After the Phantom case (Turnabout for Tomorrow; jp. 未来への逆転), a conversation takes place in the defendant lobby in which Naruhodou voices that he guessed that it was Mitsurugi who helped him get his license back (given Naruhodou's shaky reputation after being accused of fabricating evidence) and says that it went "little too smoothly." In other words, Mitsurugi could not help Naruhodou return the license earlier, because the average district prosecutor did not have the authority to do so.
