I am always thinking about the victors. Katniss says in "Catching Fire" (the book) that there are 56 victors alive at the time of the 3rd Quarter Quell. I want to know every single one of them but obviously, we do not. (These are the only ones we know of.)

Subtracting the D12 victors, that leaves 53 from other districts. About 4-5 per district if it were distributed equally though we know it is not distributed equally and that Career districts have more victors. But non career districts should have at least two (because they are all able to field two) and probably no more than 4. But that means a lot of the Reapings for 75 were like Haymitch and Peeta. 50-50. A coin flip to see whether you live or die (actually die or die slower since the victors purge happens).

In the movies, a couple of the reapings are shown. Though I don't consider the movies to be "canon" in the sense that the filmmakers know everything, we do know Suzanne Collins is involved so it's sometimes helpful to consider.

Some movie nonsense below the cut.

District 1: We only see Cashmere and Gloss. Though we know from the website that Augustus Braun should be among the victors (if he is alive that is) as well. That gives us three victors but it feels like there should be more based on the book. Going to assume Augustus and others are just "off screen" for some reason. Maybe the Reaping was just rigged and they knew Cashmere and Gloss were going (for the "drama" of siblings fighting)?

District 2: The film shows three victors, including Enobaria and Brutus. Lyme, who we know for sure exists, is not among them. Nor is the "victor" from the 73rd games (movie canon) who smashed a kid's head in with a brick. But, I do think it'd make sense of have at least these five (2 male, 3 female) from D2.

District 4: The podium in the film has three unnamed male victors with Finnick. This gives D4, six living victors at the time of the 3rd Quell which seems reasonable to me. Four male, two female. Acceptable headcanon.

District 6: Oddly the wiki says there are three victors from six filmed. I can't really tell based on the set photos but am willing to accept the idea of three from six as reasonable. Acceptable headcanon.

( reiner's canon story is full of triggers and heavy themes, look under the cut for a more specific trigger warning regarding his canon and my own personal portrayal. )

**TRIGGER WARNING** Reiner's canon story involves s*icide attempts, child abuse, murder and all around a lot of trauma. I will not shy away from dark topics on this blog, Reiner is a character who has suffered a lot and has put suffering on others. When I write angsty meta or meme / thread responses they will be angsty and heavy, and I will try to tag everything appropriately.

Furthermore, my own personal portrayal will also include internalized homophobia ( for at least his time pretending to be a soldier ). I write Reiner as gay, his mental illness and multiple personalities along with some compulsive heterosexuality ( Marley comes off as a h*mophobic society to me ) made him repress this part of him, something he only explores with Bertolt whenever he allows himself, and more often than not he forgets about it after. My Reiner was absolutely in love with Bertolt and his crush on Christa was a figment he created for the persona he crafted to fit in with the rest of the scouts.

**RULES**

First and foremost, the mun is named DJ, I use they/them pronouns and I’m 28 years old. I have been roleplaying on this website for over a decade now and I have seen pretty much every drama known to man on here. Primary elections are this Tuesday!

As I'm sure you're aware, the presidential ballot doesn't matter much, but the governor will be elected based on whoever wins the Republican primary this week.

Here's a quick summary of the Republican ballot:

Mike Braun is leading the current polls - the same senator who wants to outlaw interracial marriage.

Suzanne Crouch, the current lieutenant governor, follows next. She regrets Holcomb's covid-19 response (mandating masks) and wants to abolish state income taxes. This means that the state will be relying on property and sales tax to pay for everything.

Brad Chambers, candidate number three, wants cops, more cops, and more cops. He also wants to increase Holocaust education in schools! Hooray! Though this is mainly in response to the campus protests occurring across the state. (He really, really likes Whitten [the president of IU who decided to bring police onto campus in Bloomington] and fully supports and endorses her)

Eric Doden is running a standard Republican issue stance, pro-gun, pro-life, anti-trans, etc.

Curtis Hill, a former general attorney, had his law license suspended a few years ago shortly after facing allegations of sexual misconduct.

Jamie Reitenour is a stay at home, Christian, Conservative mother.

The last three candidates mostly exist to split the vote to ensure Braun can win - last I saw, he was polling at 44%, meaning only about a third of the state actually wants him in office, but because there is no real alternate candidate, he is likely to be elected.

I'd encourage everyone who can to vote Republican in the primary, and to pick either Crouch or Chambers if you don't want to see Braun as governor.

Summary: Kristina has once again managed to stay late. This time, however, she has the bad luck to run not into Reiner Braun the Warrior, but into Reiner Braun, the soldier of the 104th.

Unable to help herself from signing the last of her paperwork with a gentle flourish, Kristina leaned back in her chair and sighed. It had taken her the better part of the day to catch up on all her paperwork for the Warrior program, but thankfully she had managed to get it done.

Pushing herself away from her desk and standing up with a light stretch (and a lot of cracks that told her she needed to up her personal exercise regime), Kristina paused as she looked around her office, the hallway that led out into the building, and then at her window. The ‘better part of the day’ had turned into late evening, which certainly explained why it had been so peacefully quiet as she worked.

Sighing and gathering up all her paperwork before sliding it into her desk, Kristina paused and then muttered a quiet, “Damn.” She had promised to meet Reiner in his office so they could discuss a couple of war strategies before presenting them to Commander Magath.

Finishing tidying up what she could, Kristina was quick to slip her outer jacket back on before leaving her office and locking the door behind her. She wasn’t sure if she hoped that Reiner had waited for her or if he had gone home like he no doubt should have hours ago. (The selfish part of her, of course, hoped that he would be there waiting for her with one of those soft smiles of his.)

Pushing that selfish part of her down, at least for the moment, Kristina quickened her pace until she was in front of his office door and then… paused. She couldn’t explain it, couldn’t even put it into words if she wanted, but something suddenly felt wrong. Cautious, she looked around the halls. It was as quiet and empty as it had been a moment ago.

Tensing herself, Kristina lifted up her hand and formed a loose fist (ready to either throw a punch or catch one) before knocking on the door.

“Reiner? It’s Officer Qual. You wanted to meet and discuss strategies?”

There was the very faint sound of movement behind the door, but no answer. That certainly narrowed down her choices on what to do next. There was definitely someone in there, but now the question was if it was Reiner or if it was someone hiding in his office when they weren’t supposed to be. Either way, it meant something was wrong.

Cautiously, and hopeful that everything was actually just fine, she knocked on the door one more time. When no answer came except more faint movement, Kristina took a breath and opened the door.

She was immediately dodging a fist.

Stumbling a few steps back before she regained her footing, Kristina silently cursed herself for slacking off on her training once again before she was lashing out with her own hit, leg coming up with enough force to hopefully knock down whoever had attacked.

When the faint pain hit, she focused to see that an arm had blocked her hit and the eyes of Reiner Braun were glaring into her own. She didn’t get the luxury of staring in shock or gasping, instead immediately moving when he lunged forward for another attack of his own.

She had been trained too hard to waste her breath on trying to ask him what was happening or what he was doing. No. The goal was to pin him and then ask him what the hell he thought he was doing.

“Marleyan scum! Where have you taken me!” Alright, she supposed they were talking, then-

Kristina’s arms ached as she managed to stop him in his tracks for just a moment, long enough to see a swirl of confusion and blankness in his gaze as he looked at her.

Something was wrong. Something was very, very wrong.

“Who are you?” Kristina asked, breathless as they separated and Reiner looked at her with contempt. “State your name!”

“I am Reiner Braun of the 104th, soldier of the Survey Corps and of Paradis!” Soldier. He thought himself a soldier.

Before she was even aware of it she was already moving, throwing herself at Reiner and ramming into his center of balance with enough force to have him falling backwards. She heard his cursing and swearing, but paid it no mind as she kept with the momentum, both of them hitting the ground with enough force to make her bones ache.

A burst of adrenaline as he jerked under her was the only reason she found enough strength in her to pin him to the ground by his wrists, straddling his waist in an attempt to not let him get back up.

“Reiner Braun of the 104th is dead!” She winced as her words echoed through the halls, silently grateful that the building seemed empty. Her words were, at the very least, enough to give the man under her pause. “You are not that man. You are Reiner Braun, a Warrior of Marley!”

There was something so painful in his eyes, Kristina silently thought to herself. It was as if he was inches from a death that would never be granted to him. The confusion had cleared, though, and there was a clarity to his eyes that had her releasing him and sliding off of him so she could sit on her knees a few inches away. Reiner slowly sat himself up, that clarity turning to something tortured as he looked at her.

“You are a Warrior,” she repeated, voice quieter than before, enough that she was half-certain he couldn’t even hear her. “You are not one of those devils from Paradis-”

“They weren’t devils.” The words seemed to burst out of him. They were quiet, still, and soft in a way, but they were at the same time frantic. As if they had been burning in his chest and never said. “They weren’t- Paradis, the people there- They were just people. They were just people.”

Kristina swallowed, unable to find it within herself to say anything as those eyes looked at her. When paired with the bitter smile he now had, his expression was half-crazed as he ran a hand through short, shorn hair. “Soldier? Warrior? No, I’m nothing but a monster. Do you know how many I killed? How many innocent people I killed? If anyone’s the devil-!”

Silence fell between them, but Kristina could hear the unspoken I am! that lingered in the air between them.

Finally, Reiner’s gaze dropped from her and Kristina felt like she could breathe again. Whether it was from her relief that he seemed to be back to himself or her guilt that she had been unable to say anything, she couldn’t know. (She had an idea of which was to blame, though. She was well aware that they were all human. All of them just people.)

“Office Qual.” Reiner spoke up in that flat, empty tone, any trace of emotion once there wiped away. “I will accept whatever punishment you bestow upon me for my actions on this day.”

And she could punish him. She was well within her right, seeing as he had attacked her with obvious attempt to harm. Hell, she should be telling Commander Magath about what just transpired. Moreso now that it was clear he had some form of mental instability which could bring harm to future missions he partook in. Instead…

Instead Kristina sat up on her knees, leaned forward, and wrapped her arms around Reiner in a soft embrace. “It’s okay,” she whispered softly, remembering a young boy smiling at her and an offered piece of candy. “Everything is alright, Reiner.”

It was faint, but she felt the man in her arms shift, a hand slowly and hesitantly landing on her back. Kirstina didn’t even try to stop her smile or the way her voice softened even further. “I know, Reiner. I know that the people of that island aren’t devils.” Everything around her went still before there was something between a shiver and a jerk, Kristina having a rough idea of what was happening when she heard the wet gasp of breath.

“How could I not know? Aren’t all of us human?” Of all people, she should know best that there truly was no difference between them. She had read the reports, seen the stories, was in love with one, and heard the first hand accounts. It was a truth that they — her people — didn’t want anyone to know or understand. “I know that they aren’t devils.” Taking a soft breath, she shook her head.

“I believe you,” she finished with a whisper, smiling faintly as she heard another hitched breath and felt Reiner wrap his arm around her in return and pull her closer. She felt his head rested against her shoulder, a drop of something warm and wet hitting her skin that she pretended to not notice.

“I believe you, Reiner.”

Slowly, after what felt like hours of the two of them curled up on the floor, Kristina finally began to move. Their fight, short as it was, had left her tired and faintly sore, and sitting on the floor for so long had certainly done her knees no favors.

Reiner was still silent, gaze locked onto the floor. Kristina didn’t force him to look at her, but she did pull on his arm and force him to his feet. “Come on,” she said softly, leading him into his office. “The building should be empty, by now, but that’s no reason to sit in the middle of the hallway.”

She heard a soft sound, something that could have almost been a laugh if it were any louder. She decided she would take what she was given and go from there, which meant pretending it really was a laugh and Reiner was no longer in danger of having a mental breakdown.

Still, she made sure to be careful as she gently steered him towards his desk chair, sitting him down before looking around the room. It was neat and tidied perfectly, far more than her office ever was, but that just meant it was easy to check and see if there was anything on his desk, any paperwork he had been told to do, that triggered… whatever that had all been.

“It’s not the first time,” Reiner spoke softly, startling Kristina and making her snap his gaze to him. She wasn’t certain if he had managed to know what she was thinking, but it answered some of her questions. “It… happens, sometimes. The haze. It’s as if I’m torn between two lives and in the moment I’m… never sure which is the real one.”

“But you seemed to come out of it quickly enough,” Kristina pointed out as she took a seat in one of the chairs sat in front of the desk. Somehow, with the desk between them, it felt far more professional and cold than she would have liked it to. (It felt lonely.) “Has this ever happened around people?”

“Once or twice. Only when I was in Paradis and only when I was with my team. The people who knew me as a Warrior. It’s rarer, these days, and usually only happens when I’m alone.” There was more he wasn’t saying — obviously there was more, but, still. He had said enough for Kristina to be reassured that this was something that likely no one else would see, and it was only bad luck that Kristina had discovered what was happening. “Officer Qual, please believe me that I never would hurt you on purpose, I-”

“I know,” Kristina cut him off, proud that her voice was softer and warmer than she once would have made it. “You’re kind, Reiner Braun. That’s why this is a problem, isn’t it? You’re kind, but that means the guilt hurts all the worse.” The desperate look she was given begged that she truly understand. “Alright, then.”

Filled with that warmth and softness that she didn’t dare push away, not yet, Kristina leaned forward and wrapped one of Reiner’s hands up between her own. His skin was cold and clammy, something that made Kristina squeeze all the harder. “I suppose that if I ever see you like that again, then I’ll just have to pull you out of it. As many times as necessary.”

There were no words to describe the look in his eye and it would almost be a disservice to say it was something as simple as gratitude. The wet sheen told her more than enough, however.

“Thank you.” His voice was a whisper, but his hands were steady when he brought up his other to return her hold. The way he ducked his head and rested his forehead against their clasped hands was the thing to finally make her feel that damning warmth in her cheeks. She couldn’t find it within herself to be too upset, though.

“Thank you, Kristina.”

“Of course. No matter what, everything will eventually be okay.” She didn’t know if that was true, and she knew it likely never would be, but it didn’t stop her from letting herself believe (if only for a minute) that everything really would be okay.

It couldn’t hurt to hope, after all.

Good morning, good afternoon, good evening, and hello! With job searching going a bit not great at the moment I'm putting all of my spoons into my writing career and so, with that, there is now an official posting schedule!

What are your thoughts on BTS's future and TK's future with BTS? I have a gut feeling BTS aren't going to reconvene in 2025. Especially with Bang's uncertainty shown in the press conference.

Maybe TK aren't re-signing? Idk what to think

Ok this ask has been in my drafts for nearly a fortnight. Firstly, I wanted to apoligise to the original sender that it took me this long to get sorted. Last week was busy with work and I've also had to deal with a tonne of asks too. So apologies.

This post is also F.A.O. @nonalisa @lullaby-of-taekook @taekookgotjamz  who asked about my thoughts so to you and the rest of you...

First, I'll give a bit of context and then my thoughts on what might be happening now and could happen in the future....

First, the context:

This will be broken up into 3 parts...

2018 & the 2020 contract

Fake Rumours about contracts and lack of support

What HYBE are saying

2018 & the New 2020 contract.

We can't talk about the future without looking back to the previous renegotiation.

In 2017, BTS were close to breaking point and in early 2018 contemplating disbandment. Under this cloud BigHit initiated negotiations with BTS, over several months the boys renegotitated there second phase contract, due to start in June 2020, and most likely an adjustment to the then current contract.

I have speculated that BTS, and in particular Taekook, used Dispatch to hint at them being a couple as form of contract negotiation.

Whatever happened BTS re-signed.

It should be noted that BH suggested that BTS use their own lawyers and even to consult with their parents about the contract proposals.

I feel the new contract afforded BTS a lot more autonomy and control over their futures, content and lives. First indications of this was the two-month break in 2019.

It's clear from June 2020 there is a stark change in how the boys are presented and how they interact both in front and behind the camera.

Most reports indicated that the new contract was until 2026

Major news outlets would not report that date unless it came directly from BH.

Then in 2020 during the IPO of BH on the Korean Stock Market, this came out...

So why the two dates? My initial thought was a 5 year contract with an option to extent for 2 years. However, I now think the answer is a lot simpler, BTS signed a 5 year deal which factored in 2 year time out for military enlistment, so there would be an automatic extension to 2026, hence why nearly all news outlets in 2018 mention this obvious press release date.

The Fake Rumour(s) about Contracts

Between June 2020 and now amongst some Taekookers and solo stans there is a perception that HYBE is sideling and not supporting Tae and JK.

Then, in Jan 2023, a Taekook twitter account started circulating a "blind item" claiming to be from October 2020 about how 5 members of BTS had re-signed/extended their contract, but 1 member hadn't, and another was supportive of them (despite there being not a single shred of evidence of such a blind item existing back in 2020)...

Then BANG! on 11th February, on the well-known blind item website CrazyDaysCrazyNights, the exact same blind item resurfaced but with 2023 twist that set out to villainise HYBE and Scooter Braun...

My guess, because people can submit gossip to CDCN, someone did this recently for this blind.

Following it's posting, it was clear that some Taekookers and Solo JK/Tae Stans used this blind as justification for their fav's perceived lack of support from the company (despite that not exactly being the case) and ongoing assumption that Taekook were the only ones who hadn't re-signed, and will not enlist and would leave BH after 2024. Obviously forgetting that not a few days earlier they claimed this all happened back in 2020. Odd that isn't it....

These rumours were initially compounded by JK's Lives on Weverse, where he talks about not working on his album that he's not doing much. Then within days, we hear about Tae's work and promotion of it, as well as JK going to work and rumours of a BA with Calvin Klein.

HYBE, BigHit and Band PD....

As the speculation grew - within the fandom about how supposedly some of the members, particularly Taekook weren't getting the same level of support from the company - we suddenly start seeing statements and interviews, reiterating that the company supports all members in their solo projects.

In particular, Bang PD does an interview and conference where he talks about the future of K-Pop. He specifically mentioned BTS and that they are currently in contract renewal talks with BH. So unlike the blind all the members are currently negotiating their new contract, but it's likely nothing will resolve until BTS return from enlistment.

My thoughts...

I'll break this down into BTS as a whole and what might be the key points in the contract talks, then look briefly at Taekook.

BTS

BTS back in 2018 decided to renegotiate together as 1 and got a new contract as a collective. That contract I think gave them a lot more freedom, control and opportunities for solo activities until 2024/26 from June 2020.

During this new contract negotiation, which likely started last year, it's clear they're doing the same thing. We know this because RM stated it in his Live the other day. I think the catch up with Jin last week, whilst was about catching up with him it was also about the new contract. RM also stated it would be resolved until they all return from the military.

I think the new contract is about allowing BTS to create music and go on tours together every few years and in between allow them to grow as soloists too. As well as, giving them even more control over their time and music.

This is where a new BTS Label, separate from BigHit and HYBE, could come into play. It will be like what Apple Records was like for the Beatles. However, this may be the biggest sticking point for HYBE, it would be predominantly owned by BTS, with HYBE as a minority shareholder. I also wonder if BTS want their Masters, as this would increase their control. I think HYBE want to retain as much control/profit as the can from BTS, but obviously the boys want more of that for themselves too. So, I think a compromise will be reached.

I do think HYBE will give them most of the control and freedom they want and possibly more control/ownership over their Masters.

Taekook

There is a perception in certain quarters that Tae and JK are victims and are just riding out their contract until 2024. That doesn't tally with what they and the other members have said. I definitely think all 7 re-sign with BH/HYBE in some way. But I wonder if Taekook want some specific for them included too. I could see them asking for no "fanservice" moments, but that's small fry. Could they want a managed (sort of) coming out plan? That's possible. In light of recent events, could they want HYBE to support them officially moving in together as flatmates?

These are all interesting questions and thoughts I currently have.

Final thought:

What is clear though to me, is that BTS will be re-signing with HYBE in some way, and we'll possibly get that announcement shortly after the last members return from the military.

I met some pretty cool people that way and it also allowed me to hear a lot more shows than I would have other wise. I want to do that here more often cause it was a fun time. 08:10- Again on these scene transitions, I think it's the underscoring that's really doing the work here. It provides an atmosphere and thus when it changes the atmosphere changes. It's functioning more on the audience's general impressions rather than establishing a more concrete space. I think it's a great tool/form to use for some shows.

08:11- Big "Miles Braun in Knives Out 2: The Glass Onion" energy.

08:43- This is random but I would like to know, do you call it sublock or sunscreen? Do you call it something else? I'm a "sunscreen" girl, myself.

10:40- The dissonance in the underscoring juxtaposed with the light and airy synths is interesting. It's both dreamy and very uncomfortable. Definitely helps with the tense atmosphere of the scene.

12:28- Say it, Ryan! Don't let the bastards get you down!

15:06- It's a conspiracy! And anti-Ryan conspiracy! Justice for the ghost!

16:32- YES RYAN! IT'S CALLED THEFT AND FRAUD!

17:20- Luke Pattersby will pay for his crimes against Ryan (a man who is innocent of everything accept being a dolphin lover and an appreciate of 50 year old actresses.)

google scholar, researchgate, ncbi/national center for biotechnology information is great for finding research papers. sci-hub is the place to go to get past the paywalls. look for something called a "DOI" (digital object identifier). it's usually either a URL with the letters "DOI" in it or next to it, or a string of numbers with the word "DOI" next to it. copy and paste it into sci-hub to see if they have it, and if they don't, they may not have that particular copy from that link/website you're using, so be sure to try with other links/websites. if you can't get access to this paper anywhere, try emailing the author.

libgen, anna's archive, pdfdrive, and z-library are where i get my books downloaded from. i think a handful of domains from z-library have been seized so you can't use it right now, but it'll be back up eventually. one thing to be super aware of is that every single one of these websites has dangerous mirrors trying to steal your info, use your computer for bitcoin mining, or some other sketchy shit like that, so BE CAREFUL. z-library especially. if any of these websites are asking you to donate bitcoin (bitcoin and any other similar currency; z-library asks for donations of real money normally in non-intrusive ways to keep the site running), share your personal information, or anything else that runs red flags in your head, dip the fuck out of there.

In the first four months of the Covid-19 pandemic, government leaders paid $100 million for management consultants at McKinsey to model the spread of the coronavirus and build online dashboards to project hospital capacity.

It's unsurprising that leaders turned to McKinsey for help, given the notorious backwardness of government technology. Our everyday experience with online shopping and search only highlights the stark contrast between user-friendly interfaces and the frustrating inefficiencies of government websites—or worse yet, the ongoing need to visit a government office to submit forms in person. The 2016 animated movie Zootopia depicts literal sloths running the DMV, a scene that was guaranteed to get laughs given our low expectations of government responsiveness.

More seriously, these doubts are reflected in the plummeting levels of public trust in government. From early Healthcare.gov failures to the more recent implosions of state unemployment websites, policymaking without attention to the technology that puts the policy into practice has led to disastrous consequences.

The root of the problem is that the government, the largest employer in the US, does not keep its employees up-to-date on the latest tools and technologies. When I served in the Obama White House as the nation’s first deputy chief technology officer, I had to learn constitutional basics and watch annual training videos on sexual harassment and cybersecurity. But I was never required to take a course on how to use technology to serve citizens and solve problems. In fact, the last significant legislation about what public professionals need to know was the Government Employee Training Act, from 1958, well before the internet was invented.

In the United States, public sector awareness of how to use data or human-centered design is very low. Out of 400-plus public servants surveyed in 2020, less than 25 percent received training in these more tech-enabled ways of working, though 70 percent said they wanted such training. 

But knowing how to use new technology does not have to be an afterthought, and in some places it no longer is. In Singapore, the Civil Service Training College requires technology and digital-skills training for its 145,000 civilian public servants. Canada’s “Busrides” training platform gives its quarter-million public servants short podcasts on topics like data science, AI, and machine learning to listen to during their commutes. In Argentina, career advancement and salary raises are tied to the completion of training in human-centered design and data-analytical thinking. When public professionals possess these skills—learning how to use technology to work in more agile ways, getting smarter from both data and community engagement—we all benefit.

Today I serve as chief innovation officer for the state of New Jersey, working to improve state websites that deliver crucial information and services. When New Jersey’s aging mainframe strained under the load of Covid jobless claims, for example, we wrote forms in plain language, simplified and eliminated questions, revamped the design, and made the site mobile-friendly. Small fixes that came from sitting down and listening to claimants translated into 48 minutes saved per person per application. New Jersey also created a Covid-19 website in three days so that the public had the information they wanted in one place. We made more than 134,000 updates as the pandemic wore on, so that residents benefited from frequent improvements.

Now with the explosion of interest in artificial intelligence, Congress is turning its attention to ensuring that those who work in government learn more about the technology. US senators Gary Peters (D-Michigan) and Mike Braun (R-Indiana) are calling for universal leadership training in AI with the AI Leadership Training Act, which is moving forward to the full Senate for consideration. The bill directs the Office of Personnel Management (OPM), the federal government's human resources department, to train federal leadership in AI basics and risks. However, it does not yet mandate the teaching of how to use AI to improve how the government works.

The AI Leadership Training Act is an important step in the right direction, but it needs to go beyond mandating basic AI training. It should require that the OPM teach public servants how to use AI technologies to enhance public service by making government services more accessible, providing constant access to city services, helping analyze data to understand citizen needs, and creating new opportunities for the public to participate in democratic decisionmaking.

For instance, cities are already experimenting with AI-based image generation for participatory urban planning, while San Francisco’s PAIGE AI chatbot is helping to answer business owners' questions about how to sell to the city. Helsinki, Finland, uses an AI-powered decisionmaking tool to analyze data and provide recommendations on city policies. In Dubai, leaders are not just learning AI in general, but learning how to use ChatGPT specifically. The legislation, too, should mandate that the OPM not just teach what AI is, but how to use it to serve citizens.

In keeping with the practice in every other country, the legislation should require that training to be free. This is already the case for the military. On the civilian side, however, the OPM is required to charge a fee for its training programs. A course titled Enabling 21st-Century Leaders, for example, costs $2,200 per person. Even if the individual applies to their organization for reimbursement, too often programs do not have budgets set aside for up-skilling.

If we want public servants to understand AI, we cannot charge them for it. There is no need to do so, either. Building on a program created in New Jersey, six states are now collaborating with each other in a project called InnovateUS to develop free live and self-paced learning in digital, data, and innovation skills. Because the content is all openly licensed and designed specifically for public servants, it can easily be shared across states and with the federal government as well.

The Act should also demand that the training be easy to find. Even if Congress mandates the training, public professionals will have a hard time finding it without the physical infrastructure to ensure that public servants can take and track their learning about tech and data. In Germany, the federal government’s Digital Academy offers a single site for digital up-skilling to ensure widespread participation. By contrast, in the United States, every federal agency has its own (and sometimes more than one) website where employees can look for training opportunities, and the OPM does not advertise its training across the federal government. While the Department of Defense has started building USALearning.gov so that all employees could eventually have access to the same content, this project needs to be accelerated.

The Act should also require that data on the outcomes of AI training be collected and published. The current absence of data on federal employee training prevents managers, researchers, and taxpayers from properly evaluating these training initiatives. More comprehensive information about our public workforce, beyond just demographics and job titles, could be used to measure the impact of AI training on cost savings, innovation, and performance improvements in serving the American public.

Unlike other political reforms that could take generations to achieve in our highly partisan and divisive political climate, investing in people—teaching public professionals how to use AI and the latest technology to work in more agile, evidence-based, and participatory ways to solve problems—is something we can do right now to create institutions that are more responsive, reliable, and deserving of our trust.

I understand the hesitance to talk about training people in government. When I worked for the Obama White House, the communications team was reluctant to make any public pronouncements about investing in government lest we be labeled “Big Government” advocates. Since the Reagan years, Republicans have promoted a “small government” narrative. But what matters to most Americans is not big or small but that we have a better government.

Reputation TV release date theory

ok so this is very unrelated to anything i ever post, and probably not the website to post on, but when i'm right i want there to be documented proof.

so i think she's gonna release rep tv on November 10 2024. I think usually contracts for the rights to the masters are 7 years and that's exactly 7 years from the original release date. She also save "i did something bad" as her last surprise song from rep. i think she did this on purpose as if to say she did something bad planning the re-release on the exact date she can legally re-release that album. like as a 'fuck you' to scooter braun.

my other reasoning is the last four letters of the "version' from 1989. y'all know the s looks like a snake, the symbol for reputation. and the i and o make 10 and then N is for November.

also the extended time frame would give her the chance to release a new album if people subscribe to the 'two-rerecording's-one-new-album" theory. but i don't think she'll do another entirely new album in this time frame. without getting too much into it, artists will usually wait about 2 years between album releases for marketing reasons. and i don't think it's been long enough since midnights for her to release an entirely new album unless it's something like christmas album.

as for the date she announces it i have three dates in mind with varying levels of delusion to each of them:

December 2, 2023. defiantly the most delusional, especially considering she's doing an extended cut of the eras tour movie 11 days later. but really it boils down to december = 12th month. 12/2= 6 and rep is the 6th album. other then that there's been nothing

January 1, 2024. mostly because of the rep song and the rep stadium tour movie being removed from netflix dec 30th. it's like "oh reputation's gone, nope never mind it's back"

February 8, 2024. Maybe the most believable (at least for me, outside her just tweeting 'there will be no explanation...') Again y'all know that teacup-clock picture. It's indicating something about 2 and reputation, the second points to 8. Well February is the second month, and the 8th is her second show in japan. so it's two 2's and 8. also in her most recent video promoting the extended version of the eras tour movie folklore is misspelled. folklore is her 8th album.

the bread crumbs are so thick a duck would choke, and i haven't seen anyone else think of this yet either. so i little side theory to my main theories evidence: she's leaving more obvious easter eggs because her fandom hasn't gotten it yet.
