G.I. Joe: War Files project plan - Hawk (Vol. 1)
This series is not an assured project. It is a concept that can still be changed or scrapped.
Synopsis
In 1976, G.I. Joe Sergeant Clayton “Hawk�� Abernathy is sent to investigate rumors of a terrorist organization called “Cobra.” This leads him conflict with M.A.R.S. Industries. He must stop a powerful technology that can defeat any army.
Characters
Clayton “Hawk” Abernathy: A soldier in the G.I. Joes tasked with stopping the production of B.A.T.s.
Joseph “Joe” Colton: The leader and founder of the G.I. Joe.
Lenard Koenig/Scrap-Iron: A M.A.R.S. Industries employee and Cobra terrorist. He is responsible for creating the B.A.T.s.
James McCullen XXIII/Weaponsmith: CEO of M.A.R.S. Industries and future father of Destro. He wears an iron mask to conceal his identity when making deals with Cobra.
Gregory Wilson/Cobra Commander: A former U.S. soldier turned terrorist and founder of Cobra.
Dr. Minh Bian/Doctor Mindbender: A scientist formerly allied with the People's Army of Vietnam. Now he is the head scientist of Cobra.
Other Information
Cobra’s B.A.T.s production facility is located under a fake town, which is based on a town seen in Image Comics’s Cobra Commander series.
The B.A.T.s appearing in this series are closely based on the version from the 1983 animated series. They are the early versions of B.A.T.s that may reappear in the future.

Definitely an underrated episode. Raven is a great character, and she gives you some insight as to WHY anyone would work for Cobra in the first place. Also, we get a really cool monster and a sort of "Peek behind the curtain" at the kind of insane experiments Cobra must have going on all of the time that the Joes never even find out about.

Astoria is behind the war
Okay, so in the Destro miniseries, Destro thinks that the Crimson Twins are behind the attack on his arms faire, while the Twins themselves claim that Destro attacked his own event to justify attacking them. Now, we know that Destro didn't attack his own arms fair. However, it's also very clear that the Crimson Twins aren't behind it either. For starters, they would have attended the event if some last minute business didn't hold them up. Second, and most important, the drones that attacked the arms fair are almost as advanced as MARS' own Battle Android Troopers... except Extensive Enterprises doesn't do advanced tech; their strength is in the manpower of their Crimson Guard forces.
I know that a lot of people have already figured out that there's a third party involved in all of this that is pitting Destro and the Crimson Twins against one another, and they're the ones behind Chameleon. A lot of people theorize that ths third party is probably Cobra Commander.
Personally, while Cobra Commander might be involved, I think the one behind the attack is none other than Asotria Carlton-Ritz, the new CEO of Hybrid Technologies.
Astoria's inclusion in this comic was certainly a surprise. After all, she's a SUnbow Cartoon original character, and only showed up for one epsiode, "The Girl who loved Powerglide," where she was depiced as a sort of air-headed but good hearted heiress with the curious habit of machines randomly stop functioning in her presence. So yeah, I certainly never expected to see her here in the Energon Universe, let alone attending an illegal arms fair.
Even more curious is that it seems as if her ability to make machines stop working around her has crossoved over with her; during the attack on the Arms Fair, a bomb falls near her and Destro, but it doesn't detonate, which makes the latter write it off as a dud. In Issue #3 though, Scrap-Iron looks over the bomb and discovers that it was fully functioning, and can't explain why it didn't go off.
Then there's the mysterious Chameleon (traditionally Baroness' half-sister, who works for G.I. Joe). In the same issue, when Chameleon attacks Destro, all of Destro's tech mysteriously stops working.
In fact, at one point, when Destro tries to flee on his Despoiler, Chameleon points at it, and then it crashes.
Now, do I think that Astoria still has an inexplicable "Machines break around me aura?" Not really. Do I think that her company, Hybrid Technologies, has developed some sort of device that stops tech from working, and that Chameleon made use of that device against Destro, as well as the drones? I sure do.

The final Codename: GI Joe miniseries before the ongoing stars the man in the iron mask himself, Destro. It’s also coming June, with a preview showing off Cobra’s famous robot troops, the BAT’s (Battle Android Troopers) because good guys can blow up robots without getting the censors angry.

G.I. Joe A Real American Hero! 1992 - Code Name: Overkill - B.A.T. Leader - Subgroup: Talking Battle Commanders - Overkill began as an experimental prototype for the third generation of B.A.T.s, but because of his advanced micro-computers and enhanced tactical logic programs, the cost projections were too high for profitable mass-production. He might have continued to gather dust on a shelf in the Cobra research labs if Cobra Commander hadn't decided to utilize him as a battlefield commander for the android troopers. It was Cobra Commander's idea to add a voice synthesizer program to repeat demoralizing slogans at deafening volumes. Overkill's primary job is to operate the destructive Cobra Earthquake battle vehicle.

Dragon Ball Super Manga ch. 33-35
One more time!
So the Dragon Ball Super manga has its own version of the Tournament of power, but it’s only ten chapters long, which doesn’t seem nearly big enough for a battle royale with eighty competitors. The leaner, meaner approach worked for the Destroyer Invitational Tournament and the Zamasu Saga, but I have a feeling it’s not going to work so well this time.
Not that it matters much. I already got to see a kickass Tournament of Power. Anything else this one can add to the experience is just gravy. I’m really only covering this to get to the Moro and Granolah arcs that follow, and from what I understand they’re each a lot longer than ten chapters, which should give Toyotaro some room to breathe. Anyway, let’s dive in.
I like this bit where the U6 ran late because Caulifla insulted Auta Magetta. She was right to do it. Magetta sucks eggs.
The characters in this version are all the same, but the eliminations and fights are different. For instance, the first guy to get eliminated in this version is Murisarm of Universe 10, by Android 17.
18 takes out Prum and Jimiz like it’s nothing. The anime got a lot of mileage out of those two, but the manga clears them out like they’re nobodies. Jimiz doesn’t use instant transmission to save himself, and Prum’s lack of offensive capabilities is never mentioned. He just gets in 18′s way and eats a beating as if he’s a regular fighter, instead of the whole sniper duo thin he’s got with Harmira.
Mostly, though, I like this page because 18 says she’s a married woman (because Prum called her a young lady), and Zarbuto and the others seem angry about her being off the market. Brianne really thought she had a shot at 18, but oh well, I guess.
Goku pretty much goes straight after Jiren and the rest of the Pride Troopers get in his way.

Frieza “betrays” his team by telling Frost that Krillin, Roshi, and Tien are U7′s weakest fighters. Frost goes after them, but... he would have done that anyway?
Krillin is the first U7 gut to get ringed out. Also Dr. Rota shows up on the bench and we don’t even find out who eliminated him. Champa asks why he didn’t use his magic, so this is the first time we get even the slightest indication of what Rota’s powers are.
Frost takes out Tien, but backs off of Roshi when Goku jumps in to save him. Roshi is more annoyed than grateful, as though he thought he stood a chance against Frost. But Frieza suggests they take on some other teams now. He proposes that Frost fight for the first half of the tournament, and then Frieza will step in when Frost gets tired. What the hell is he talking about?
Like, I know Frieza is just playing Frost, but he’s only manipulating Frost into doing things he likely would have done anyway. Frieza’s “deception” also seems to depend on Frost having absolutely no idea how the Tournament of Power works. He seems to really love the idea of splitting off and forming a secret alliance with Frieza, but it doesn’t work. They won’t get a commendation for original thinking. It’s a battle royale, and the team with the most fighters left at the end is the winner. You can’t just make up shit and expect it to stick.
So Frost goes all out against some Universe 9 guys, then Frieza agrees to tag in, but that’s when he kicks Frost out of the ring. So I guess Frieza’s scheme was to trick Frost into leaving himself open and tiring him out, as opposed to letting him sneak around, which is kind of what he did in the anime version. It still seems pretty dumb.
The Danger Trio from U9 fight Gohan and Piccolo in this version, and Bergamo’s the last U9 guy to go. Piccolo has the shot, but hesitates, so Frieza finishes him off to end their universe. And this is really the only depiction of Frieza that makes sense in this. Having him play mindgames with the other competitors is kind of dumb, since the rules are too simple for him to manipulate that way. But Frieza’s ruthlessness makes perfect sense here. He’s uniquely qualified to condemn these teams to oblivion, in a way that the Z-Fighters are not. The question shouldn’t be “Can we trust Frieza?” but “How can we stomach working with him?”
Back to Goku, he struggles to hold off the U11 players, but then he sees Jiren fighting Hit, and that gets him fired up.
Specifically, he sees Jiren wrecking Hit, but you get the idea.
So Goku charges Jiren at Super Saiyan Blue, but it gets him nowhere.
But Hit stops Jiren from eliminating Goku, and tells him it repays him for conceding the match at the Destroyer Invitational.
Hit reveals that he’s been training for strength since his fight with Goku, since his timey-wimey techniques weren’t completely effective in that battle. And Time-skipping didn’t work on Jiren either, but he has an idea that can work. He wants Goku to help him, but....
... Goku declines, saying he wants to defeat Jiren on his own. Hit doesn’t understand, since Goku just got done using his strongest form on Jiren, with no effect. But Goku thinks he can overcome that limit before the tournament ends. It’s not that he’s confident, he just doesn’t see any other way to win the tournament. Well... there is another way, Hit just suggested an alternative, and Goku rejected it. I respect Goku’s decision here, but it’s weird that he acts like he’s got no choice when he was literally offered a choice.
So Hit goes it alone, and tries the “Time Lag” technique, which I’m pretty sure is the same thing as that “time prison” he used in Episode 111, and Jiren manages to break free and eliminate Hit. To be fair, I’m not sure Goku’s assistance would have made much of a difference.
So yeah, that’s about a third of the Tournament of Power, and we seem to just be zipping through a lot of the story beats.
Unfortunately, the manga version of the Tournament of Power doesn’t have KISS performing live. Instead, they got... Winger. Sigh.
