Actually, thinking more on the point that Armand and Louis were allowed to have human friends, and not Claudia, is perhaps because Armand didn't want to risk his coven members getting too close to anyone in case they asked him to turn them. It repulses him, so he keeps the coven members isolated/alienated and away from humans. Santiago's maker was punished to death for this reason; maybe he had asked Armand to change Santiago but was refused, and as a warning (and also following the laws) he was burned. Armand can safely have human friends because he knows he won't give them the dark gift, and Louis is allowed to have friends because Armand knows how much he dislikes his vampire nature, enough to not turn another (until Madeleine). Perhaps it's not (just) pettiness that he doesn't want Claudia making friends, but perhaps fear and selfishness too. This is one aspect of her joining the coven that he won't be able to control, because even if he says no, Louis will always say yes.
