khan didnt recognize nori at first because he forgot how her voice sounded

when she ‘died’, he’d constantly watch videos with her in them just to listen to her voice again, but over time it got muffled and staticky because hes getting old but he never really noticed it,

so when he did get to hear her again for the first time, he has a completely different idea of her voice, so he didnt make the connection till later on

Ever since kenobi gave us a better look at vader and the grand inquisitor's tenuous team ups, it makes me think he preemptively called vader over from mustafar to execute trilla.
