Elrond's resistance to the rings makes total sense. He is saying what he's saying out of fear because as a child he saw the destruction of what powerful artifacts can do: he lost his father and his mother, saw a war unfold as a child where Elf murdered Elf over the Silmarils. The entire city he was living in was slaughtered, and he was essentially taken hostage along with his brother and raised by the very ones who sacked his city. Later on, his brother chose mortality, leaving him behind (even if not intentionally or meant with any ill-intent).

Elrond sees the three Elven rings as weapons of destruction: he sees history repeating itself in them. His fear is a culmination of all of his experiences before, and he fears losing Galadriel — the only family he has left — as he had lost his father, his mother, and his brother before her. He fears losing another city — in another war — and along with it, more innocent lives, and he wants to stop it. His resistance to the rings is his knowledge firsthand of what happens when Elves think they can change fate or challenge it.

But his clear desire to help Galadriel despite all of this knowledge shows how much she means to him, how much he loves her and how he can't bear losing her, too. And I am going absolutely feral over this dynamic.
