Again, if you wanna put hunger games takes on the internet, you need to pay attention. The whole thing about Katniss being the spark, is that she's a variable the capitol doesn't have control over. And whoever gets control of what she means first is the one that would win the war. To say the ripping was rigged to get Prim's name so Katniss would volunteer is stupid. There was no way to predict Katniss would volunteer. 12 never had a volunteer before Katniss. I accept that there might be a chance that Prim's name wasn't there once, like maybe they wanted to force a 12 yo to be in the arena that year, but to say Prim was targeted to get Katniss defeats the whole purpose. The whole thing is that Katniss gets there by chance. It's random.
