North Carolina Supreme Court strikes down GOP-drawn maps as unconstitutional
The North Carolina Supreme Court on Friday struck down Republican-drawn legislative and congressional maps as unconstitutional and asked for new maps to be submitted by Feb. 18.
The state's high court said in its ruling that the maps were unconstitutional "beyond a reasonable doubt under the free elections clause, the equal protection clause, the free speech clause, and the freedom of assembly clause of the North Carolina Constitution."

The maps, which the GOP-controlled legislature approved in November, would create two new Republican-leaning districts and take away two previously Democratic-leaning districts.
"Showing that a reapportionment plan makes it systematically more difficult for a voter to aggregate his or her vote with other likeminded voters" was enough to establish "the diminishment or dilution of a voter's voting power on the basis of his or her views," the court said in its ruling.
The decision came on a 4-3 vote along partisan lines, with a Democratic majority ruling against the maps.
It was lauded by North Carolina Gov. Roy Cooper (D) and the state's Attorney General Josh Stein (D) on Twitter.
"A healthy democracy requires free elections and the NC Supreme Court is right to order a redraw of unconstitutionally gerrymandered districts. More work remains and any legislative redraw must reflect the full intent of this decision," Cooper wrote on Twitter.
Stein said in a statement on Twitter that the maps violated "a voter's fundamental right to vote."
Our government “must be of, by, & for the people, not of, by, & for one political party. That's why the voters should choose their representatives, not the other way around. Partisan gerrymandering is offensive to democracy; it's also contrary to our fundamental constitutional rights,” he added.
The North Carolina Supreme Court in December delayed the state's primary elections until May to give the legal challenges time to play out.

The first vote, which could be held as early as Tuesday, will largely be a symbolic one, given the measure will almost assuredly be rejected by Democratic Gov. Roy Cooper and Republicans will be unlikely to have the votes to override his veto. During a Monday news conference, the governor called the proposal “irresponsible” and suggested state lawmakers do not have a role in the decision-making process.

“What we need to do is continue our conversations with the RNC," Cooper said, referring to the Republican National Committee, which runs the convention.
A draft of the bill, authored by Republican State Rep. John Torbett of Gaston and circulated last week by North Carolina Republican Party chairman Michael Whatley, calls for convention events in Charlotte to be held at full capacity, just as Trump had demanded from Cooper.
Cooper refused, saying the convention in August would have to be scaled down to protect public health. In response, Trump announced plans to hold his speech elsewhere.
The bill would require attendees to complete both pre-attendance and daily health surveys and have their temperatures taken prior to entry. But it would not require face masks or 6 feet (1.8 meters) feet of physical distancing.
“If they choose to gather in close proximity without any protection, they have the option to do that under their own personal responsibility," said Torbett, who added that restrictions could be added or reduced at a later date.
The Republican National Committee is exploring other sites for Trump to speak in front of a full capacity crowd after Cooper's refusal, but said it plans to keep its official business meetings in Charlotte.

Local churches offer COVID vaccines to low-income, underserved communities :: WRAL.com By Amanda Lamb, WRAL reporter Raleigh, N.C. — One of the biggest battles in the vaccine distribution model has been making sure lower income, under-served communities are getting access to the vaccine. Several counties are working on a plan to make that happen by partnering with faith leaders. Churches are being asked to step up and help in one of the most important ways. Dr. Rasheeda Monroe, the medical director of Primary Care Pediatrics at WakeMed has taken on a role organizing ‘strike team’s to go into churches in Wake County and distribute the vaccine. Macedonia New Life is one 17 churches in Southeast Raleigh that will receive 100 doses of the vaccine Saturday. “If anybody knows how to bring the people together in community, it is the church,” said Pastor Joe Stevenson of Macedonia New Life Church. He said senior citizens in his congregation eagerly signed up to receive it. “We made the call to the community and the community responded because people really want, you know, they want hope,” said Stevenson. Other counties are also using churches as distribution sites. “There has been a push to vaccinate people in our community, specifically African American and Latinx populations,” said Jonathan Barrett of UNC. UNC Rex started a mobile vaccine clinic at a church in Johnston County this week and hopes to vaccinate 100 people per day. “The best thing I see through this project is when the patient leaves the site with a smile on their face,” said Barrett. “And we see that just about every time.” Lack of access and fear are the two major barriers for marginalized communities when it comes to getting the vaccine. Wake County leaders believe churches can help break down these barriers.​ More than 950,000 people have already received their first vaccine dose of a coronavirus vaccine across North Carolina, or about 7% of the population.
