Hello 👋
Okay, so the numbers are honestly pretty easy to track down as they are outright written in the books. The recruitment is, less clear, though not that different between the two organizations. The reason the recruitment process wasn't too different initially, is because they have a pretty small society where everyone kinda knows everyone, and all their systems are based on who knows who. So we see both Death Eaters and Order members operate on a sort of bring-a-friend system.
But let's start with some numbers:
How Many Members are in the Order of the Phoenix:
Moody gives us a very clear rundown of the first Order:
From an inner pocket of his robes Moody pulled a very tattered old Wizarding photograph. “Original Order of the Phoenix,” growled Moody. [...] Harry took the photograph. A small crowd of people, some waving at him, others lifting their glasses, looked back up at him. [...] “There’s me,” [...] “And there’s Dumbledore beside me, Dedalus Diggle on the other side . . . So the members of the first Order are:
Died or Otherwise out of action: Marlene McKinnon, Frank Longbottom, Alice Longbottom, Benjy Fenwick, Edgar Bones, Caradoc Dearborn, Gideon Prewett, Fabian Prewett, Dorcas Meadows, James Potter, Lily Potter -> 11 members
Still Alive: Alastor Moody*, Albus Dumbledore*, Dedalus Diggle*, Emmeline Vance*, Remus Lupin*, Sturgis Podmore*, Aberforth Dumbledore, Sirius Black*, Peter Pettigrew -> 8 members.
* Marks ones that are also in the second order.
So, that gives us 21 members in the first Order of the Phoenix. (23 if you count Arabella Fig and Hagrid who are not present in the picture).
And we get a pretty good rundown of the second one too:
We got the remaining members from the first order: Alastor Moody, Albus Dumbledore, Dedalus Diggle, Emmeline Vance, Remus Lupin, Sturgis Podmore, Sirius Black -> 7 members.
And new members: Molly Weasley, Arthur Weasley, Hestia Jones, Nymphadora Tonks, Kingsley Shacklebolt, Bill Weasley, Charlie Weasley -> 7 members.
Reburs Hagrid and Arabella Figg are both involved with the Order but don't appear in the picture of the first Order, but we'll count them -> 2 members.
Placing the second Order in OotP at 16 members without the kids who are technically not members. Fred and George join upon leaving school, so we can up the number to 18 members.
That being said, we have periphery Order members or people who aren't quite members but are associated with the Order, which ups the numbers quite a bit. Because here we get Ted & Andromeda Tonks, Harry, Ron, Hermione, Slughorn, Fleur, Ginny and the entire D.A. who fought in the battle of Hogwarts, McGonagall, Flitwick, Srpout, Maxime, Augusta Longbottom (by book 7), Abeforth Dumbledore, etc. which will put their number closer to 60 members and semi-members.
(Periphery members like this also existed in the first Order probably. Like McGonagall, Mr. and Mrs. Bones (Edgar Bones' parents) who were both killed in the first war along with Edgar's wife, the McKinnons, etc.)
(The Order members are harder to give a solid number to since unlike Death Eaters, they don't have a mark that says "official Order Members" so some of the members I counted as "periphery members" are sometimes counted as "members proper")
How Many Members are in the Death Eaters:
As for the Death Eaters (marked and unmarked), we have about 20 times as many as the first Order of the Pheonix:
but we’re much better off than we were last time, you weren’t in the Order then, you don’t understand, last time we were outnumbered twenty to one by the Death Eaters and they were picking us off one by one. . . .”

And that part about this number being both marked and unmarked I think is important to remember. Becouse while it seems there were about (23*20=) 460 Death Eaters and semi-Death Eaters, there were only about 45-50 actually marked Death Eaters:
All he had learned there was the Disarming Spell, “Expelliarmus” . . . and what use would it be to deprive Voldemort of his wand, even if he could, when he was surrounded by Death Eaters, outnumbered by at least thirty to one?

30 arrive at the graveyard + Severus + Barty + Rosier + Wilkes + Karkaroff + 10 Azkaban inmates = 45 Death Eaters in the first war -> Harry says "at least" thirty so I estimate them more at about 50 members.
In the second war, we have the aforementioned 30 + 10 Azkaban Inmates + Severus + Draco + ~10 other new recruits = 62-ish.
So, who are the other 400 semi-Death Eaters? Well, you have all the Werewolves, people like Narcissa who definitely works with the Death Eaters willingly (at first) but isn't marked. You also have all the imperiosed Death Eaters who are likely unmarked, like Stan Shunpike. So I expect the second war also has 460-is Death Eaters and semi-Death Eaters running around.
How do they recruit?
Both the Order and the Death Eaters work from mouth to ear. Members go to the leader (Dumbledore or Voldemort respectively) and mention a family member/friend/colleague/person they know who'd be good for the organization. You need to know someone inside the Order of the Phoenix to join (or be willing to approach a member in public).
The Death Eaters in the first war were similar, with wizards and witches likely vouching for each other and family members bringing their families over. I mean, we see both the Death Eaters and the Order have whole families in their ranks. Even if the Tonks aren't really in the Order, they are involved due to their relation to Nymphadora. Only Marlane was an Order member, but her entire family was killed. The entire Weasley family (bar Percy) is heavily involved from the word "go" in the second war. The same goes for the semi-Death Eaters, Narcissa isn't marked, but she's right there with her marked husband, sister, and son. Crabbe and Goyle are likely unmarked, but by book 7 are involved and would be counted toward that 460-ish Death Eaters and associates. Both organizations are family businesses in that the whole family gets involved when one member is involved.
(Sirius is a unique exception to that rule. I mean, after all, everyone believed he was a Death Eater so easily because his brother and cousin were Death Eaters. In-universe people are aware these organizations recruit whole families)
I mentioned in the past, the ministry kinda works like this too. Their society is based on nepotism and who you know. It's why things like the Slug Club exist. So it makes sense the recruitment for any semi-political organization (which both Death Eaters and the Order of the Phoenix are) will work like this too.
But there is another element to it. Both Dumbledore and Voldemort may approach someone themselves.
According to JKR, Voldemort offered both James and Lily a place among his Death Eaters. It's possible someone vouched for them, but it's also possible he glimpsed information about them from his followers/other sources and decided to recruit them.
Dumbledore does the same thing. For example, he approaches Slughorn himself since he is useful to him and Dumbledore knows he doesn't think like Voldemort (even though Slughorn doesn't really become an Order member proper).
Both Voldemort and Dumbledore sent envoys to the giants and werewolves in the second war.
The real difference in recruitment tactics is that Voldemort is probably promising everyone things he isn't actually planning to do (especially in the first war), threatens people to comply, and employs the Imperius Curse for those who still don't comply but whom he needs. Dumbledore doesn't employ these methods to recruit. Yes, he threatens Slughorn a little and gets an oath from Snape, but these are unique circumstances and not his usual recruitment. The usual method is to recruit people who want to fight against Voldemort and uphold the ministry more or less as is at the moment. The Order is about protecting the status quo and stopping a terrorist organization (which is what the Death Eaters are).
Also, Voldemort clearly doesn't mind allowing underage students in his organization (Draco) when he feels like he has enough to gain from it. However, from the Order's reactions to Hary's suspicions about Draco, it seems this isn't common and not something he did in the first war. The Order does not allow underage members to join.

England's cultural association with lavender is of long standing. A flowering plant native to the Maritime Alps, Lavandula angustifolia was [probably] [...] [brought] to the British Isles by the Romans. The village of Mitcham was renowned for fields which grew purple through late spring and early summer. During the early twentieth century, the rapid expansion of Greater London southwards meant that the reaches of Surrey once synonymous with lavender were consumed by a metroland of roads, suburbs, and factories.
The interwar period saw the emergence of a new English lavender growing region in North Norfolk. So I'm working on a WIP where Kingsley is one of the main characters, and I've come to a point where I need to decide what Hogwarts House he was in. For reasons. And the thing is, I don't really have a headcanon on that. In fact, I think there's a very strong case to be made for why he could have been in literally any of them.
Gryffindor is the obvious choice. He's an Auror, which I - like most people, I think - imagine to be a mostly but not exclusively Gryffindor line of work. He's also a member of the Order of the Phoenix, which is canonically a mostly Gryffindor organization. (No matter how many headcanons any of us come up with about the characters whose Houses aren't known, in canon there are only three confirmed non-Gryffindor members: Tonks, Snape, and Mrs. Figg.) Aside from group membership, he comes across as a very courageous person who cares deeply about doing the right thing, even when it's not advantageous for him. For instance, he joined the Order during book 5 when associating with Dumbledore could have destroyed his career, and he kept fighting during book 7 despite being a pure-blood who would otherwise have been in a position of power under the new regime.
He could easily have been a Ravenclaw as well. He comes across as a very intelligent person, and his job as an Auror seems to involve a lot of investigative work rather than just combat. He may not actually be trying to find Sirius, but the fact that he was chosen to be in charge of the search for him suggests he has been successful at that kind of work before. He is one of the minds behind Potterwatch, which is an effort to aid those resisting the Death Eaters by sharing information, a strategy that would make sense coming from a Ravenclaw (and that looks similar to what another Ravenclaw, Xeno Lovegood, was doing before the Death Eaters started blackmailing him). He's also open-minded enough to question what the Ministry is saying in book 5, and one of my headcanons is that he was asking questions and noticing inconsistencies about Sirius's case just from going over the evidence even before he joined the Order and learned for sure that he was innocent.
Hufflepuff is associated with justice and fair play, and Helga Hufflepuff was known to accept any students the other founders were not interested in teaching. Kingsley shows a similar mindset during the Potterwatch episode the trio listen to, where he advocates for wizards to protect their Muggle neighbors and argues against the idea of "wizards first." Although any decent person could have that attitude, it would be very fitting for a Hufflepuff. He's also the one who eventually got rid of the dementors from Azkaban, and his interactions with Sirius suggest that he cares more about actual justice than just enforcing the letter of the law. He's hardworking, as well; the Muggle Prime Minister speaks highly of his work ethic and efficiency, and that's regarding a job that's just a cover for his actual job. He's not blindly loyal (e.g., works against Fudge in book 5), but the same could be said of Tonks, who is canonically a Hufflepuff.
Slytherin would make a lot of sense, too, though. He spends basically a full year secretly working for both the Ministry and the Order of the Phoenix, hiding his allegiance to the latter very effectively from the former. He leads the search for Sirius while secretly doing everything he can to misdirect it and keep Sirius safe, and apparently never comes under suspicion while doing so. He's quick-thinking and pragmatic in tricky situations, for example modifying Marietta's memory. So is he cunning? I would say so. And as for ambition, he doesn't seem to prioritize obtaining power for its own sake, but he's certainly willing to take on a leadership role when needed (see: leading the Order in book 7 and becoming Minister of Magic at the end).

Okay this time I did look for slightly older fics! I read both of these a while ago and ngl, they're two incredible rarepairs which I honestly need more of.
The Roses Bleed Both Light and Dark by LaDonnaErrante (2290 words)
This is an Arabella Figg/Marlene McKinnon oneshot! It's the only fic in that relationship tag on AO3 and it was posted in 2013. It's rated Teen, with an archive warning for Graphic that I don't think really applies. Four brief moments of Arabella's and Marlene's relationship, ending in the Mckinnon family's murder. (So a tag for MCD is warranted).
I love this fic mainly because it really proves how little we know about a lot of the 'marauders' era characters (Marlene is often written in the marauders era, but we really know nothing about her, including her age! She could be as old/young as you want her to be). Even so, Marlene in this fic has the leather jacket a lot of modern fanon still associates with her and I love that honestly.
It's also just a wonderful look at the first war, with plenty of angst both surrounding being gay in the 1970s and the obvious character death. I'd love to think that this romance is in the back of Arabella's mind still when we see her in canon.

This is a delightful Rolanda Hooch/Narcissa Malfoy oneshot, which is a ship that's a whole four times as popular as Arabella/Marlene. It was published in 2012, the first fic for this pairing on AO3! Rated teen, no archive warnings. Quick and gorgeous read.
It's written from Rolanda's point of view and consists of a lot of small moments that span both wizarding wars. I love the melancholy of it all, which isn't really toned down at all even when the ending is actually a little happy. It's just such a good vibe all throughout. It has a simple magic ritual, a very very longlasting love despite everything that happens, and just a beautiful look at a pretty overlooked character!

Star Wars Alien Species - Ugnaught
Gentes was one of three habitable planets in the Anoat system of the Anoat sector, located in the Greater Javin of the Outer Rim. It was the homeworld of the Ugnaughts. The planet's surface was covered by volcanoes and swamps.

Ugnaughts were taken away from their homeworld as slaves long before the Imperial era. Entire tribes would often be sold into slavery. The remaining Ugnaughts lived on the planet's less-than-hospitable surface.

When the Corellian eccentric and noble Lord Ecclessis Figg wished to build a floating mining complex on Bespin, he decided to recruit several Ugnaught tribes to help in the mining of the base metals needed to build the structure. He bought the services of three Ugnaught tribes: the Botrut, the Isced, and the Irden.
He promised them freedom, livelihood and a share in the Figg & Associates profits. Once Cloud City was built, the noble Ecclessis Figg remembered his promise and gave them their freedom. To make themselves feel at home, the Ugnaughts constructed many labyrinthine and humid red-lit tunnels throughout the city, most of which could only be navigated by their kind.
In 32 BBY, some Ugnaughts worked at the Oovo IV maximum-security prison. When the facility was infiltrated by bounty hunter Jango Fett, he encountered these Ugnaughts while escaping the facility.
During the Clone Wars in 20 BBY, the Separatist General Grievous led an invasion of Gentes. His forces destroyed the Ugnaught Administration Hub and disabled the planet's defenses. He then took the entire Ugnaught population prisoner and put them to work in the Confederate droid foundries on Geonosis. Later he massacred the remaining Ugnaughts, except for some survivors who were later killed by General Grievous, when attempting to rescue a group of Padawans. A shipment of these Ugnaught slaves was rescued by the Jedi Treetower and the H.O.P.E. Squad on Yorn Skot.
Under the Human-centric Galactic Empire, the Ugnaught slavery continued, and they were used for many Imperial projects.

Shortly after the Battle of Hoth, the Cloud City mining colony fell under the rule of Imperial Captain Hugo Treece, who enslaved the Ugnaughts. Many Ugnaughts fled the city, led by the wealthy King Ozz who sheltered the refugees on floating platforms terraformed to mimic the original Ugnaught home world. There, King Ozz's Ugnaughts formed a resistance movement on Bespin, which planted bombs throughout the colony. As a result, Cloud City was evacuated until the bombs could be defused. When the New Republic recaptured Bespin, the Ugnaughts returned. The fall of the Empire meant that things would return to normal for the Ugnaughts.

Ugnaughts were ruled by elected terend councils, which were led by elected ufflor officers. They were also represented in the Cloud City's Parliament of Guilds. Ugnaughts lived in accordance with their "blood profession," with Ugnaught parents teaching their children their trade. Infant Ugnaughts were known as Ugletts. If the number of new Ugnaughts in a given profession exceeded the number needed, a blood duel was called. When the Ugnaughts reached their twentieth year of age, these fights were held to the death, with the victor winning the right to inherit their blood profession. Despite this outdated and violent custom, the Ugnaughts were generally a peaceful people with a rich culture.
When greeting an Ugnaught, it was advised to bow silently, then wait for a guttural purring as a positive response. Usage of the common galactic greeting "yaa-yaah" was considered a personal insult to Ugnaughts. If this occurred, it was advisable to duck and cover, as various mechanical implements would be thrown one's way.

Ugnaughts are stout humanoids with porcine facial features. Adults stand between 1.0 and 1.6 meters or 3.3 and 5.2 feet tall. Weigh approximately 43 kilograms or 95 pounds.

20 - 92 Adult
93 - 159 Middle Age

Languages: Ugnaught, mainly composed of grunts, squeals and chatters. It is considered a difficult language to learn.
Few Ugnaughts learned Basic, because they were not fond of prolonged contact with Humans or other species. Those who do, however, were quickly fluent in both Ugnaught language and Basic, being literate in both languages.

PS Chapter 1. The Boy Who Lived
The Dursleys are introduced with all their abnormal normalness, and I'm glad to see that my ten years of growing up has done nothing to change my assessment that these are the type of people you can definitely find in real world and I would refuse to associate with at all cost.
Reading how everyone is celebrating seemed innocuous in the first time, but the second time around I find it unbelievably insensitive, because now I'm emotionally invested in characters who are in the epicenter of what happened. First time it was just some mystery background event. Now I'm wondering what's going on on the other, hidden side; Has Sirius tracked down Peter yet? What is Remus going through? And knowing that the very thing these background celebrating is going to be what puts the main character through the ringer again and again doesn't help.
Albus Dumbledore shows up and offers McGonagall a lemon drop-- wait a minute. I can't believe even that was set up this early. (A quick search tells me its lemon drop on US version, while in the UK its sherbet lemons. Just so people know.)
I also missed that Voldemort's apparently been around for eleven years as of this time. That's a lot longer than my impression.
Godric's Hollow is mentioned here. This is a name I'm going to keep tabs on because I didn't know that's where it happened and was very confused 6 books later when Harry apparently knows about it and talks of visiting there.
So I know there's a lot of controversy on Harry being sent to Private Drive, but I actually agree with Dumbledore's reasoning here: that it'd be better if he grew up somewhere quiet where prying eyes can't reach. Sort of like Adam in Good Omens. It's just an incredible shame that the only living relatives are like that and Dumbledore had to pick the lesser evil. (or maybe should have got Arabella Figg to be the guardian...)
Hagrid enters, and here are the real joys of reread. He comes on a motorbike, and Sirius Black gets name dropped. Interesting to hear Hagrid refer to him as 'young Sirius Black', because Sirius is young as of current setting. Sad to think that when we actually meet the character he's not so young and half mad. If I wasn't averse to marking books I'd have put a giant red box around the name. No mention of him being distraught though, which is a slight disappointment.
For a full minute the three stood and looked at the bundle: Hagrid's shoulders shook, Professor McGonagall blinked furiously, and the twinkling light that usually shone from Dumbledore's eyes seemed to have gone out.
Fantastic example of show not tell, that had completely flown over my mind as a kid. No sign of words like 'tear' or 'cry', but its clear the three of them are mourning Lily and James and for Harry. It also establishes their chracters rather nicely. Hagrid cries freely, McGonagall is more of stiff upper lipped stoic person, twinkling light in Dumbledore's eyes.

I spotted ARABELLA NOREEN FIGG in Diagon Alley early today. Have you heard the rumors? Supposedly the PUREBLOOD (SQUIB) is affiliated with THE ORDER. Born on OCTOBER / 14 / YEAR, they are THIRTY-THREE and identify as CIS FEMALE (she/her) and HOMOSEXUAL. They are UNEMPLOYED / an ORDER SAFEHOUSE OPERATOR; it makes sense, given they are CAUTIOUS & ALOOF but also INDEPENDENT & EMPATHETIC. When I think of them, I think of cat hair on clothing, blowing on a cup of lukewarm tea, and saccharine sarcasm.
When Arabella was born, her last name was not Figg. For the first decades of her life, her last name was not Figg – but she loathes to think of what it once was, to think of the people that still wear it proudly. They were (are) purebloods from New England, old money there and new money compared to the purebloods of the old world. But even if they’d only had the renown for a few centuries less, they wore it like a crown. They were the family of the Northeast. If you wanted anything, you wanted them on your side. And you definitely wanted their surname. Yet Arabella, born with it, took the first chance she had to rid herself of it.
See, being one of them was all fine and dandy as long as you had magic. But when no magical mishaps befell Arabella as she grew up, heirloom wands sat lifeless in her little hands, and an Ilvermorney letter didn’t come for her – there was no way to deny it. Her blood was pure but it held no magic. She was a squib. She was a shame upon their great name. They handled her like a pox, with gloved and distant hands. She was sequestered in her room at their annual dinner parties, her name spoken rarely and like a curse. The friends she had before she was confirmed as a squib turned their backs on her. Letters were never returned, gazes were never met. All she had when she had no Ilvermorney letter were the books in the study and the family kneazle.
When she was seventeen, so close to eighteen, her parents sat her down in the living room and informed her that she was to be married. It came as shock after having been treated like a ghost for so long. Her fiancé was to be a squib from another American pureblood family; they would be provided with an allowance and a home in Northern Vermont. Her heart sank. She knew exactly what this was. She – and the poor fellow she was to be married to – were being discarded, tossed somewhere no one would care to look. Their silence and good behavior would be bought by their allowance. The house would be just another cage. She returned to her room after the conversation, sitting on the bed and staring at the floor. Her mind raced long into the night – her thoughts reaching a crescendo until finally there was just one. She had to leave. Arabella packed a single suitcase (clothes and documents), coaxed her kneazle into a carrier, and was gone by morning. She reached the local wizarding bank just after they opened, withdrawing a few hundred dollars in muggle currency. Her future was unclear but she knew one thing: if she was starting over it would be somewhere they couldn’t reach her. She went to the airport, told the lady at the counter that she’d take the first flight to Europe – anywhere in Europe – and got her ticket. That was how she ended up in London half a day later.
Trying to live life as a muggle was difficult, to say the least. Her sheltered upbringing had left her naïve to the world outside, her only knowledge coming from the books she’d occupied her days with. But a kind apology and an American accent were enough to excuse most of her mistakes. She was also a quick learner, rarely making the same mistake twice. At last she had the freedom to discover the world and herself. She settled in, growing accustomed to life in London, her accent fading as her mistakes dwindled. During that time, she realized another reason that her broken engagement had appalled her – she wasn’t interested in men. Finding acceptance among muggles for that trait was difficult but she sought out communities and found people like her. In one of those communities, she met a woman that immediately had her heart fluttering. This woman was Miriam Figg. Their relationship was quick, Miriam moving in before long. A few months into their cohabitation, she realized Arabella’s cats were actually part-kneazle (the kittens of the cat she’d originally brought with her). Miriam revealed herself as a witch.
Arabella was reluctant to associate herself with the wizarding world again but she loved Miriam more than she was afraid of magic. They married in a small wizarding ceremony, only recognized by the magical world. Miriam got her another kneazle for the first anniversary of their marriage. The nerves she had about the magical world were beginning to settle until tragedy struck. Occasionally, Miriam would come home late – her job in the DMLE keeping her busy. But the hours ticked by, the clocking striking midnight and shouldering on. The sun cracked the horizon and Miriam was still not home. With dark circles beneath her eyes, Arabella sat on her couch, stroking her kneazle and nursing a cup of tea. Finally, someone knocked on the door. It wasn’t Miriam. “I’m so sorry to inform you,” the Ministry worker began. Miriam had died defending muggles from a Death Eater attack. When the Ministry worker was gone, Arabella turned on the TV and found herself watching a news story about the same attack.
The days following Miriam’s death were a blur. Funeral and burial arrangements had to be made but she could hardly remember them when they were all said and done. The funeral arrived; although surrounded by Miriam’s friends and family, she felt alone. An old man in a yellow suit and paisley tie sat beside her. “Lemon drop?” he offered with a soft smile. He introduced himself as Albus Dumbledore when the funeral was over and asked if they could meet at a later date. There was something he wanted to discuss regarding Miriam’s death. Arabella initially wanted to say no, too tired to even think about it, but he promised that she’d want to hear what he said. He was right. Sitting on the same couch she had waited for Miriam on, he told her about the war, about Voldemort, and about the Order. “You may not be able to cast curses,” he said, “But there is still much you can do to help.” She would do anything help the cause; when Dumbledore came back a few days later with an injured wizard, Arabella opened her home to him. 3 Wisteria Walk became a safehouse for the Order and Arabella was its host.

Unbeknownst to her neighbours, Arabella Doreen Figg is a Squib who works as a dealer of cross-bred cats and Kneazles. She helped the Order of the Phoenix by watching Harry for Dumbledore.
Arabella might be taken from a Hercule Poirot story by Agatha Christie, “The Clocks”, in which a Mrs Hemming with an equal fascination of cats has a young kitten named Arabella.
Figg is likely a play on “fig”. In classical art, fig leaves are associated with “poorly concealed secrets” (as in sculptures and paintings of nudes), which might be related to how she lives as a Muggle but is eventually revealed to participate in the Wizarding World.
Bonus: Arabella Figg shares the initials “A.F.” with the only other major Squib in the series, Argus Filch, as well as her cat affinity.

Baxter Figg is a muggleborn wizard from a large family. Cordella has several aunts, uncles, and cousins, but the magical branch of the Figg family tree doesn’t associate much with the rest of it, as the reveal of Baxter’s magic estranged him from the rest of his family. Arabella is the only one who has a real relationship with them, as she reached out to them when she left her parents’ house.

Incident Details
According to a police affidavit, at least three witnesses saw Kelly shoot Tunstall at around 1:00 am on Sept. 7. Clark and Parker were killed later that day as Kelly drove through Memphis, live-streaming some of his and prominent officers' activities on a citywide manhunt, police said. Police said three other people were injured in the shooting. The prosecution accuses Kelly of attempted first-degree murder and more than 20 other counts, including reckless danger with a deadly weapon, act of terrorism, property theft and evasion of arrest. Kelly didn't plead for Tunstall's murder. Jennifer Case, Kelly's attorney, did not immediately respond to a call to comment on the new allegations and declined to comment on the first murder charge to the Associated Press. The shooting prompted police to warn residents to take shelter on the spot, close a baseball stadium and college campus, and stop public bus service. Kelly was arrested after crashing a stolen car while fleeing the police. Relatives told The Associated Press that Parker was a mother of three who worked as a medical assistant at a clinic near West Memphis, Arkansas. Clark worked as a campus security guard at Christian Brothers University after retiring from a career as a prison officer, the Memphis-based school said in a statement provided to news outlets.
