How the kleptocrats and oligarchs hunt civil society groups to the ends of the Earth
It's a great time to be an oligarch! If you have accumulated a great fortune and wish to put whatever great crime lies behind it behind you, there is an army of fixers, lickspittles, thugs, reputation-launderers, procurers, henchmen, and other enablers who have turnkey solutions for laundering your reputation and keeping the unwashed from building a guillotine outside the gates of your compound.
The field of International Relations has studied the enemies of the Klept in detail: the Transnational Activist Network is a well-documented phenomenon. But far more poorly understood is the Transnational Uncivil Society Network, who will polish any turd of sufficient wealth to a high, professional gloss.
These TUSNs are the subject of a new, timely scholarly paper by Alexander Cooley, John Heathershaw and Ricard Soares de Oliveira: "Transnational Uncivil Society Networks: kleptocracyâs global fightback against liberal activism," published in last month's European Journal of International Relations:

The authors document how a collection of institutions â some coercive, others organized around good works â allow kleptocrats to take power, keep power, and use power. This includes "wealth managers, company providers, accounting firms, and international bankers" who create the complex financial structures that obscure the klept's wealth. It also includes "second citizenship managers and lawyers" that facilitate the klept's transnational nature, both to provide access to un-looted, prosperous places to visit, and boltholes to escape to in the face of coup or reform. It includes the real-estate brokers and other asset facilitators, who turn whole precincts of the world's greatest cities into empty safe-deposit boxes in the sky, while ensuring that footlose criminal elites always have a penthouse to perch in when they take a break from the desiccated husks they've drained dry back home.
Of course, it also includes the PR managers and philanthropic ventures that allow the klept to launder their reputation, to make themselves synonymous with good deeds rather than mass murder. Think here of how the Sacklers used charity to turn their family name into a synonym for culture and fine art, rather than death by opioid overdose:

Beyond providing comfort to "Politically Exposed Persons" and "High Net-Worth Individuals," TUSNs are concerned with neutralizing TANs. Activists in these transnational networks play an inside-outside game: in-country activists will recruit peers abroad to bring attention to the crimes of their local kleptocrats. These overseas partners target the klept in the places they go to play and spend, spoiling their fun â and if they succeed in getting corrupt leaders censured abroad, then in-country activists can leverage that bad press to fight the klept at home.
To fight this "Boomerang Effect," TUSNs seek to burnish corrupt officials' reputations abroad, getting their names on humanitarian prizes, beloved sports teams, cultural institutions and great universities. They seek to capture international governance institutions that might wrong-foot kleptocrats, co-opting them to enable and even celebrate looters.
When it comes to elite philanthropy, TUSNs are necessarily selective. Kleptocrats' foundations don't fund anti-kleptocratic groups â they stick to "education, public health, the environment and the arts." These domains steer clear of human rights questions that might implicate their benefactors. Russian oligarchs love children's charities and disability rights â provided they don't target the Russian state.
If charitable giving is reputation laundering's carrot, then "reputation management" is the laundry's stick. Think of organized copyfraudsters who clone websites that have criticized their clients, then backdate the articles, then accuse the originals of infringing copyright in order to get them de-listed from Google or taken offline altogether:

Reputation managers also spend a lot of time in court. In the UK â the world's leader in libel tourism, thanks to a legal system designed to let posh monsters sue muckraking journalists into silence â Russian oligarchs have perfected the art of forcing their critics to shut up and go away:

But don't let Brexit stop you from shopping for bargains on the continent. The Golden Passports of the EU â available in a variety of flavors, from Maltese to Cypriot to Portuguese â offer the discerning failson access to the luxury good shops and fleshpots of 27 advanced economies, making it a favorite of the Khmer Riche â the junior klept of Cambodia's ruling faction:

But golden passports are for amateurs. Skilled klepts travel on diplomatic passports, which offer the twin benefits of free movement and consequence-free criminality, thanks to diplomatic immunity. The former Kazakh dictator's son-in-law enjoyed a freewheeling diplomatic life in Vienna; one daughters of the dictator of Tajikistan had a jolly time as an envoy to DC; another, to London (where else?).
All this globetrotting serves a second purpose: when rival elites seize power back home and force the old guard into exile, those ex-monsters can show up in the lands they called their second homes and apply for asylum. It turns out that even bomb-the-boats UK will welcome any asylum seeker who enters via the private jet terminal at City Airport (to be fair, these "refugees" have extensive properties in Zone 1 and country places in the Home Counties, so they won't need housing).
This stuff works. After Kazakh state goons murdered at least 14 protesters at a Zhanaozen oil facility in 2011, human rights groups around the world took up the cause. But they were effectively neutralized by TUSNs, with former UK PM Tony Blair writing on behalf of the Kazakh government to the EU condemning any kind of international investigation into the mass killings (add "former Prime Ministers" to the list of commodities for sale in the UK to sufficiently well-resourced murderer).
The authors close their paper with two case-studies. The first is of the daughters of Uzbek dictator Islam Karimov, Gulnara and Lola. And President Karimov was indeed a dictator: he trapped his population within his borders, forced them to use unconvertible scrip in place of money, and ordered the murder of hundreds of peaceful protesters, plunging the country into international isolation.
But while Uzbeks were sealed within their borders, Gulnara Karimov became an international player, running a complex network of businesses that mixed the products of the nation's oilfields with her family's fortune. She solicited â and received â bribes from Teliasonera, MTS and Vimpelcom, who were all vying for the contract to provide service in Uzbekistan. All told, she extracted more than $1b in bribes, laundering them through Latvia, Hong Kong and New York. She acquired real-estate in France and Switzerland, and her spree continued until her father collaborated with Uzbek security to seize her assets and place her under house-arrest.
Lola Karimova-Tillyaeva was Gulnara's estranged younger sister. She and her husband Timur Tillyaev ran the Dubai-based SecureTrade, which did extensive business with "opaque Scottish Limited Partnerships," laundering more than $127m in a single year to offshore accounts in the UAE and Switzerland. They acquired many luxe assets â a jet, a Californian villa, and an LA perfumier.
Lola styled herself as the face of the Karimovas abroad, a "philanthropist and cultural ambassador." She was a UNESCO ambassador and commissioned works of monumental art â and also sued the shit out of news outlets that reported factual matters about her family repressive activity at home. She organized AIDS charities in the name of Uzbekistan â even as her father was imprisoning a writer for publishing a book explaining how to have safer sex.
The second case-study is on Isabel dos Santos, "Africa's richest woman," daughter of Angolan dictator Jose Eduardo dos Santos. Isabel's vast fortune stemmed from her personal capture of vast swathes of the third-largest economy in Africa: "telecommunications, banking, diamonds, real estate and cement, among many others." Isabel enjoyed seemingly limitless access to state credit and co-investment, and was given first crack at newly deregulated industries. Foreign firms that invested in Angola were required to "partner" with Isabel's businesses.
Isabel claimed to be a "self-made woman" â a claim credulously parroted by the western press, including the FT. She used her homegrown fortune to become a major player abroad, especially in Portugal, where she was represented by the leading Portuguese law-firm PLMJ. Her enablers are who's who of corruption-loving lickspittles: McKinsey, Ernst and Young, Boston Consulting Group, and the Spanish BigLaw firm Uri Menendez.
Isabel cultivated a public facade of philanthropic giving and public spirited activism, serving as head of the Angolan Red Cross. She attended Davos and spoke at the LSE (she was also invited to Oxford, but her invitation was subsequently rescinded). On social media, she dismissed critics of her wealth and corruption as "colonialists," decrying their "racism" and "prejudice."
Isabel dos Santos's corrupt sources of wealth were finally, irrefutably exposed through the Luanda Leaks, in which the International Consortium of Investigative Journalists mapped the network of "top banks, management consultants and legal firms that were central to dos Santosâs operations."
Both case studies shed light on the network of brilliant, driven enablers and procurers without whom the world's greatest monsters would falter. It's a rare window on a secretive world, one that is poorly understood even by its inhabitants. As Michael Mechanic wrote in Jackpot, his 2021 book on vast, intergenerational fortunes, the winners of the lucky orifice lottery often lack any real understanding of how The Money is structured, grown and protected:

This is an important contribution to the literature. We naturally focus on the ultrawealthy individuals whose reputations and fortunes are the subject of so much attention, but without the TUSNs, they would be largely helpless.

#01 G8 Draw-in-your-style Challenge!
I believe that this is an old challenge, but I decided that thereâs no better way to dust off the old gear than seeing the boys in my style. Really liked playing around the filters. I liked given them this old, Sunday Morning Comics style. The grain is just beautiful.
I guessâŚI should give a little explanation?
Basically, in how I write Hetalia, there was ONE major event that changed the course of their timeline during WW2. Though the world mythos in itself is very different, suffice to say that it was that ONE event that changed the course of their world moving forward. Currently, the Nation Folks assemble as their own private entity to develop livelihood and development projects for underserved communities across the globe, instead of other global matters. Still, many retain a degree of political connection, Nation Folks, in general, all agree that they will always put first the good of humanity over the gain of any singular country. That being saidâŚ
đ Feliciano Vargas - more actively sexual and flirtatious, pretty much a ladies man, has a problem keeping his dick out of places it shouldnât be but heâs a lovable tramp regardless and knows that he can get away with a lot. He has a good heart and a good head, but maybe a little bit of too much casual machismo that makes his comeuppance so fun to watch.
đLudwig Beilschmidt - still pretty much stiff and serious, efficient but also too much of a stickler, is the youngest of the bunch and always has something to prove, Gilbert helps him here and there but he doesnât want Gil to meddle, it may frustrate him that everyone treats him like a kid, but he also knows that it sometimes works in his favor being the âspoiledâ baby brother to many.
đ Seiryuu Honda - to keep things short, Seiryuu is and always has been this universeâs Nation Folk for Japan but Kiku does/did exist for some time for [story reasons] Sei is calm, level-headed but can come off as rather aloof and dazed, he can act a little too familiar with new people and is quite affectionate to friends. Heâs a bit of a Casanova and likes the game of courtship like a round of Shogi. In many ways he might not be stereotypical, but in many ways he comes off as traditional and anachronistic.
đ¤ Alfred Jones - Heroism runs deep in this hot-blooded cowpoke, not the flashy guns or the prestige, but the hard work of running down the pavement for change. Heâs charming, mature, headstrong, and value honest and just work. Heâs the singular cause of the ONE event, becoming a catalyst to multiple OTHER notable events during WW2. Unfortunately, this has caused him excommunicated from the US government, which suits him fine as he can more actively participate in projects.
đ¸Arthur Kirkland - No one fucks around with the ruling class more than Art, who has historically been a thorn in many administrations throughout the colorful history of his homeland. He is a rebel with a cause down to his core, sticking it up anyoneâs arse if it means fighting for whatâs right. Boston Tea Party? He was also pissing on the cartons before throwing them overboard? The IRA? Girl, he was a damn recruiter. Has he been beaten, threatened, and killed because of his insolence? Sure, but no one is gonna look good as him doing it.

He is tongue-in-cheek, no nonsense, and fabulous, but above all, a big and caring figure who thinks much for others more than himself sometimes and is just grateful to come home and be wrapped around by a certain Lithuanianâs strong armsâBig Mama deserves some honey after a long dayâs work.
đYao Wang - Wang is a funny characters to me. He can come across as uncouth and overfamiliar, but he just doesnât take life as seriously as the others. Itâs been a long ride and thereâs too much more ground to cover than he wishes to put the effort into. He likes to complain about the silliest things, but damn, if he isnât telling the truth every time he opens his mouth.

On Boxing Day pro-Palestine demonstrators met customers at the Zara sale in the Westfield shopping centre, in Stratford, east London. They were not there to wish them the compliments of the season.
âBombs are dropping while youâre shopping,â they chanted, as police stood by to make sure the protests did not turn violent. âZara is enabling genocide,â their placards read.
Quite what they wanted bargain hunters to do about the Israeli forces bombing the Gaza Strip, they never said. Lobby their MPs? Politicians are on their Christmas holidays. Join the Palestinian armed struggle? Â It was unclear whether the shopping centre had a Hamas recruitment office.
But on one point the demonstrators were certain: no one should be buying from Zara. Even though the fashion chain has not encouraged Israelâs war against Hamas, earned income from it, or supported Israel in any material way, it was nevertheless âexploiting a genocide and commodifying Palestine's pain for profitâ.
Zara, in short, has become the object of a paranoid fantasy: a QAnon conspiracy theory for the postcolonial left.
The Zara conspiracy is an entirely modern phenomenon. It has no original author. Antisemitic Russians sat down and wrote the Protocols of the Elders of Zion in the early 20th century. There was an actual âQâ behind the QAnon conspiracy: a far-right activist who first appeared on 4chan message boards in 2017 to claim that a cabal of child abusers was conspiring against Donald Trump.
The Zara conspiracy was mass produced by social media users: an example of the madness of crowds rather than their supposed wisdom. The cause of the descent into hysteria was bizarre.
In early December Zara launched an advertising campaign featuring the model Kristen McMenamy wearing its latest collection in a sculptorâs studio. It clearly was a studio, by the way, and not a war zone in southern Israel or Gaza. McMenamy carried a mannequin wrapped in white fabric. The cry went up that the Spanish company was exploiting the suffering of Palestinians and that the mannequin was meant to represent a victim of Israeli aggression wrapped in a shroud.
The accusation was insane. No one in the photo shoot resembled a soldier or a casualty of war. Anyone who thought for 30 seconds before resorting to social media would have known that global brands plan their advertising campaigns months in advance.
Zara said the campaign presented âa series of images of unfinished sculptures in a sculptorâs studio and was created with the sole purpose of showcasing craft-made garments in an artistic contextâ. The idea for the studio setting was conceived in July. The photo shoot was in September, weeks before the Hamas assault on Israel on 7 October.
No one cared. Melanie Elturk, the CEO of fashion brand Haute Hijab, said of the campaign, âthis is sick. What kind of sick, twisted, and sadistic images am I looking at?â #BoycottZara trended on Twitter, as users said that Zara was âutterly shameful and disgracefulââ.
To justify their condemnations, activists developed ever-weirder theories. A piece of cardboard in the photoshoot was meant to be a map of Israel/Palestine turned upside down. Because a Zara executive had once invited an extreme right-wing Israeli politician to a meeting, the whole company was damned.
Astonishingly, or maybe not so astonishingly to anyone who follows online manias, the fake accusations worked. Zara stores in Glasgow, Toronto. Hanover, Melbourne and Amsterdam were targeted.
What on earth could Zara do? PR specialists normally say that the worst type of apology is the non-apology apology, when a public figure or institution shows no remorse, but instead says that they are sorry that people are offended. Yet Zara had not sought to trivialize or profit from the war so what else could it do but offer a non-apology apology? The company duly said it was sorry that people were upset.
âUnfortunately, some customers felt offended by these images, which have now been removed, and saw in them something far from what was intended when they were created,â it said on 13 December, and pulled the advertising campaign
That was two-weeks ago and yet still the protests in Zara stores continue. On 23 December activists targeted Zara on Oxford Street chanting , 'Zara, Zara, you can't hide, stop supporting genocide', even though Zara was not, in fact, Â supporting genocide. On Boxing Day, they were at the Stratford shopping centre.
Zara has apologised for an offence it did not commit. There is no way that any serious person can believe the charges against it. And yet believe them the protestors do. Or at the very least they pretend to believe for the sake of keeping in with their allies.
Maybe nothing will come of the protests. One could have argued in 2017, after all, that QAnon was essentially simple-minded people living out their fantasies online. Certainly, every sane American knew that there was no clique of paedophiles running the Democrat party, but where was the harm in the conspiracy theory?
Then QAnon supporters stormed the US capitol in January 2021. Will the same story play out from the Gaza protests? As far as I can tell, no one on the left is challenging the paranoia. I have yet to see the fact-checkers of the BBC and Channel 4 warning about the fake news on the left with anything like the gusto with which they treat its counterparts on the right.
To be fair, the scale of disinformation around the Gaza war is off the charts, and it is impossible to chase down every lie. But when fake news goes from online fantasies to real world protests, from 4chan to the Capitol, from Twitter to the Westfield shopping centre, itâs worth taking notice.
Sensible supporters of a Palestinian state ought to be the most concerned. No one apart from fascists, Islamists and far leftists believes that Israel should not defend itself. And yet the scale of its military action in Gaza is outraging world opinion. Mainstream politicians, who might one day put pressure on Israel, remain very wary about reflecting the anger on the streets.
They look at the insane conspiracy theories on the western left and see them as no different from the insane conspiracy theories that motivate Hamas, and they back away.
The Palestinians need many things: an end to the Netanyahu government, and an end to Hamas. But they could also use allies in the West who do not discredit their cause with dark, gibbering fantasies.

In 1833, Parliament finally abolished slavery in the British Caribbean, and the taxpayer payout of ÂŁ20 million in âcompensationâ [paid by the government to slave owners] built the material, geophysical (railways, mines, factories), and imperial infrastructures of Britain [...]. Slavery and industrialization were tied by the various afterlives of slavery in the form of indentured and carceral labor that continued to enrich new emergent industrial powers [...]. Enslaved âfreeâ African Americans predominately mined coal in the corporate use of black power or the new âindustrial slavery,â [...]. In response to a series of slave rebellions in its own sugar colonies, especially in Jamaica, the British Empire formally abolished slavery in the 1830s. To control the desperate and the jobless, the authorities passed harsh new laws, a legislative program designed to quell disorder and ensure a pliant workforce for the factories. The Riot Act banned public disorder; the Combination Act made trade unions illegal; the Workhouse Act forced the poor to work; the Vagrancy Act turned joblessness into a crime. Eventually, over 220 offences could attract capital punishment - or, indeed, transportation. [âŚ] [C]onvict transportation - a system in which prisoners toiled without pay under military discipline - replicated many of the worst cruelties of slavery. [Moseley was Black and had been a slave at a plantation in America before escaping to Britain, where he was charged with a crime and shipped to do convict labor in Australia.] [âŚ] The eventual commutation of a capital sentence to transportation meant that armed guards marched a black ex-slave, chained once more by the neck and ankles, to the Scarborough, on which he sailed to New South Wales. [âŚ] For John Moseley, the âfree landâ of New South Wales brought only a replication of that captivity heâd endured in Virginia. His experience was not unique. [âŚ] [T]hroughout the settlement, the old strode in, disguised as the new. Now that the writers and actors strike is about to begin being felt (and as we wait for those greedy billion dollar companies who are refusing to negotiate fair pay and conditions to give up) here's 10 of my favorite (all around best) fully finished older series you should definitely check out if you haven't watched.
I mean it, these are the shows with continuously great writing and a satisfying endings that manage to actually deliver on their promises.

1. Leverage - (containing 5 seasons, or 77 episodes) - trailer here.
Hitter, Hacker, Grifter, Thief and Mastermind. Heists and cons. Stealing from the rich and giving to their victims. They provide... leverage.
Meant for anyone who enjoys bad guys being the best good guys, who will burn down the lives of evil CEOs and then gloat in the background. Very satisfying.
Hands down the best example of a found family trope I've ever seen on screen. Barring none.
2. Killjoys - (containing 5 seasons, or 50 episodes) - trailer here.
Space Bounty Hunters. Another case of found family trope. Bisexual space princess assassin. Quippy sentient ship. Green alien goo. Evil lesbians (but like... in a good way). The warrant is all.
More seriously though, it's a story about three killjoys and the bounties they go after. Initially. And then they have to save the entire Quad from some very terrifying... stuff.
Contains one of the best friendships I've ever seen on television.
3. Orphan Black - (containing 5 seasons, or 50 episodes) - trailer here.
Found family trope but with clones.
Low level grifter sees a woman who looks exactly like her kill herself and plans to take over her identity long enough to cash out. Except then there's two other women who also look exactly like her. And apparently they're all clones and someone's killing them.
Enter a global conspiracy. Human experimentation. Lots of clone shenanigans. Some serial killings. And a few murders đ.
4. Person of Interest - (containing 5 seasons, or 103 episodes) - trailer here.
Okay I'm beginning to see how I might have a found family trope issue.
Former CIA agent gets recruited by a reclusive billionaire computer programmer who developed a... machine that can predict acts of terror before they happen. But it also predicts 'irrelevant' acts of violence that will result in someone's death.
Unless someone interferes.
I'd really like to spoil some stuff to get you all to watch this one. But I'm going to maintain self control and just mention that early on they get a dog named Bear. Bear is a very good boy. Watch it for Bear.
Also for excellent commentary on rights of privacy, government surveillance and what does 'greater good' even mean? But mostly Bear.
5. 12 Monkeys - (containing 4 seasons, or 47 episodes) - trailer here.
The very best time travel show out there. What starts out as a confusing mess of causality basically exploding, by the end of the series all makes complete and total sense.
(when that final timey-whimey loop slid into place and revealed the entire pattern it was like a choir of angels started singing in the back of my head. It was freaking glorious).
Anyway, a man from a post apocalyptic future travels into the past to stop a plague from decimating nearly the entire world population.
He has the name of the man who released the virus and it's supposed to be a single trip. One trip. One bullet. Simple. Done.
Except then things keep escalating, and escalating until time begins eating its own tail and it might start looking like the end of the world might be a better ending than erasing all of time and space from reality.
Because when our guys screw it up, they screw it up GOOD.
And oh yeah... found family.
6. The Good Place - (containing 4 seasons, or 53 episodes) - trailer here.
A self-proclaimed Arizona dirtbag opens her eyes and finds out that she's dead and got accepted in the Good Place. Except that as soon as she arrives the Good Place starts glitching, and she really, REALLY needs to become a better person before she can be found out and kicked out to the Bad Place.
Luckily her assigned soulmate was a professor of ethics and moral philosophy.
One of the funniest, most thoughtful and clever comedies I've ever watched. Ever. The characters are delightful and by the time the final minute rolled around I had sobbed my heart out multiple times (which, as we all know, is a sign of the very best comedies out there).
As for the question of whether or not this too contains Found Fami- Yes! Obviously, yes.
7. Avatar: the Last Airbender - (containing 3 seasons, or 61 episodes) - intro here (couldn't locate the trailer but it's basically the same thing in this case).
The four nations lived in harmony. Until the Fire Nation attacked.
It's been a hundred years since the beginning of the war when two kids from the Southern Water Tribe find a boy frozen in ice and wake him up. A boy who's able to bend all four elements... though not very well.
Enter multi-nation flying road trip (thank you Appa, we love you most of all) as they try to find teachers for the Avatar and save the world.
Includes found family (shut up), amazing fight scenes, the most heartfelt and vivid characters ever, and the best example of a redemption arc actually done well.
8. Love Between Fairy and Devil - (containing 1 season, or 36 episodes) - trailer here.
This one gutted me. I'm saying this as a compliment. But it had to be said. Completely destroyed me. I just haven't been the same.
A love story between an Orchid Fairy and the leader of the Moon Tribe that starts out with her accidentally releasing him from millennia long imprisonment and then takes you through the caleidoscope of all possible human emotions (it's a body-swap comedy through the first part, then a romcom, then a dramatic romantic tale, and finally a tragic love story).
But it's such a satisfying slow burn.
And it carries this... humanity through the whole thing that makes it so visceral.
If you're a romantic who's very tired of instalove and characters dropping all their morals because 'ooh, attractive person' then you've got to watch this. Because this story does NOT take the easy road there.

9. Star Wars: The Clone Wars - (containing 7 seasons, or 133 episodes) - fanmade trailer here (it was better than any of the official ones).
This series did so much. Introduced Ahsoka Tano, and made us love her. Gave names and faces and souls to the Clone Troopers (okay, it's the same face but you know what I mean), to a point where their endings during Order 66 destroyed me just as much as the ending of the Jedi Order. And somehow made me both love Anakin AND be a million times more angry with him.
There are some arcs in this series that might be a bit weaker. But there were some... god, there's a reason I love Clone Wars more than any other series or trilogy in this universe. And I'm not even a little ashamed to say it.
Must watch for Disaster Lineage shenanigans; for the vod'e; AND for the Jedi (who did their best okay? They always did their best đđ).

10. Nikita - (containing 4 seasons, or 73 episodes) - trailer here.
A rogue assassin that escaped Division - covert government agency that takes recruits out of prison, fakes their deaths and then forces them to become spies and assassins - has come back to take it down. Brick by brick if she has to. With guns and explosives too when that works better.
Contains soooo many cool fight scenes. Is full of incredible characters you'll fall in love with (and hate with) very quickly. And most of all has an incredibly complex relationship of mentorship and friendship between two women that holds both great admiration and betrayal, real care and love as well as rage and hatred, forgiveness, mutual respect and an unbreakable kind of bond that so very rarely involves even one female character on TV, let alone two.

In conclusion. We all know there's going to be a large space between seasons of our favorite shows now (and some shows that aren't going to survive it). Let's fill that space with some excellent TV we haven't had a chance to see yet.
And direct the blame for the wait towards the right place (i.e. the studios).
