I am sad that Back to the Rock decided to just give Mokey rod-hands full time
In the original puppet show, Mokey had two sets of hand that would be used depending on what was needed for a scene.
A set of rod-hands like the rest of the main Fraggle characters, and a set of live-hands (which are like a pair of gloves that a puppeteer wears to act as the character's hands).
Something easily facilitated by her large billowing robe. Though there's various Muppets who do a similar thing even with tight clothing such as Ernie.
Anyways the live-hands is how it was so easy to do scenes of Mokey doing stuff like painting, writing, throwing things, and other stuff in the original series.
If there's an object that either can't be easily attached to a rod-hand, or that needs to be immediately thrown, there's a pretty good chance Mokey is going to be the one to pick it up.
Such as the "hideous round thing" that she picks up and throws to distract Sprocket in episode 1 of the original series. It's too large and smooth to easily (and realistically) have a rod-handed puppet hold, but a live-handed puppet could pick it up and throw it quiet easily.
It could just be because rod-hands have advanced since the original series, and the hands now have greater pose ability than the kind in the 80s, so live-handed puppets have become redundant when not necessary.
Like Mokey doesn't play the piano or anything super intricate that requires extreme finger dexterity that couldn't just be added in post or something.
Though I do think Mokey's live-hands gave her an expressiveness and groundedness in her movements that the rod-handed puppets didn't have in the original series.
Live-hands are more fluid, dynamic and nimble compared to rod-hands just by default.
When she did something, like paint, or touch something, or even touch her friends, with her live-hands it was always more grounded and believable than when any of the characters with rod-hands did something similar.
Like when Mokey pulls out a poem and is holding it, she's literally holding it with real hands, but if Gobo pulls out a postcard from Uncle Matt that same episode it can look kind of funny, because it just doesn't look as realistic. Sometimes they didn't manage to get the fingers on his rod-hand to close all the way, so the letter is just awkwardly stuck to his hand.
Same with the other rod-hand Fraggles whenever they hold a piece of paper.
Human hand in a glove will always be more 'realistic' (believable) feeling in movement and action compared to a fake hand being controlled by a stick.
And I think that is something missing from the new version of Mokey.
Original Mokey was always an artistic dreamer who could sometimes feel like she had her head in the clouds, but also had these moments of being very grounded and insightful, and was very down to earth in general.
Mokey was the most physically affectionate of her friends in the original, and I feel like that was due to, at least in part, her being a live-hand puppet a lot of the time.
Like there are just scenes where she'll just be holding one of her friends hands while she guides them along, or she'll cradle their heads when she hugs them, and there's just an extra layer of depth that comes with it being done by live-hand puppetry.
There were actions that Mokey as a live-handed puppet could do that the rest of the main cast couldn't do due to her status as a live-handed puppet, and the old show took advantage of that, and I feel like that's where at least a bit of her characterization came from.
Because for a lot of those scenes weren't of Mokey doing something complicated that made live-hands neccessary, no, in a lot of them she's just talking with her friends and gesturing with her hands, or being physically affectionate, and what she's doing with her hands aren't even the focus of what's going on in the scene.
In the episode where Wembley is looking for his job, when Mokey is walking him up to the Gorg's garden to get radishes. She's holding hands with him as she leads him up there, but that's barely in frame at all.
To the point that their hands are bobbing in and out of frame as they walk, and it only lasts a few seconds.
The hand holding was completely unnecessary, it barely makes it into the scene at all, but it was still something the puppeteers decided to do, because Mokey holding her friends hand while leading them somewhere was a Mokey kind of thing to do.
And it's the tiny moments like that, that I think is missing from Mokey in Back to the Rock.

I was learning more about Japanese theatre and ended up stumbling an offshoot of bunraku puppetry I'd never heard of before
The puppets themselves are very similar

But they worked out this way to reduce the number of puppeteers-per-character from three to just one. And they get to do it sitting down. The puppeteer gets a small wheeled stool and is able to freely walk the character around the stage, scooting around behind them.

Behind the scenes images of Stephen Geoffreys having prosthetics applied to him as his turn as the unlucky Evil Ed in Fright Night (1985)
Steve Johnson wished Evil Ed's transformation to be lumpy and 'asymmetrical' in contrast to the transformations in American Werewolf in London and The Howling. Geoffreys would spend 18 hours in the makeup chair as prosthetics were applied to his whole body. He had to take sleeping pills to pass out the time away!
For filming the transformation, Geoffreys would have to sit with his back against the set wall, which had a hole for a puppeteer to operate the rod-puppet wolf arm, as well as holes in the set's floor for another puppeteer to operate the rod-puppet wolf legs. Geoffreys would wear a neck appliance with the wolf head as a 'hat'; he could see out from holes in the neck, and the head was fitted with cable-operated animatronics allowing it to blink and grimace.

Gojō Satoru has known you even before you knew how to walk.  He attended your naming day, he was already five years old then.  The memory is vague and blurred but he was certain of the strong feeling of dislike he had for you.  How is it that everybody was congratulating him, telling him that he is so lucky to be betrothed to you.  The well anticipated daughter of your family, one long awaited after having birthed with boys alone for nearly a decade.  But that does not have anything to do with him.  All you did was drool and suckle on your tiny fingers.
There was nothing particularly special about you, he comes to realize after you attended his 12th birthday.  It was a day he received many gifts, the wrapped packages piled so neatly in the corner by the handmaidens of the estate house.  He is not to touch any of them, lest some were sent by malevolent individuals who seek to bring harm to him and his family.  Not that he can’t see cursed material from a mile away but the elders of his house insisted.  He cannot complain either, it saved him from wearing fake smiles and throwing away forced gratitude.
It was why he was upset that his annual hunt had to come to a pause just so you could hand him your gift.  He eyed you with his much aggravation.  You are never without your nannies and personal guards, being sheltered from the world like a fragile little flower.  You were nearly half his age but you already act like an adult.  Like you were better than him.  It was as if your back had a rod with how straight it always appears to be, your chin always tilted upwards, and eyeing everyone as beneath you, how haughty.  It brought him great satisfaction to see you shy away from him though, your eyes always finding your dainty shoes whenever he is nearby.
Your handmaiden had to usher you forward so you would have the courage to hand him your gift.  The elders looked at his actions carefully, almost awaiting him to make a mistake just to have something to criticize him over.  He mutters a small “thanks”. And you nod at him and retreat back to the arms of your mother who was watching you with much fondness.
As he previously thought, you’re nothing different.  Just another puppet.
Gojō wasn’t in the mood for hunting afterwards.  Simply kicking rocks by the pond as his servitor accompanied him, standing a few meters behind him, still like a statue.
“The young master appears to be upset.”  The servitor says calmly, his voice even and unprovocative.  But young Gojō Satoru whips at him with so much fervor that the servitor nearly breaks into a smile.
“Upset?  For what reason?”  He scowls as he steps closer to the tall man.  He looks about ready to fight anything that moves, his face contorted to a wild scowl.  “Because of her?  That spoiled shrimp?  You think that pipsqueak is relevant enough to upset me?”
The servitor clears his throat to hide the smile as he closes his eyes.  “Perhaps the young master should be kinder to the young lady.” 
Gojō scoffs and looks at the tiny gift that he had in his clutches, never letting go of it ever since you handed it to him.  “Kinder?  She has done nothing but be a nuisance!”  In a fit of anger, he throws the carefully wrapped item to the ground.  A loud shatter of ceramics startles him, and the servitor flinches upon hearing the sound.  They both stare at the still wrapped gift, its shape no longer preserved and it looks nothing more than a heap of oddly shaped objects covered with the intricate fabric.
“Oh my.”  His servitor sighs, disappointed.  “What a shame, the lady was very excited to know how you liked her gift.”
Upon hearing this, Gojō raises his defenses, his teeth gritting as his cheeks flushed.  “You don’t have to do her biddings!”  Yet despite the outburst, the little boy’s eyes cannot leave the heap of your broken gift on the ground.  They have many talented craftsmen in the estate, it can be fixed, he is certain of it.  But then again, why does he need it fixed?  You’re insignificant, your gift is no different.
Or so he tries to convince himself.
His mood has not been better for the next few days.  He was cranky, snapping at anyone who looked his way for too long.  His father, ever so perceptive, asked young Satoru’s servitor about his dramatic, or at least worse than usual, turn of emotions. 
A day later, Satoru finds another wrapped gift atop his nightstand the moment he opens his eyes.  It was familiar, the shape of it.  When he reached for it, the weight of it was something his hand had known.  A small tag was attached and he read it, his still pouting lips moving as he read the words one by one.
To Gojō-sama.  Wishing you a fine day.
He knew the curve of your handwriting too well.  The frown in his brows deepened and deepened as he pulled the ribbon.  And the wrapping came undone and the ceramics figure of him and you, hands intertwined, stared back at him.
It was beautiful, smooth, and greatly detailed.  Even the clothes were made of the finest material.
But it was useless.  It was good to look at but there was no purpose to it. 
A knock in the door startles him, and he nearly drops the figure but he manages to grab hold of your foot, well the sculpture, he did not expect the dress to flip, showing him your bloomers.
Gojō twists the doll right-side up and pulls your dress down until it covers your ankles.  His face is bright red and warm.  It was simply too much for young Satoru.
“Young master, is everything alright?”  The door slid open a fraction but Gojō yelled for them to close it at once!
“Yes!  Everything is alright.”  His face was still aflamed as he clutched the dress tightly around your tiny body.
By the next day, you receive a bouquet of blue roses littered with baby’s breath accompanied by a poorly scribbled note of ‘Thanks’ from the young master of the Gojō estate.

Trying to figure out how they'd work as puppets
More in depth analysis below the break
For those that don't know, typically the three most common variants of foam puppet are know as rod hand, live hand, and walk around. Examples would be Elmo, Cookie Monster, and Big Bird respectively. Rod hands are smaller in size and held up by, well, rods. Live hands have the puppeteer (or two!) insert their hand in a sleeve connected to the puppet for more interaction. Walk around puppets are full costumes the puppeteer wears, but what makes them puppets and not like, fursuits, is that there is still puppet mechanisms like moving the mouth or blinking.
Here is what comes from the website/Clown's tumblr:
Julie is a rod hand
Eddie is a live hand
Poppy is a walk around
Barnaby has a walk around and live hand
Howdy has a walk around and live hand
Sally is a live hand but "required an additional hand to help move her head, as it was much larger than other puppets"
Frank is said to have a fixed expression but his head could spin, rather he was rod or live or magic third thing I cannot figure out
Wally doesn't have any details regarding his puppet anatomy because he is special like that
Of note:
Julie likely has smth holding up all that hair (please be a fucked up skull please be a fucked up skull)
Poppy is a pretty standard walk-around puppet (she's just Big Bird), but I'm having trouble understanding how a human could fit into Barnaby or Howdy. Then again, 2d artwork of puppets tend to take liberties for the sake of stylization. So if someone were to make them IRL they'd either look really different or utilize tech I don't think was available in the early 70's
Howdy's legs could work on Squidward Spongebob Musical logic. Arms I have no clue, as a live hand he could have multiple people filling up those arms, but as a walk around idk cheap spider costume logic were the lower arms are attached to the upper arms ala a string?
I do not know what to make of Sally needing extra help to hold up other than that's so specific it might become a plot point
Frank.
Okay Frank lacking details or having weird details that stand out is a running theme for him. He has no listed backstory whereas everyone else can say where there were from and who their family is. Every character's first name ends with a long "e" sound whereas Frank is. Frank. (His last name "Frankly" does cover that though). The fact that WHRP lacks any concrete detail on his creation is a story reason, what's the story no clue we are 5% in dudes
Regarding his puppet, he obviously had a fixed frown because puppet but also could spin his head. Now I have absolutely zero clue how you can have the head spin and also have room for the hand for the mouth, unless this is a rod puppet (Rizzo the Rat) where the mouth is moved by some other mechanism. All I can say is I'd suspect Frank to have a very stiff (read: not majority foam) head and body in order to hold up such a feature. If his head can detach, I can imagine a metal ring of sorts that his collar covers up
His arms are a different story. The website not clarifying how his arms work doesn't really mean there is anything particular about them, but I am going to over analyze is anyway dammit
Points for rod hand: arms/hands are slim, inspirations Bert and Mr.Robinson are rod hands, lack of other rod hands/variety reasons
Points for live hand: Sally also has slim hands but is live hand, not all live hands have thick arms (looks at how small Ernie's upper arms are compared to his fore arms), Beaker hasn't been listed as an exact inspiration for Frank but look at him, and most importantly is Poppy. Poppy is noteworthy for being the only walk around puppet without a live hand counter part. As a result of having wings for hands the puppeteer cannot realistically perform any of the baking tasks in her segment. As a result she gets help from Sally, Howdy, Eddie, and Frank. The former 3 are all live hands, and one can assume that because of this Frank could be a live hand as well
And finally I know he's said to not super expressive but my heart says that he would look great with the eyebrow mechanism Bert and other puppets have.
I should point out that puppets from the 90's (Dinosaurs and TMNT come to mind) used more robotics in order to achieve more expression with the characters, but I don't think that kind of tech was common place in the 70's and would apply here.
The big take away is that this post was made for practical reasons; I am just Quite Fond of researching this kind of thing. This will probably not get you any lore, but it could provide context for the characters. I personally suspect that Poppy not being able to fly or perform tasks she swore she could will play a big of her character. In general I think that what other puppets can and cannot accomplish will play into the theme of figuring out who you are. That's the real fun.

Wanna make your own puppets!?
I love puppets! I want to see more puppets and puppeteers in the world!
To that end, here is a link to all the patterns I've collected over the years. It's not many as I make my own but there's plenty here for new makers to start with! Included is a Fraggle pattern and a Sprocket pattern! But new puppeteers should start with Glorified Sock Puppet.
If you need any help or advice just send me a message and I'll do my best to walk you through it!
What you'll need for the Glorified Sock Puppet.
Fabric. This could be anything but Fleece is easy to come by, cheap, and very very easy to work with. If you wanna take it a step further Anton Fleece is the fabric they use to make Muppets but there's only a few places that still make it.
Thread
Hot glue
Sewing needle. A sewing machine is much much faster but if you don't have the money or space for one you can hand sew everything. It just takes forever.
Pins
There's various ways to make eyes but I use cut in half ping pong balls. Gotta get the quality ones though. Cheap ones wont work.

Hard plastic. I cut mine out from a plastic tote. They're very cheap. You will need sand paper to score the surface though or the glue wont stick to it. Scoring the surface is when you rub it with sand paper until it's all scratched up. You can use cardboard or even card paper but it wont last long.
Dowel rods. I buy my arm rods off the internet but I use to just use dowel rods painted black.

My rough little Spamton EX design along with a very very approximate height comparison (with Kris)
I’ve always seen spamton normal as a ventriloquist dummy, and Sneo is obviously marionette inspired, so I feel like the weird in between phase could be a rod puppet! There’s one rod supporting his back and two rods moving around for his arms. Mettaton EX’s heart in his boss battle came from his belly so I tried incorporating that too.
I also changed my Sneo design a bit by making him look a little more like mettaton Neo.

so… i’ve made a puppet in like 6 hours!
Its not very well crafted because i cant sew, so I used hot glue entirely AND i basically made it using scraps from what I had and a $20 budget… without a pattern or any sort of pre-planning design.
but i’m quite proud of it for my first puppet!!!!!!
his name is Muffy and he’s a scruffy sort of lazy cat who is SUPPOSED to perform showtunes sometimes.
right now the hat and non-rod arm are posable (sorta) because of a shoddy paperclip system (thinking of trying magnets or velcro). the arm rod is made from a mini pride flag. the inside mouthplate is cardboard. and everything else is cheap craft foam and fur
im thinking ill make more puppets in the future as i get the hang of things. its super fun :] and im learning to lip sync and emote too!

Y/n had decided to stick around camp for awhile and Kappa made it his mission to incorporate her into the family as seamlessly as possible. The two of them had a way of moving about the camp watching one another's every move.

i haven't decided if i want to let xwitter have this one yet, but y'all can witness the blursèd Wally arms lööp i made from a set of test hands i made so i could check to see if i needed to make adjustments to the pattern for his actual hands. (i do, but only a little)
it's built with all the proper materials & puppet building techniques i learned, has fully poseable fingers & even has pockets for the control rods. i made it to get a feel for the materials, which are rather dear, so letting any go to waste seemed unthinkable!! hence. the creature
it is kind of a "scarf"... i thought of getting some stuff to make a "sleeve" for it... little jackets for my comphandion... but as it is i like its shape, i think it's very funny & weird. HR Giger vibes.

Gem could forgive a lot of weird things. It was the nature of the server to remind her at every opportunity that normal was relative. It was normal for Zedaph to dedicate his time to pursuits unfathomable to his fellow hermits. Gem reckoned she knew enough about this fisherwoman schtick by now to know that her catches going missing as she reeled them in was... less than normal.
It was the same, every time. She'd cast her hook, watch her bobber, and reel the moment she felt something, anything, pull her line taut with enough force to be more than a passing wave. She caught the junk just fine, a growing pile filling the space behind her, but whenever a proper bite came along, there'd be a quick tug on her line like the fish was fighting back, and then, the hook would come up empty.
After that happened for the fifth or sixth time, Gem flopped back on the dock with a groan. She didn't even need the fish! She had barrels full, but now she was annoyed on principle. She earned those catches fair and square.
"I thought I was the favorite!" Gem reprimanded in no particular direction as she sat back up. The ocean would hear her no matter where she was. "Getting bored playing keep-away with Grian's mending book, so now you've gotta take my fish? Look at me! Fish is my thing!" She wasn't about to let the ocean take it from her, either.
One more time, she tried. Kneeling at the very edge of the dock, she cast her line without its sinkers, purposely shallow. She needed a fish she could keep an eye on, no matter the size. When she got a bite, she reeled it in slowly, and just as it breached the water-
A scaly hand reached out and nabbed it off the hook.
Gem gasped, tossing her rod aside to grip the edge of the dock and peer under it. "I saw that! Where is it?!" Only the water's ripples answered her, a blur of distorted motion below that was gone before she could catch a proper glimpse.
There was a beat of silence. Gem sighed in exasperation, pressing her forehead to the weathered wood of the dock.
"I'll forgive you callin' me an it," A voice from behind Gem said, "'cause you look like you're havin' a rough go."
She knew that voice. Gem lifted her head fast enough that she almost tumbled off the dock's edge. Pearl was in the water, one arm propped on the dock to keep herself above it. She grinned, all teeth, and offered a lazy wave with her free hand- a hand that was still holding the fish she'd pulled from Gem's hook. "Thanks for the meal, by the way. This is way easier than hunting 'em myself!"
The fish wasn't large. Pearl tilted her head back, held the fish by its tail, and dropped it unceremoniously into her mouth. Suddenly Gem cared a lot less about her missing catch.
"You're welcome," Gem answered, fully distracted by the state of Pearl's body. She hadn't seen Pearl since the season's introduction, only hearing through the grapevine that she was based near Tango and Etho, but she's pretty sure the fish tail is new. "I should thank you, honestly, I've got more fish than I have space. Hey, speaking of fish, how long have you been one?"
Pearl's eyes shined, letting go of the dock to swim a circle, giving Gem a good view of her tail at work. "Pretty cool, right?" Her scales glittered a shade of maroon that flashed closer to purple in the sun, with accents of green around her chest, face, and down her arms. "I've still got my land legs, of course- oh, oh! And I can be backwards!"
"Backwards?" Gem tilted her head, intrigued, "You mean-?"
"You heard me," Pearl giggled, "Fish top and human bottom! Makes it harder to swim, but it makes for a great prank. Nailed Cleo with it earlier today," She sounded proud.
"That's amazing," Gem said, grinning with mischief, "Get Doc next."
Pearl cackled, "I'll see what I can do."
In time, Gem returned to fishing. Pearl stuck around to chat and catch up, and demonstrated that she was more than capable of fishing for herself. Gem lost a lot of bait to the distraction, watching Pearl's lithe silhouette dart through the water faster than the fish could escape her, but she can't say she minded.
"Here's the part that I don't get," Gem began, reeling in a hefty salmon that Pearl had chased onto her hook, "You were only wearing that salmon helmet for a little bit! How'd your code take to it so fast? Beef's been walking around in a salmonskin suit, and he's not a fish! Grian's practically drinking the ocean! And being a Mer would be so on-brand for me!"
"Oooh," Pearl teased, following Gem to the water's edge to watch her ice her latest catch. She sniffed, "Do I smell a little hint of jealousy, Gem?" "No," Gem replied wryly, "You smell a lot. I mean, look at you! You're big and fast and pretty, and think of how useful it'd be for building below sea level!" There were ways around it, of course. Conduits, potions, and the like, but it couldn't be the same. "I'd love to experience the underwater world the way you can."
"Do you want to?" Pearl asked suddenly, drifting back to the end of the dock.
Gem quirked a brow, closing the barrel and brushing scales from her hands as she followed, "I mean, of course I do, I just said-?" Pearl was gone. Gem leaned over the edge of the dock, looking for her.
A familiar hand shot up, grabbed a fistful of Gem's tunic, and pulled her into the water.
Gem had been in this water a thousand times before. Feet dangling off the dock, wading waist-deep to untangle equipment, swimming around to maintain the hull of her anchored tugboat, but it felt so much deeper when she didn't intend to be there. Briefly, she panicked, a flurry of bubbles that did more to disorient her. She wondered if she remembered to reset her spawn at her own home.
Familiar hands were holding her arms, holding her upright, and Gem opened her eyes against the salty sting to find Pearl's, mischievous and delighted. 'Relax,' Gem saw her mouth, 'I've gotcha.'
Familiar lips pressed to Gem's, and the gasp that followed was involuntary. The water burned, and Gem tried to cough, to move, but Pearl held her tight until, all at once, the discomfort went away.
Pearl pulled back. Gem watched her, confused by the kiss and the sensation of drowning that no longer felt like drowning. As if in answer, Pearl took Gem's hand and brought it to her own neck.
Gills fluttered under Gem's fingers.
"It won't last long," Pearl said, and Gem could hear her as easily as if they were above water. Pearl offered Gem her arm, "How's about I take you on a tour of that coral reef we saw on day one?"
"You better," Gem answered, holding Pearl's arm, "You owe me for that jumpscare."
Pearl's eyes wrinkled happily, "I bet I can make it up to you."
Laughing underwater was a strange feeling, but Gem could get used to it.
