You do get the sense that the fallout of Roger's death and the Roger pirates disbanding not so much traumatized Buggy and Shanks indifferent ways but instead generated such drastically different reactions to the trauma.
While the trauma of everything seemed to push Shanks into the future, always constantly waiting for something, putting plans on hold and then later in place, for this great moment, this great coming that he sees on the Horizon. For Buggy it rooted him firmly in the past keeping him trapped in this grief masquerading as anger.
While Roger's death forced Shanks to grow up fast, it kind of arrested Buggy's development keeping him stuck in those same feelings, rooted int that same place.
You get the sense that Buggy's whole east blue schtick is just one long overdue rebellious phase one big fuck you to Roger and his ideals. He's rebelling against Roger's principles. One of their rules was don't steal from innocent people and Buggy was keeping a whole town in poverty. If Roger and Luffy's pirating styles are diametrically opposed to someone like Blackbeard, who might be the most literal pirate in the entire series, then buggy is the parody of that Blackbeard piratism. He is playing up cruelty, being the most piratey pirate possible, hell he's literally a clown on a stage. It's all a show! It's his own special way of trying to "get back at Roger" of trying to discard everything Roger taught him for this overacted, over exaggerated clownish cruelty. Mentally he never left that execution square. He is still 15, alone and scared.
Hell he literally never left either, while I'm pretty sure Shanks' booked it out of the east blue as fast as he could, Buggy never lef, might have never left, if not for Luffy. It's part of why Luffy bothers him so much, he's just like Roger everything that Buggy is trying hard to forget and here comes this kid, whose never even met the Captain but is wearing his hat, shoving it right back in his face.
It makes sense that he never leaves the east blue till Luffy literally forces him out of it (fucking with Luffy gets him captured and imprisoned) and it makes sense that it's Luffy that literally breaks him out of prison, literally sets him free, and on the path to greatness that maybe he was always meant to achieve (even if he trips his way into it). This boy that is tragically so much like his old captain but so beautifully unabashedly himself, is what Buggy needs to start letting go off the past, to start trying to move forward.
Maybe that's why Buggy, at what could arguably be described as his lowest moment, gets the strength to free himself from his own self imprisonment, realizing that even back then he was locking himself away and pinning his own dreams on Shanks. And, maybe for the first time ever, Buggy really own his dream. He declares to his tormentors and his crew and the entire world that; actually He wants to find the one piece, him, as captain of his own crew, this crew, not just a part of someone else's. That's his dream and he's willing to turn the world upside down to do it.

tbh i dont think the finale was as complicated as everyone makes it out to be. sutekh is a viewer, just like us. hes obsessed with the "mystery". ruby's mum isn't the reason it snows, or the reason that christmas eve 2004 is "raw and open" and keeps changing. its sutekhs obsession. he gave that night its importance by building it up and obsessing over the answer to the one question he couldnt find, in the same way that we did. we gave rubys abandonment its huge significance with all our theories and our desperate need to understand. in a way, we are sutekh. voyeurs of a deeply personal moment that we never had any right to. building ruby into a mystery when shes really just a person. shes special because we believe she is. time is memory.

To be frank, I find the introvert/extrovert discourse online insane and completely ridiculous. People will fight to the death about if a character, Elizabeth Bennet, is an introvert or an extrovert, and people: they are opposites. If I/E aren't easy to tell apart for a main character of a novel, the categories are meaningless. But then oddly, considering that no one can tell I/E apart, extroverts are also some weird totally different species from introverts.
But Elizabeth Bennet is an extrovert and checks every single extrovert box and the reasons real internet people keep giving that she isn't are bonkers:
She takes solitary walks. I have some crazy news for you, extroverts can walk. I, a certified extrovert, take solitary walks nearly every day because I have a dog, whom I adopted knowing I would take her on these walks. It's shocking I know; I don't even die of loneliness at all! Consider for a moment that Elizabeth Bennet spends all day surrounded by four sisters and a very talkative mom, not surprising she takes walks alone occasionally. You'll also notice that she does invite her sisters along most of the time.
She reads. More shocking news: extroverts can read. Some of them read a lot. You know enjoying being around other people doesn't exclude reading. In fact, in the Regency you could even read aloud as a group activity! That is something we see in the novel. And Elizabeth also puts down her book when she finds a conversation more interesting.
She processes issues internally. That is not her preference, she likes to talk it out with Jane. When she's leaving Hunsford, Elizabeth is desperate to finally talk with Jane about all the crazy stuff that has happened to her, but she is forced to conceal a good deal of it because it's about Jane. She can't discuss Darcy with the Gardiners because his proposal is a secret, but she is eager to talk about the Lydia thing and learn her uncle's opinion. Also, extroverts are fully capable of processing internally, because again, not a different species.
She has trouble talking/feels awkward after the second proposal. Who wouldn't be awkward? Do people honestly think extroverts never feel awkward??? Not even when they love a guy that they verbally destroyed a few months ago? Not even during a confession of love? We uh... do. We get awkward too. In fact, sometimes when an extrovert talks rapidly, they are trying to talk their way out of an awkward situation. I have to work myself up to making phone calls.
Anyway, it drives me totally up the wall. Elizabeth Bennet is an extrovert, she thrives around people. Both end couples, Jane & Charles and Elizabeth & Darcy, are introvert/extrovert pairings, which is fun. If you want an introverted heroine, Jane Austen wrote five of them and they are all excellent: Elinor Dashwood, Marianne Dashwood, Fanny Price, Jane Bennet, and Anne Elliot. Catherine Morland, Emma Woodhouse, and Lady Susan round out the extroverts. It's awesome that Austen had such range in heroines.

The real message of Lucy vs Buddy is that worshipping a divinity is about following the values that the god puts forth, not about preaching or praying or evangelizing.
When Buddy was offered to die a Helio worshipper or live with a different god, he chose to abandon the faith he claimed such devotion to. When Lucy was offered the same thing, she looked to her values as they related to her religion and decided that she would not add to the coldness of the world. Lucy, even in death, remains a light in the dark, the warm memory in the coldness of the ratgrinders. That’s true devotion. That’s the point of religion.
