I'm trying to find the announcement of his deal for what rights were sold, but it's buried now with this news (so if you have it, do a girl a favour)
I'm a professional googler (i.e., a research librarian) and here's what I found.
The Daily Express has an article from July 2022 about the book that included the tweet Omid posted announcing it: "I can finally share that I'm working on a BRAND NEW BOOK!! So excited to be working again with Carrie Thornton at @deystreet @harpercollins (US) and MsLisaMilton at @hqstories."

Next, when I searched for Scobie and Harper Collins together specifically, I found an article that talked some about the deal: "Scobie sold world English rights to a currently untitled book, set for 2023, to Carrie Thornton at Dey Street. Albert Lee at United Talent Agency brokered the deal on behalf of Scobie." The article's source is the August 2022 Publisher's Weekly announcement (linked within).

Next I looked up everyone these articles ID'd.
Carrie Thornton and Dey Street (which is an imprint of Harper Collins) also published Finding Freedom. Dey Street has the North American's publishing rights.
Lisa Milton is the publishing agent for the UK and Commonwealth rights. (https://www.thebookseller.com/rights/hq-snaps-up-scobies-book-on-the-monarchys-fight-for-survival)
Albert Lee is a literary agent based in NYC. Before becoming a literary agent, he was an editor and a journalist. I think he was also instrumental in publishing Finding Freedom but I haven't been able to find confirmation.
I did try to search for Omid Scobie and Xander, limiting the date range from July 2022 to October 2023 (to exclude this week's tsnuami) but all the search results came back in Dutch, which I don't speak.

Publishers will take one of two options: World English, or World Rights. World English is what it says on the tin: English language rights, usually split between US and UK/Commonwealth. With this, you handle foreign translations yourself, although publishers will work together. World Rights is the whole shebang, including translations - when it's this, the publisher then shops around for translations and whatever the foreign publisher pays for it comes off your advance.
World English Rights means he sold just English and held on to foreign translation rights. Dey Street would have then sold the UK/Commonwealth rights to Harlequin, but Scobie's agent would have shopped the translation rights.
Which means Harlequin did not send the manuscript to Xander. Omid Scobie's agent did... and his agent would have sent the manuscript Omid Scobie provided as a final copy for translation.

A Summer breeze refreshed their skin. The crickets chimed in a frenzy. Another night of hunting, another night of scars and beatings. Your body can't keep up. The cemetery was finally quiet and in peace. You make sure the Scobies are okay before you head out of the cemetery to your house. You eye Spike on your way out, forcing yourself to not limp. You swore that he looked back at you, reading your intent. You didn't want to draw attention to yourself, especially not from Spike. You'd be mortified if he took care of you. You wouldn’t know what to do with yourself if he was that caring and vulnerable. Your brain would explode with serotonin and dopamine. You make sure to announce you're leaving before making a quick getaway. 
You barely make it to your house. After a long shower you survey the damage to your body. Carefully, you dab, clean and patch up all your bruises and cuts. You're sore and tired. As you walk over to your room you keep replaying the events that occurred tonight. You worried about everyone's safety but when it came to Spike you worried the most. He could hold up his own, but still... You reminded yourself that he was a vampire with more years of experience than you. You were thankful for his presence and his decision to intervene when you almost got pummeled. Very chivalrous of him. It made you blush.
Feet tired and dragging, you make it to your bed. It’s not long before you fall asleep and disappear into the dreamscape.
Outside cigarette smoke litters the air. Spike stands by a tree close to your window. He is worried for your safety and wellbeing. He made sure that you made it home safe. Obviously, he was careful to not be seen. He longed to take care of you, to make you feel safe. However, this was as far as he dared go. A monster like him didn’t deserve to be happy.
Inside, you tossed and turned in fear. In your dream you were in the woods, running, You didn’t know why, only that you were in danger. You had the vague feeling that you weren’t alone. Spike, he was with you. You searched for him, seeking refuge. If you reached him, everything would be alright. You reach a clearing with no one present. Your heartbeat in your ears. You wait as if destined to be there. In the distance you can hear grunting and fighting but you can’t move. Your feet glued to the floor. Eventually you see Spike being tossed in the air, he lands hard into the clearing. You fear for his life. A demon appears, mangled and mean. Spike scrambles to get away from him, fear in his eyes. You have never seen Spike so afraid. The demon is holding a long wooden stake like a stick. You scream for Spike to watch out but no sound escapes your lips. You are mute and stuck. Your breath is labored and panicked. Spike is unable to get away and before he can get up he is staked and turned into dust. Your eyes widen, tears stream down your face. You’re at a loss and afraid of what will happen to you. You try to force yourself to move as the demon approaches you, a long sword now in his hand. As he swings you wake up, drenched in sweat. Your heartbeat fast and your breath caught in your throat.
You panic. What about Spike? Is he gone? Did this really happen tonight? Your mind is foggy and in disarray. You couldn’t remember if this happened. You jolt out of bed and get dressed. You run out of your house and straight to Spike’s crypt. You needed to make sure he was okay. You needed to be sure that he still lived.
You bust into Spike’s crypt, eyes wild and searching. There he is, sitting in his armchair watching TV. You rush to him and place your hands on either side of his face, making sure it wasn’t a dream. Tears roll down your face as you repeat ‘you’re safe.”
Spike looks at you bewildered and confused. He slowly places his hands on top of yours.
“What’s happenin’, love?’ Spike gets up, still holding your hands to his face.
You rapidly explain your dream between sobs and tears. Spike’s eyes soften, his heart melts. He wishes every moment with you could be like this.
“Mighty worried for an old vampire.” Spike deflects.
You breathe hard, not knowing your next move. Without thinking your mouth moves.
“Spike, I love you too much to lose you.”
You swear that you heard him gasp. He is stunned and stuck. His brain is a mess, and no words will come out. He chooses to do the next logical thing, he kisses you. He pours his desire and feelings in one kiss, hoping that you hear what he is trying to say.
You melt into the kiss and let go of your inhibitions. Your arms wrap around him, and you let yourself be guided by him. You eventually come out for air, making sure to make eye contact as you break the kiss.
Spike is left in awe of his own actions but doesn’t back down. He wraps his arms around you tightly and bring you closer to his body. You take a chance to memorize the feeling of his body.
“Love, I’ve been dying to hear you say those words.”
You smile, appreciative that your feelings are reciprocated.
“Let me stay the night.” You state more than ask.
Spike leans down for another kiss, slower and more passionate. He memorizes your taste, your feel. He wishes that all his years alive were this moving and strong. He forgets himself as he kisses you. He forgets that you need air. You gently pull away, dazed and happy.
“You can stay any night, pet.”
Spike gladly leads you to his bed where you both lie in bliss. No more fear. No more disarray. Only comfort and safety.  He may be a monster, but in your eyes he was a man. Not just any man, your man.

I'm pretty sure Scobie hinted at it in Endgame. I've only just now made the connection after seeing this post from @sassyfrassboss and William's announcement for Cape Town.
What makes the House of Windsor unique with this dance with the media is the competing households within it, all with their own agendas, and all doing their best to please their bosses. Up until the Queen's death, there were three houses, each with a team assigned to work with the media: Kensington Palace for William and Kate, Clarence House for Charles and Camilla, and Buckingham Palace for the monarch. There were also smaller teams under the BP umbrella who worked with other family members like Edward and Sophie, Princess Anne, and (pre-departure) Harry and Meghan. Though all part of the same institution, the rivalry between these teams is real in many ways and often derails a unified message. Each house is often angling for the same space in newspapers, hand-waving for attention with regards to their work, grabbing the ideal dates and locations for their tours and engagements, or scrambling for first dibs on charitable causes. And this rivalry often causes rifts, problems, and confusion downstream after a particular household offers breaking news or choreographs a PR operation. It was an 'absolute headache' when Charles, William, and Harry all wanted to do similar high-profile environmental work, an aide once told me. 'None of them were into the idea of collaborating; they all wanted their own big moments away from the other...It was all about competition, and the households were purposefully holding information back so others couldn't try to get ahead,' they explained.
So going down the rabbit hole:
Summer 2019 (July or August) - Harry announced Travalyst.
December 2019 - William announced the Earthshot Prize.
January 2020 - Charles announced the Sustainable Marketplaces, which evolved in 2021 as Terra Cotta.
The only reason I think these charities are what Scobie is alluding to is because of how butthurt and bent out of shape Harry got when William announced the Earthshot Prize. I can't remember what he did anymore - was it that new picture of Archie with the mountain/lake behind him or was there something more? - but whatever he did, it was immediately apparent he didn't like William's work at all.
And now with hindsight, Harry probably thought he had called dibs on environmental work when he launched Travalyst, so it wasn't fair for William to have co-opted it with the Earthshot Prize a couple months later and then it equally wasn't fair when Charles threw his own hat into the mix.
But I think the joke is on Harry. William and Charles's projects were fully developed when they launched, to where now, 4 years later, they're very successful and have name recognition all over the world. Meanwhile, no one knows what Travalyst does, people think it's a grift for Harry and Meghan to write off all their travel expenses and accept travel freebies under the guise of sustainability, and Harry's been kicked off the board. He's still listed on the website as Founder and Patron, but it's been made vrey clear in a couple of articles when the website was updated that Harry's not involved in the company anymore other than being a lightning rod for controversy.

Grogu led him through winding streets, until they hit a tavern. It looked cosy enough - a place where Djarin might have enjoyed sitting down and letting the kid eat a bowl of chowder. But what made him flinch back was the banner hung over the door - the banner announcing the event they had going on tonight:

Steph the Alter Nerd is reading Omid’s new book.
Following the live read:
I joined late so Steph was already reading. She was starting the Sophie section. Seriously, why pick on Sophie who just puts her head down and focuses on work? That’s strikes me as unnecessarily vile.
Omid apparently thinks Charles hasn’t modernized the monarchy. Dude is an environmental icon and we now have a blended family in BP. That may not be everyone’s cup of tea, but you can’t deny that it’s modern.
Apparently Omid writes pages and pages about Charles’ “leaky pen” incident. It’s just a pen, Omid. Omid thinks this means Charles may not be up to the job, lololol. I’m dying. Mind you, Omid worships Harry who stripped in Vegas, wore a Nazi uniform, and called his fellow soldiers names. But yes, the leaky pen is far more significant than all that, somehow.
Really boring part about government stuff. Charles negotiates and reaches compromises with the government and that’s apparently bad? Also, Charles didn’t know what to expect after he became King??? Lolololol.
Charles lost sympathy for the Harkles after the documentary. Well, duh. We all did, Omid. That documentary was a huge own goal.
He blames the Royal Family for the documentary’s melodrama? Seriously? Who was crying on Oprah? Who was crying in a rented Vancouver mansion with her head wrapped in a towel? Who dropped hot, salty tears on her Hermes blanket? That’s the person responsible for the melodrama.
Anne supposedly kicked them out of Frogmore. I suspect this is fanfiction, but I love it. I want it to be true. This is my headcanon now.
And I do thin fanfiction is the right term for this book. The BRF is super popular right now so the book thesis itself (that the BRF is in trouble) is pretty fantastical.
This book seems very, very boring. Omid seems to be desperately trying to argue that Charles’ first year went badly, but that’s just not reality. Omid used to be better at spinning than this.
Make the Royals Great Again? Uh, that was done in 2011. Everything we are seeing now was planted way back then, down to Kate’s leafy crown. There’s a general lack of both self-awareness and historical awareness in this book. Omid writes like someone who first became a “royal reporter” in 2016…which is exactly what he is. Too bad, because I do think there’s an interesting analysis that could be made regarding 2023 and it’s place in royal pr. That’s above Omid’s pay grade though.
Lol, Omid discusses UK politics and it’s every bit as much of a disaster as one would expect. Stick to gossip, Omid.
Ok, Steph’s hydrating, so let’s step back for a minute and recall what this book was supposed to be. This was to be “Finding Freedom 2.0,” a chronicle of the Harkle post-Megxit success story. The publishers clearly didn’t like that and they made Omid write a book about the family as a whole. That’s because there was no Harkle success story and the publisher didn’t think another Harkle book would sell. Unfortunately, Omid is a Harkle specialist. He can’t write a book about the family (let alone successfully argue for its imminent demise). He simply doesn’t know enough.
Back to Steph. We’re now in Harry’s military service? Er, why? We jumped from 2023 to 2016 and now to the Afghanistan War?
I agree with Steph that Omid’s trying to associate the royals with MAGA and I can’t even articulate how stupid that is. Completely different countries, completely different cultures, completely different iconography. Just doesn’t work.
Now we’re at the Coronation Concert? The royals are in trouble because Elton wasn’t at the concert! Lolololol. The Harkle bubble is out of this world. Basically, if their inner circle wasn’t centered (Oprah, Elton, Omid, etc…), it’s because of a MAGA conspiracy that will bring the royals down.
Something, something throne. Charles looked awkward again. Constitutional crisis!
I feel like I’m grading student briefs. There’s a way to argue this and there is evidence you can cite for this argument, but this isn’t it. You shouldn’t write pages and pages about a leaky pen and then minimize the bags of charity money as “perception.” You should start with the bags of charity money then use the leaky pen to bolster the “perception” argument.
Another disagreement with the government. Aargh! That should be lumped together with the other arguments with the government. Or it shouldn’t be mentioned at all. You’re arguing that Charles is and old-fashioned idiot who is not a good king, so why make him look like someone who is aware of current social issues and engaged with his government?
Racism. Finally! No wait, it’s boring.
Charles had an affair with Camilla. Lol, that’s not exactly news, love. The time jumping is driving me nuts.
Took a break to let the dog out and now we’re in Andrew’s interview. Of course we are.
Will exiled Andrew. I hope this is true. Wait, that’s the famous “power struggle”? Andrew??? I don’t think that’s a power struggle. That’s just Charles passing the buck.
Oh, lord. More Andrew. That’s it. I’m going to bed. I’ll tune back tomorrow.

WHEN BLACK-MEN RULED THE WORLD
Some Things You Did Not Know About the Moors of Spain
1. The Spanish occupation by the Moors began in 711 AD when an African army, under their leader Tariq ibn-Ziyad, crossed the Strait of Gibraltar from northern Africa and invaded the Iberian peninsula ‘Andalus’.
2. A European scholar sympathetic to the Spaniards remembered the conquest in this way:
a. The reins of the Moors horses were as fire, their faces black as pitch, their eyes shone like burning candles, their horses were swift as leopards and the riders fiercer than a wolf in a sheepfold at night . . . The noble Goths [the German rulers of Spain to whom Roderick belonged] were broken in an hour, quicker than tongue can tell. Oh luckless Spain!

3. The Moors, who ruled Spain for 800 years, introduced new scientific techniques to Europe, such as an astrolabe, a device for measuring the position of the stars and planets. Scientific progress in Astronomy, Chemistry, Physics, Mathematics, Geography and Philosophy flourished in Moorish Spain.
4. Basil Davidson, one of the most noted historians recognized and declared that there were no lands at that time (the eighth century) “more admired by its neighbours, or more comfortable to live in, than a rich African civilization which took shape in Spain”
5. At its height, Córdova, the heart of Moorish territory in Spain, was the most modern city in Europe and the world. The streets were well-paved, with raised sidewalks for pedestrians. During the night, ten miles of streets were well illuminated by lamps. This was hundreds of years before there was a paved street in Paris or a street lamp in London. Cordova had 900 public baths – we are told that a poor Moor would go without bread rather than soap while the then
Queen of England never had a bath!
6. The Great Mosque of Córdoba (La Mezquita) is still one of the architectural wonders of the world in spite of later Spanish disfigurements. Its low scarlet and gold roof, supported by 1,000 columns of marble, jasper and and porphyry, was lit by thousands of brass and silver lamps which burned perfumed oil.
7. Education was universal in Moorish Spain, available to all, while in Christian Europe more than ninety-nine percent of the population were illiterate, and even kings could neither read nor write. At that time, Europe had only two universities copied from Spain, the Moors had seventeen great Universities! These were located in Almeria, Cordova, Granada, Juen, Malaga, Seville, and Toledo in which the majority of the lecturers were women.
8. In the tenth and eleventh centuries, public libraries in Europe were non-existent, while Moorish Spain could boast of more than seventy, of which the one in Cordova housed six hundred thousand manuscripts.
9. Over 4,000 Arabic words and Arabic-derived phrases have been absorbed into the Spanish language. Words beginning with “al,” for example, are derived from Arabic. Arabic words such as algebra, alcohol, chemistry, nadir, alkaline, and cipher entered the language. Even words such as checkmate, influenza, typhoon, orange, and cable can be traced back to Arabic origins.
10. The most significant Moorish musician was known as Ziryab, the Blackbird who arrived in Spain in 822. The Moors introduced earliest versions of several instruments, including the Lute or el oud, the guitar or kithara and the Lyre. Ziryab changed the style of eating by breaking meals into separate courses beginning with soup and ending with desserts.
11. The Moors introduced paper to Europe and Arabic numerals, which replaced the clumsy Roman system.
12. The Moors introduced many new crops including the orange, lemon, peach, apricot, fig, sugar cane, dates, ginger and pomegranate as well as saffron, sugar cane, cotton, silk and rice which remain some of Spain’s main products today.
13. The Moorish rulers lived in sumptuous palaces, while the monarchs of Germany, France, and England dwelt in big barns, with no windows and no chimneys, and with only a hole in the roof for the exit of smoke. One such Moorish palace ‘Alhambra’ (literally “the red one”) in Granada is one of Spain’s architectural masterpieces. Alhambra was the seat of Muslim rulers from the 13th century to the end of the 15th century. The Alhambra is a UNESCO World Heritage Site
14. It was through Africa that the new knowledge of China, India, and Arabia reached Europe. The Moors brought the Compass from China into Europe.
15. The Moors ruled and occupied Lisbon in Portugal (named “Lashbuna” by the Moors) and the rest of the country until well into the twelfth century. They were finally defeated and driven out by the forces of King Alfonso Henriques. The scene of this battle was the ‘Castle of St. George.’
Beginning in the 12th century and continuing for hundreds of years, the Inquisition was infamous for the severity of its tortures and its persecution of Jews and Muslims. Its worst manifestation was in Spain, where the Spanish Inquisition was a dominant force for more than 200 years, resulting in some 32,000 executions.
