Thinking about how the only evidence anyone's given for "Orange totally isn't the last one guys I swear" that isn't "ain't it crazy how the restaurant has the word restaurant on it, that has no reasonable explanation whatsoever" is the fact that Roman totally could've based the manticore chimera off the dark sides if there was just one more. I have a genuine question for everyone who is more knowledgeable on the batfam than I am. Please keep in mind I've only been aware of the batfam as a whole since the end of last year so I'm very new to this and sorry if its already been talked about, but I haven't seen anything on it.

I know the whole rule that Bruce has about no metas in Gotham, and the fact that he doesn't like metas, but he trained and adopted Duke Thomas, who is a meta, is there a specific reason he broke his own rule? Is it just that he felt sympathy for Duke having lost both his parents to Joker madness? Or is it that rule not as set in stone as I've been lead to believe?
