@crypticdoe Legal weed being technically unconstitutional has nothing to do with drug legislation itself. Rather it has to do with the Supremacy Clause of the constitution. If something is a valid federal law- not violating the constitution and given federal jurisdiction either through being an enumerated power or an implied power (the Wikipedia article on the Commerce Clause explains it pretty well, and specifically includes the justification for drug laws)- federal law preempts state law. Weed is still federally illegal, so the state laws legalizing weed are unconstitutional.
The executive branch of the federal government is currently executing prosecutorial/administrative discretion by not having the FBI/DEA arrest everyone involved in legal weed across the country. That's the same as a state prosecutor choosing not to press charges. They can change the situation at any moment if they wished. Congress probably also has the power to pass a 'actually do your job' law, but that's the kind of thing where it has to actually happen and have the constitutionality decided to be able to say if it would be valid.
I learned this from my AP Gov class, so here's what the textbook said:
The 1970 Controlled Substances Act remains federal law. What happens, then, when a state legalizes marijuana while the drug remains illegal at the national level? The answer depends on whom you ask, which level and branch of government are being asked, and the political mood of the nation and states. As the legalization movement was under way, but before it had crossed a tipping point, federal authorities in Republican President George W. Bush’s administration began a crackdown on marijuana growing operations and medical marijuana dispensaries in California. Legalization advocates and patients sued the federal government, arguing that states had the authority under the Tenth Amendment and the police powers doctrine to determine the status of the drug’s legality. However, on appeal, in Gonzales v. Raich (2005), the Supreme Court ruled that the Constitution’s commerce clause entitles Congress to determine what may be bought and sold. Thus, federal marijuana crimes were upheld.
Though that precedent still stands, the Justice Department under Democratic President Barack Obama and Attorney General Eric Holder took a different approach. Through his eight years as president, eight states—those laboratories of democracy—legalized recreational marijuana. In 2014, the attorney general announced the Obama administration’s revised approach to enforcing marijuana violations. In doing so, he did not rewrite the law. Holder did, however, declare that the Justice Department would not use federal resources to crack down on selling or using the drug in states where voters had democratically deemed marijuana legal. Ultimately, federal arrests for marijuana became nearly nonexistent.
Until recently, Democrats and Independents supported legalization more than Republicans. However, as Gallup reports, most Republicans now support legalizing marijuana. The policy debate on legalization and how federal law would be enforced surfaced in the 2016 primary and general elections for president with a variety of responses from candidates in both parties. After Donald Trump took office and Attorney General Jeff Sessions—an anti-drug conservative—was sworn in, pot users and medical marijuana proponents watched closely. During the Trump administration, the Department of Justice under Attorney General Jeff Sessions declared that local U.S. attorneys—those presidentially appointed prosecutors who bring federal crime cases to court in their districts across the country shall be the local determiners of how federal marijuana policy is handled. In fact, the Justice Department attorneys and the FBI deal with a variety of federal crimes on a daily basis and decide whether to prosecute and which crimes are higher on their priority list. This inconsistency from administration to administration may be confusing and destabilizing to some, but it is an inevitable element of administrative discretion.

According to the results of a poll published by the newspaper Maaseudun Tulevaisuus, most Finns give a high rating to President Alexander Stubb's work in the sphere of foreign policy, but are dissatisfied with Prime Minister Petteri Orpo's (NCP) foreign policy leadership.
Almost three out of four (73%) Finns told pollsters they are satisfied with how President Stubb has handled Finland's foreign policy.
In contrast, the majority (55%) are dissatisfied with the Prime Minister's performance in foreign policy affairs. Only about one third said they are satisfied.
Both the president and the prime minister receive lower ratings from those who support the opposition parties than from those who vote for the governing parties.
According to the Constitution, Finnish foreign policy is led by the president, in cooperation with the government. Since taking office, President Stubb has stressed Finland's common and coherent foreign policy.
However, during the autumn, there have been some clashes and disagreement within the government coalition on the conduct of Finland's foreign policy.
In September, it was reported that Finland had declined to take part in the Equality and Inclusiveness Coalition for Ukraine's Reconstruction under a decision made by Minister for Development Cooperation and Foreign Trade Ville Tavio (Finns).
Orpo later commented to the media that he felt participation in the alliance would have been in line with his government's policy, but that the decision was up to Tavio.
Since then, Finland's position on Israel and Palestine, in particular, has been a source of controversy.
The MT survey was conducted by Kantar Agri which polled 1,000 Finns between 11 and 17 October. The margin of error for the survey is three percentage points.
Nicotine pouch debacle
The economic and business publication Talouselämä is among the papers carrying an STT news agency report that the government will not implement revisions to tobacco legislation passed by Parliament last week that would allow nicotine pouches to be sold in a variety of flavours.
Social Security Minister Sanni Grahn-Laasonen (NCP) told STT on Thursday the government will present a new proposal to Parliament, which will only allow mint and menthol as nicotine pouch flavours.
The law as passed allows for the use of tea, ginger, rosemary and wood flavourings.
Grahn-Laasonen pointed to improprieties in the drafting of the legislation as the reason for the change in policy.
The full range of flavours in the law which was passed were included at the initiative of the Swedish People's Party. Only a single company, based in an area with high levels of SPP political support produce these flavours.
According to press reports, the list of permitted flavours was put forward by a special adviser to the SPP's former leader, Anna-Maja Henriksson, who was Minister of Education at the time.
Henriksson has denied that the aim was to favour one company.
Hotel data leak
Helsingin Sanomat reports the confirmation of a data security breach that led to a data leak of clients of the hospitality company Arctic SnowHotel & Glass Igloos.
The company says that hackers had created a scam website that allowed it to bypass the two-step authentication process and gain access to the hotel's system.
As a result, customer data was leaked for more than a year and affected around 1,000 clients, according to the paper.
The company reported the potential data leak on Monday after some of the hotel's customers had received Whatsapp messages that appeared to have come from the hotel.
The messages came from a British phone number, claiming that the customer had not paid for their room and asked for payment to be made.
Arctic SnowHotel & Glass Igloos offers accommodation in a snow-built hotel and Igloos with transparent ceilings at a location near Rovaniemi in Finnish Lapland.
Warmer weekend
Ilta-Sanomat tells readers that the weekend looks set to be unseasonably warm, with winds carrying warm air all the way up from the Mediterranean.
Meteorologist Jari Tuovinen of the Finnish Meteorological Institute (FMI) estimates that temperatures of up to 15 degrees Celsius or even more may be recorded in some parts of the country on Sunday.
"There will be some variation in weather patterns as to which day will see the warmest temperatures. 15 degrees is already certainly an exceptionally warm reading around the 20th of October," he told IS.
On Friday morning, there may be patches of clear skies in the south and east of the country. Heavy cloud cover can be expected during the day from western Finland up into Lapland.
Some scattered showers may be seen in an area stretching from Ostrobothnia to eastern Lapland. In southern and eastern parts of the country, the weather could be quite sunny.
Warmer than normal weather is forecast to continue into next week. IS also points to Foreca's latest monthly forecast which sees unseasonably warm weather continuing for the next four weeks.

Proposition 127
Proposition 127 creates a ban on the hunting and trapping of mountain lions, bobcats and lynx in Colorado. It is one of several contentious items on the ballot this year.
Lynx are an endangered species; it is already illegal to kill them in Colorado. We don’t understand why they’re included in 127.
The Pitkin County Democrats support science-based wildlife management. Since 2015, our t-shirts have proudly and consistently listed science as our top guiding principle.
Colorado Parks and Wildlife has managed mountain lion hunting since 1965. They are in the process of revising their management strategy for the Eastern Slope:
The Western Slope plan was last revised in 2021.
To be fair, we have been made aware of some legal lion hunting practices that are clearly repellent, such as the use of up to 8 GPS-equipped dogs. Yes, it may be hard to find mountain lions otherwise, but “hunting” suggests something more challenging to us than treeing lions and then shooting them. In the course of revising their management strategy, we hope CP&W will take another look at this permission, and even in TABOR-strangled Colorado, more money for enforcement of the rules would be a sound investment.
The League of Women Voters “has no applicable position on Proposition 127” but has a balanced discussion that, we think, agrees with ours:

Dream Animated Movie Musical Tournament Round 3 Match 1
So where we started with 70 musicals and started the elimination rounds with 64 now we're down to our Sweet Sixteen. And because we are now at a manageable number from here on out not only am I going to be providing (as opposed to the "flavor text" of the first two rounds) more concrete info like reasons why these deserve the animated movie musical treatment and some of my ideas for what that hypothetical animated movie musical would be like (in terms of things like style or dream casting etc.) but I welcome you-the-voters' opinions on potential dream voice casts for whichever musical you'd prefer out of a given pair as I've already seen cool ideas regarding the movies in general in notes of some previous posts and honestly there's some musicals I'm completely stuck on the casting for.
Starlight Express
Why this deserves to be an animated movie musical: because since a non-proshot movie wouldn't really be able to capture the skating gimmick of the stage show why not just have it animated with actual talking/singing trains, it's not like animated movie musicals starring animate inanimate objects is a new thing
Notes/dream-casting: many people I've talked to about such matters have feared an animated Starlight Express looking too much like Thomas The Tank Engine, however to kinda capture more the "cool-factor" of the show I feel like (even if Disney doesn't do it) something more like the look of the Cars movies would be appropriate. Dream-casting-wise this is one of the shows I'm actually completely stuck on I just think it'd be cool animated
The Addams Family
Why this deserves to be an animated movie musical: because some sort of Addams Family story has been told in so many mediums that animated musical would be another one to check off the list, but more seriously I just think there's a lot about this show that animation could just bring out the best in e.g. imagine the kind of cool dream-sequence-y shit you could do with "The Moon And Me"
Notes/dream-casting: style-wise this would be in more of a "traditional" (2D if anyone still does that but either way more conventional-looking animation than Laika's style (not every project with the tone and/or alt-kid appeal of Coraline needs to be animated by the same studio or the recent animated Addams Family movies) animation style I'm just not sure who'd do it as this doesn't really feel like a Disney project and I'm not sure what other studios (like Illumination etc.) would be okay with doing what's basically a teen movie. Casting-wise I had a dream voice cast years back but had to revise it because of extenuating circumstances like actors who could pull off the voice-role perfectly acting-wise having either no singing talent or that still being an unknown variable. The one dream-casting that's stuck with me from that list (even then I'm open to other suggestions) is Lin-Manuel Miranda as Gomez but I have no idea for the rest of the family

Virginia: Gov. Youngkin Issues Executive Order Removing 'Noncitizens' From Voter Rolls, Establishing Prosecution Procedures

Virginia Governor Glenn Youngkin signed an executive order on Wednesday with the goal of establishing better election integrity in the state.
The order calls for the exclusion of “noncitizens,” whom many refer to as foreign nationals or illegal aliens, while establishing better procedures to prosecute them.
Executive Order 35, which was issued by Youngkin’s office, codifies election integrity in the state through a number of measures. These include improved voter machine testing, stricter ballot security protocols, and voter-list maintenance that fully detects and eliminates noncitizens from the voter registers.
The action expands on his administration’s past attempts to maintain election integrity, including an executive order from June that revised data-sharing agreements and expedited the removal of deceased voters from the rolls.

“The Virginia model for Election Security works,” Youngkin said on Wednesday in a release that announced the order. “This isn’t a Democrat or Republican issue, it’s an American and Virginian issue.” “Every legal vote deserves to be counted without being watered down by illegal votes or inaccurate machines. In Virginia, we don’t play games and our model for election security is working,” he continued.
Additionally, the Virginia Attorney General announced on Wednesday that since taking on his role, his office had located and “deleted over 6,000 noncitizens” from the voter records.
There have been multiple confirmed instances of noncitizens enrolling on voter lists, Daily Caller reported.
By ordering the commissioner of the department of elections to confirm in writing that those who were unable to prove their citizenship will be removed from the state voter registration list, Youngkin’s ruling expressly targets noncitizen involvement in elections.
The Department of Motor Vehicles (DMV) must additionally confirm an applicant’s identity and legal status with the Department of Homeland Security (DHS) and the Social Security Administration database before granting them a driver’s license.
The executive order specifies what to do when a noncitizen tries to register to vote. Among other things, it says that the attorney general of Virginia has “full authority” to enforce the state’s election laws and to notify prosecutors when this occurs.
“We verify the legal presence and identity of voters using DMV data and other trusted data sources to update our voter rolls daily, not only adding new voters, but scrubbing the lists to remove those that should not be on it, like the deceased, individuals that have moved, and non-citizens that have accidentally or maliciously attempted to register,” Youngkin said.
In July, President Joe Biden opposed a House GOP bill that sought to strengthen election integrity, claiming that concerns of noncitizen involvement in elections were “easily disproven falsehoods.”
However, America First Legal filed a lawsuit on Tuesday in a related case across the United States, asserting that Maricopa County, Arizona, failed to remove noncitizens from its voter rolls. The group said earlier this year that over 35,000 registered voters in Arizona had not shown any proof of U.S. citizenship.

Trump Bursts Out in All-Caps Tirade After Notification He’s Target in Jan 6th Probe
Former president Donald Trump took to his Truth Social account to announce (in all caps) that he received a letter from the Justice Department informing him that he is a target of the long-running investigation into efforts to overturn the 2020 presidential election. Trump then accused Special Counsel Jack Smith of being “deranged” and labeled Attorney General Merrick Garland’s actions as “unethical,” claiming “Nothing like this has ever happened in our Country before, or even close.” Rolling Stone reports the Special Counsel’s letter to Donald Trump related to Jan. 6 listed the federal statutes under which Trump is expected to be charged, including conspiracy, obstruction, and civil rights violations. The letter mentions three federal statutes: Conspiracy to commit an offense or to defraud the United States; deprivation of rights under color of law; and tampering with a witness, victim, or informant.
Wow, all I can say is this Donald Trump fellow just keeps on “winning!” Or was that “keeps on whining?” That said, I do have to agree with him on one thing - that “Nothing like this has ever happened to our country before.” I’d say, “Barbarians at the gate,” but, of course, the Barbarians were much more civilized than these MAGAs. I mean, if this keeps up, the RNC may have to revise their rules to permit candidates with dozens of felonies pending to still be allowed to run for president.
Now, I could be wrong, but it appears like it may be finally dawning on the Orange Mussolini that he may be in some very serious legal jeopardy, and he seems a little stressed. Perhaps some chamomile tea might help? Mark my words - one of these days - we’ll turn on the news and hear something like, “Breaking news; White Bronco leaving Mar-a-Lago.” Fat man walking? I often wonder if he ever wishes he could just go back to the good old days of conning banks to get bogus loans.
Of course, Republicans are calling “foul play” and claiming Democrats are just charging Trump with multiple felonies because they know these charges will strengthen his appeal with primary voters, which will allow him to win the Republican primary - but will ultimately badly weaken him and the GOP during the general election. Really? Because if that’s the case, how about just not voting for someone under criminal indictment during the primaries? Just a thought.
The funny thing is, isn’t it interesting how Trump only questions the DOJ’s motives? He never really addresses the actual charges of which he has been accused. Why, its almost as if he’s not being completely forthright about everything. Then, in pure Trump fashion, he uses the entire situation to once again do more fundraising. Well, no surprise there. After all, the Trump motto has always been, “Ask not what your country can do for you. Ask what your country can do for me.”

Philippines: Magnitude-6.0 earthquake occurs in Davao Region at around 14:02 March 7

A magnitude-6.0 earthquake occurred in Davao Region at around 14:02 March 7. The epicenter was about 4 km (2.5 miles) southeast of San Mariano. The tremor occurred at a depth of about 39 km (24 miles), and strong shaking was probably felt near the epicenter in southeastern Davao del Norte, most of Compostela Valley, and southwestern Davao Oriental provinces, with moderate-to-light shaking across the rest of eastern and central Mindanao. There have been no initial reports of damage or casualties as a result of the earthquake; significant damage is unlikely. It could take several hours until authorities can conduct comprehensive damage assessments, especially in remote areas. Aftershocks are likely over the coming days. An earthquake of magnitude 5.8 occurred only 19 minutes ago 40 km east of Magugpo Poblacion, Philippines, the German Research Centre for Geosciences (GFZ) reported. The quake hit at a shallow depth of 10 km beneath the epicenter near Magugpo Poblacion, Davao, Philippines, early afternoon on Tuesday, March 7th, 2023, at 2:02 pm local time. The exact magnitude, epicenter, and depth of the quake might be revised within the next few hours or minutes as seismologists review data and refine their calculations, or as other agencies issue their report. A second report was later issued by Italy's National Institute of Geophysics and Volcanology (INGV), which listed it as a magnitude 5.8 earthquake as well. Other agencies reporting the same quake include the Philippine Institute of Volcanology and Seismology (PHIVOLCS) at magnitude 6.2, France's Réseau National de Surveillance Sismique (RéNaSS) at magnitude 5.7, and the citizen-seismograph network of RaspberryShake at magnitude 5.8. Based on the preliminary seismic data, the quake should have been widely felt by almost everyone in the area of the epicenter. It might have caused light to moderate damage. Moderate shaking probably occurred in San Mariano (pop. 18,700) located 20 km from the epicenter, Compostela (pop. 42,600) 28 km away, and Nabunturan (pop. 16,700) 30 km away. In Magugpo Poblacion (pop. 233,300) located 40 km from the epicenter, New Corella (pop. 20,600) 42 km away, Monkayo (pop. 51,400) 45 km away, Mati (pop. 105,900) 53 km away, and Panabo (pop. 84,700) 55 km away, the quake should have been felt as light shaking. DAVAO! Comelec notes increase in registered voters for BSKE
THE Commission on Elections Davao Region (Comelec-Davao) in Davao City has reported a significant increase in the number of registered voters in the 2023 Barangay and Sangguniang Kabataan Elections (BSKE).
Comelec-Davao spokesperson Atty. Gay Enumerables said in an interview with SunStar Davao on May 8, 2023, in 2022, for the month of August, the city had a total of 4,411,035 registered voters. She added that as of March 6, 2023, there is now a total increase of 61,714 registered voters in the city. The increase in registered voters can be attributed to various factors, such as the growing population of the city and the intensified voter registration campaigns of the Comelec. However, she said that there is a notable decrease in SK voters by 11,243. Meanwhile, following the upcoming BSKE, Enumerables said volunteers play a crucial role in ensuring the smooth conduct of the elections. Said volunteers have conducted various initiatives in partnership with Comelec, such as setting up mobile or online registration campaigns in barangays for voter assistance. They have also collaborated with different organizations to encourage eligible voters to register. “As usual yung mga challenges during voter’s registration is yung sa deadline na ng mga tao,” Enumerables said when asked about the usual challenges the Comelec faces during elections. Enumerables also said that they are already going to different schools, primarily senior high schools, to conduct voter’s education for students. “Ang nagko-coordinate sakanila is ang DepEd (Department of Education). So nagbi-visit sila sa mga senior high every Friday. May mga schedules sila, may mga schools na pinupuntahan. So doon, ini- explain ang barangay elections and who are qualified (DepEd is the one coordinating with them. They visit senior high schools every Friday. They have designated schedules and schools to visit. So that’s where they explain barangay elections and who is qualified for them), she said. With the growing number of registered voters in Davao City, Comelec-Davao reminds Davaoenos of their right to vote and encourages them to uphold the integrity of the election process by avoiding unlawful practices such as vote-buying.
2 OFWs repatriated from Sudan arrive in Davao- MAY 9 2023 TWO overseas Filipino workers (OFW) who were affected by the unrest in Sudan have returned to Davao on Friday, May 5. In a report from the Overseas Workers Welfare Administration (OWWA), the two OFWs, who hailed from Tagum City, Davao del Norte, were identified as Silas Jomel Mallari and Hamprey Manipi. According to Mallari, they went through a lot of hardship during their stay in Sudan due to the ongoing air strikes, bombings, and gunshots.
He said that he saw dead bodies left on the road. The nervousness they felt, he added, was intense because they were only three kilometers away from the war zone. Mallari worked as a chef in Sudan for the past eight months. According to OWWA, there are 20 OFWs from Davao Region working in Sudan. In addition to the data are 18 OFWs who have been rescued and are just waiting to return to the country. In April, clashes broke out across Sudan, particularly in the capital city of Khartoum, between the rival camps of Sudan military leader Abdel Fattah al-Burhan and paramilitary Rapid Support Forces commander Mohamed Hamdan Dagalo. This forced the Philippine government to undertake a massive evacuation operation for the hundreds of OFWs in Sudan. Department of Migrant Workers (DMW) Undersecretary Hans Leo Cacdac is currently in Egypt to help oversee the repatriation efforts of the Philippine government.

Page 30. ---- Some, Places Named in Proclamations Not Available as Subdivisions. ---- WORKERS COMPLAIN ---- People Show Objection, to Houses Being Used for Referendum. ---- "Polling both are being changed every hour" in the general complaint of those working in connection with the referendum vote on Monday. Proclamations have been issued. it is true, giving the various polling sub-divisions. Referendum workers have cards to the voters informing them where they are to cast ballots. But now is turns out that many of the places named on the proclamations will not be polling sub-divisions on Monday and much of the work done by the committee is not only in vain but the information given is incorrect.
“The people of Toronto," said Rev. Peter Bryce, the Toronto referendum committee organizer, have good cause for serious complaint. Here it is Thursday with the vote being taken on Monday and in many cases the polling booths have not been arranged for, despite the proclamations. People find that their places are named as polling sub-divisions without their consent and they decline to have their places so used.”
In the district north off Danforth it is reported that many polls have not be arranged. In some cases it was found that eight out of nine polls in a district had not been contracted for with the occupants of the premises designated.
In South Toronto, for example, it is stated that ten consecutive single polls on the original proclamation have now been extended to 18 and no provision has yet been made for the Old Fort vote. Can't Find Booths. "A returning officer's lot is not a happy one," said Con. Russell Nesbitt, returning officer for Centre Toronto. “It has never been so difficult to find booths before. The allowance of $10 is no longer a very great inducement. The proclamation containing the list of booths has to be printed before the revision of the voters' lists has been completed, and then, where many names have been added, it is often necessary to provide additional booths. "I have had a few complaints from persons, who refused to allow their homes to be used, after they had been placed on the list. In most of three cases it was found that the wife had agreed to allow the home to be used, and that the husband afterward objected.
“It is more difficult to obtain booths for voting on such an issue as this, than for an ordinary election. It is particularly difficult in the downtown districts where nearly every building is a store. A man is not going to drop his business for an entire day for the allowance paid for booths. There have been one or two, cases where persons agreed to have a single booth in their homes, and objected when it was proposed to place two booths there. Considering all these circumstances, I think there has been very few complaints and matters are being adjusted as rapidly as possible."
Another View. Mr. Newton Young, returning officer for North Toronto, stated he knew of only one case, where a host had refused to allow the use of his home after his wife had agreed.
"In many cases the home of the deputy returning officers are used as booths," he complained, "Where this is not the case, a personal visit must be made to obtain the consent of the residents."
"One or two wrong names or address we placed on the list by take," Mr, T. P. Galt, returning officer for South Toronto, admitted. "Those cases occurred where the canvassers were unable to make a personal visit and accepted names which were submitted to them by someone else. In nearly all cases, however, personal calls were made and the consent of the owners obtained. We have had no complaints in South Toronto.”
"There have been no complaints in East Toronto," said George Stagg. returning officer for that district. “I saw the occupants of all the houses which are being used, personally. and made aware of their consent."
Mr. Chas. Miller, returning officer for East York, stated that he knew of only case where an address had been wrongly placed on the list.
"Persons occupying houses which we desired to use, were all consulted before their addresses were put on the list." he explained.
