On June 14, 2024, international news agency Reuters exposed a secret disinformation campaign by the US Department of State meant to discredit Chinese-manufactured COVID-19 vaccines amongst Filipinos. The US anti-vax fake news campaign ran from 2020 to 2021, and involved the use of dummy social media accounts posting false and unscientific information about the efficacy of Chinese vaccines, as well as weaponizing pervasive racist conspiracy theories that the COVID-19 pandemic was created and spread by the Chinese government.
We demand an immediate investigation by the Philippine government on the matter, and for decisive action to be taken by the government to hold the US accountable for its deception campaign against the Filipino people. The Reuters exposé has uncovered a clear national security threat to the Filipino people. The US carried out its fake news campaign at a time when the COVID-19 pandemic was ravaging the Filipino people, and worsened already widespread anti-vaccination beliefs amongst the public.
We are appalled by the glaring lack of Philippine media coverage on the Reuters exposé. An international scandal has just been uncovered. How can truth be spoken to power, and how can political action be taken by citizens, if the media does not play its part? Silence is silence, whether due to the threat of repression or the suffocating consensus by media capitalists that unsavory things be left unsaid. We call on all media workers, whether working at mainstream media organizations, independent media, social media, or campus media, to take the lead themselves and focus public attention on this issue.
The year-long campaign clearly demonstrates the untrustworthiness of the US as a strategic diplomatic and military partner of the Philippines and of all Global South countries. The campaign was initiated by the Trump administration and was first focused on the Philippines. Later on, the project was expanded further into Central Asia and the Middle East. It took the Biden administration three full months to end the globalized and state-sponsored mass disinformation project.
This issue is not just a problem of specific administrations. The year-long campaign should remind the workers and the masses of the Philippines and the world that the US remains the world’s foremost imperialist power. Its overriding foreign policy concern is the maintenance of its dominant global military and economic position, and its means are deception and force.
The US’ covert effort to corrupt public discourse in the Philippines should prompt the Marcos administration to question the intentions of its close diplomatic and military ally. The disinformation campaign was motivated primarily by the US’ geopolitical rivalry with China, which has, since the former’s Pivot to Asia in 2012, increasingly taken on a more militarized and antagonistic form. US military and intelligence agencies are manufacturing consent in the Philippines to win the hearts and minds of the Filipino masses in its effort to overpower China through military means. This is its real goal, and not to aid the Filipino people to address Chinese maritime aggression.
The US has no legitimacy to pose as a champion of international laws and norms and as a partner to secure the Philippines’ national sovereignty. It conducted its campaign to serve its own geopolitical interests with no regard for the immense need of the Philippines to vaccinate its citizens against the pandemic. Once again, Washington D.C. has Filipino blood on its hands.
US interference in Philippine public life cannot be left without consequences. Philippine foreign policy should pivot away from its longstanding reliance on the US and towards ASEAN, and away from addressing Chinese aggression through militarized means and towards regional multilateral diplomacy. (Crossover with Madam Secretary)
Situation: Jethro and you are secretly dating. You catch a cold and Jethro takes care of you.
Reader’s POV:
“ Hyanchoo” I don’t know for how many times I had sneezed from the morning.
“ Y/N,  go back to the hotel, take some rest. We can pass the resolution in International Maritime Organisation. It’s a mere formality now. The trade agreements eco friendly  initiatives have been agreed upon by all the countries.”
“ I am okay. It’s just allergies and a cold. It’s spring . With the pollen dusts and the change of seasons, I catch a cold every time. No big deal.”
“ Well your eyes are watery. You have runny nose, which by the way looks like Rudolph the reindeers.”
“ Very funny Blake.”
“ Okay updates on the Secretary General of the Organisation.” Jay said.
“ Well NCIS is on protection detail along with the protection of UN staff. The diplomatic security is working to increase the security of member states concerned with the resolutions. But now that NCIS has captured the corporations responsible for the sabotage and threat to the resolution, there’s not much need to worry” Nadine said.
“ Y/N , if you see Special Agent Gibbs , tell him to put updates through email. I can’t have him barking orders to me everytime on the phone. “ Jay sighed.
“ Yeah , good luck with that.” I chuckled. “ I haven’t  seen him , since I landed in London . He has this case and I this agreement. Maybe you should liase with NCIS next time. I am pretty sure you will like him then.” I laughed.
After the successful passing of the resolution , we boarded the plane back to DC. Tony was up to his usual antics irritating McGee and Blake . Tony,  Jake ,McGee , Matt and Blake, who were chatting about shared interests while Nadine and Daisy were debating on Billy Joel and Adele.  Gibbs was preparing the case report while Msec and I sat with the brief that will be put out by the state department.
I felt really feverish. There was no doubt I was running a high temperature. My sinuses were blocked . I was feeling dizzy and lightheaded. Plus being up on air made me really nauseous, especially when I was running a fever.

Gibbs’s POV:
I went to the head and after doing my business ,as I opened the door  , I saw Y/N rushing in and throwing up. I pulled her hair up rubbing her back . As my hands made contact with her skin , I could make out that she was running a high temperature.
“ God Y/N , you are burning up.” I said feeling her forehead.
“ It’s just a common cold.”
I led her out to the seating area of the plane.
“ Is she okay ?” Nadine said worried.
“ She was throwing up in the head. She has a temperature.  Tony Scoot , let her lie down on the couch. “
“ You can put her in my bedroom. “ Msec said. “ She needs to rest “.
“ No , it’s against protocol.” Y/N  protested.
“ You think I care” Msec countered.
Knowing that I can’t win an argument with Y/N , I decided there’s no point arguing.
“ Ok, fine Y/N. Just lie down on the couch.”
“ You need meds” Blake said.
“Already took something for the cold, one for the fever and one for the  nausea.”
“ Here this is your jet lag medicine.” Blake said handing her a bottle.
“ Yuck it tastes awful . I am not taking that.”
“ Y/N” I said sternly.
“ Alright fine” she said chugging the med.
“ Here’s some soup. You will feel better.”
“ Not feeling like eating anything. “ she said keeping the bowl  down on the table.
“ Y/N” I said sternly.
“ Ok I took the medicine. Not taking the soup. I am negotiating. It’s diplomacy “ she said chuckling.
I took a spoonful of soup ,and held it in front of lips.” Well I am no diplomat , so this is my offer. Either you eat it on your own or I shoved it down your throat . Your choice” I said.
As she parted her lips I fed her the spoonful of soup. Then she extended her hand taking taking the bowl from me. She rolled her eyes. She is bratty even when she is sick.
“ Wow this is the first time I have ever seen Y/N  actually listen to someone. She never listens.” Blake said.
“ Our boss kind of has that effect on people” Tony said proudly.
I covered her with my jacket, and Msec got up to get a blanket from her room in the plane.
“ Ma’am  ,I can’t use that Blanket. It’s against protocol” she said.
“ Well I am ordering you” Msec said.
“ But”
Gesturing the MSec to hand over the blanket ,I tucked Y/N in. She was trying to protest , but seeing my glare she kept quiet.
She  quickly fell asleep. The medicine was working.
“ She should take my bed.” Msec said. She will get a stiff neck lying on the couch like that.”
“ She is so stubborn ,she will not break protocol.” Nadine said looking lovingly at Y/N”
“ Here is a girl who is brilliant in out of the box thinking , but will adhere to this silly little protocol.”  Elizabeth chuckled.
“ Well if you could carry her to the bed , that would be good.” she mused.
….
I carried Y/N to the bedroom and tucked her in. Then I gently patted her head, lightly kissing her forehead.
“ You know Y/N hardly listens to anyone. Making her listen is quite a task.  She is such a headstrong girl, and I like her for it. Well she gives my kids a run for their money  . Then she listens to you. Then of course she really loves you.”
“ I love her so much.” I said. “  I figure you know then that we are dating.”
“She is pretty secretive , very difficult to read. But I know her for a long time. Plus I am Ex CIA , so I can make 2+2.” Msec Chuckled.  “ That brings me to my next point. If you ever hurt her , then I will personally punch you in the face, and I do land a good punch.   So Don’t  break her heart, or else I will kick your ass .”
“ Don’t worry Ma’am . I love her. I will hold onto her.”
Reader’s  POV:
I wake up.
“ Hey love, how are you feeling . Your fever has gone down” he said feeling my forehead.
“ Much better. The sinuses are no longer blocked. Emm how did I end up in the bedroom?”
“ I carried you. Msec’s orders” he said cocking up his eyebrows. BTW I got the talk from Msec, the break your heart I am gonna kick my  ass talk.” He chuckled.
“ Ohh. Now I am embarassed” I said covering my face in my arms.
“ Don’t be love. I kinda liked it. I love you” he said pulling me closer.

Kijimuna – Mischievous red-haired spectres
Kijimuna are legendary small tree spirits from the Okinawa Islands in Japan, who live in trees (generally old banyan trees). They are said to look about 3 or 4 years old and have red hair.
Another name for the kijimuna is bungaya, which means roughly large-headed. The Kijimuna are known to be very mischievous, playing pranks and tricking humans. One of their best-known tricks is to lie upon a person's chest, making them unable to move or breathe such as sleep paralysis. Even though the Kijimuna are tricksters, they have been known to make friends with humans.
They are skilled fish catchers and only eat the left or both eyes of the fish they catch. Therefore, if you become friends with a Kijimuna, you can always get a fish and become rich. They are good at diving and fishing and catch a lot of fish in seconds. But all the fish they catch have no eyes. They can also run around on the water surface and can stand on the water while carrying people.
They are extremely hatred of hot pot lids, octopus, chickens and human farts, and it is forbidden to let them near the Kijimuna. They also die (or are forced to move to another tree), if a nail is driven into the tree in which they live. They will take terrible retribution, including murder, against anyone who breaks these prohibitions.
Nevertheless, as long as one do not break these prohibitions, they are basically harmless to humans, and many lores say that they are "good neighbours" with humans.
[History of Ryukyu Islands (collective name for Amami Islands, Okinawa Islands, Miyako Archipelago and Yaeyama Archipelago)]
The Ryukyu Islands are known to have been inhabited by humans for about 32,000 years.
The Ryukyu Kingdom was a monarchy, existed in the southwestern islands of Japan for about 450 years, from 15th century to 19th century. It developed through diplomacy and trade with China, Japan, Korea and Southeast Asian countries, and the castle of the Ryukyu dynasty, Shuri Castle, was the political, economic and cultural centre of its maritime kingdom. In the late 19th century, the Japanese Government, dispatched troops to oust King Shoutai from Shuri Castle and proclaimed the establishment of Okinawa Prefecture (Ryukyu Disposition). Here, the Ryukyu Kingdom was destroyed.
Genetic studies have shown that populations in the Ryukyu Islands (Okinawa Islands, Miyako Archipelago and Yaeyama Archipelago) have no direct genetic link to mainland China or Taiwanese populations and have identical paternal lines to mainland Japan, and nuclear DNA analysis in 2018 showed that genetically, Ryukyuans are the most closely related, followed by mainland Japanese, from the Ainu (Ref) perspective.
Furthermore, in 2021, a paper on archaeogenetics published in the journal Nature stated that DNA analysis of prehistoric human bones excavated from the Nagabaka (lit. Long graveyard) site in Miyakojima City showed that they were "100% pure Jomon", a research finding that indicates that prehistoric archipelago people came from the Okinawa Islands.

キジムナー 〜 いたずら好きな赤毛の妖怪たち
キジムナーは、日本の沖縄諸島に伝わる伝説の小さな木の精霊で、樹木 (��般的にはガジュマルの老木) の中に住んでいる。見た目は3、4歳くらいで、赤い髪をしていると言われている。
キジムナーの別名は「ブンガヤ」であり、「頭の大きい」という意味である。キジムナーは非常にいたずら好きで、いたずらをして人間をだますことで知られている。最もよく知られているのは、人の胸の上に横たわり、身動きや呼吸をできなくさせる「金縛り」だ。そんなキジムナーだが、人間と仲良くなることもある。
魚捕りが巧みであり、しかも捕った魚の左目または両目だけしか食べない。その為、キジムナーと仲良くなれば魚をいつでも貰え、漁運に恵まれる。海に潜って漁をするのが得意であっという間に多くの魚を獲る。でも、彼らが獲った魚は全部目が無い。また、水面を駆け回ることができ、人を連れながらでも水上に立てる。
熱い鍋蓋、タコ、ニワトリ、人間のおならを極端に嫌い、それらのものをキジムナーに近付けるのは禁忌である。また住んでいる木に釘を打たれると死ぬ (或いは別の木への転居を余儀なくされるとも)。これらの禁忌を破った人間に対しては、殺害を含む恐ろしい報復を為す事も辞さない。
然し、禁忌さえ破らなければ基本的に人間には無害な存在であり、人間とは「良き隣人」であると言う伝承が多い。
[琉球諸島 (奄美群島、沖縄諸島、宮古列島、八重山列島の総称) の歴史]
琉球諸島には、約3万2千年前から人類が住んでいたことがわかっている。
15世紀から19世紀までの約450年間、日本の南西諸島に存在した君主制国家、琉球王国は、中国をはじめ日本、朝鮮、東南アジア諸国との外交・貿易を通して発展し、琉球王朝の王城、首里城はその海洋王国の政治・経済・文化の中心にあった。しかし、19世紀後半、日本政府が軍隊を派遣し首里城から国王尚泰 (しょうたい) を追放し沖縄県の設置を宣言した(琉球処分)。これによって、琉球王国は滅亡した。
遺伝子研究では、琉球列島 (沖縄諸島、宮古列島、八重山列島) の集団は、遺伝的に中国本土や台湾の集団との直接的なつながりはなく、日本本土と同一の父系を持つという研究結果や、2018年の核DNA分析から遺伝的に、アイヌ���参照)から見て琉球人が最も近縁であり、次いで日本本土人が近縁であるという研究結果が発表されている。

The Origin and Legitimacy of China's Nine-Dash Line:
China's Nine-Dash Line first appeared on Chinese maps in 1947, with Beijing using it as a basis for asserting historical claims to vast maritime areas in the South China Sea. "In considering such archival images as traces of encounter, contemporary historians would of course seek to adduce more evidence about the meanings of such events for the participants, in this case both British and Hawaiian, situating these events in their time and place. From this perspective, the rituals of diplomacy, the expectations of the various parties, the knowing and unknowing ways in which these events were described, would all need to be investigated. The same is true of the many other examples of the art of encounter in Linton Palmer’s albums. From an art historical perspective, such imagery would also need to be carefully contextualized with reference to matters of style, genre and perspective. In many cases, as I have argued, the influence of the naval tradition of maritime view-making is clear. However, there is another way of seeing these visual archives, especially when encountered from a heritage perspective, in which the informational content – the documentary detail – may matter even more than the point of view.
In order to substantiate this final point, we should return to Linton Palmer’s Fort Victoria sketches. Fleeting views they may have been, but in their attention to detail – whether the rendering of the hair and adornments of the people he encountered, or the material evidence of Indigenous presence in the landscape – such pencil sketches by naval visitors sometimes record what other contemporary documents do not, and in ways that can be located precisely in space and time. The matt lodges around the Fort, the cedar plank houses across the harbour, a fishing station in the distance: all these features signal an active Indigenous presence at a particular moment preceding a disastrous era in the history of the Indigenous people of what became British Columbia. Since they were first made available to First Nations historians following their exhibition in a 2009 RGS-IBG exhibition (Hidden Histories of Exploration), Linton Palmer’s images have entered the visual archive of Indigenous history and made more widely available in digital form. In particular, they have been incorporated into understandings of local settlement history by Grant Keddie, a curator at the Royal British Columbia Museum in Victoria. As Keddie’s work indicates, there is an ‘archaeological’ way of reading such documents, cross-referencing with other sources of evidence about the precise geography and chronology of landscape change. As is clear from the contemporary significance of the Indigenous sites sketched by Linton Palmer, such work is far from merely of academic interest. In 2001, 150 years after the brief visit of HMS Portland to Fort Victoria, a claim was filed in Canadian courts asserting that the land on which the Parliament of British Columbia was built (near the original Fort) had originally been occupied by or promised to First Nations peoples. After a long and contested legal process, the Ministry of Aboriginal Affairs and Reconciliation eventually reached an out of court settlement with the representatives of the Esquimalt and Songhees nations, which has been valued at $31.5 million dollars. In this context, mapping the precise geography of Indigenous settlement in space and time mattered a great deal: in fact it truly was the multi-million dollar question. Between the 14th and 19th centuries, Dubrovnik ruled itself as a free state. The prosperity of the city was historically based on maritime trade; as the capital of the maritime Republic of Ragusa, it achieved a high level of development, particularly during the 15th and 16th centuries, as it became notable for its wealth and skilled diplomacy. At the same time, Dubrovnik became a cradle of Croatian literature. In his letter to Nikola Nalješković(1564), poet Ivan Vidalić named it "crown of Croatian cities".[7]
