dazai (shhh I don't want to hear anything), Akutagawa, Hirotsu...and even Gin, Tachihara and Higuchi. I mean, is there any known character in the mafia who this man doesn't know? He probably even knew Kyouka before she left. The only exception to this is Kyuusaku, and even that is because of his attachment to people (he's mad because Q, directly or indirectly, caused the death of his subordinates). He talks about burying his subordinates personally and contacting their families, if that isn't care, I don't know what is.
I think his arc with the mafia supporting him unanimously in stormbringer helped strengthen his attachment to it, which is why we've got the epilogue of him seeing his biological parents and declaring that the mafia is his true family in that LN. It's safe to say that he appreciates what he has right now a lot. But does that really mean he doesn't want to leave? In the very same light novel, it is ALSO implied that Chuuya longs for a life outside of the mafia. Hell, we literally have a character who was dedicated to bringing him to the light. And now, there is no risk associated with it either. But he chooses to stay. Or maybe the choice was never his.
With all of that said, I think it's incredible how BSD manages to portray what it's like for someone to lead a life of crime in the dark somewhat realistically in terms of feelings. It isn't some "badass mafia person" aesthetic (even though some people interpret it that way), it actually depicts the complexities that come with being associated with a criminal organisation in a fictional setting (to the best of its ability). Literally nobody in the mafia wants to be there, they just have to be. Sure, it offers them resources and opportunities which is why they choose to stay, but as an ability user, if they don't have the choice of living a normal life with the opportunities offered to an average person, do they really have a choice about being in the mafia at all?

Concept: After everything at the airport Mori brings Atsushi to the Port Mafia. And even with the deal in place Atsushi has to plead his case.
(Since we’re talking about the parallels between Atsushi and Chuuya.)
Mori’s expression didn’t change as Atsushi gave him the full run down of events. He was the picture of calm and composed. It made Atsushi wonder how much of it was how he actually felt.
If Fukuchi had been the man of a thousand faces. Then who knew how many masks Mori had at his disposal.
“You’ve had quite the day” Mori said finally. As if Atsushi had been talking about the weather. He wasn’t sat at his desk but a lone chair infront of the large windows of his office.
“You could say that again…” mumbled Atsushi before he could stop himself. He felt so small in this large imposing room. The guards by the door only reinforcing that he was in enemy territory.
One wrong move and he was dead.
“But while I offer my sincere condolences, I fail to see how any of this is my responsibility.” Said Mori, sounded almost bored by the whole interaction. Atsushi stared at him in surprise as he continued.
“The Port Mafia has sacrificed a great deal in the name of aiding the Armed Detective Agency.” Said Mori, eyes sharp as he took in Atsushi. “So give me one good reason why I should help you.”
A cold chill went down Atsushi’s spine.
Mori’s words rang in his ears like alarm bells. It was true that the Port Mafia had suffered in this battle with Fyodor. Akutagawa’s death, being the centre of the vampire outbreak.
And yet, Mori had never shied away from helping the Agency. Even when he said no to the initial alliance offer, Mori still offered his aid over and over again.
If he truly saw no reason to work with Atsushi. Then why did he save him at the airport? Any alliance between the two organisations would’ve died with the Agency. And even then Mori only worked in his own interest. He had no reason to save Atsushi.
Or did he?
And just like that everything clicked into place.
“Game theory dictates that the optimal response to an enemies attack is to fight back with everything you have.” Recalled Atsushi. “That was the advice you gave me back in Anne’s Room.” He shook his head “you could’ve let me escape.“
He could’ve chosen not to intervene as he had done prior. He could’ve let Atsushi abandon his friends behind. But Mori had instead stepped in and given Atsushi the resolve to fight.
“It would’ve weakened the Agency and benefited the Port Mafia. But you wouldn’t let me because it would’ve harmed the city.” The love for this great city was the one thing that Fukuzawa and Mori could ever agree on.
It was why Atsushi proposed an alliance between the two organisations in the first place. Despite everything the Port Mafia had done to him. Atsushi had looked past his anger for them and seen how far they were willing to go to protect the city.
And taking out the Agency meant that the Tripartite framework would no longer be effective.
“You could’ve left me at the airport to die. But you know what my ability is capable of.” In a glow of blue light his arm transformed. It alerted the guards but Mori stopped them by simply raising a hand. His eyes trained on Atsushi’s tiger claws.
Bingo.
“And you know how powerful mine and Akutagawa’s abilities are when we work together. And when they’re combined. That kind of power will be needed to end this enemy before they have another chance to strike.”
Fukuchi had said that day that “the reason you lost is because you let me draw this sword’ that’s what Fukuchi had said that day. They’d won in another time, Fukuchi had all but confirmed it. But drawing that sword and striking it before death had saved him.
It was a mistake that could not be made again.
Mori hummed thoughtfully. “That may be true. But your power on its own was said to be the key to destroying the enemy. And yet here you stand before me as the sole survivor of the Armed Detective Agency.”
His gaze seemed to pierce into Atsushi’s soul.
“If your the key, then why is the Agency not here?” It felt like a taunt and Atsushi should’ve gotten mad. Instead all he felt was despair. His own failures striking him over again.
The blood on his hands that Atsushi could never wash away.
“They were taken out one by one. We barely had time to act. That…thing moved faster than light. But the reason the enemy is still here is because everyone was trying to protect me.“ Said Atsushi quietly.
He hung his head in shame.
“It’s all my fault.”
He clenches his fist as it returns to normal. He didn’t have the luxury of breaking down right now.
“But all that matters now is stopping Fyodor. You saw what he did at the airport. That’s only the beginning.” After all Fyodor wanted the book above anything else and the book was in Yokohama.
“I’m not smart enough nor am I strong enough to go against him alone. My friends are gone. And you’re all I have to turn too to defeat him and save this city. To that end….”
Atsushi dropped onto one knee before Mori.
“I will dedicate my blood and all that I am to you, Mori Ougai of the Port Mafia. I will protect this city and this organisation that you head. And I will work for you to decimate our enemies. To follow the plans you have carefully laid.”
The silence that followed threatened to engulf him but Atsushi didn’t move.
“Welcome to the Port Mafia, Atsushi Nakajima.” Atsushi raised his head, surprised. And for the first time since he’d entered this office Mori’s expression changed to a pleased smile.
This test was one Atsushi had passed.
“Come now, we have much to discuss.” Said Mori, the guards parting to let them both pass. With Atsushi walking behind him. “There is something you forgot from our talk that day” said Mori. His voice a lot more pleasant and like the shy doctor Atsushi met in Anne’s Room.
But there was a strength, an assurance within him that made it clear to all he was in charge here.
“What did I miss?”
“No enemy is more vulnerable than one convinced they can’t lose.”

not to be back on my shit but fyodor hasn't used the one order yet, and I still don't think he can. fukuchi programmed it to respond to fukuzawa. if fukuzawa used it too immediately, everyone beneath his authority would lose their autonomy; the agency is a guerilla force, they encircle like in go, they don't rigidly advance like in chess.
fukuzawa's skill is such that he grants his litter independence through self possession of their skills. so it's against his nature to use the one order where his unruly kittens might be caught in its influence. it's also impractical: he canonically does not have a devious nature + he is their pillar so that they can wreak havoc. commanding them is liable to kill them.
but! ranpo says in chapter 92 that all they need to win is to stop fukuchi from receiving the one order.
this was a thousand years ago, and so much has happened, but ranpo doesn't condition their solution path. if they can just stop the enemy from receiving the one order, they win, hard stop. in game theory, a dominant strategy is a strategy that is better than any other strategy for one player, no matter how that player's opponent will play.
I mentioned that the agency plays go above. go is super technical, but essentially: the goal is to control more of the board than your opponent by surrounding vacant spaces with your stones. Connecting stones keeps them secure, so an important offensive tactic is to prevent the opponent from connecting their stones while at the same time keeping one's own stones connected.
Fukuzawa secured the One Order, and thus the military. Bram had to "die" or otherwise be cut from his kin; he can't control the vampires if someone else has the seal/holy sword. He died, his kin were released, removing the vampires from Fyodor's disposal. Akutagawa and Bram seem to be tossing control over Akutagawa's body back and forth, based on their dialogue and Akutagawa's clear eyes when Bram "died." This is relevant because Bram can't be killed by ordinary means, and Akutagawa has an immensely powerful offensive skill. The armor, sword, and shield ensure that Bram has a weapon in hand when Akutagawa relinquishes his will and thus Rashomon, and Akutagawa, who is weaker and does best at mid range, isn't immediately cut down at such close range. Fyodor is wholly ignorant of any of this.
(In other words, it was Akutagawa who cut Fukuchi's hand before he could behead Atsushi since Rashomon struck.)
Since Bram released his kin, Mori likely just had the entire Port Mafia returned to him.
Aya's dad was at the airport, but we haven't seen him; she was there to bring him an item he'd forgotten. He's a cop with some form of leadership position based on Aya's mental image of him, so he is likely somewhere on the board coordinating relief.
Francis is watching, and he and Louisa are connected with a group that Francis seemed to deploy in his most recent scene. They have helicopters on scene, so they're monitoring the airspace.
Chuuya and Dazai are in France. They are in Europe. Ranpo called Europe the center of skill warfare and that if the UK, Germany, and France were to mobilize, they could reign in the global vampirism outbreak within six months. Chuuya and Dazai are the most equipped to coordinate Europe, even with only the two of them. Skills can't touch Dazai, and Dazai can nullify the ones aimed at Japan, and Chuuya can become a nuclear bomb black hole. (Also, Adam!) In other words, they can petition Europe to mobilize rather than incinerate the shit out Yokohama, and although they're alone, they're nearly unkillable. If they can wake up Sigma, then Sigma would be an invaluable resource for negotiating with the Europeans. He can give them information while receiving the same from them, a mutual enough exchange to maintain their shared interests, but none of the information he has to give would compromise the Port Mafia or Agency since he's an outsider.
Fukuzawa ordered Atsushi to run. It was an order Atsushi understood, I'm not sure if we're privy to the details. Not from the airport— the other Agency members were a weaker group, but Atsushi can't be lost because he's nigh unkillable and can likely kill Fyodor. Kunikida signaled Atsushi with two flares. His arms were raised; instead of protecting himself, he called Atsushi. He might have also called Bram (and thus Akutagawa) since Bram and Ranpo spoke prior to Fyodor bursting on scene. In other words, they sacrificed a plum to save the peach tree — Kunikida and Junichiro were taken, but they connected Akutagawa, Atsushi, and Bram. It's a fundamental principle in fluid mechanics that a the total mass of a fluid within a closed system remains constant, meaning that no matter how the fluid flows or changes form, the total amount of mass stays the same; it can neither be created nor destroyed, only rearranged within the system.)

Atsushi isn't passive, but he's scarcely raised a hand to defend himself or fight. He agitated Fyodor by pleading and clinging and despairing, thereby ensuring Fyodor would reject him. They are keeping Fyodor from leaving; Akutagawa did not come until others had gone, maintaining the illusion that they are the smaller, more exposed force.
It would be very funny if Poe booksnatched him; Meursault pt. 2, but without his skill, and while making him deliriously angry.
Maybe that's why Atsushi and Akutagawa were the only ones remaining in the S5 finale.

Finally understanding Beast Mori (as Asagiri intended)
Hello everyone, I am hoping you’ll be nice about me talking about Mori for two seconds and express my thoughts about such a guy like this. This isn’t going to be some fancy analysis picking apart stuff like I’d usually want to or even me addressing every trait he has because I definitely don’t go into everything. This is me finally being at peace with Mori’s humanity.
Before you say anything, I’d just like to share my own peace of comprehension. So if you were similarly confused the way I was, I think you’d appreciate this (Or if you’re looking for a different approach on Mori).
Im sure most of you have read the manga adaptation, so just to let you know, I am going to be using passages from the official Light Novel translation and if anyone needs it, I can send it to them!
For anyone who’s decided to read, hello! Nice to meet you. I’m sure we’ve all shared the same confusion when confronted with Beast Mori’s difference in personality and approach. Thoughts like “Why is he so much nicer?” Or “Why does he care much more about how kids are treated, when he himself has treated kids the same way he describes in the past?”
How could this person be the same guy who was Mori the Port Mafia Boss? The war veteran who used Yosano the way he did? So we came up with many idea of why he’s different to justify it, but here’s the thing: Mori is the same person he always was, this is a universe where everything is the same, but different where Dazai chooses to intervene.
After a few days, I was able to recognize it but I couldn’t hold myself to acknowledge it. It’s hard to see a man who represents the dark, the Port Mafia, to the Armed Detective Agency’s light. I couldn’t wrap my head that such a controlling, manipulative man could have humanity like the rest of the characters.
Why was this so hard for me to see? Well two reasons— the fandom and how the anime cuts down Mori’s emotions when adapting canon material. This happens to Dazai too, but people are much more willing to talk about it compared to Mori. Now the fandom really does love blaming everything on Mori and that’s not the most constructive thing to do when talking about abuse narratives. I can’t blame anyone for taking this route when it came to Mori because of Asagiri’s poorly thought out choice with him…. we all know what I’m talking about. Elise.
However, I need some of you to understand that abuse narratives are never as simple as “oh, it’s all this persons fault because they’re a horrible person, so [character] is resolved from any guilt or responsibility”. This not only dumbs down the situation and seriousness of it, by mischaracterizing the abuser, you’re also mischaracterizing the victim as well and what they’ve gone through. You’re putting their story in jeopardy.
Bungou Stray Dogs is a story about human beings, morality, and what it all means. Mori, and in turn Fukuzawa, are important to understand Bungou Stray Dogs because they are in two pinochle positions that start this discussion of Morality. I am baffled that a story like this, one that approaches these topics with so much appreciation for humanity and nuance, has a fandom that doesn’t want to talk about what it has to offer.
Asagiri’s poorly thought out writing decision of a joke is going to have lasting effects with how Mori is going to be approached forever and I see this, but I think the little girl jokes are the least important thing to talk about because they have as much impact as the Tanizaki siblings do. He’s also written to be not a good person either, so you can dislike him easily, but how many of these characters are traditionally good people? Kouyou, for example, is not a “good person” and emotionally abusive in example to how she treated Kyouka. That doesn’t stop people from liking her friendship with Chuuya and making content with her.
So this attitude toward Mori had me lost when it came to him because I could see how much thought Asagiri puts into writing him the same way he does with so many, but I’ve seen so many disregard his humanity that I had no way to express any of my thoughts to sort out what to think about through anyone else when faced with Beast Mori. Everyone was as lost I was, and the people that weren’t never explained it in a way I could break that barrier.
So what finally made me wrap my head around Mori? It was exactly one conversation I had with a friend and it wasn’t even about Beast Mori in particular, it was just about Mori and his poor humanity while navigating how to lead. Everything just clicked with that.

This right here is where Mori tells us what he thinks his position means after the struggling we visibly see him go through. Is it an inherently correct conclusion to make? No, but does it make sense as someone who’s a leader of a huge, dangerous underground criminal organization? Yes, it does.
We have no backstory on Mori, but his poor humanity is easy to explain when he’s been in positions that require him to disregard his own and everyone else’s humanity for years now. As someone who’s seen war up close and a physician, these jobs require him to take control of the other person. Well in his mind at least, he sees these jobs and chooses to the route that’s most efficient.
It’s never positioned to be for himself though, he doesn’t take glee in what he does for self serving purposes, it’s always for the country, the city, the organization. His thought process is never the power hungry yearning we see everyone mistake it for. It’s never that he wants it, it’s that he needs it for everything to go well.
That’s exactly how he treats Yosano because even though it’s creepy to base your abilities looks on a little girl, that doesn’t stop him from seeing her use before her age and humanity.
His clinical utilitarianism is his core trait but also most disliked one from what I can tell in the fandom, and people tend to misinterpret it to make the more non-favorable view of him. But again, he’s not supposed to be the greatest guy ever and you can understand where these traits started forming. And again, to paraphrase another’s words: he’s cunning, but not power hungry.
He’s also not disliked by his subordinates and actually respected, he respectively enjoys the company, but there’s a mixed answer to that and that it is… nobody is going to listen to you if you don’t treat them with decency. Why would you expect a tool to work if you break them? One of his earliest lessons he learned with Yosano and leadership.
(Dazai, Chuuya, Age Fifteen)
For example, we all know this scene is manipulation. He’s baiting Chuuya with information while still treating the teenager with respect and enough honesty to form a bond. Chuuya is perfectly aware that he’s being used in the present and in the past, but he respects Mori as a leader objectively after his own considered failure and lack of control over the sheep, even if he didn’t consider himself one. I don’t think this honesty comes from nowhere because that quote, “only a Diamond can polish a Diamond”, came from Natsume in reference to himself and Fukuzawa.
He sees himself and Fukuzawa in Soukoku fondly, but I tend to rethink this quote time to time because at first it comes off as a quote about partnership and building off of each other’s good qualities to perfect their own, but the way Mori uses it here feels as though it’s positioned to mean that one of them comes out perfected and the other weared down. Pretty competitive if you think about it.

We’re finally at the part you’ve been waiting for guys! So what was my point for analyzing canonverse Mori? So as I said before, these are the exact same guy and all that word jumble? That was an extended version of what was communicated with me to finally get what was going on with Mori in this universe and why he’s suddenly in an orphanage.
Now I couldn’t tell what was going through Beast Dazai’s mind and where this decision came from instead of actually killing him like the rumor’s implied, but I can come close. I think that Beast Dazai recognized this potential of change either from the multitude of universes he was able to witness or recognized it in his own considering canonverse Dazai never does anything against Mori (even if he visibly dislikes him).
Possibility is one thing, the why is another. It was either that he saw potential and good that could come out of this in the long run, Mori’s intelligence and expertise still proves usefulness, less dangerous for Oda in the long run if he let Mori stay there instead of the Mafia, or all three.
I can say for sure though that this is better for Mori because after the years of being in atmospheres that require so much of him intelligently and exempt of any emotion involved for the sake of efficiency, being able to rekindle his humanity where nothing is expected of him except to raise kids in a non-exploitative context sounds really freeing to me. Considering he’s been there for 4 years, I find the development understandable.
Okay I’m hearing what you guys are saying again, “What about him saying he wanted to save Dazai? That doesn’t seem like typical Mori.” And I’m gonna say something really controversial: Well maybe he did.
Really though, I think he did care about Dazai and not because he saw a child struggling (think about Yosano and Q for 3 seconds), but because he saw himself in Dazai, which ultimately changed way more about their relationship than you guys think. There’s a lot of comparisons to Yosano and I understand where they come from because I think there’s a lot you can see similarities in, but Dazai is not purely a tool for Mori the way she was.
The avoidance of letting him die do come from his use and overall importance to the original plan of becoming the new boss, but I don’t think he would’ve left Dazai alone like that for 4 whole years after leaving the mafia if he didn’t care in some way way. What strikes me the most is how Asagiri decided to add “the man who raised Dazai”.
For Beast Mori, I think he’s had enough time to actually feel guilt and regret for Dazai as a person like a normal human being does. Oh I guess Elise is important too. Her aging up just meant that Mori has become less controlling and not like the little girl who he literally sees as a tool since kids are easier to manipulate. Can’t bring that energy to an orphanage, nope!
