Me, a rescue worker for 10 years seeing the Master being visibly food motivated, wanting praise, and is obviously bored as hell with being one of the last Time Lords*:

The doctor could just make a noise. ANY NOISE every single time he gives him food or any sort of affection, and eventually, he could start making that noise and BAM that bitch would start behaving instantly and expecting affection and food.

Is he gonna be pissed when he realizes that he's been psychologically munipulated? Yes, but you could SO clicker train them. Saxon might catch on too quickly, you could get away with making kissy noises for Missy, snaps for simm, whistles for dhawan.
