Heroes & Villains The DC Animated Universe - Paper Cut-Out Portraits and Profiles
The Floronic Man 
Jason Woodrue had been an experimental botanist who devised a formula that transformed him into a dryad-like humanoid.  Woodrue gained the ability to mentally control plant life.  He came to hate mankind seeing it as the enemy of a healthy and sustainable ecosystem.  He renamed himself The Floronic Man and began a campaign of eco-terrorism.  
In a tale that may or may not be part of the official DCAU continuity, The Floronic Man teamed up with Poison Ivy.  The two had abducted a scientist who had determined a means of transforming humans into plant-based lifeforms.  Using this information, the two set out to release a cloud of spores that would gradually change all of humanity into floral creatures that the the pair could then rule over.
Batman and Nightwing ended up pooling forces with Harley Quinn in their efforts to locate Ivy and Woodrue before these spores could be released.  They almost did not succeed, but at the least minute Harley pleaded with her friend and managed to convince Ivy not to go through with the scheme.  A distraught Floronic Man was detained and locked away at a secure facility for metahuman prisoners.  
Actor Kevin Michael Richardson provided the voice for this version of the Floronic Man, with he villain appearing in the animated feature, Batman and Harley Quinn.

He professes to be able to summon elements from his native dimension to do his bidding, but this claim results solely on whether his past statements of origin are true or not. A formidable creature, Floro is not as powerful as Swamp Thing, but his unpredictability makes him a dangerous foe."

I feel like we need some kind of funky dark magic underworld adventure starring Jason, Jason, and Jason. One's host to an ancient demon, one's died and come back, and the other's the demigod scion of the Olympian gods. The villain revealed to be at the root of whatever it is they're investigating should be Jason Woodrue.
