The woman mentioned here is Briana Boston, who, over the phone, told a representative of Blue Cross Blue Shiled "Delay, deny, depose. You people are next". She's been charged with threatening to conduct an act of terrorism for this.

I wish Kulinski would have elaborated and shared his sources because obviously this is a pretty dismissible assertion without context.

My guess is that these two figures represent different approaches to homelessness. After a Google search, I found that a $20.4b draft budget from the Los Angeles City Council proposed ending homelessness in a decade with that money. Most of it would go to directly housing the homeless:

As for the community note, that represents the money California has already spent on responding to homelessness in the past 5 years, with different tactics. Direct housing initiatives are not the focus of CA’s current approach, and I imagine a lot of money is spent on policing, sweeping/raiding, and jailing.

The underlying sentiment (or what I assume it to be) behind Kulinski’s assertion is true: homelessness is solvable, we just need the money to actually go into housing these people. But Elon and the government do not want to do this because they think it’s bad to “give handouts” to people they have deemed deserving of misery.
