สาธารณรัฐไซปรัส (Republic of Cyprus)

ไซปรัส (อังกฤษ: Cyprus; กรีก: Κύπρος คีโปรส; ตุรกี: Kıbrıs) หรือชื่อทางการคือ สาธารณรัฐไซปรัส (อังกฤษ: Republic of Cyprus; กรีก: Κυπριακή Δημοκρατία; ตุรกี: Kıbrıs Cumhuriyeti) เป็นเกาะที่มีขนาดใหญ่เป็นอันดับ 3 ในทะเลเมดิเตอร์เรเนียนทางตะวันออก อยู่ทางใต้ของประเทศตุรกี 44 ไมล์ อยู่ทางตะวันตกของชายฝั่งประเทศซีเรียประมาณ 64 ไมล์ และห่างจากเกาะโรดส์ และเกาะคาร์ปาทอส ทางตะวันออกเฉียงใต้ของกรีซ 240 ไมล์ ไซปรัสเป็นจุดหมายหนึ่งในทะเลเมดิเตอร์เรเนียนที่นักท่องเที่ยวนิยมไปมากที่สุด โดยมีจำนวนนักท่องเที่ยวประมาณ 2.4 ล้านคนต่อปี

ไซปรัสได้รับเอกราชจากการเป็นอาณานิคมจากสหราชอาณาจักร เมื่อปี 1960 และเป็นประเทศสมาชิกในเครือจักรภพในปี 1961

ที่ตั้ง อยู่ในทวีปยุโรปใต้ เป็นเกาะที่มีขนาดใหญ่เป็นอันดับ 3 ในทะเลเมดิเตอร์เรเนียน ห่างจากทางตอนเหนือของอียิปต์ 240 ไมล์ ห่างจากตะวันตกของซีเรีย 64 ไมล์ ห่างจากทางใต้ของตุรกี 44 ไมล์ และห่างจากเกาะ Rhodes และเกาะ Carpathos ทางตะวันออกเฉียงเหนือของกรีซ 240 ไมล์

พื้นที่

9,251 ตารางกิโลเมตร แต่อยู่ในการครอบครองของไซปรัสตุรกี 3,355 ตาราง กิโลเมตร หรือคิดเป็นร้อยละ 36 ของพื้นที่ทั้งหมด

เมืองหลวง

นิโคเซีย (Nicosia) ซึ่งถูกแบ่งออกเป็น 2 ส่วนหลังจากการยึดครองส่วนเหนือของเกาะไซปรัสในปี 2517 โดยตุรกี

ภูมิหลัง

2503 ได้รับเอกราชจากสหราชอาณาจักร 2517 เกิดความขัดแย้งระหว่างชาวไซปรัสเชื้อสายกรีกและชาวไซปรัสเชื้อสายตุรกี โดยชาวไซปรัสเชื้อสายกรีกมีอำนาจรัฐบาล แต่ได้รับการแทรกแซงจากตุรกี ทำให้เกิดการแบ่งแยกเป็นไซปรัสกรีกและไซปรัสตุรกี ซึ่งต่อมาไซปรัสตุรกีได้ควบคุมพื้นที่ 36.2% ของเกาะไซปรัส 2526 ไซปรัสตุรกีพยายามสถาปนาตนเองขึ้นเป็นรัฐ เรียกพื้นที่ในการครอบครองว่า “Turkish Republic of Northern Cyprus” (TRNC) แต่ได้รับการรับรองจากรัฐบาลตุรกีแต่เพียงฝ่ายเดียว 2545-ปัจจุบัน สหประชาชาติได้ดำเนินความพยายามให้ไซปรัสกรีกและไซปรัสตุรกีเจรจาเพื่อการรวมประเทศ

การเมืองการปกครอง

ระบบการเมือง สาธารณรัฐ

รูปแบบการปกครอง ประชาธิปไตยแบบรัฐสภา โดยมีประธานาธิบดีเป็นประมุข และเป็นหัวหน้ารัฐบาล

อำนาจนิติบัญญัติ ไซปรัสมีรัฐธรรมนูญฉบับปี 2503 เป็นกฏหมายสูงสุด

รัฐสภาของไซปรัสเป็นแบบสภาเดียว คือสภาผู้แทนราษฎร ซึ่งจะจัดให้มีการเลือกตั้งโดยตรงทุก 5 ปี โดยแบ่งออกเป็นสภาผู้แทนราษฎรของไซปรัสกรีก หรือ Vouli Antiprosopan และสภาผู้แทนราษฎรของไซปรัสตุรกี หรือ Cumhuriyet Meclisi

สภาฯ ของไซปรัสกรีก มีทั้งหมด 80 ที่นั่ง โดยแบ่งเป็นสมาชิกสภาฯ จากไซปรัสกรีก 56 ที่นั่ง และสมาชิกสภาฯ จากไซปรัสตุรกี 24 ที่นั่ง (ในขณะนี้ มีเพียงตัวแทนจากไซปรัสกรีกในสภา ขณะที่ที่นั่งของฝ่ายไซปรัสตุรกีได้ว่างเว้นไว้ เนื่องจากไซปรัสตุรกีไม่ให้การรับรอง จึงไม่มีการจัดส่งสมาชิกมาเข้าร่วมประชุม แต่ได้มีการจัดตั้งสภาฯ ขึ้นเป็นของตนเอง)

อำนาจตุลาการ ศาลสูงสุด (Supreme Court) ผู้พิพากษาได้รับการแต่งตั้งโดยประธานาธิบดีและรองประธานาธิบดี ประธานาธิบดี (Chief of State and Chief of Government) ไซปรัสมีประธานาธิบดีเป็นประมุขแห่งรัฐและหัวหน้ารัฐบาล ซึ่งมาจากการเลือกตั้ง และอยู่ในวาระคราวละ 5 ปี ในการเลือกตั้งครั้งล่าสุดเมื่อวันที่ 24 กุมภาพันธ์ 2556 นายยนิคอส อนาสตาเซียเดส(Nicos Anastasiades) ชนะการเลือกตั้ง และเข้ารับตำแหน่งประธานาธิบดี เมื่อวันที่ 28 กุมภาพันธ์ 2556 โดยเป็นประธานาธิบดีคนที่ 7 นับตั้งแต่ไซปรัสได้รับเอกราชจากอังกฤษ เมื่อปี 2503

นโยบายของรัฐบาลชุดปัจจุบัน

๑. การเมืองการปกครอง

๑.๑ ไซปรัสมีรัฐธรรมนูญฉบับปี ๒๕๐๓ เป็นกฎหมายสูงสุด รัฐสภาเป็นแบบสภาเดียว คือ สภาผู้แทนราษฎร มีสมาชิกทั้งหมด ๕๙ คน โดยมีสมาชิกสภาผู้แทนราษฎรจากฝ่ายไซปรัสกรีกจากระบบเลือกตั้งแบบสัดส่วน ๕๖ คน และตัวแทนจากกลุ่มศาสนาคริสต์นิกายมาโรไนต์ ๑ คน นิกายโรมันคาทอลิก ๑ คน และตัวแทนชนชาติอาร์เมเนียน ๑ คน ประธานาธิบดีคนปัจจุบัน คือ นายนิโคซ์ อะนาสตาซิอาเดส (Nicos Anastasiades) ดำรงตำแหน่งเมื่อวันที่ ๑ มีนาคม ๒๕๕๖ ประธานาธิบดีไซปรัสมีวาระ ๕ ปี มีสถานะเป็นประมุขของรัฐและหัวหน้ารัฐบาล มีอำนาจในการแต่งตั้งและถอดถอนคณะรัฐมนตรีร่วมกับ รองประธานาธิบดี ซึ่งรองประธานาธิบดีจะต้องมาจากฝ่ายไซปรัสตุรกีตามรัฐธรรมนูญ แต่ในขณะนี้ไม่มี ผู้ดำรงตำแหน่ง ทั้งนี้ คณะรัฐมนตรีไม่จำเป็นต้องมาจากสภาผู้แทนราษฎร

๑.๒ รัฐบาลชุดปัจจุบันเป็นรัฐบาลผสม ระหว่างพรรค Democratic Rally (DISY) พรรค Democratic Party (DIKO) และพรรค European Party (EVROKO)

ปัญหาการรวมประเทศไซปรัส

๑.๓ สาธารณรัฐไซปรัส ได้รับเอกราชจากสหราชอาณาจักรในปี ๒๕๐๓ แต่เกิดความรุนแรงระหว่างชาวไซปรัสกรีกกับชาวไซปรัสตุรกี สหประชาชาติได้ส่งกำลังทห��รรักษาสันติภาพไปยังไซปรัสในปี ๒๕๐๗ อย่างไรก็ตาม ในปี ๒๕๑๗ หลังจากฝ่ายกรีกได้ทำรัฐประหารรัฐบาลไซปรัส ตุรกีได้ถือโอกาสดังกล่าว เข้ายึดครองส่วนเหนือของเกาะไซปรัส ทำให้ชาวไซปรัสกรีกเป็นจำนวนมากอพยพออกจากดินแดนส่วนนี้ และมีการตั้งระบอบการปกครองตนเองในดินแดนที่ตุรกียึดครอง โดยเรียกตนเองว่า สาธารณรัฐตุรกีแห่งไซปรัสเหนือ (Turkish Republic of Northern Cyprus หรือ TRNC) โดยมีประชากรส่วนใหญ่เป็นชาวไซปรัสตุรกี และระบอบการปกครองดังกล่าวมีเพียงตุรกีให้การรับรองเพียงประเทศเดียว

๑.๔ ขณะนี้เกาะไซปรัสถูกแบ่งออกเป็น ๔ ส่วน คือ ๑) สาธารณรัฐไซปรัส ๒) TRNC ๓) Green Line เส้นแบ่งแยกดินแดนที่สหประชาชาติดูแลอยู่ และ ๔) เมืองอันเป็นที่ตั้งฐานทัพ ๒ แห่งของสหราชอาณาจักรซึ่งยังคงรักษาอธิปไตยเหนือบริเวณดังกล่าว ตามเงื่อนไขของการให้เอกราชแก่ไซปรัสในปี ๒๕๐๓ ได้แก่ เมืองอาร์โกรตีรี (Akrotiri) และเมืองดีเกร์เลีย (Dhekelia) ซึ่งอยู่ทางตอนใต้และตะวันออกของเกาะไซปรัสตามลำดับ

๑.๕ เมื่อวันที่ ๑ พฤษภาคม ๒๕๔๗ สาธารณรัฐไซปรัสเข้าเป็นสมาชิกของสหภาพยุโรป ซึ่งไม่ได้รวมดินแดนตอนเหนือที่ตุรกียึดครองอยู่ในขณะนี้

๑.๖ สหประชาชาติได้พยายามแก้ไขปัญหาเกาะไซปรัสโดยยึดหลักพื้นฐานของแผนสันติภาพเพื่อ การรวมไซปรัสที่เรียกว่า “แผนอันนัน” (Annan Plan) คือ การมีไซปรัสที่รวมเป็นหนึ่งเดียว (United Cyprus) บริหารโดยรัฐบาลเดียว (Federal Government) และแบ่งเป็น ๒ รัฐ คือ Greek Cyprus State และ Turkish Cyprus State โดยทั้งสองรัฐมีสถานะเท่าเทียมกัน และมีอำนาจบริหารภายใต้อาณาเขตของตนเอง

๑.๗ เมื่อวันเสาร์ที่ ๒๔ เมษายน ๒๕๔๗ ได้มีการลงประชามติของชาวไซปรัสเชื้อสายกรีกและ ชาวไซปรัสเชื้อสายตุรกีเกี่ยวกับการยอมรับแผนสันติภาพไซปรัสตามข้อเสนอของเลขาธิการสหประชาชาติหรือไม่ ซึ่งผลปรากฏว่า ชาวไซปรัสตุรกียอมรับแผนสันติภาพฯ ร้อยละ ๖๔.๙ ในขณะที่ชาวไซปรัสกรีกปฏิเสธแผนสันติภาพฯ ร้อยละ ๗๕.๘ อันเป็นผลให้แผนสันติภาพดังกล่าวล้มเหลว และเกาะไซปรัสยังคงแบ่งแยกเป็น ๒ ส่วนเช่นเดิม อย่างไรก็ดี สาเหตุที่ฝ่ายไซปรัสกรีกปฏิเสธแผนสันติภาพฯ ถึงร้อยละ ๗๕.๘ นั้น เนื่องจากเห็นว่าแผนสันติภาพฯ ไม่มีความเป็นกลาง โดยเข้าข้างฝ่ายตุรกีมากเกินไป รวมถึงการให้ ความคุ้มครองที่ไม่เพียงพอต่อชาวไซปรัสเชื้อสายกรีกทางตอนเหนือของประเทศ และยังเป็นการลดทอนความสำคัญในการให้สิทธิมนุษยชนขั้นพื้นฐานที่ปัจเจกบุคคลพึงได้รับ อนึ่ง เป็นที่เชื่อว่า สาเหตุที่แผนสันติภาพฯ ดังกล่าวให้สิทธิประโยชน์เข้าข้างฝ่ายตุรกีมากกว่า มีสาเหตุจากการที่นายดาเนียล ฟริด (Daniel Fried) ผู้แทนสหรัฐฯ ในคณะมนตรีความมั่นคงแห่งสหประชาชาติ (ซึ่งดำรงตำแหน่งที่ปรึกษาพิเศษในรัฐบาลของประธานาธิบดีจอร์จ ดับเบิลยู บุช ในเวลาเดียวกัน) ได้เจรจากับฝ่ายตุรกีเพื่อขอนำกำลังทหารสหรัฐฯ ผ่านดินแดนตุรกีเข้าไปทางตอนเหนือของอิรัก โดยมีข้อเสนออันเป็นแรงจูงใจสำคัญในการเจรจา ได้แก่ การเสนอบริจาคและให้กู้เงินจำนวนหลายพันล้านดอลลาร์สหรัฐ รวมทั้งการให้สิทธิตุรกีในไซปรัสภายใต้แผนสันติภาพฯ ดังกล่าว

๑.๘ นอกจากนี้ กรีซยังได้เสนอแผนการรวมเกาะไซปรัสโดยใช้เงื่อนไขของสหภาพยุโรป ได้แก่ การยินยอมให้ฝ่ายไซปรัสกรีกสามารถใช้ท่าเรือและท่าอากาศยานของฝ่ายไซปรัสตุรกี การให้ผู้ลี้ภัย ชาวไซปรัสกรีกกลับไปมีกรรมสิทธิ์ในที่ดินและทรัพย์สินที่ถูกยึดครองตั้งแต่ปี ๒๕๑๗ การที่ตุรกีจะต้องรับรองสาธารณรัฐไซปรัส และการถอนทหารตุรกี

๑.๙. ท่าทีของรัฐบาลไซปรัสต่อปัญหาข้อพิพาทไซปรัสในขณะนี้ รัฐบาลสนับสนุนให้รื้อฟื้นการหารือกับ TRNC เกี่ยวกับการรวมประเทศ โดยดึงสหภาพยุโรปและตุรกีให้เข้ามามีส่วนร่วมในการเจรจาด้วย

๒. เศรษฐกิจ

๒.๑ ไซปรัสมีระบบเศรษฐกิจที่เปิดเสรีโดยมีภาคบริการเป็นหลักและอุตสาหกรรมเบารองลงมา ชาวไซปรัสเป็นผู้ที่มีฐานะดีที่สุดในบริเวณเมดิเตอร์เรเนียน ประชากรไซปรัสมีการศึกษาสูงและพูดภาษาอังกฤษได้ดี มีความเป็นอยู่ที่ดีโดยมีค่าครองชีพไม่สูงนัก และมีระบบสื่อสารและคมนาคมที่ทันสมัย

๒.๒ ระบบเศรษฐกิจของไซปรัสถูกกำหนดโดยการแบ่งแยกดินแดนเหนือและใต้ โดยเศรษฐกิจในส่วนของสาธารณรัฐไซปรัสมีความเจริญรุ่งเรืองและหลากหลาย รวมทั้งมีนักธุรกิจต่างประเทศเป็นจำนวนมาก เข้าไปจัดตั้งบริษัทนอกประเทศ (offshore) เพื่อประโยชน์ในด้านภาษีและอากร นอกจากนี้ ไซปรัสยังเป็นสถานที่ท่องเที่ยวแห่งหนึ่งในทะเลเมดิเตอร์เรเนียน โดยมีนักท่องเที่ยวประมาณ ๒.๔ ล้านคนต่อปี

๒.๓ เศรษฐกิจของไซปรัสเหนือที่ถูกตุรกียึดครองจะมีเศรษฐกิจที่เน้นด้านบริการเป็นหลัก อาทิ การท่องเที่ยว และการศึกษา โดยมีภาคเกษตรกรรมและอุตสาหกรรมเบาเล็กน้อย อย่างไรก็ตาม ดินแดน ส่วนนี้มีความล้าหลังทางเศรษฐกิจเป็นอย่างมากเนื่องจากไม่ได้รับการรับรองและไม่มีความสัมพันธ์ด้านเศรษฐกิจกับประชาคมโลก ยกเว้นตุรกีเพียงประเทศเดียว โดยได้รับเงินช่วยเหลือจากรัฐบาลไซปรัสตุรกีในการดำเนินโครงการต่างๆ

๒.๔ เศรษฐกิจของสาธารณรัฐไซปรัสมีศักยภาพในการเจริญเติบโตอย่างมากในฐานะสมาชิกสหภาพยุโรป และมีศักยภาพในการดึงดูดการลงทุนและอาจกลายเป็นศูนย์กลางธุรกิจของภูมิภาคในที่สุด โดยไซปรัสมีเรือจดทะเบียนมากเป็นลำดับ ๔ ของโลก ประมาณ ๒,๘๐๐ ลำ คิดเป็นจำนวนประมาณ ๒๕.๕ ล้าน Gross Registered Tons (GRTs) และได้มีการค้นพบน้ำมันและก๊าซธรรมชาติในบริเวณทางทะเลตอนใต้ของเกาะไซปรัส

๒.๕ อย่างไรก็ดี ปัจจุบันไซปรัสกำลังประสบวิกฤตทางการเงิน สืบเนื่องจากภาคธนาคาร ซึ่งมีมูลค่ามากกว่าขนาดเศรษฐกิจของไซปรัสประมาณร้อยละ ๘ กล่าวคือ ๑) นโยบายของรัฐบาลไซปรัสที่ผ่านมาให้ธนาคารพาณิชย์ให้บริการแก่ชาวต่างชาติแบบเสรีและรัฐบาลเก็บภาษีธุรกิจเพียง ๑๐% เท่านั้น ทำให้ธนาคารในไซปรัสเป็นแหล่งรับเงินฝากเงินจำนวนมาก (รวมทั้งฟอกเงิน) จากชาวต่างชาติ โดยเฉพาะจากรัสเซีย กรีซ เนื่องจากเป็นแหล่งฝากเงินภาษีต่ำ ๒) ภาคธนาคารในไซปรัสมีขนาดใหญ่มากประมาณ ๘ เท่าของขนาดเศรษฐกิจ เงินที่รับฝากจากชาวต่างชาติจำนวนมากนั้น ธนาคารไซปรัสนำไปให้ผู้อื่นกู้ ผู้กู้รายใหญ่ ๆ ได้แก่ ธนาคารและธุรกิจในประเทศกรีซ เมื่อกรีซประสบวิกฤติเศรษฐกิจจนเกือบล้มละลาย ธนาคารไซปรัสได้รับผลกระทบสูงด้วย ส่งผลให้ไซปรัสต้องขอรับความช่วยเหลือทางการเงินจากสหภาพยุโรป

๒.๖ ปัจจุบัน กลุ่ม Troika ซึ่งประกอบด้วยกองทุนการเงินระหว่างประเทศ ธนาคารกลางสหภาพยุโรป และสหภาพยุโรป ตกลงที่จะให้เงินช่วยเหลือมูลค่า ๑๐ พันล้านยูโร ภายใต้เงื่อนไขที่ไซปรัสต้องระดมเงินจากภายในประเทศไซปรัสเพิ่มเติมอีก มูลค่า ๕.๘ พันล้านยูโร โดยการเรียกเก็บภาษีจากบัญชีเงินฝากที่มีมูลค่ามากกว่า ๑๐๐,๐๐๐ ยูโร ของธนาคารหลัก ๒ แห่งของไซปรัสคือ ธนาคาร Popular Bank of Cyprus (Laiki) และธนาคาร Bank of Cyprus (BoC)

๒.๗ แม้ว่าไซปรัสจะได้รับเงินช่วยเหลือและรอดพ้นจากภาวะล้มละลาย แต่การปฏิบัติตามเงื่อนไขเพื่อเพื่อขอเงินช่วยเหลือดังกล่าวนั้นจะมีผลร้ายแรงยิ่ง โดยกิจการธนาคารจะเปลี่ยนไปอย่างมีนัยสำคัญ ส่งผลให้ไม่มีเงินทุนจากภายนอกไหลเข้าไปอีก เงินทุนส่วนใหญ่จะหายไปจนไม่มีธุรกิจใดสามารถยืมเงินได้ตามต้องการ และรัฐบาลจะต้องตัดทอนงบประมาณลงอย่างมาก รวมทั้งประชาชนจะเข้าถึงเงินของตนได้เป็นบางส่วนเท่านั้น จะทำให้เศรษฐกิจของประเทศตกอยู่ในภาวะวิกฤต โดยบริษัทเอกชนอาจไม่สามารถจ่ายเงินเดือนแก่พนักงานซึ่งเป็นผลมาจากวิกฤติ ธนาคาร สหภาพแรงงานธนาคารขู่ชุมนุมหยุดงาน และอาจปิดบริการนานเกินกว่ากำหนด และนั่นก็จะส่งผลทำให้การทำธุรกิจและการลงทุนชะงักงัน

๓. นโยบายต่างประเทศ

นโยบายการต่างประเทศที่สำคัญของไซปรัส ได้แก่ สมัครเข้าเป็นสมาชิกของ Partnership for Peace ขององค์การสนธิสัญญาแอตแลนติกเหนือ (NATO) ซึ่งเป็นความร่วมมือด้านความมั่นคงระหว่างองค์การ NATO กับประเทศนอกกลุ่ม เพื่อเป็นจุดเริ่มต้นในการเข้าเป็นสมาชิกขององค์การ NATO ปรับความสัมพันธ์ ให้ใกล้ชิดกับสหภาพยุโรปมากขึ้น จากเดิมรัฐบาลสมัยที่แล้วมีความสัมพันธ์ที่ใกล้ชิดกับรัสเซีย โดยเฉพาะ อย่างยิ่งในด้านการเงิน รวมทั้งประสงค์จะกระชับความสัมพันธ์กับจีนในด้านพลังงาน การลงทุน และการท่องเที่ยว

ทั้งนี้ รัฐบาลที่ได้รับการยอมรับจากนานาชาติว่าเป็นรัฐบาลของสาธารณรัฐไซปรัสที่ถูกต้อง คือรัฐบาลไซปรัสกรีก

เศรษฐกิจ

ไทยและไซปรัสได้สถาปนาความสัมพันธ์ทางการทูตระหว่างกัน เมื่อวันที่ 5 พฤษภาคม 2523 ปัจจุบัน สถานเอกอัครราชทูต ณ กรุงโรม มีเขตอาณาครอบคลุมไซปรัส โดยเอกอัครราชทูตไทยประจำสาธารณรัฐไซปรัส มีถิ่นพำนัก ณ กรุงโรม (อิตาลี) คนปัจจุบันคือ นายสุรพิทย์ กีรติบุตร และมีนาย Elias Panayides เป็นกงสุลกิตติมศักดิ์ไทยประจำไซปรัส ส่วนเอกอัครราชทูตไซปรัสประจำประเทศไทยคนปัจจุบัน คือ นาง Maria Michail โดยมีถิ่นพำนักอยู่ที่กรุงนิวเดลี ประเทศอินเดีย และนายปณิธิ วสุรัตน์ เป็นกงสุลกิตติมศักดิ์ไซปรัสประจำไทย

สำหรับท่าทีของไทยต่อปัญหาไซปรัส คือ ไทยไม่ให้การรับรองสาธารณรัฐตุรกีแห่งไซปรัสเหนือ หรือ Turkish Republic or Northern Cyprus (TRNC) โดยตุรกีเป็นประเทศเดียวที่รับรอง TRNC ทั้งนี้ ไทยยึดถือและปฏิบัติตามมติของคณะมนตรีความมั่นคงแห่งสหประชาชาติ (UNSC) และการประชุมสมัชชาสหประชาชาติ (UNGA) ที่เกี่ยวข้องกับปัญหาไซปรัส ซึ่งไม่รับรองดินแดนส่วนเหนือที่ตุรกีส่งกองกำลังเข้าไปยึดครองตั้งแต่ปี 2517 และไทยสนับสนุนบทบาทของสหประชาชาติในการดำเนินความพยายามเพื่อให้มีการเจรจา แก้ไขปัญหาระหว่างชุมชนไซปรัสทั้งสองกลุ่มและประเทศที่เกี่ยวข้องต่อไป

1.2 การเมือง

ไทยกับไซปรัสมีความสัมพันธ์ทางการเมืองค่อนข้างน้อย ไม่มีการแลกเปลี่ยนการเยือนมากนัก อย่างไรก็ดี ไทยกับไซปรัสมีความร่วมมือในกรอบพหุภาคี อาทิ กรอบการประชุมเอเชีย-ยุโรป (Asia-Europe Meeting (ASEM)) และการแลกเสียงในองค์การระหว่างประเทศต่าง ๆ

ในด้านสังคม สถานกงสุลกิตติมศักดิ์ไทยประจำไซปรัสประเมินว่ามีคนไทยอยู่ในไซปรัสประมาณ 200 คน โดยในจำนวนนี้ มีถิ่นพำนักอยู่ในกรุงนิโคเซียประมาณ 100 คน ส่วนใหญ่เป็นสตรีที่แต่งงานกับคนไซปรัส

I did a thing yesterday. Got on ChatGPT (I know bad mun) and made rough NPCs for my Pathfinder 1e game. And I used every core character from Hetalia. So, I shared with 3 Hetalia fans I follow and was told to share all of them if I did all of them. Which I did. So here we go.

I'm sorry it took so long! This one took a bit since I was realized that I hadn’t created everyone in the 2p Asia group. Which is a lot bigger group than I thought. Thanks, Hetalia Wiki for showing me reality.

So I’ll come back to include the last ones when I get character sheets for Osaka, Persia, Indonesia, and the Philippines, but until that day comes, here it is for these few.

China: For him to discover his Qin to be a maid will only increase his flirtatious teasing. Depending on whether you are forced into a French maid outfit or just wearing your casual clothes, you can expect a tug on the hem as he innocently asks you to clean him up.

Cyprus: Georgios will harshly question why you never revealed this secret to him. For a while, the dip in the trust will have him be annoying, in that he is hiding your uniform and supplies. Even your car keys just to get back at you for your secret.

Though, if you told him beforehand then like Jin, he’s gonna tease you when you first arrive home, before holding you and asking about the jerks that stared at you while you cleaned.

Hong Kong: When he saw you coming home from work with your mom, he was confused. Asking you what you are doing with her. The situation was explained while putting away all the cleaning supplies. And he thought it was cool that even at the tender age of 15 that you were already working so hard.

Niko-Niko: Sana understands, after all, he did the same himself after losing his nationhood. It only deepens that love that you guys hold. He does ask you from time to time about new cleaning supplies that you guys should use on your house. After all you’re the expert.
