Make quick and easy improvements to your home, whether your home is for sale or not.

Get white, fluffy towels.

Sort out the bookcases.
Give your shelves some beauty while you're organizing things. Rearrange the remaining books so that some are stacked horizontally, and some are vertically by completely removing 25% of them. Put a few objects within the bookcase as accent pieces and bookends. This will brighten your bookcases and give the space more charm and character.
Deep cleaning
Nobody wants to enter a house with a filthy toilet or scarred walls (and possibly not you!). Spend time cleaning each room in your home, but be mindful of cleaning odors.
Avoid filling houses with too many scents. They'll believe you're concealing something. Instead, make a batch of chocolate chip cookies, and keep it out on the counter for potential customers. This home staging tip will benefit your family even if you aren't selling your home.
De-Personalize
Although we know you took great pains to make your house a home, not all buyers will share your preferences when you try to sell it. Remove everyone's junk and personal photos. You want the prospective buyer to be able to picture living there.

My 63-year old aunt, Merlina (Dina) Bayongan, is currently recovering at home from a broken hip, and the costs for surgery and medical treatment have become more than our family can afford on our own. Currently, the hospital has informed us that the bill is $20,000 CAD and likely to increase. My family and I are incredibly grateful for your assistance in paying for the costs of treatment so we can ensure her quality of life.
My aunt is a resident of the Philippines, who has been visiting my family for the last few weeks here in Canada. She broke her hip on November 28, after falling during a dizzy spell most likely due to a fever she had at the time. Being a tourist with no insurance, medical care is not covered under Canadian insurance policies. We ended up calling for an ambulance to take her to the hospital after we also realised she had developed an infection on her foot during her fever. This turned out to be a necessary call - during the ambulance ride, the paramedics became increasingly worried about the state of her hip, and X-Rays at the hospital confirmed that she had broken it in the fall.
My aunt stayed overnight at the hospital, where they informed us that her stay would cost $3000 per night out of pocket for the duration of her stay, and told us she needed to go into surgery the next day. Thankfully, the surgery has gone without any hitches, and she is recovering well, a fact that my family and I are eternally grateful for. They kept her a few days longer before she was able to come home. Despite everything, we are relieved that her injury occurred here in Canada, rather than back home in the Philippines, because the healthcare options for her are much better than what's available back home.
She is currently recovering at home, and has been improving in strength. We've been taking her for daily walks outside the apartment hallways, with the help of a walker lent by the hospital. We have a few other equipment on loan including a pushchair, and things to make our bathroom a bit more accessible, but we'll have to start covering the rental fees once the month ends.
She came to visit Canada after retiring back home in the Philippines as she wanted to experience snow for the first time, so we are really hoping she recovers well enough that we can at least take her outside to experience Canadian snow, and hopefully return home to her family and grandchildren back in the Philippines. The holidays will be rough for my family and hopefully with your help, we can make all this trouble worth it by getting our aunt back on her feet.

James Charles Evers (September 11, 1922 - July 22, 2020) was a civil rights activist and former politician. He was known for his role in the civil rights movement along with his younger brother Medgar Evers. He was made the NAACP State Voter Registration Chairman in 1954. He took over his position as field director of the NAACP in Mississippi. He organized and led many demonstrations for the rights of African Americans.
He was named “Man of the Year” by the NAACP. On June 3, 1969, he was elected in Fayette, Mississippi as the first African American mayor of a biracial town in the state in the post-Reconstruction era, following the passage of the Voting Rights Act of 1965.
He was born in Decatur, MS to James Evers, a laborer, and Jesse Wright Evers, a maid. He was the eldest of four children. He graduated from Alcorn State University.
During WWII, he and Medgar Evers both served in the Army. He fell in love with a Philippine woman while stationed overseas. He could not marry her and bring her home because the state’s constitution prohibited interracial marriages. After serving a year of reserve duty following the Korean War, he settled in Philadelphia, Mississippi. He began working as a disc jockey at WHOC, making him the first African American disc jockey in the state. He managed a hotel, cab company, and burial insurance business in the town. He moved to Chicago. He began working as a meatpacker in stockyards during the day and as an attendant for the men’s restroom at night. He began pimping and ran a numbers game. He gained enough money to purchase several bars, bootlegged liquor, and sold jukeboxes.
At the time of his election as mayor, the white officers of the Fayette city police “resigned rather than work under a Black administration”, according to the Associated Press. He then outlawed the carrying of firearms within city limits. He was married to Christine Evers until their marriage ended in annulment. He married Nannie L. Magee (1951-74) with whom he had four daughters. He lived in Brandon and served as station manager of WMPR 90.1 FM in Jackson. #africanhistory365 #africanexcellence

An Arizona mom has pleaded guilty to poisoning her US Air Force husband after he caught her pouring bleach into his coffee maker on cameras he hid throughout their home.
Melody Felicano Johnson pleaded guilty to two counts of poisoning food or drink for dumping the deadly chemical into the coffee machine before Roby Johnson had his morning cup of joe on July 11 and July 18, 13 News reported.
Melody pleaded guilty to the lesser crimes and the attempted murder charge she initially faced was dismissed in return, according to the local news station.
The poisonings occurred while the couple was undergoing divorce proceedings but were still living together at the airman’s duty station in Germany and in Arizona.
Roby noticed his coffee began tasting strange while they were stationed in Germany in March and suspected his wife, the mother of his children, had been trying to poison him.
“He stated she knew that he would prep his coffee pot to be ready at night so that in the morning he just needed to turn it on to make his coffee,” court documents show. “At that time he stopped drinking the coffee but continued to pretend to drink.”
Once back in Arizona, Roby set up hidden cameras in their home to try to catch his estranged wife in the act.
On July 16, Melody was filmed pouring liquid from a large bottle of bleach into a smaller container in the family’s laundry room.
Moments later, she was caught on another hidden camera walking into the kitchen and pouring the contents of the smaller container into the water basin of the coffee maker.
Roby also filmed himself testing the water from the coffee maker in an effort to collect more evidence to provide to police.
“You can smell it from here. You can smell it,” he announced in one clip.
“Look at that,” he said, pulling the positive, color-changing test out from the coffee maker. “Totally changed.”
In complete disbelief, Roby repeatedly said, “Wow,” and showed the bubbles inside the water holder of the coffee maker before ending the video.
He shared the videos with the Tucson Police Department, which detained Melody on July 18.
The airman believes his wife was trying to kill him to collect his life insurance benefits, according to court documents.
Melody was deemed a flight risk since she has family and property in the Philippines and has remained in custody since her arrest.
She will be sentenced on May 10. She faces up to two years in prison but could be released for time served as the minimum sentence is four months, according to 13 News.

Mobile platform services like Grab and Food Panda employ over 400,000 workers, according to research think tank Fairwork Philippines. These workers form the platform economy, a growing subset meant to describe those employed by delivery, ride-sharing, and other service applications.
Dr. Cheryl Ruth Soriano, principal investigator for Fairwork Philippines, stated that financial insecurity manifests through disproportionately long hours making minimum wage, the lack of provisions for added fuel cost due to infrastructure problems, and a lack of regulatory standards across payment methods, among others.
[...] Soriano noted that in many cases, workers took out loans to use as initial capital, usually to purchase motorcycles, fuel, shoulder maintenance costs, and so on.
However, low wages and irregular hours fail to offset these initial costs. Added costs such as processing fees and other charges made by the mobile platform service also serve to further shrink workers’ take-home pay.
In some cases, platform workers have to contend with ‘quota insurance’ schemes which stipulate that riders must first reach a minimum number of delivery orders serviced before being entitled to insurance benefits. Most delivery service platforms also mandate that the platform worker can only claim insurance if they were injured while on delivery.
Legally, platform workers are offered very little protection, noted Fairwork legal consultant Atty Jayvy Gamboa. Platform workers are considered as ‘partners’, or ‘independent contractors,’ or ‘third-party service providers,’ which leads to workers losing out on legally-mandated benefits.
According to the IBON Foundation, some 20.8 million Filipinos, or 42 percent of the total workforce, engage in outright informal work. If irregular workers in private establishments are also included, the total number can reach as much as 35 million, or 70 percent of the total workforce.
The rise of informal work, including work from mobile platform services, is indicative of a worsening problem with the labor market, says IBON. “The dirty little secret is that jobs are really of lower and lower quality and being reported as ‘employed’ means less and less in terms of livelihoods,” the research group said.
According to the National Union of Food Delivery Riders (RIDERS), organizing platform workers are still faced with challenges, ranging from union busting to legal loopholes. “We can say that we’re now on the radar of workers, the government, and platform companies,” said RIDERS National Coordinator Geoffrey Labudahon. “But we still face problems in organizing.”

A Whole New Chapter
In past blogs I’ve written every week or two. Here I am nearly 3 months into this current adventure and I finally sit down to write. I was really planning to give this up but I’ve endured a fair amount of grief from some of my readers, and with a hopefully blog-worthy event coming up (road trip!) Georgia has encouraged me to get back with the program.
Lots of catching up to do! But before I even get to the Philippines, I’ll take you back all the way to our previous trip. One day, as I was paying the bills necessary to maintain a home in the mountains of California, I thought about the monthly costs for electricity, propane, water, sewer, home & auto insurance, property taxes, etc. and wondered why we were paying so dearly for a home we only used half the time, and planned to use even less in the future. Georgia and I thought about it and talked and decided to downsize and relocate our base in the US, and spend most of our time over here – maybe 9-10 months a year.
And between May 2023 and our return here in March, that’s just what we did. We first found a small home on a ¾ acre lot, still under construction, in Fernley, Nevada. This promised much lower expenses than Graeagle, plus Nevada has no state income tax. As one example, our homeowner’s insurance is $328 per year, while we paid more than that every month for the house in Graeagle. Everything else has scaled accordingly, and though we’re not particularly in love with Fernley, it gives us what we need when we’re there, and we feel safe just locking up the house and leaving for 5-6 months at a time.

The house in Graeagle was put on the market in September, and in one day we had a buyer, with cash, and the deal was done! We stayed in the house until after Georgia’s son Matt was married (in Graeagle) then began the move to Fernley. By November 15 we were Nevada residents.
Max
Although Max was well taken care of while we were gone, by Georgia’s sister Dignah, we were the ones who suffered, missing him terribly. We decided to bring him with us, and leave him here during our short return trips to the US. Our caretakers love dogs so it should work out well.
I asked my nephew, who flies for a major airline, about the best way to fly a dog overseas. “Easy” he said, “he just needs to get registered as a medical service dog then he gets to fly in the cabin, for free.” Lucky for us, he’d done that for one of his own dogs and knew the ropes. Soon enough, Max was a “trained and certified” service dog, able to alert to Georgia’s condition. And no, ADA laws do not allow you to ask what that condition is.

That was indeed the easy part, and only guaranteed Max a comfy seat on the plane. The path started with Max’s vet, who researched the health and vaccination requirements both for import to the Philippines and export from the US. Max got to know his vet well over the next few months but, as attested to by the lengthy USDA export form, he was perfectly healthy. A complete medical and vaccination history was provided to the Philippines Bureau of Animal Imports to receive an import clearance, and various US DOT forms had to be completed.
Thus armed with a large stack of paperwork, and a suitcase full of Wubbas and Chuckit balls, we set off for our flights from Reno to SFO, then SFO to Manila. The gate agent in Reno didn’t want to see any of the papers; she told us that it would be handled at SFO before the international flight. Nope, at SFO we just walked onto the plane and settled into our business class seats. Max had it pretty good for sure!
Surely we’ll have to provide paperwork to get Max through the airport in Manila, right? Well, again, no. Through Immigration, baggage claim, and Customs, Max just trotted along beside us. The whole trip and not once were we asked to provide any documentation. Welcome to the Philippines, Max!
The most amazing thing though, was Max’s bladder control. He used an animal relief area outside the Reno terminal before our first flight, wouldn’t go near the stinky in-terminal relief station in SFO, held it through both flights, then through the terminal in Manila, finally taking a potty break outside the terminal. Super-human!
Kawayan Cove
It was nice to get back to our home, after being back in the states for a very busy 10 months. Nice especially as the caretakers had done a good job maintaining both home and gardens. Ready to move in and relax!
After greeting everyone and making some instant friends, Max spotted the swimming pool. It was a hot day (and he soon found out that every day is hot here!) and in he went. A quick lesson on where the steps were so he can get in & out and now swimming is a daily activity. Usually when one of us is there to throw the Chuckit ball, but we’ve seen him go down by himself and sit on the bench with water up to his chest, just cooling off.
Mabini
Last trip, I wrote about our visit to nearby Mabini/Anilao, a famous dive spot in the Philippines. We noted that the second hotel we stayed in was dog-friendly so for Georgia’s birthday this year we decided to go back, taking Max this time. We all enjoyed relaxing, swimming (both pool and beach for Max), getting massages (sorry, not you, Max), and of course the bar and restaurant. We went diving one day and I got in a couple enjoyable dives, spotting lots of fish, octopus, nice corals and crinoids, turtles, and a number of colorful nudies (nudibranchs).
Where's Dad?
New Car
I had a plan for this trip to replace our Innova with a Toyota Fortuner SUV (a model not available in the US but similar to the Toyota Highlander). More luxurious, better ride and handling, but still retaining a lot of utility for hauling people and stuff around. Georgia had a better idea (as she's prone to have), to get a really small car mainly for use in and around town, something that will be easier to drive and park in the crowded markets.
We originally settled on a Toyota Wigo (again, no equivalent in the US), a very compact “city car” with a mighty 1.0L engine. Buying a new car here isn’t like in the US, where you practically have to shake salespeople off your legs. Even a test drive isn’t standard here; we actually had to go to 3 dealerships to get one. OK, one dealer did let us drive a Wigo, but only around the dealership parking lot! In the 3rd dealership though, we noticed a little bit larger mini-SUV called the Raize. About the same height and width as the Wigo, but somewhat longer and with lots more room inside. Comparison drives between the Wigo and Raize convinced us that the Raize’s even mightier 1.2L engine was worthwhile, plus it was more comfortable overall. A deal was struck and we’re now enjoying our new mini-SUV!
Georgia’s mom is also wanting a car for the Philippines, and it turns out that our Innova is exactly what she’s looking for. We’ve made a deal to sell it to her, so now we’re looking for its replacement. I may get my Fortuner after all!
Driver’s Licenses
Regarding the story above, I got to test drive the cars; Georgia didn’t. The salesperson noted that her license had expired the day before, which was her actual birthday. Mine didn't expire until July so I was good to go.
We’d been clued in to the existence of a Land Transportation Office (LTO) branch in a nearby shopping center that only handles driver’s license renewals, which was said to be very efficient compared to dealing with the full-service LTO. The requirements for renewal are basically passing a medical exam and a written test. We went to the medical office, conveniently next door to the LTO, for our exams. After filling out a short medical history, my exam consisted of getting weighed, height measured, and reading one line of inch-high letters on an eye chart. Every other result of the required “exam” was just filled in by the staff. And then, as I was waiting for my exam results to be registered, I was handed a certificate stating that I’d passed the written test with a score of 92%. VERY efficient indeed, considering that I’d never seen a test. I do wonder what questions I got wrong though…
In less than an hour overall, we both walked out with 10-year renewals on of driver’s licenses. I’ll be almost 80 when this one expires, hope I’m around to get it renewed!
And BTW, I’m mad because Georgia outscored me on the written test, getting a 96!
Billiards
Billiards is a popular activity in the Philippines, probably because it’s played indoors in air-conditioned rooms. I’ve played occasionally here with Herve, who has a table, but this year we’ve hooked up with Kawayan Cove neighbors Graham (of English garden fame) and Andy (a New Yorker who lives mostly in Singapore). Also in our group, from neighboring developments, are Jean (Belgian), and Robert (Canadian). We call our informal group the “Sandy Balls Billiards Club” and we play a “tournament” every weekend, each putting 100 Pesos (about $1.75) into a winner-take-all prize pool. I’ve won once, hoping to continue to improve my game.

Road Trip!
We’ve been talking about a road trip to the far northern reaches of Luzon for some time; we finally decided to do it. And just like our road trip to Baguio and Sagada in 2018, we’re not driving or taking our car, rather hiring both. Reminds me of an old commercial…

Food and Lodging for Driver = $10/day
Sitting in the back and enjoying the ride = Priceless!
Our itinerary will include La Union, Vigan, Pagudpud, Santa Teresita, Tuguegarao, and Baguio. Stay tuned!

Would you rather have another job? I would, but the job market sucks and it's been a challenge trying to apply to new ones even though I had been actively looking every day of February. I got a little impatient so I've ultimately settled for a new role, still in my current workplace – so I've still resigned from my current post, but the new role will allow me to continue to be in the industry I like while removing the shit I don't want to deal with and had originally resigned over.
Did you ever live in a house with more than one story? I currently do. It was the house I grew up in that didn't have an extra floor.
What room of your home do you spend most time in? My bedroom, since it's also my workspace.
Is your second toe longer than your big toe? Just super slightly, but yeah.
Have you ever given yourself a tattoo? Nope.
Do you own any clothes you wouldn’t wear in front of your mother? Not really.
Do you have health insurance? Just Philhealth. What are some medical issues you’re currently dealing with? Just what I'm presently sensing as anemia, but other than that there aren't any.
Why did you last take pain medication? Can't even recall. I just apply a cooling ointment whenever my back and shoulders are sore lol, and I've been proactively lessening my Biogesic intake because I don't want to be too dependent on it every time I get a headache.
What physical traits have you inherited from your father? I find that my smile and mouth are similar to his. I think my eyes too? Idk but in general I'm the most well-balanced among me and my siblings when it comes to genetics haha, so it's hard for me to tell which of my features look more like my mom's or my dad's.
How about your mother? My overall face structure? IDK IT'S REALLY HARD TO TELL LOL
What personality traits do you wish your children would inherit from you? I take pride in how devoted and loyal I am in my friendships, so it'd be nice for my hypothetical and likely-to-never-exist kids to get that from me. Also, passion for their hobbies! I'd listen to my kids ramble on all day about whatever it is they're interested/invested in.
What parts of the world are your ancestors from? Philippines, and that's pretty much it lol. I don't think I have ancestors from Spain.
Have you ever had a strange pet, outside of the normal animals people keep? No.
Do you believe in astrology? Hell no.
Do you drive an electric car? No. It just wouldn't be the smartest decision to get one at this point as we barely have the technology or network to make owning an electric car a feasible long-term thing. Philippines was already late as it is when it came to the internet, so I imagine it would be the same - perhaps even longer - with the electric cars.
Do you like facial hair on guys or do you prefer the clean shaven look? Eh, it depends on how they look with the hair.
Who was your first celebrity crush? It was a tie between Zac Efron and Ashley Tisdale, haha.
Are you good with kids? I honestly don't know. I was good with kids before as a First-Born Asian Daughter™ lol, but I haven't been arounds kids in YEARS so idk if my abilities still hold up.

Hi,
Not much going on here. I'm trying to reclaim the house from all the boxes that come from online shopping. It's not that we bought much but some where in HUGE boxes. The sink we installed was 33x22 so imagine the box that came in. The faucet wasn't much better. Then the add-ons like the strainer and disposal connector.
I broke down and purchased a new disposal. I didn't know they came this quiet these days. Heavy as all get out but quiet. I upgraded the motor so it's supposed to tear through most organic kitchen waste.
We can't put bones in the composter. I'm putting this out there for those who like to read that people are trying to be greener.
I never got the garden set up so it'll have to wait till spring. We keep getting snow and rain tag teaming it so the blocks at the neighbors will be stuck together. I don't own a flame thrower and refuse to get a hernia so spring it is.
As for my health...in case you haven't figured it out I use Dream Cafe as a organizational, thoughtful, work things out board for myself. So, my health is still a bit of a roller coaster. So much so that my daughter brought home 3 library books about traditional Chinese medicine. I've made it through most of the Chinese herbal one. The philosophy is intriguing, but not realist when you are working on a budget and your health insurance won't pay for the herbs or visits to a herbal pharmacist or Dr. practice traditional Chinese medicine.
I do like the idea behind it vs our western medicines take on health. So, we went to the Asian markets an hour from us and I got some greens and other fruit/veg the Dr., from the Philippines, said I should eat. I'll make a veggie quiche a bit later today.
I'm hoping they, the greens and more veg...I'll be a bunny soon...will help the infusions work better. I've been getting ill between treatments since I went through the 2 rounds of antibiotics a few months ago. So increased veg, kettlebell swings, and trying the Chinese exercise called Chi Kung, one of the three books my daughter brought me, is my plan for the new year.

How Can We Compensate Better Our Workers in the Philippines?
Improving the lives of Filipino workers goes beyond just paying them fair wages. Although the Labor Code already sets minimum wages, benefits, and worker protections, many workers still face financial difficulties. To truly improve their situation, we need to consider adding extra benefits that can help workers not only survive but thrive. There are several areas where we can make changes that would significantly improve the lives of workers in the Philippines. One key improvement is offering flexible work arrangements. The pandemic showed us that remote work and hybrid work setups can be highly beneficial for workers. These setups help workers save on transportation costs, reduce the stress of long commutes, and improve their work-life balance. To build on this, we could pass laws that guarantee workers the option to work from home or have flexible hours, as long as it doesn’t affect the quality or amount of work. For jobs where remote work isn’t possible, like those in manufacturing or healthcare, we could introduce shorter workweeks or staggered shifts, where workers take turns coming in at different times. These measures could also improve workers' productivity and reduce stress.
Another important area to address is healthcare. While PhilHealth provides some medical support, it often doesn’t cover all the medical expenses that workers face. Many workers end up paying out of pocket for treatments and medicines, which can be a heavy financial burden. To fix this, the government could require employers to offer additional health benefits, either through private insurance or by providing supplemental health coverage. This would help workers and their families manage medical costs better, reducing the financial strain during health emergencies and ensuring workers have access to proper healthcare. Childcare support is also an issue that needs attention. Many Filipino workers, especially women, struggle to juggle their jobs and take care of their children. The cost and availability of childcare services can be a huge challenge. To help with this, the government could introduce subsidized child care services or offer tax breaks to employers who set up childcare facilities in the workplace. This would not only help working parents, particularly mothers, balance their work and family responsibilities but also promote gender equality in the workplace. When workers don’t have to worry about their children while they work, they are more likely to focus better and be more productive.
The rising cost of living in the country is another challenge that affects workers. Prices for basic goods, housing, and transportation have increased, making it harder for workers to make ends meet. To ease this burden, the government could offer more housing programs to help workers find affordable homes close to their workplaces. Having affordable housing options near industrial zones or urban centers would cut down on commuting time and transportation costs. Additionally, transportation subsidies, such as vouchers or shuttle services provided by employers, would help workers, especially those in big cities like Metro Manila, save money on commuting. These measures would reduce the financial pressure on workers and make their daily lives more manageable.
In conclusion, improving the compensation for workers is not just about raising their wages. It’s about addressing their overall needs and creating an environment where they feel valued and secure. By offering flexible work arrangements, better healthcare, childcare support, and subsidies for housing and transportation, we can help workers thrive in their jobs and in their personal lives. These changes would make workers feel more motivated, productive, and loyal to their employers. When the workforce is supported and well-compensated, the whole country benefits. Investing in workers is investing in the future of the nation.

FAMILY CODE OF THE PHILIPPINES
TITLE 1. MARRIAGE
Article 43. The termination of the subsequent marriage referred to in the preceding Article shall produce the following effects:
(1) The children of the subsequent marriage conceived prior to its termination shall be considered legitimate;
(2) The absolute community of property or the conjugal partnership, as the case may be, shall be dissolved and liquidated, but if either spouse contracted said marriage in bad faith, his or her share of the net profits of the community property or conjugal partnership property shall be forfeited in favor of the common children or, if there are none, the children of the guilty spouse by a previous marriage or in default of children, the innocent spouse;
(3) Donations by reason of marriage shall remain valid, except that if the donee contracted the marriage in bad faith, such donations made to said donee are revoked by operation of law;
(4) The innocent spouse may revoke the designation of the other spouse who acted in bad faith as beneficiary in any insurance policy, even if such designation be stipulated as irrevocable; and
(5) The spouse who contracted the subsequent marriage in bad faith shall be disqualified to inherit from the innocent spouse by testate and intestate succession. (n)
The law recognizes the fact that even if there is a prior existing marriage, children born or conceived of the subsequent marriage are legitimate.

TADEO-MATIAS v. REPUBLIC
Facts:
Estrellita Tadeo-Matias (Estrellita) and Wilfredo N. Matias (Wilfredo) were legally married in 1968. Wilfredo, a member of the Philippine Constabulary, was assigned to Arayat, Pampanga, in 1979. He left their conjugal home for duty and never returned, with no communication or contact with Estrellita or his relatives. Wilfredo was declared missing in 1979 by the National Police Commission.
Estrellita, after over three decades of waiting and hoping for Wilfredo's return, sought to claim his death benefits as a former military officer. She filed a petition for the declaration of presumptive death of Wilfredo before the Regional Trial Court (RTC) of Tarlac City.

Ruling:
The Supreme Court upheld the CA's decision, ruling that a petition for declaration of presumptive death solely for the purpose of claiming death benefits is not a viable suit in the Philippines. The Court emphasized that the presumption of death under the Civil Code is a rule of evidence, not a cause of action, and therefore cannot be the subject of an independent action or proceeding.
