Dried flowers, fungi, antiques, faded memories, abandoned buildings. Once filled with life and encompassed with what could be death. Many do not appreciate them but they open themselves to you, and you and your siblings remember them. You carry old, past clothes on your backs, you gently touch the dried petals of flowers with their faint smell still cling to you. You see the hands that touched the antiques, touches of human life. You see the abandoned buildings and know that they were built and housed life in them with their shelter. 
While you may be part of Death’s domain, you greatly cherish life; the people in your life and that help shape you. When you love someone, you love them to a beyond that transcends death.

LAHORE, April 17: Punjab government Wednesday decided to amend the the Local Government Act 2022 to remove the discrepancies while the proposals would be sought from all the concern departments for the Amendments.
This was decided in the second meeting of the Cabinet Standing Committee on Legislation and Privatization presided over by the Provincial Minister Finance and Parliamentary Affairs Mujtaba Shujaur Rehman here at Civil Secretariat Durbar Hall. Further, a committee will be formed to review the proposed amendments in the Local Government Act 2022.
Other participants of the meeting included Provincial Minister for Communication and Works Sohaib Ahmed Malik, Minister for Local Government Zeeshan Rafique and Information Minister Punjab Uzma Bukhari and secretaries of the relevant departments.
The meeting discussed a five-point agenda including Amendments to the Local Government Act 2022, appointment of administrators, approval for establishment of cement factories, approval of two technical experts for Ravai Urban Development Board and nominations for Vice Chancellor and Rector at Lahore Garrison University and Imperial College of Business Studies.
The meeting decided that the clearance from all relevant departments including Irrigation, Local Government, Environment and Industries besides Law, Livestock and Wildlife Life will be ensured to approve the establishment of cement plants. Further, the Higher Education Department instructed to propose amendments in the Universities Act to monitor the affairs of private universities.
Mujtaba said that in view of water shortage, unnecessary expansion of cement plants or establishment of new cement factories cannot be approved without feasibility study. For approval of cement plants, the committee members will personally inspect the sites. The Irrigation Department will take legal action against those who use more than the prescribed amount of water in the approved cement factories.
In view of the effects of cement plants on livestock and the environment, Sohaib Ahmad Malik emphasized the need for clearance from all relevant departments before the establishment of plants and said that the purpose of clearance from relevant departments before the establishment of industries is not to ban industrialization but to ensure the protection of natural environment and livestock.
Addressing the meeting, Information Minister Uzma Bukhari said that the promotion of industrialization is necessary for economic development, but only those will be allowed to establish industries in the province which will ensure compliance with all laws.
Provincial Minister for Local Government Zeeshan Rafiq observed that the aim of the amendments in the Local Government Act 2022 is to remove the loopholes in the Act and make it effective.
In the meeting, the names of Hilal Imtiaz Major General Khalil Dar for the Vice Chancellor of Garrison University and Dr. Tahira Aziz for the Rector of Imperial College of Business Studies were approved.

حَدَّثَنَا مَعْبَدُ بْنُ هِلاَلٍ الْعَنَزِيُّ، قَالَ اجْتَمَعْنَا نَاسٌ مِنْ أَهْلِ الْبَصْرَةِ فَذَهَبْنَا إِلَى أَنَسِ بْنِ مَالِكٍ وَذَهَبْنَا مَعَنَا بِثَابِتٍ إِلَيْهِ يَسْأَلُهُ لَنَا عَنْ حَدِيثِ الشَّفَاعَةِ، فَإِذَا هُوَ فِي قَصْرِهِ فَوَافَقْنَاهُ يُصَلِّي الضُّحَى، فَاسْتَأْذَنَّا، فَأَذِنَ لَنَا وَهْوَ قَاعِدٌ عَلَى فِرَاشِهِ فَقُلْنَا لِثَابِتٍ لاَ تَسْأَلْهُ عَنْ شَىْءٍ أَوَّلَ مِنْ حَدِيثِ الشَّفَاعَةِ فَقَالَ يَا أَبَا حَمْزَةَ هَؤُلاَءِ إِخْوَانُكَ مِنْ أَهْلِ الْبَصْرَةِ جَاءُوكَ يَسْأَلُونَكَ عَنْ حَدِيثِ الشَّفَاعَةِ‏.‏ فَقَالَ حَدَّثَنَا مُحَمَّدٌ صلى الله عليه وسلم قَالَ ‏"‏ إِذَا كَانَ يَوْمُ الْقِيَامَةِ مَاجَ النَّاسُ بَعْضُهُمْ فِي بَعْضٍ فَيَأْتُونَ آدَمَ فَيَقُولُونَ اشْفَعْ لَنَا إِلَى رَبِّكَ‏.‏ فَيَقُولُ لَسْتُ لَهَا وَلَكِنْ عَلَيْكُمْ بِإِبْرَاهِيمَ فَإِنَّهُ خَلِيلُ الرَّحْمَنِ‏.‏ فَيَأْتُونَ إِبْرَاهِيمَ فَيَقُولُ لَسْتُ لَهَا وَلَكِنْ عَلَيْكُمْ بِمُوسَى فَإِنَّهُ كَلِيمُ اللَّهِ‏.‏ فَيَأْتُونَ مُوسَى فَيَقُولُ لَسْتُ لَهَا وَلَكِنْ عَلَيْكُمْ بِعِيسَى فَإِنَّهُ رُوحُ اللَّهِ وَكَلِمَتُهُ‏.‏ فَيَأْتُونَ عِيسَى فَيَقُولُ لَسْتُ لَهَا وَلَكِنْ عَلَيْكُمْ بِمُحَمَّدٍ صلى الله عليه وسلم فَيَأْتُونِي فَأَقُولُ أَنَا لَهَا‏.‏ فَأَسْتَأْذِنُ عَلَى رَبِّي فَيُؤْذَنُ لِي وَيُلْهِمُنِي مَحَامِدَ أَحْمَدُهُ بِهَا لاَ تَحْضُرُنِي الآنَ، فَأَحْمَدُهُ بِتِلْكَ الْمَحَامِدِ وَأَخِرُّ لَهُ سَاجِدًا فَيُقَالُ يَا مُحَمَّدُ ارْفَعْ رَأْسَكَ، وَقُلْ يُسْمَعْ لَكَ، وَسَلْ تُعْطَ، وَاشْفَعْ تُشَفَّعْ‏.‏ فَأَقُولُ يَا رَبِّ أُمَّتِي أُمَّتِي‏.‏ فَيُقَالُ انْطَلِقْ فَأَخْرِجْ مَنْ كَانَ فِي قَلْبِهِ مِثْقَالُ شَعِيرَةٍ مِنْ إِيمَانٍ‏.‏ فَأَنْطَلِقُ فَأَفْعَلُ ثُمَّ أَعُودُ فَأَحْمَدُهُ بِتِلْكَ الْمَحَامِدِ، ثُمَّ أَخِرُّ لَهُ سَاجِدًا فَيُقَالُ يَا مُحَمَّدُ ارْفَعْ رَأْسَكَ، وَقُلْ يُسْمَعْ لَكَ، وَسَلْ تُعْطَ، وَاشْفَعْ تُشَفَّعْ، فَأَقُولُ يَا رَبِّ أُمَّتِي أُمَّتِي‏.‏ فَيُقَالُ انْطَلِقْ فَأَخْرِجْ مِنْهَا مَنْ كَانَ فِي قَلْبِهِ مِثْقَالُ ذَرَّةٍ أَوْ خَرْدَلَةٍ مِنْ إِيمَانٍ‏.‏ فَأَنْطَلِقُ فَأَفْعَلُ ثُمَّ أَعُودُ فَأَحْمَدُهُ بِتِلْكَ الْمَحَامِدِ، ثُمَّ أَخِرُّ لَهُ سَاجِدًا فَيُقَالُ يَا مُحَمَّدُ ارْفَعْ رَأْسَكَ، وَقُلْ يُسْمَعْ لَكَ، وَسَلْ تُعْطَ، وَاشْفَعْ تُشَفَّعْ‏.‏ فَأَقُولُ يَا رَبِّ أُمَّتِي أُمَّتِي‏.‏ فَيَقُولُ انْطَلِقْ فَأَخْرِجْ مَنْ كَانَ فِي قَلْبِهِ أَدْنَى أَدْنَى أَدْنَى مِثْقَالِ حَبَّةِ خَرْدَلٍ مِنْ إِيمَانٍ، فَأَخْرِجْهُ مِنَ النَّارِ‏.‏ فَأَنْطَلِقُ فَأَفْعَلُ ‏"‏‏.‏ فَلَمَّا خَرَجْنَا مِنْ عِنْدِ أَنَسٍ قُلْتُ لِبَعْضِ أَصْحَابِنَا لَوْ مَرَرْنَا بِالْحَسَنِ وَهْوَ مُتَوَارٍ فِي مَنْزِلِ أَبِي خَلِيفَةَ فَحَدَّثَنَا بِمَا حَدَّثَنَا أَنَسُ بْنُ مَالِكٍ، فَأَتَيْنَاهُ فَسَلَّمْنَا عَلَيْهِ فَأَذِنَ لَنَا فَقُلْنَا لَهُ يَا أَبَا سَعِيدٍ جِئْنَاكَ مِنْ عِنْدِ أَخِيكَ أَنَسِ بْنِ مَالِكٍ فَلَمْ نَرَ مِثْلَ مَا حَدَّثَنَا فِي الشَّفَاعَةِ، فَقَالَ هِيهِ، فَحَدَّثْنَاهُ بِالْحَدِيثِ فَانْتَهَى إِلَى هَذَا الْمَوْضِعِ فَقَالَ هِيهِ، فَقُلْنَا لَمْ يَزِدْ لَنَا عَلَى هَذَا‏.‏ فَقَالَ لَقَدْ حَدَّثَنِي وَهْوَ جَمِيعٌ مُنْذُ عِشْرِينَ سَنَةً فَلاَ أَدْرِي أَنَسِيَ أَمْ كَرِهَ أَنْ تَتَّكِلُوا‏.‏ قُلْنَا يَا أَبَا سَعِيدٍ فَحَدِّثْنَا، فَضَحِكَ وَقَالَ خُلِقَ الإِنْسَانُ عَجُولاً مَا ذَكَرْتُهُ إِلاَّ وَأَنَا أُرِيدُ أَنْ أُحَدِّثَكُمْ حَدَّثَنِي كَمَا حَدَّثَكُمْ بِهِ قَالَ ‏"‏ ثُمَّ أَعُودُ الرَّابِعَةَ فَأَحْمَدُهُ بِتِلْكَ، ثُمَّ أَخِرُّ لَهُ سَاجِدًا فَيُقَالُ يَا مُحَمَّدُ ارْفَعْ رَأْسَكَ وَقُلْ يُسْمَعْ، وَسَلْ تُعْطَهْ، وَاشْفَعْ تُشَفَّعْ‏.‏ فَأَقُولُ يَا رَبِّ ائْذَنْ لِي فِيمَنْ قَالَ لاَ إِلَهَ إِلاَّ اللَّهُ‏.‏ فَيَقُولُ وَعِزَّتِي وَجَلاَلِي وَكِبْرِيَائِي وَعَظَمَتِي لأُخْرِجَنَّ مِنْهَا مَنْ قَالَ لاَ إِلَهَ إِلاَّ اللَّهُ ‏"‏‏.
Narrated Ma`bad bin Hilal Al-`Anzi: We, i.e., some people from Basra gathered and went to Anas bin Malik, and we went in company with Thabit Al-Bunnani so that he might ask him about the Hadith of Intercession on our behalf. Behold, Anas was in his palace, and our arrival coincided with his Duha prayer. We asked permission to enter and he admitted us while he was sitting on his bed. We said to Thabit, "Do not ask him about anything else first but the Hadith of Intercession." He said, "O Abu Hamza! There are your brethren from Basra coming to ask you about the Hadith of Intercession." Anas then said, "Muhammad talked to us saying, 'On the Day of Resurrection the people will surge with each other like waves, and then they will come to Adam and say, 'Please intercede for us with your Lord.' He will say, 'I am not fit for that but you'd better go to Abraham as he is the Khalil of the Beneficent.' They will go to Abraham and he will say, 'I am not fit for that, but you'd better go to Moses as he is the one to whom Allah spoke directly.' So they will go to Moses and he will say, 'I am not fit for that, but you'd better go to Jesus as he is a soul created by Allah and His Word.' (Be: And it was) they will go to Jesus and he will say, 'I am not fit for that, but you'd better go to Muhammad.' They would come to me and I would say, 'I am for that.' Then I will ask for my Lord's permission, and it will be given, and then He will inspire me to praise Him with such praises as I do not know now. So I will praise Him with those praises and will fall down, prostrate before Him. Then it will be said, 'O Muhammad, raise your head and speak, for you will be listened to; and ask, for your will be granted (your request); and intercede, for your intercession will be accepted.' I will say, 'O Lord, my followers! My followers!' And then it will be said, 'Go and take out of Hell (Fire) all those who have faith in their hearts, equal to the weight of a barley grain.' I will go and do so and return to praise Him with the same praises, and fall down (prostrate) before Him. Then it will be said, 'O Muhammad, raise your head and speak, for you will be listened to, and ask, for you will be granted (your request); and intercede, for your intercession will be accepted.' I will say, 'O Lord, my followers! My followers!' It will be said, 'Go and take out of it all those who have faith in their hearts equal to the weight of a small ant or a mustard seed.' I will go and do so and return to praise Him with the same praises, and fall down in prostration before Him. It will be said, 'O, Muhammad, raise your head and speak, for you will be listened to, and ask, for you will be granted (your request); and intercede, for your intercession will be accepted.' I will say, 'O Lord, my followers!' Then He will say, 'Go and take out (all those) in whose hearts there is faith even to the lightest, lightest mustard seed. (Take them) out of the Fire.' I will go and do so."' When we left Anas, I said to some of my companions, "Let's pass by Al-Hasan who is hiding himself in the house of Abi Khalifa and request him to tell us what Anas bin Malik has told us." So we went to him and we greeted him and he admitted us. We said to him, "O Abu Sa`id! We came to you from your brother Anas Bin Malik and he related to us a Hadith about the intercession the like of which I have never heard." He said, "What is that?" Then we told him of the Hadith and said, "He stopped at this point (of the Hadith)." He said, "What then?" We said, "He did not add anything to that." He said, Anas related the Hadith to me twenty years ago when he was a young fellow. I don't know whether he forgot or if he did not like to let you depend on what he might have said." We said, "O Abu Sa`id ! Let us know that." He smiled and said, "Man was created hasty. I did not mention that, but that I wanted to inform you of it. Anas told me the same as he told you and said that the Prophet (ﷺ) added, 'I then return for a fourth time and praise Him similarly and prostrate before Him me the same as he 'O Muhammad, raise your head and speak, for you will be listened to; and ask, for you will be granted (your request): and intercede, for your intercession will be accepted .' I will say, 'O Lord, allow me to intercede for whoever said, 'None has the right to be worshiped except Allah.' Then Allah will say, 'By my Power, and my Majesty, and by My Supremacy, and by My Greatness, I will take out of Hell (Fire) whoever said: 'None has the right to be worshipped except Allah.' Please don't put ice on it immediately, it could cause shock depending on how bad the burn is. Submerge it into warm water, and slowly progress to lower and lower temperatures. After that, don't cover it. Covering it is bad or something (idk, it's been a while since I had to deal with a burn).

Analysis: The politics behind the Lebanon-Israel border talks
Beirut, Lebanon - Lebanon and Israel are scheduled to sit down for talks this week on a decade-old maritime dispute that has gained importance after large border and lucrative discoveries of natural gas in the eastern Mediterranean.
The talks are the first between Beirut and Tel Aviv in 30 years on a civilian matter. They are set to begin on Wednesday in the southernmost Lebanese border town of Naqoura under United Nations auspices, with US mediation.
The United States has worked to broker a deal on the issue for most of the last decade - a hard task given that Lebanon does not officially recognized Israel and the two nations technically remain at war.
Israel in 2006 fought a 34-day war with Hezbollah, a Shia Muslim group backed by Israel's greatest regional foe, Iran.
But it was Hezbollah's main Lebanese ally, House Speaker Nabih Berri, who announced late last month that he had reached a framework agreement for the talks after working on the issue for 10 years.
Any deal on the maritime border is likely to be far off. But the parties involved in negotiations stand to reap immediate political benefits.

The dispute dates back to 2011 when Israel ratified a maritime border agreement with neighbouring Cyprus that used as a reference point a maritime border that Lebanon and Cyprus had agreed to in 2007, but which Lebanon's parliament never ratified.
Lebanon later in 2011 clarified its maritime border to the United Nations, saying that it included an additional 860 square km (332 square miles) south of the 2007 line.
Israel disagreed, and the dispute over that sliver of the sea was born.
A decade of US mediation was beset by differing views in Lebanon and chronic political crises.
Lebanon has insisted that both its land and sea border disputes with Israel be resolved together and disagreed with Israel about setting a time limit for the negotiations.
A visit by US Secretary of State Mike Pompeo in March of last year led to a breakthrough.
“When Pompeo came and met with Berri, it clicked,” Yassine Jaber, a member of Berri's political bloc and head of parliament's foreign affairs committee, told Al Jazeera.
Laury Haytayan, Middle East and North Africa Director of the National Resource Governance Institute told Al Jazeera: “From what we've seen there's definitely been a compromise.”
“The Israelis wanted a deadline, which doesn't exist. It could start this week and never end. And the Lebanese said there would be no agreement if there wasn't an agreement on land and sea together. But this is not there, ”Haytayan said.
Instead, the land borders will be discussed on a separate track.
Israel and Lebanon both fell into political crises shortly after Pompeo's visit, which pushed back talks.
Israel held three elections between April 2019 and April 2020 as it failed to form a government, and Lebanon moved from its biggest-ever popular uprising against the ruling class into near-collapse.
As the crisis in Lebanon grew, so did the significance of potential gas revenues. Lebanon in 2018 signed its first contacts for exploratory drilling with an international consortium, including for southern Block 9 which partially lies in the disputed area, but Berri said drilling there has been delayed by the dispute.
“All the fine details were agreed to in mid-2020,” Jaber said.
Lebanon heads into the negations with a four-man team, two military and two civilians, but no diplomat, as had previously been reported.
Israel's six-person delegation includes the director-general of the energy ministry, a diplomatic adviser to Israeli Prime Minister Benjamin Netanyahu, and an Israeli army strategist.
The two Lebanese civilians, Wissam Chbat, lead geologist at the Lebanese Petroleum Administration, and Najib Massihi, a maritime border expert, have a “maximalist approach to the border issue - they see that legally we can get more than we've asked for so far, ”Haytayan said.
Former US-sponsored proposals had given Lebanon between 52 and 60 percent of the disputed area, but Lebanese officials declined.
A question of timing
The timing of the negotiations has raised eyebrows. They take place as the US ramps up sanctions on Lebanese individuals and entities with ties to Hezbollah.
The US blacklisted Berri's top aide, former finance minister Ali Hasan Khalil, just three weeks before Berri announced that negotiations would take place.
“This was a direct threat to him: 'If you don't comply, you're blacklisted and sanctioned too',” Hilal professor Khashan, a of political science at the American University of Beirut, told Al Jazeera.
The announcement of talks also comes amid the US-sponsored landmark normalisation deals between Israel and the United Arab Emirates and Bahrain on September 15, seen as an attempt by US President Donald Trump to boost his foreign policy record amid a difficult re-election campaign.
Berri announced the agreement on October 1, saying it had been reached in July - though the version he read was dated September 22.
“It's clear Trump thinks that signing treaties between the Arabs and Israel will help his re-election bid. He can tout these talks between Israel and Lebanon as part of that process, ”Khashan said.
Lebanese leaders have also agreed to go to the table as they face unprecedented pressure, both at home and from the international community, to implement wide-ranging reforms after a huge explosion at the port destroyed large parts of Beirut and killed nearly 200 people in August .
The blast exacerbated an economic and social crisis that had already thrown most of the population into poverty.
French President Emmanuel Macron visited Beirut twice after the blast and said the international community would disburse much-needed financial aid if politicians quickly formed a government to implement an ambitious reform agenda.
But Hezbollah and their ally, Berri, prevented that from happening.
Instead, they chose familiar ground: negotiations with no time limit that pose little threat to their interests at home, versus a French initiative that sets clear, short-term deadlines for an overhaul of the political system.
Sami Nader, the director of the Levant Institute for Strategic Studies, said the parties picked the US-mediated negotiations over the French initiative in an attempt to stave off more sanctions by the Trump administration until US elections in November - elections that Trump increasingly looks like he will lose.
“At the end of the day they know the buck stops in Washington. If [former US vice president Joe] Biden is elected I don't think Lebanon will sign a final [borders] deal: they'll gather their cards and play a new hand, ”he told Al Jazeera.
Soft normalization?
Jaber says that Lebanon had always pushed for the talks to take place under UN auspices at Naqoura, where the Israeli and Lebanese armies hold regular meetings to discuss security matters, rather than outside of Lebanon.
“We didn't want to go to New York, or somewhere else so as not to give the appearance of normalization [with Israel], ”He said.
He dismissed any such possibility and said both parties had come to the table for purely economic reasons: Oil and gas extraction requires stability.
Others say Lebanon has taken a soft step towards normalization.
“Its beyond demarcating our borders,” Haytayan said. "We are recognizing the existence of Israel by recognizing its borders."

Der Generalsekretär der Vereinten Nationen nimmt die Front Polisario wegen Menschenrechtsverletzungen unter Beschuss

New York-Der Generalsekretär der Vereinten Nationen, Antonio Guterres, hat in seinem rezenten Bericht an den Sicherheitsrat über die marokkanische Sahara die Führer der Front Polisario wiederholt wegen schwerwiegender und systematischer Menschenrechtsverletzungen in den Lagern Tinduf unter Beschuss genommen.
Herr Guterres hat daher die zahlreichen Berichte aufgezählt, die der Hochkommissar für Menschenrechte (OHCHR) über den massiven und großangelegten Rückgriff der Front Polisario auf „Belästigung, Verhaftung und Misshandlung von Bloggern und Ärzten sowie von Krankenschwestern in den Lagern Tinduf“ erstattet hat.
In dem Bericht wird die Angabe aufgestellt, dass sich diese schwerwiegenden Verstöße in den letzten Monaten gegen alle Personen vervielfacht haben, die "eine Beteiligung an der Dokumentation von COVID-19-Fällen in den Lagern Tinduf aufweisen".
Diese neue Welle der Unterdrückung durch die Front Polisario ist nur ein aktuelles Beispiel für die massiven und anhaltenden Verstöße dieser separatistischen bewaffneten Gruppe, um die Stimmen von Dissidenten, Bloggern, Journalisten, Aktivisten und allen, die dem Despotismus der Führer der Front Polisario die Stirn gebieten, mundtot zu machen.
Diese Verstöße richteten sich diesmal gegen die Ärzteschaft und Menschenrechtsaktivisten, die nur die Verfälschungen der Informationen der Front Polisario über die COVID-19-Pandemie aufgedeckt und deren  alarmierende Ausbreitung unter den sequestrierten Bevölkerungsgruppen in den Lagern Tinduf angeprangert haben, denen jeglicher Schutz und die Freiheit der Bewegung, der Vereinigung, des Ausdrucks und der Versammlung entzogen wurden.
Der UNO-Chef äußerte sich daher besorgt im Hinblick auf die beim OHCHR eingegangenen Berichte über die "negativen Folgen der Grenzschließungen, der Unterbindung der humanitären Hilfe und der Verringerung der wirtschaftlichen Aktivitäten in den Lagern Tinduf und im Hinblick auf die Auswirkungen der COVID-19-Krise auf die Menschenrechtssituation in diesen Lagern, insbesondere im Hinblick auf „die wirtschaftlichen und sozialen Rechte“.
Die katastrophale Menschenrechtssituation in den Lagern Tinduf und die massiven Verstöße, denen die vor Ort inhaftierten Bevölkerungsgruppen ausgeliefert sind, sind das Ergebnis des Rücktritts des Gastlandes Algeriens von seiner Hauptverantwortung, nämlich vom Schutz der Menschenrechte auf seinem Hoheitsgebiet.
Die Situation in diesen weltweit beispiellosen Lagern, wo das Gastland seine Verantwortung zugunsten einer bewaffneten Separatistengruppe übertragen hat, wurde vor kurzem vom Generalsekretär und den Menschenrechtsorganisationen der Vereinten Nationen zur Kenntnis genommen.
Tatsächlich hob die UNO-Arbeitsgruppe für willkürliche Inhaftierung in ihrer Stellungnahme vom Mai 2020 die Beschwerde des Gegners der Front Polisario El Fadel Breica gegen den algerischen Staat nach seiner Entführung durch die Front Polisario in den Lagern Tinduf hervor. Die Verantwortung Algeriens liegt, soweit diese Verstöße auf algerischem Hoheitsgebiet und damit unter algerischer Hoheitsmacht zustande kommen. Desgleichen bekräftigte der Menschenrechtsausschuss in dessen Feststellungen vom März 2020 die uneingeschränkte und vollständige Verantwortung Algeriens für die Entführung und das Verschwindenlassen des Dissidenten der Front Polisario, Khalil Ahmed, dessen Fall im Bericht des Generalsekretärs von 2019 zur Sprache gebracht  wurde.
Überdies bekundete der Menschenrechtsausschuss im Juli 2018 seine tiefe Besorgnis über die Übertragung der Macht, insbesondere der Justizmacht, an die Front Polisario in den Lagern Tinduf und hielt es für „besorgniserregend“, dass Algerien der Ansicht ist, dass ein Teil seines Hoheitsgebiets nicht in seinem Ressort liegt und sich auf die Front Polisario und auf die internationalen  Organisationen verlässt, um diese Vorwürfe aufzuklären und von den Verantwortlichen Rechenschaftspflicht einfordern zu können.“
Zu guter letzt führte der Generalsekretär den Brief auf, den Marokkos UNO-Botschafter Omar Hilale am 24. August 2020 an ihn ausrichtete, in dem Herr Hilale die Aufmerksamkeit des UNO-Chefs auf Einzelheiten und Belege lenkte, und zwar auf massive und systematische Menschenrechtsverletzungen in den Lagern Tinduf, welche durch eine doppelte Dimension gekennzeichnet sind, nämlich sowohl individuell als auch kollektiv.

“A tale of trash mountains, garbage rivers and migratory birds” (2017)

In the framework of the ongoing garbage crisis in Lebanon, a crisis that can be read as a potent symbol of the country’s often dysfunctional infrastructure and sectarian politics, Franziska Pierwoss and Sandra Teitge organize a dinner performance that addresses the multiple layers of this situation. Continuing the investigation into global structures of waste management that started in Mexico City in the spring of 2017 with a culinary evening that gathered key figures in the field at the MUAC (Museo Universitario Arte Contemporáneo), the dinner in Beirut equally invites audience members and experts on this matter to converse over a menu specifically conceived for the context. During this culinary and discursive evening, questions of private and public responsibility, informal and formal economies, as well as associated phenomena such as international waste trade and waste disposal will be raised and explored.
Through the practice of research-based culinary collaborations that may take the form of dinners, tastings or soup kitchens, Franziska Pierwoss and Sandra Teitge explore the nature of political or so-called historical moments and the potential of the culinary. Old or found menu cards are used as a starting point to investigate the atmosphere that might have influenced historical decisions and the context, in which food was used as a political agent. Assuming that politics do not only happen around the table in the private realm but also on an international level, Pierwoss and Teitge aim to renegotiate the nature of specific events and to debate food as a tool of power.

On October 14, Act II launches two exhibitions conceived by guest curators Hicham Khalidi and Reem Fadda at Beirut Art Center and Sursock Museum respectively.
In this final chapter of the Biennial, Reem Fadda’s exhibition Fruit of Sleep explores the notion of dormancy, looking at sleep as an act of neither the singular or collective mind, but rather of a social body carefully plotting action in the face of failed revolutionary attempts.
Hicham Khalidi’s exhibition An unpredictable expression of human potential seeks to address the current moment of disenfranchisement and frustration, pondering whether the young generation holds the vitality needed to upturn the socio-political legacies of modernity.
In addition, Act II features a public programme of talks, film screenings, and performances across the city, including new commissions and publications released throughout SB13 in Beirut, Dakar, Istanbul, Ramallah, and Sharjah.
