I'm tired but I'll weigh in with Frodo is 40 by human years and standards, not hobbit Standards. For a Hobbit he is in his young adult phase. 51 is considered the perfect prime of your life for a hobbit and how old Bilbo was when he went of his adventure with the dwarfs. You can also argue that the ring might of been effecting his aging process because the ring can do that. But I'm sure it's more that Frodo looks young because he IS young. Hobbits often reached the 100 years mark (or there abouts) and what made Bilbos birthday special was he was now 111. Frodo is also by birthed by a Brandybuck (his Mother) and he is cousins with Merry, who is cousins and best friends with Pippin Took by the beginning of the book. Frodo was raised in the Brandybuck household until he was 21 and adopted by Bilbo (his cousin but described as uncle) to be his heir, so they likely met at a family gathering and Merry been one of his closest friends brought Pippin along and they either played together or got up to youthful mischief (which we know Bilbo is fond of) as children do. As for Samwise Gamgee in the book he is Frodo's Gardener after the 20 years time skip, not before.

So he isn't a too young to be doing labour hobbit we don't get his age but he is written as a down to earth steadfast guy, both physically and emotionally strong for a Hobbit- that just makes me think he is a bit older then Frodo but still in his prime; that's in my head cannon not story cannon though. We don't have a lot of details about Samwise and Rosie's romance just that they got married and had children really but I don't remember her been mentioned until the last book anyway.

Rereading the lord of the rings. I forgot that Frodo was also middle aged by the time he set off on his adventure.
