I would say that the relevant question here is another: can we, as an empire, intervene to avoid a genocide without causing more human suffering than it would happen otherwise?, and implicit on it: can a political order to our armed forces ensure that they won't engage in practices that violate human rights in their execution of those orders?
I would say that, in general, the US wouldn't be ordinarily able to produce significantly better results than non-intervention, but that it depends heavily on the case in question, of the state of the discipline and training of their armed forces, and of the international balance of powers that could get involved in the conflict.
I know for sure, to give an example, that *our* armed forces failed at avoiding to cause additional damage when intervening abroad, when they assisted in the aftermath of the 2010 Haiti earthquake. There were reports of indiscriminate aggressions to the local population, including sexual attacks, and not in general, the UN intervention itself wasn't effective in restoring control to the Haitian authorities and to ensure a lasting democratic rule. It's a more credible scenario that Haiti will remain permanently occupied and impeded of self government.
If a genocide is being committed and I am the president of a large military power to the extent where it is feasible for me to just... stop that genocide if only temporarily via military means should I do it? this is an understandable question but it is also fundamentally malformed--built upon unspoken premises that are incorrect. imperialist nations, with the power and resources to conduct large-scale global military interventions, are specific structures that are built in specific ways. much like any other organization, they are self-filtering. you cannot become the president of the united states of america if you genuinely believe that the purpose of the united states military is anything other than to enrich the usamerican bourgeoisie (or, in sanitized language, 'protect usamerican interests').
similarly, just like any tools, militaries are not neutral and all-purpose. the usamerican military has over centuries been built as a resource-extraction and violence apparatus. saying 'the imperial powers should use their militaries to enforce peace and safety for oppressed peoples' is like saying 'i'm going to cook my soup with this gun' -- it can't do that. it is not an apparatus capable of doing that and to become one it would have to be transformed to an unrecognizable degree.
so the answer to your question is: this is a pure thought experiment. military power cannot be (to paraphrase a lenin quote i love so very much) taken alone, but rather must be 'taken together' when considering to what applications it 'can' or 'should' be used. this question is much like saying 'if i have a missile launcher, should i use it to cook food for the hungry?' where giving any answer at all surrenders to the absurdity of the question.

I agree with the Qatar thing, like yes ofc the west is very hypocritical and has violated many human rights. Qatar has to, like the fact that you can be killed if you are gay, also the fact that 6500 migrant workers have died since they won the rights to host the World Cup. It also makes me so mad that David Beckham is an ambassador for Qatar after he has been such a strong supporter of the LGBTQIA community.
yeah i mean i get suspicious in general when people get really heated about critiquing the middle east and then, like, say nothing about brazil, or hungary, or any of the many, many countries that are literally embracing fascism and democratic backslide. but it also pisses me off when people from the middle east or south asia (people i grew up with!!) are like ohh but it's our culture you claim you want diversity but you won't recognize our culture!!!

but i also think the bulk of the work w/r/t reform needs to come from inside the house. the west has done massive harm in the guise of humanitarian intervention. at the same time: if people from inside the house are calling for help, it behooves everyone to help.

I'm not a current scholar in international relations, but I have spent a decent amount of time in academia studying it and have kept up on some theory in the interim as it follows international law.
That said, it really pains me to see how little discussion and discourse about international relations talk about the reality of intervening in another country's sovereign affairs. Yes, even in a humanitarian crisis. Yes, even in a genocide.
Do you know what sovereign equality is, and how it is so important that it is even enshrined in the UN Charter? Do you understand that one nation intervening in another's affairs - even in a humanitarian sense - is inherently an act that imposes the intervening nation's ideals and beliefs upon the other sovereign nation? Do you understand that often, particularly when done by the west, this inherently carries with it remants of colonialism and cultural christianity as ideals to be attained through that intervention?
Even brainstorming "solutions" to crises in other countries necessarily indicates that you believe that sovereign is incapable of managing its own affairs and that you - a person who is wholly removed from that society, culture, and ideals - have an "answer" to a problem you'll never truly understand. That you, an outsider, intervening against that sovereign's independence and right to self-determination, would be "better."
Can't you see how that's an issue?
I hope more people can come to this realization either on their own or through a more robust discussion in leftist spaces.
