Of course it isn't that easy as its a Legendary blade. But if its been done once it can be done again.

You just need the skill (which is incredible rare), the materials (which are rare and hard to obtain), and the tools to do it with (which are specialized and would have to be specificly made by a DIFFERENT master crafter).
