Hnnnghhhh not to talk about Zoro again but after seeing people's reaction to that panel.....it's not out of character! Zoro does this ALL the time, and even more so, he doesn't say what he actually is feeling or what he means. It is a character flaw of his where when he is worried, when he feels he wasn't strong enough, he lashes out and, seemingly, puts it onto other people. Long Ring Long Land, worried about Chopper being stolen, "Man up Chopper", Punk Hazard when he hears Luffy was beaten and is worried about how strong they (he) is in the new world "get serious Luffy, this is the new world", in Zou when Sanji leaves, throws a WHOLE FIT about it which Luffy calls him out on being worried when they've heard the whole story later. there are more examples. He is hit just as hard by not being able to save Vegapunk, and is projecting his insecurities and his distress onto Luffy who is outwardly showing it. It is a character flaw, he's being a dick, but it is a consistent flaw of his that I believe WILL come to resolve and be addressed, he needs to not tie strength to everything in his life. He will eventually face Mihawk, the strongest swordsman, but does Mihawk seem fulfilled from being "the strongest?" I wouldn't say so. Will being the strongest stop bad things out of your control from passing? That's what Zoro needs to find out.
