In all seriousness, I actually am of the opinion that Baltor is unable to have children, so we’ll never know. Is that a cop out answer? Probably.

Out of the two options you’ve presented, however, I don’t see why he couldn’t be both. I personally don’t see parenting as being one way or the other, I think it’s a healthy mix of both. And while I do see Baltor as leaning towards the strict side, I think he’s still very capable of spoiling his child. And by spoil, I mean he would definitely encourage bad behavior as long as it doesn’t involve disobeying him. Like, the first time Baltor’s kid places a dark curse (that I guarantee he taught them) on another kid, he’s buying the kid whatever they want (much to Bloom’s dismay).
