SACRAMENTO, Calif. (AP) — Lost in the hubbub surrounding California's new $20-per-hour minimum wage for fast food workers is how that raise could impact public schools, forcing districts to compete with the likes of McDonald's and Wendy's for cafeteria workers amid a state budget crunch.
The minimum wage law that took effect Monday guarantees at least $20-per-hour for workers at fast food restaurant chains with at least 60 locations nationwide. That doesn't include school food service workers, historically some of the lowest-paid workers in public education.
Yet demand for school meals is higher than ever in California, the first state to guarantee free meals for all students regardless of their family's income. And demand is projected to fuel an increase of more than 70 million extra meals in California schools this year compared to 2018, according to the state Department of Education.
But these jobs typically have lots of turnover and are harder to fill. The minimum wage boost for fast food workers could make that even more difficult.
“They are all very worried about it. Most are saying they anticipate it will be harder and harder to hire employees,” said Carrie Bogdanovich, president of the California School Nutrition Association.
Statewide, some districts have already taken steps to compete in the new reality. Last year, the Sacramento Unified School District — anticipating the law's passage — agreed to a 10% increase for its food service workers and other low-paying jobs, followed by another 6% increase July 1 of this year to bump their wages up to $20 per hour.
Cancy McArn, the district's chief human resources officer, said it was the largest single raise in the district in nearly three decades.
“We are looking not only at competing with districts and comparing with districts, we're also looking at fast food places,” McArn said.
In Southern California, San Luis Coastal Unified doubled its food service staff to 40 people after seeing a 52% increase in the number of students eating school meals. The district prepares 8,500 meals daily for 7,600 students across 15 school sites — breakfast, lunch and even supper options for youth in after-school sports and activities.
The district has since limited the number of its entry-level positions, which are the hardest to fill, while seeking to hire more for complex roles like “culinary lead” and “central kitchen supervisor” that require more skills and hours — making them more attractive to job seekers.
“That’s allowed us to be more competitive,” said Erin Primer, director of food and nutrition services for the San Luis Coastal Unified School District.
Tia Orr, executive director of the Services Employees International Union California — which represents both school food service workers and fast food employees — said school districts and other service industries must consider raising wages because of this new law.
“This is a good thing, and it is long overdue,” she said.
But some districts are limited in what they can do. In the Lynwood Unified School District in Los Angeles County, the starting salary for food service workers is $17.70 per hour and maxes out at $21.51 per hour, according to Gretchen Janson, the district's assistant superintendent of business services. She said these workers only work three hours per day, meaning they aren't eligible for health benefits.
Janson says the district is waiting to see how employees react, adding: “We just don't have the increase in revenue to be able to provide additional funding for staff.”
Nuria Alvarenga has worked food service in the Lynwood School District for 20 years. She makes $21 per hour now, but said she could likely earn more in fast food.
While she said several co-workers were considering finding other jobs, she hasn't decided yet what she will do. She normally works at an elementary school, but has been filling in recently at a high school where she enjoys seeing former students recognize her as they stand in line for lunch.
“I'm so glad they still remember me,” she said.
School food service workers have gotten more support in recent years under a state push to expand school meals and make them more nutritious. That included $720 million in recent years for upgrades to school kitchens to better prepare fresh meals, plus $45 million to create an apprenticeship program to professionalize the industry.
It would be difficult for lawmakers to mandate a raise for school food workers given the complexities of the state's school funding formula. That's why some advocacy groups, including the Chef Ann Foundation, proposed a state-funded incentive program that would have given school food workers who completed an apprenticeship program a $25,000 bonus payable over five years.
That idea didn't make it into Democratic Gov. Gavin Newsom's budget proposal released in January. The state is facing a multibillion dollar budget deficit, limiting new spending.
But pay raises aren't the only incentives school districts can offer. There's also health insurance, paid vacation, no night or weekend shifts and a pension that could guarantee a monthly income after retirement. Plus, school food workers have predictable hours, letting them work other jobs if they wish — or in summer when school is out.
“Restaurants are laying off employees. They're cutting hours,” said Eric Span, director of nutrition services for the Sweetwater Union High School District in San Diego County. “I think we should position ourselves to really talk about some stability.”
Michael Reich, a labor economics professor at the University of California-Berkeley, said those factors could favor school districts when competing for workers.
“Working in a school cafeteria gives you more stability, job security and maybe less stress than in a profit making institution,” he said. “So there's a lot of advantages from a community standpoint. But that's not to say they don't also want to get more money.”

 Before getting involved in the fitness industry, I was always competing in various sports.  Growing up, I played football, baseball, and wrestled.  Sports have always been a priority for me.  I found the human body fascinating in regards to physical performance. I started seriously working out at the age of 13. Early on, I decided to strive to make my body perform at the highest possible levels through working out and nutrition. My favorite sport was football, and I dreamed of playing it professionally. That was my main focus and motivation in the gym throughout high school.  A mentor at the time noticed my discipline and introduced me to the sport of bodybuilding.  My senior year of high school I entered, and placed first, in a USBF natural bodybuilding show. I went on to win the teenage category of the NPC Rochester bodybuilding show as well as the NPC Mr. Buffalo competition the following year. 
As you can probably guess, football didn’t work out.  After tearing my ACL, along with other injuries, my dreams started to fade.  I played a little football asa walk-on at Buffalo State College, but it just wasn’t meant to be.  After feeling like a failure, I decided to make a big change in my lifeI have always had so much respect for soldiers, so I decided to become one.  I left Buffalo State as an honor student, packed my things and headed to Florida to join the Florida Army National Guard.  It was hard for me to take a year off of college for military training, but it was a great experience.  I became a black hawk helicopter mechanic for the Army and enrolled back into college as soon as my initial training was complete. I have always had so much respect for soldiers, so I decided to become one.  I left Buffalo State as an honor student, packed my things and headed to Florida to join the Florida Army National Guard.  It was hard for me to take a year off of college for military training, but it was a great experience.  I became a black hawk helicopter mechanic for the Army and enrolled back into college as soon as my initial training was complete.
Although I enrolled at the University of North Florida, and had military obligations, I still had a strong passion for fitness. I started competing in the NPC men’s physique category and eventually became nationally qualified.  Soon after, I started getting offers for fitness modeling and I took advantage of those opportunities.  I loved competing but didn’t have the best experience with the NPC. It seemed as though competitors were doing so much for the sport, with little in return.  Also, as a natural competitor, it was getting harder and harder to compete in the NPC. It made sense for me to drop out of competitive bodybuilding completely and follow my fitness-modeling venture. This was great, because I was now getting paid for what I love to do, and there was no pressure to satisfy judges with the physique they wanted.  It’s now solely a “you vs. you” mentality for me. Many people told me that they were inspired by me and wanted to know how I achieved my physique. I then became a certified personal trainer through the American College of Sports Medicine so I could help people reach their goals.  Although I am certified, I firmly believe that the certification means very little. I realized anyone could become a trainer without any real world experience in the gym.  Now, my goal is to create the most aesthetic physique possible, while inspiring others to do the same.  There are no specific dates that I must be in shape, for me, its everyday.  I’ve implemented fitness into my everyday life and it’s made me a better student, soldier, and person.  I strive to share with you the quality of life that I’ve received from fitness.

Fat serves as the main energy source for low to moderate-intensity activity and fuels the muscles during endurance training. Additionally, it contributes to the absorption of fat-soluble vitamins, offers important fatty acids, safeguards vital organs, and improves satiety.
The recommended daily allowance for fat is between 20 and 35 percent of total calories. It is estimated that poly-unsaturated and mono fats make up about 15-20% and 5–10% of this total.
Seeds, nuts, avocados, fatty fish, and extra-virgin olive oil are a few examples of nutrient-dense dietary fat sources.
Protein:
Protein intake has been linked favorably to metabolic, bone, and weight control. Athletes' performance, lean body mass, recuperation, and strength have all been reported to increase with it. Furthermore, research indicates that consuming protein after exercise may maximize muscle recovery and improve strength.
According to research, active adults and athletes need 1.4–2.0 g of protein per kilogram of body weight per day to grow and maintain muscle mass. Higher protein consumption (>3.0 g/kg/d) may benefit body composition.
Red meat, poultry, dairy, fish, eggs, legumes, tofu, and fortified foods are a few examples of dietary sources of protein.

The Steaks Are High
I remember all too well that time in the early-1970s when there was a spike in the price of beef. My Dad the Accountant was also the primary shopper in the family, and he knew the price of every grocery product in Chicagoland. Well, it seemed like he did, because back when gas was cheap, it was actually prudent to cherry-pick a few items here, a few more there, and so forth. In the end, the cupboards and refrigerator were filled.
But the price of beef scared him into a new reality, because he could not find anyone with what he saw as a competitive price. Instead, he had read about some newfangled soybean burgers that were packed in protein, cost less than beef, and were quite possibly the future of dining.
He bought some, and I can still recall the taste of cardboard. They were horrible, not even close to the real deal. It was also the first time I had ever knowingly encountered soybeans as food, which was ironic because our house sat right at the edge of a soybean farm on the far southern reaches of Chicagoland. I had no clue what they used them for.
Skip forward to the 1990s, and food science had done a complete makeover on what we now know as veggie burgers (thank you, marketing!). They actually tasted pretty good, and when dressed properly, were a reasonable substitute. If you were vegan, vegetarian, an ethical consumer, or just wanting to try something different, they were legit.
More recently, Beyond and Impossible have introduced the best versions of meat substitutes yet. They are truly lab foods, and are now reaching ubiquity in supermarkets and restaurants. The mouth feel, the redness, even the juices spilling forth, are the closest approximations yet of a beef burger on the grill. They are so close that the cattle industry is rightfully a little nervous, and in some states, their lobbying groups have pushed for legislation regulating basic food terms, such as “meat,” “beef,” and others. Gotta keep those consumers from becoming confused, you know.
Lab foods require over-the-top marketing, though. It’s one thing to buy a garment made from a different fabric, or any number of other consumables. But when it comes to the things we put in our mouth, you better be careful. I recall my ultra cycling years, primarily the 1980s and 1990s, but a little into this century. If you wanted to be competitive, you had to consume sports nutrition on the fly. This meant no burgers and burritos, because they can do a stomach bad when racing. Food scientists, though, came through and brought us innovative products like Ultra Energy, which they touted as being “pre-digested.”
Now if there is any word or phrase that can turn a stomach, it is “pre-digested.” It just sounds bad. Never mind it simply meant the powdered concoction, once reconstituted with water, would be absorbed quickly within the body, allowing for a continuous source of energy. Drink one of these every hour (550 calories), and you’ll be able to go day and night.
It still sounded like yuck, and we all called it Ultra Eulogy. Where were the marketers when they needed it? The name was good, but the other print on the package was a death wish as far as branding goes. Today, manufacturers such as Hammer Nutrition have worked out the kinks as well as the taste, and they skip all the nasty verbiage and focus instead on the results.
Which brings me to the dinner table finally, and the talk last week about lab-grown meat is once again making headlines. It is coming soon, thanks to a new FDA ruling giving it the green light. It’s just that, once again, the food scientists have been doing all the business planning.

Even out here in West Texas, people are OK with some folks eating Beyond and Impossible. You can find them everywhere. But lab-grown meat? That might just be taking things too far. Cattle ranchers know that the vegans and vegetarians among us will likely always be just a small percentage of the population, and even the others who want to try one occasionally are a blip on the radar.
But these new “meats” will be aimed squarely at carnivores, meaning that all those ranchers and feedlot owners will be shaking in their boots far more than any veggie burger might make them uneasy.
The arguments in favor of lab meat are multiple. The meats, which are cultivated from animal cells, can be produced without ethical consideration of creatures crammed into small pens. The carbon footprint is much smaller, right down to the fact it takes six pounds of feed to produce one pound of beef at the feedlot. And let’s not forget the unpleasant smell, which some folks around here argue is the smell of money. It’s at that time I invoketh Shakespeare. “Cow poop by any other name would smell as pungent.” Or something like that.
In case you’re wondering, lab-grown meat is not a total panacea, because vegans and vegetarians still will not eat it, because animal cells. But will the other 95%? It’s going to take some serious marketing to take the lab out of the lab-grown meat so that people feel like they are eating something good, about as much of a challenge those soybean burger makers faced in the 70s.
Consumers don’t have to worry just yet about mistaking it at the supermarket—that time will come, though—but these new products will start appearing in restaurants. And you know what? You might not even know it. Heck, it took federal legislation a few years ago to force chains with 20 or more units to list calorie counts on menu items. Do you think a restaurant is going to put the word “lab” anywhere on the menu?
I think not.
And you thought that GMO foods was a big deal. I am betting that lab meat will elicit howls of disapproval across the country, especially in cattle-rich West Texas. It’s one thing to make the vegans and vegetarians happy, but it is quite another to let a bunch of scientists start whittling away at your livelihood, the one thing for which this part of Texas is best known.
Heck, they may as well just have a 72-ounce tofu challenge over at the Big Texan. That idea, while offered in jest, is about as under-cooked as the lab meat coming our way. At least for now.
