Lo spunto mi proviene da Sergio Doria (di lui come eccellente fotografo m'ero occupato ben quattro volte in questa rubrica).

Va al Piovoso Nord, Sergio.

Gli dico:

hai fotocamera tropicalizzata e baionette sigillate?

Mi risponde:

ovviamente sì.

Ah, fosse davvero così!

Poter con spensieratezza spendere il promettente avverbio.

E no, purtroppo:

il panorama commerciale non consente di poter pronunciare "ovviamente" attribuendo al lemma valore generale.

Se Sergio è a posto, una infinità di altri fotografi non lo sono.

Troppe poche macchine dotate di o-rings.

Troppi obiettivi sprovvisti di protezione presso l'innesto.

Sapete, reputo il paragone con la situazione automobilistica giovi assai alla comprensione del fenomeno.

Un tempo le Mercedes dotate di convertitore proclamavano orgogliosamente lor peculiare dotazione con la vistosa dicitura "automatic" in rilievo sul posteriore della vettura.

Con l'avvento di  ESP ed ABS, qualche costruttore ritenne opportuno egualmente apporre sigle in carrozzeria che evidenziassero l'innovazione.

Poi il cambio automatico trovò larga diffusione, e i  succitatidispositivi di sicurezza godettero di obbligatorietà.

Ecco, sicurezza.

Ecco, obbligatorietà.

Lo sapete, la pioggia è una iattura per chi pigia pulsanti ed in conseguenza del gesto vorrebbe portare a casa immagini.

E, parimenti lo sapete, la sicurezza suole essere suddivisa in passiva ed attiva.

La sicurezza attiva applicata alle fotocamere sotto la pioggia implicherebbe un coinvolgimento divino, sorta di Mosè che divide le acque, o che crea una bolla attorno il ritraente dispositivo.

La sicurezza passiva è cosa più attingibile:

non si evita l'evento; si evitano o minimizzano le conseguenze dell'evento istesso (airbags, scocche a deformazione programmata, barre nelle portiere, quelle robe lì).

Che pioggia venga ma non faccia danni, eddunque.

Che i circuiti elettrici non vengano compromessi; che petulanti gocce non trovino il loro cavallo di Troia là dove il cilindro s'avvita entro suo ospite.

Va da sé, dovrebbe essere obbligatorio.

Ma come, i fabbricanti fabbricano cose e non le rendono compatibili con ordinari metereologici frangenti?

Un'altra cosa che sapete è che le garanzie degli autoveicoli sono dotate di garanzie.

E che queste garanzie solitamente prevedono coperture  temporalmente diverse a seconda delle più comuni caratteristiche rispetto invece alla sì appellata "corrosione passante":

due, tre, cinque, sette anni per certe cose, magari dieci per buchi che trapassino lamiere.

Ecco, ogni fotocamera dovrebbe garantire - almeno entro il termine legale di due anni comune alla legislazione di molti Paesi - che l'acqua non può rovinarle.

Tuttal'più, porre un limite  di copertura magari decennale (come con i summentovati buchi nelle macchine) alla tenuta degli o ring.

Fantascientifica idea? Mannò, che già molti telefonini si stanno attrezzando alla bisogna.

Le fotocamere, invece, tristemente no.

Siamo ancora al "wheater resistant" tronfiamente serigrafato a margine della lente, che è ben meno di un "water proof".

Eppure, mirabili cose accadono con le automobili.

Frenata automatica d'emergenza, avviso sopraggiungenza mezzo in angolo cieco dello specchietto, avviso superamento immotivato carreggiata, rivelatore stanchezza del guidatore.

E - tagliando la testa a tutti questi tori - dispositivi che attivamente non si limitano a suggerire, ma risolvono - anche senza soluzione di continuità, con la guida semiautonoma di livello due - ogni eventualità di pericolo.

Il pericolo, con le macchine fotografiche, è buttare via i soldi per un po' di pioggia.

Ed i costruttori questo non lo dovrebbero permettere.

Perché, dicevo a Sergio, non è ammissibile astenersi dal documentare l'affascinante epopea della pioggia.

Why Lula vs. Bolsonaro in Brazil Leaves Little Room for Others

Five reasons a “third way” candidate will struggle to break through in a polarized contest.

After a few days of business meetings in São Paulo or Rio de Janeiro, the international visitor may be forgiven for thinking the winner of next year’s presidential election could well be someone other than President Jair Bolsonaro or former President Luiz Inácio Lula da Silva. After all, a growing roster of seemingly affable, center-right politicians are projecting themselves as contenders, promising to steer clear of the turbulent rivalry between Bolsonaro and Lula and his Workers’ Party.

The buzz for a “third way” candidate is big – at least in Brazil’s urban centers. Even on Faria Lima Avenue, the heart of Brazil’s financial center in São Paulo, bankers who once supported Bolsonaro are now dreaming of an alternative to the president, who has embraced full-blown economic populism.

Just look at the increasingly bitter struggle between João Doria, the governor of São Paulo, and Eduardo Leite, the governor of Rio Grande do Sul, for the nomination of the center-right PSDB. Ample media coverage would suggest both have a real shot in 2022. Analysts are also discussing whether former star judge Sergio Moro and Senate president Rodrigo Pacheco will throw their hat into the ring.

The victory of one of these men, the story goes, would put an end to the destructive polarization that has riven Brazilian politics and help the country heal after an abysmal decade of near-zero growth and worsening inequality. Third way proponents frequently mention last year’s municipal elections, when old-school center-right parties triumphed – evidence, many assumed, that Brazilians had grown tired of polarization.

Yet all of these third way candidates share a glaring problem: They perform dismally in polls. Two recent Poder360 polls of voter intentions show no third way candidate surpassing 8% of the vote, with Lula and Bolsonaro leading comfortably in the double digits. In a separate Poder360 poll, 36% of respondents say they would only vote for Lula, while 28% would only vote for Bolsonaro.

Lava Jato não avança no Estado governado há 28 anos pelo PSDB e prova mais uma vez  sua finalidade política

Criada para apurar episódios citados na delação da Odebrecht firmada com o Ministério Público Federal, a força-tarefa da Lava Jato em São Paulo chegará a 2019 sem ainda ter apresentado denúncias diretamente relacionadas a esse acordo.

Nele, são mencionados pelos executivos da empreiteira supostos repasses ou pagamentos de propinas a políticos.

O mais próximo que a equipe de investigadores chegou disso foi denunciar 33 pessoas sob acusação de cartel nas obras do trecho sul do Rodoanel, com uso de provas da empreiteira.

A base, no entanto, não foi delação fechada pela empresa com os procuradores, mas o acordo de leniência firmado com o Cade (Conselho Administrativo de Defesa Econômica), órgão federal.

Os casos delatados pelos executivos da construtora foram distribuídos pelo ministro do STF (Supremo Tribunal Federal) Edson Fachin a todo o país no ano passado, por meio de petições.

À época, São Paulo recebeu 29 delas, a maioria apontando pagamentos a políticos.

Em parte, a ausência de denúncias no estado aconteceu por reveses do Ministério Público no próprio Supremo, que reteve investigações por meses ou enviou os autos para a Justiça Eleitoral.

Outro motivo é que a força-tarefa se expandiu para além dessas delações. Os procuradores decidiram agregar ao selo da Lava Jato casos que, antes, não eram vistos como parte da operação ou não estavam sob sua responsabilidade.

Isso aconteceu, segundo a coordenadora da Lava Jato paulista, ThaméaDanelon, porque há relações entre o que já foi desvendado pela operação nos outros lugares e essas investigações.

Até agora, a única ação paulista oriunda das petições do Supremo é cível —ou seja, não é uma denúncia— e diz respeito à suspeita de improbidade de ex-prefeitos de São Carlos (SP) filiados ao PT e PSDB.

Em 2018, quatro denúncias foram apresentadas pela força-tarefa, com fontes distintas de provas. A primeira tem relação com supostos desvios em reassentamentos no trecho sul do Rodoanel —eles usaram depoimentos de funcionários e auditoria da Dersa (estatal rodoviária paulista) para embasá-la.

Depois, veio a Operação Pedra no Caminho, que envolve suspeitas de fraudes iniciadas após 2014 em obras do Rodoanel Norte. Inclui pessoas ligadas às construtoras OAS, Isolux e Mendes Júnior.

Nesse caso, a Polícia Federal discorda e diz que a ação não faz parte da Lava Jato.

A terceira denúncia é a do cartel, que veio do acordo com o Cade, protocolada em agosto.

Em novembro, foi apresentada a última delas, que mirou o ex-presidente Lula. Essa ação não é relacionada à delação da Odebrecht, apesar de haver casos citados por executivos da empreiteira que foram enviados ao Ministério Público Federal em São Paulo.

Ela é oriunda da 24ª fase da Lava Jato de Curitiba, de 2016, quando Lula foi conduzido coercivamente para prestar depoimento em São Paulo.

Em todos os casos de São Paulo, as ações já foram aceitas pela Justiça Federal e tornaram os acusados réus.

Oficialmente, a força-tarefa foi instituída em julho de 2017, mas internamente considera que os trabalhos foram iniciados a partir da sua ampliação, de 4 para 11 procuradores, em fevereiro deste ano.

A essa época, já havia perdido para o Supremo o seu principal caso delatado pela Odebrecht, que envolvia suspeita de movimentação financeira internacional por Paulo Vieira de Souza, ex-diretor da Dersa conhecido como Paulo Preto.

O ministro Gilmar Mendes considerou que se tratava de uma investigação com fatos relacionados a um inquérito que envolvia o senador José Serra (PSDB-SP), que tramitava no STF, e entendeu que a corte deveria ficar a cargo dela.

Mesmo após a restrição ao foro especial, em maio, os autos só puderam ser devolvidos para São Paulo em novembro. Ainda assim, não foram enviados diretamente à Justiça Federal, mas à Eleitoral. Antes, o mesmo aconteceu com outra investigação, relativa a suspeitas de caixa dois ao ex-governador Geraldo Alckmin (PSDB).

As provas dos casos, no entanto, podem ser compartilhadas com o Ministério Público Federal, embora a tramitação seja mais demorada.

Sem essas ações, durante o ano os procuradores paulistas passaram a apresentar denúncias relacionados a episódios menores que envolviam Paulo Preto.

O ex-diretor virou réu tanto no caso de supostos desvios no reassentamento do Rodoanel Sul como no do cartel.

Paulo Vieira de Souza chegou a ser preso preventivamente, mas obteve habeas corpus e responde em liberdade. Atualmente, nenhum dos denunciados na Lava Jato paulista está preso.

Há, entre os episódios que foram delatados pela Odebrecht e enviados à força-tarefa, petições que citam o ex-prefeito Fernando Haddad (PT) e José Maria Eymael (DC). Além disso, o grupo apura suspeita de uso de informações privilegiadas pela JBS.

Procurada, a força-tarefa da Lava Jato de São Paulo disse em nota que tem como meta em 2019 “concluir a maioria dos inquéritos relativos à Odebrecht até o final do primeiro trimestre”.

“Desde sua constituição, a FT da Lava Jato em São Paulo está utilizando informações da delação da Odebrecht e agregou às investigações informações da leniência da Odebrecht com o Cade”.

 Though not the largest or fastest ocean liner of its era, the 697-foot Andrea Doria was widely regarded as the most beautiful. Its decks were dotted with three outdoor swimming pools, and it was dubbed a “floating art gallery” for its dazzling array of paintings, tapestries and surrealist murals. There was even a life-sized bronze statue of the ship’s namesake, a 16th century Genoese navigator. Equally impressive were the Doria’s safety features. It boasted two radar screens—a relatively new technology on ocean liners—and its hull was divided into 11 watertight compartments. Anxious travelers could also take solace in the presence of Captain Piero Calamai, a venerable Italian mariner and veteran of both World Wars  

 The Doria safely completed 100 transatlantic crossings between 1953 and 1956, and it initially seemed that its 101st would be no different. After leaving Italy on July 17, 1956, the ship stopped at three ports in the Mediterranean and then steamed into the open ocean on a nine-day voyage to New York City  Along with 572 crewmembers, it held 1,134 passengers ranging from Italian immigrant families to business travelers, vacationers and even a few notables such as Hollywood actress Ruth Roman. 

 On July 25, the Doria entered the heavily trafficked sea-lanes off the Northeast coast of the United States. That same day, the 524-foot Swedish passenger liner Stockholm departed New York on a voyage to its homeport of Gothenburg. By around 10:30 p.m., the two ships were approaching one another from opposite directions off Nantucket. Neither was following the established “rules of the road” for ocean travel. Despite sailing in heavy fog, Captain Calamai had ordered only a minor reduction in speed to stay on schedule for an early morning arrival in New York. Stockholm, meanwhile, was steaming north of the recommended eastbound route in the hope of shaving time off its journey. 

 Around 10:45 p.m., Calamai’s radar picked up a blip representing Stockholm. The Swedish vessel, under the watch of third officer Johan-Ernst Carstens-Johannsen, spotted the Doria on its own radar a few minutes later. It was a situation both had encountered countless times, yet on this occasion the two ships somehow came to opposite conclusions about one another’s locations. Carstens plotted the Doria to his left and prepared to pass port-to-port, while Calamai, fixing Stockholm’s location to his right, maneuvered for a more unconventional starboard-to-starboard passage. One of the men—it’s still not certain who—had misread his radar and inadvertently steered his ship toward the other. 

 The officers didn’t realize they were on a collision course until shortly before 11:10 p.m., when Calamai finally spotted Stockholm’s lights through a thick curtain of fog. “She’s coming right at us!” one Doria officer shouted. With just moments to spare, Calamai ordered a hard left turn in an attempt to outrun the other ship. Carstens, having spotted the Doria, tried to reverse his propellers and slow down. It was too late. Stockholm’s icebreaker bow crashed into Andrea Doria’s starboard side like a battering ram, snapping bulkheads and penetrating some 30 feet into its hull. It remained lodged there for a few seconds, then broke loose, leaving a gaping hole in the side of the Doria.

Onboard Andrea Doria, passengers felt a tremendous jolt accompanied by the sound of clanging metal. Actress Ruth Roman described hearing a “big explosion like a firecracker.” In one of the lounges, the ship’s orchestra was playing the song “Arrivederci, 

Roma” when they were abruptly hurled from their stage by the force of the crash.Those who only ended up with scrapes and bruises could consider themselves fortunate. The collision killed five people on Stockholm and dozens more on the Doria, which had seen a large section of its starboard side turned into twisted metal. Italian immigrant Maria Sergio and her four young children all perished on impact as they slept. In another cabin, Brooklyn resident Walter Carlin discovered that the exterior wall of his room had been completely sheared off. His wife, who had been reading in bed, had simply disappeared. By far the most extraordinary story concerned Linda Morgan, who was sleeping in a starboard side cabin. The crash killed her stepfather and stepsister, but Morgan was somehow lifted from her bed and thrown onto the crumpled bow of Stockholm, where she landed with only a broken arm. “I was on the Andrea Doria,” she told the astonished Stockholm sailor who found her. “Where am I now?”Following the shock of the collision, both crews scrambled to take stock of their vessels. While Stockholm was found to be in no danger of sinking, the Doria had sustained critical damage and was listing over 20 degrees to its starboard side, allowing seawater to spill through its watertight compartments. Calamai resigned himself to abandoning ship, but soon encountered a catastrophic problem: the list was so bad that the Doria’s eight portside lifeboats could no longer be launched. The remaining starboard side craft could only carry around 1,000 of the ship’s passengers and crew. “Here danger immediate,” Andrea Doria radioed. “Need lifeboats—as many as possible—can’t use our lifeboats.”Luckily for Calamai, his ship was floating in a heavily traveled strip of the Atlantic. 

While the mangled Stockholm began rescuing passengers from the Doria, several other vessels answered its distress calls and raced to the scene. The first, a small freighter called the Cape Ann, arrived around 12:30 a.m. Two American Navy ships followed shortly thereafter, but lifeboats remained scarce. Finally, around 2 a.m., a massive French ocean liner called the Ile de France maneuvered alongside the Doria, lit up the darkness with its floodlights and began making rescues with its lifeboats.Though help had arrived, the situation aboard the Doria remained perilous. Debris from the collision had trapped some of the passengers in their cabins, and many on the lower levels had to brave smoke-filled hallways and knee-deep water on their way to the main deck. Those who gathered by the useless portside lifeboats faced their own set of problems. With the Doria listing to its right, its main deck had turned into a steep, slippery slope. To reach the starboard side lifeboats, many had to lie on their backs and slide down the deck, making sure to stop before they careened off the edge and into the water. All the while, the ship continued to roll, threatening to capsize at any moment. 

 The rescue—one of the largest in maritime history—lasted several hours, but by 5:30 a.m., nearly all the Doria’s survivors had been evacuated. 753 people were placed aboard the Ile de France, with the rest scattered aboard Stockholm and four other vessels. Captain Calamai seemed ready to go down with his ship, but reluctantly boarded the last lifeboat after his crew refused to leave him behind. A few hours later, as the rescue fleet steamed toward New York harbor, Andrea Doria finally capsized and flooded. At 10:09 a.m., it disappeared beneath the Atlantic. 

 All told, 51 people had died as a result of the collision—five on Stockholm and 46 on the Doria. The ships’ owners both blamed the other for the tragedy, but following an out of court settlement, a trial was averted and neither was officially held responsible. In the years since, investigators have used crew depositions and computer simulations to try and recreate the night of the disaster. While there were obvious mistakes from both ships, many researchers now believe that Carstens made the crucial error by misreading his radar and concluding that the Doria was several miles farther away than it actually was. Nevertheless, debate over the cause of the wreck continues even today. 

 Stockholm was eventually repaired. Andrea Doria, meanwhile, rests in some 240 feet of water in the North Atlantic. It has become a hallowed site among scuba divers, who call it the “Mt. Everest” of diving, but poor visibility and unpredictable currents have ensured that 60-year-old wreck is still claiming lives. Since 1956, over a dozen people have perished while trying to explore its watery grave.

Quintela garantizó el envío de fondos para toda la provincia y los municipios incluido el de Capital

En base a un pedido de la Unión Cívica Radical Nacional al ministro de Economía de la Nación, Sergio Massa, y con la anuencia del gobernador de La Rioja, Ricardo Quintela se garantizó el envío de fondos para el Municipio de Capital conducido por Inés Brizuela y Doria -que pertenece a un signo político opositor al actual gobierno-, con el fin de que puedan cumplir con sus obligaciones salariales, de servicios, la ejecución de la obra pública y el funcionamiento general de las comuna.

En ese sentido Quintela expresó: “Confiamos que el presupuesto nacional se sancione sin problemas, necesitamos los fondos para poderlos distribuir con una mirada federal en pos del bienestar de nuestra ciudadanía”.
