During the 1920's, the United States Postal Service, and the mail, came under attack from enterprising criminals. In 1921, after several high profile robberies, President Warren G. Harding sent 2,200 Marines to guard mail delivery across the nation. The "Devil Dogs" were assigned to high priority certified mail, items such as cash and negotiable bonds. While the Marines were on guard, not one robbery was attempted. They withdrew in 1922. By 1926, the postal service was once again a prime target for robberies, which prompted President Coolidge to assign 2,500 Marines to guard duty across the nation. 
“When our Corps goes in as guards over the mail, that mail must be delivered,” wrote Secretary of the Navy Edwin Denby. “Or there must be a Marine dead at the post of duty. There can be no compromise.” It was the Golden Age of the Gangster, when bank robbers were folk heroes, cheered on by citizens who were suffering under the weight of Prohibition and the Great Depression. But when the mail started getting robbed by these hoods, the Postmaster General asked President Harding to send in the Marines.
In October 1921, gangsters hit a mail truck in New York City, making off with .4 million in cash, securities, and jewelry – million dollars when adjusted for inflation. That wasn’t the only high-stakes robbery. Between April 1920 and April 1921 alone, thieves stole more than six million dollars in U.S. mail robberies – million when adjusted for inflation. So when the Postmaster asked the President for the Marines, the Commander-In-Chief was happy to oblige.
Harding instructed Secretary of the Navy Edwin Denby to meet with Commandant of the Marine Corps Maj. Gen. John Lejeune to “detail as guards for the United States mails a sufficient number of officers and men of the United States Marine Corps to protect the mails from the depredations by robbers and bandits.”
Marines from both coasts were activated and armed with trench guns, M1911 pistols, and the M1903 Springfield rifle to stand watch as high-value mail deliveries were moved between institutions, large cities, banks, and government offices. They rode mail trucks and trains, often seated with the driver and in with the valuable cargo. The Navy Secretary told his new detachment of 50-plus Marines and officers:
“To the Men of the Mail Guard, you must when on guard duty, keep your weapons in hand and, if attacked, shoot and shoot to kill. If two Marines are covered by a robber, neither must put up his hands, but both must immediately go for their guns. One may die, but the other will get the robber, and the mail will get through. When our Corps goes in as guards over the mail, that mail must be delivered, or there must be a Marine dead at the post of duty. There can be no compromise.”
That was the spirit of the orders. The orders themselves were just as intense.
1. To prevent the theft or robbery of any United States mails entrusted to my protection.
2. To inform myself as to the persons who are authorized to handle the mails entrusted to my protection and to allow no unauthorized persons to handle such mails or to have access to such mails.
3. To inform myself as to the persons who are authorized to enter the compartment (railway coast, auto truck, wagon, mail room, etc.) where mails entrusted to my protection are placed, and to allow no unauthorized person to enter such compartment.
4. In connection with Special Order No. 3, to prevent unauthorized persons loitering in the vicinity of such compartment or taking any position from which they might enter such compartment by surprise or sudden movement.
5. To keep my rifle, shotgun, or pistol always in my hand (or hands) while on watch.
6. When necessary in order to carry out the foregoing orders, to make the most effective use of my weapons, shooting or otherwise killing or disabling any person engaged in the theft or robbery, or the attempted theft or robbery of the mails entrusted to my protection.
The FAQ section of the Mail Guards’ training manual tells you everything you need to know about how Marines would respond to this robbery problem, once the gangster tried to break in:
Q. Suppose he [the robber] is using a gun or making threats with a gun in trying to escape? A. Shoot him.
Q. Suppose the thief was apparently unarmed but was running away? A. Call halt twice at the top of your voice, and if he does not halt, fire one warning shot; and if he does not obey this, shoot to hit him.
Q. Is it permissible to take off my pistol while on duty; for instance, when in a mail car riding between stations? A. Never take off your pistol while on duty. Keep it loaded, locked, and cocked while on duty.
Q. Is there a general plan for meeting a robbery? A. Yes; start shooting and meet developments as they arise thereafter.
Q. If I hear the command ‘Hands Up,’ am I justified in obeying this order? A. No; fall to the ground and start shooting.
Q. Is it possible to make a successful mail robbery? A. Only over a dead Marine.
Robberies stopped entirely. For four months, the Marines guarded the U.S. Mail, and for four months, there were zero successful robberies. After a while, the Post Office was able to muster its own guard forces, and the Marines were withdrawn from mail duty. By 1926 robberies shot up again and the Marines were called back.The second time the Marines were withdrawn, people stopped trying to rob the U.S. mail.

The U.S. District Court for the Western District of Texas ruled yesterday that portions of Texas Senate Bill 1, adopted in September 2021, violate the Civil Rights Act of 1964. The court found that parts of S.B. 1 require officials to reject mail-in ballot applications and mail-in ballots based on errors or omissions that are not material in determining whether voters are qualified under Texas law to vote or cast a mail ballot.
“The District Court’s decision affirms what the Justice Department has argued for nearly two years: these provisions of Texas Senate Bill 1 unlawfully restrict the ability of eligible Texas voters to vote by mail and to have that vote counted,” said Attorney General Merrick B. Garland. “The Justice Department will continue to defend against unlawful efforts that undermine the right to vote and restrict participation in our democracy.”
“In requiring rejection of mail ballots and mail ballot applications from eligible voters based on minor paperwork errors or omissions, Texas Senate Bill 1 violates the Civil Rights Act,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “This ruling sends a clear message that states may not impose unlawful and unnecessary requirements that disenfranchise eligible voters seeking to participate in our democracy. The Justice Department will continue to use every available tool to protect all Americans’ right to vote and to ensure that their voices are heard.”
“The right to vote is one of the fundamental rights in our democracy,” said U.S. Attorney Jaime Esparza for the Western District of Texas. “This important ruling protects the rights of eligible Texas voters to cast a vote and have it counted consistent with federal law.”
The court issued a preliminary ruling yesterday in favor of the United States’ motion for summary judgment, which asserts that two provisions of S.B. 1 violate Section 101 of the Civil Rights Act by requiring rejection of mail ballots and mail ballot request forms because of paperwork errors that are not material to establishing a voter’s eligibility to cast a ballot. The first provision requires that early voting clerks “shall reject” mail ballot applications that do not include a Texas driver’s license or ID number that identifies “the same voter identified on the applicant’s application for voter registration.” The second provision provides that a mail ballot “may be accepted only if” the ID numbers on the carrier envelope or signature sheet identifies “the same voter identified on the applicant’s application for voter registration.”
Section 5.07 requires that early voting clerks “shall reject” mail ballot applications that do not include a Department of Public Safety (DPS) number or the last four digits of a Social Security Number (SSN) that identifies “the same voter identified on the applicant’s application for voter registration.” Section 5.13 provides that a mail ballot “may be accepted only if” the DPS number or last four digits of an SSN on the carrier envelope or signature sheet identifies “the same voter identified on the applicant’s application for voter registration.”
The United States presented evidence to the court that S.B. 1 has resulted in Texas election officials rejecting tens of thousands of mail ballot applications and mail ballots cast in elections since the bill was enacted in 2021. The Department asserts that these rejections violate federal law, denying Texas voters the statutory right to vote protected by Section 101.
Yesterday’s preliminary ruling from the court grants the Justice Department’s motion for summary judgment, which the Department filed in May 2023, in its entirety. The decision addresses the Justice Department’s sole pending claim in La Unión del Pueblo Entero v. Abbott, No. 5:21-cv-844 (WDTX), a case in which the United States and several private parties are challenging various aspects of S.B. 1. The court noted that the ruling will be followed in the coming weeks by a final written opinion and order. A group of private plaintiffs will be going to trial on the remaining claims in the case, which have not yet been resolved. That trial is scheduled to begin on Sept. 11.

Not trying to be that person but if you're in the states and actually want to learn more about the Grants Pass case which could either legitimize the criminalization of unsheltered homelessness or set the precedent that providing shelter is a responsibility of local governments please do read from reputable sources like NAEH.
I won't speak directly for the unhoused community but for those of us who work in housing services, we've been anticipating this ruling for months. It has the potential to be a very big deal. Discussing leftist solutions to shelter gaps is a great way to start your interest and advocacy for your unhoused neighbors, but if you wish to create actual local change I promise you will always need to be informed of what's actually going on in your local community, including what's already being done.
If you want to be an advocate, watch this case. Then take it a step further:
-make sure you're advocating for affordable housing on the local level (to your local decision makers, not just online),
-volunteer at your local shelter if you have one,
-show up to your local homeless coalition (if you don't have one, start one),
-if you don't have much time to spare, volunteer for your point in time count next January, it's only one day and helps a lot!
Our housing crisis in the U.S. is dire, so every little bit helps.

The high priestess: what is your dream date?
Well, since it didn't say it had to be a first date I'm gonna say this would be with someone I've come to feel safe with but I'm still getting to know: we have a whole day set aside, and with a parameter of going at most maybe 2 hrs outside our city, we each pick a place that represents something abt the core of who we are. So I take them to the closest biggest body of water and tell them about growing up in Florida and how the ocean knows me in ways humans never can. Maybe they take me to a random town they've never been to before and we go antiquing bc they like seeing new places rather than old, and antiquing is what they did with their grandma growing up. Or, idk, they have us hike to the highest point within the radius and tell me how they like hikes with a challenge because when their legs burn and their heart rate increases they feel wild, like they belong there in the forest. And while we're driving we both play songs for each other that have meant something to us in our lives, taking turns, telling stories, their song reminds me of one from when I was 9 that I forgot existed, they haven't listened to this genre in ages and start remembering all the songs they used to love. When we get back to our city we get ice cream. I go home buzzing and dance around my apartment with my cats to one of the songs they shared.

I understand that members of the House have introduced a piece of bipartisan legislation that would improve the tracking capabilities for mail-in ballot envelopes.  The Vote By Mail Tracking Act—HR 5658—is an administrative bill that would require envelopes to contain a U.S. Postal Service barcode that will enable the tracking of each ballot, satisfy the Postal Service requirements for ballot envelope design and machinable letters and include the Official Election Mail logo. The bill does not require states to adopt any additional mail-in ballot practices outside of the scope of the envelope itself. This should be a no-brainer, regardless of party. Will the Representative co-sponsor it?

New data from Pennsylvania's elections agency shows an early November state court decision that barred mail-in ballots without accurate handwritten dates on their exterior envelopes resulted in otherwise valid votes being thrown out.
The Department of State said this week more than 16,000 mail-in ballots were disqualified by county officials because they lacked secrecy envelopes or proper signatures or dates. Democratic voters, who are much more likely to vote by mail, made up more than two-thirds of the total canceled ballots. The agency said 8,250 Pennsylvania mail-in ballots were rejected because they were sent in without being contained within a secrecy envelope, making it impossible for them to be tabulated without putting voter privacy at risk.
The remaining 7,904 invalidated ballots were tossed out because the exterior envelopes used to send in those ballots did not have the voters' signatures, or because those exterior envelopes were either undated or improperly dated. Many counties, but not all, worked with voters to “cure” undated ballots. Those fixed ballots were counted and are not among the number of rejected ballots now being reported by the Department of State.
Some people whose mail-in ballots were thrown out in the high-stakes November election may not be aware that happened.
“In many counties, voters who provide their email address when applying for a mail ballot automatically receive email notifications with status updates on their ballot, including whether their ballot was canceled,” Department of State spokesperson Ellen Lyon said in an email. “There is no similar automatic notification system for voters who do not provide an email address when applying for a mail ballot.”
Pennsylvania Democrats flipped Republican U.S. Sen. Pat Toomey's seat this fall, elected Attorney General Josh Shapiro as Governor and won just enough state House races to retake majority control by one vote.
But the Democrats' much greater use of mail-in voting also meant they saw far more of their votes disqualified than did Republicans, independents and third party voters combined. Democrats had 10,920 votes thrown out, about half for lacking secrecy envelopes. Republicans saw 3,503 ballots forfeited. Independents and third parties amounted to 1,731 votes that did not count in the fall election.
Negotiations between Democratic Gov. Tom Wolf and Republican legislative leaders about ending the exterior envelope date requirement failed because the sides could not reach agreement on a wider bill to address a host of election procedures and policy changes. The exterior envelope dates are not needed to ensure ballots arrive in time — that occurs when they are received and clocked in by county elections workers.
Republican lawmakers have defended the need for the requirements, saying they are important for security and secrecy.
The 3rd U.S. Circuit Court of Appeals ruled in May that the dates were not required — calling them “immaterial” — but the U.S. Supreme Court then ruled that decision moot.
Other federal litigation against the secretary of state and county elections boards over the inaccurate or missing envelope dates remains pending. It claims enforcing the date requirement has a larger impact on voters who are "significantly older than both other Pennsylvanians who voted by mail and all registered Pennsylvania voters.”
In the Governor's race, Shapiro collected just over 1 million mail-in votes, about a third of his total, on his way to a nearly 15-point win over Republican state Sen. Doug Mastriano, whose received more than 187,000 mail-in ballots. There were fewer than 19,000 third-party or independent mail-in votes in the gubernatorial race.
Marian Schneider, senior voting rights policy counsel for the American Civil Liberties Union of Pennsylvania, said state law needs more clarity about the process of curing flawed ballots so more voters’ choices will count. The total number may be a small portion of total votes cast, but they could determine the winner of a close race.
“It's still 16,000 people whose votes didn't count,” Schneider said. “It would be good to avoid that, right?”
The Pennsylvania Supreme Court ruled a week before the November election that mail-in votes may not count if they are “contained in undated or incorrectly dated outer envelopes." Ballots without properly dated envelopes have been the topic of litigation since mail-in voting was greatly expanded in Pennsylvania under a 2019 state law.
The justices had split 3-3 on whether making the envelope dates mandatory under state law would violate provisions of the U.S. Civil Rights Act of 1964, which states that immaterial errors or omissions should not be used to prevent voting. The tie meant the date mandate has remained in place. The court has yet to issue a written opinion laying out its reasoning and explaining why it ordered county officials to “segregate and preserve” the canceled ballots.
