What is the Public Provident Fund Scheme?

All people can invest tax-free through the Public Provident Fund (PPF) savings plans. The government launched the program to promote people's investing and saving behaviours. The system was first announced on June 15, 1968, via GSR 1136. Since then, numerous changes have been made. A new scheme has now been announced by the government, according G.S.R. 915(E), dated December 12, 2019.

A ₹1,50,000 maximum deposit is allowed in a fiscal year, with a ₹500 minimum requirement.

From the third to the sixth fiscal year, a lending facility is offered.

Annual withdrawals are allowed starting with the seventh fiscal year.

After fifteen complete financial years have passed since the account's opening, it matures.

With new deposits, the account can be extended after maturity for an unlimited number of 5-year blocks.

Following maturity, interest can be accumulated at the current rate on an ongoing basis, provided no additional deposits are made.

There is no court ruling or decree that could lead to the attachment of the funds in the PPF account.

Under Income Tax Act Section 80-C, deposits are deductible.

Section 10 of the Income Tax Act exempts the interest earned in the account from income tax.

Overview of Public Provident Funds 

Eligibility for Public Provident Funds

Any authorized bank, post office, or nationalized bank may open PPF accounts. Form 1 must be submitted along with the necessary paperwork and the required minimum deposit in order to start a PPF account.

Can I open two PPF accounts? 

Under the PPF plan, a person is only allowed to register one account in his name. Furthermore, a person may register a single PPF account in the name of each juvenile or mentally ill person for whom he is the legal or natural guardian. It should be mentioned that any guardian of a kid or someone mentally ill may only open one account in their name. It is not possible to open joint accounts under this scheme 

Repercussions for not making the required minimum payment into the account

The account will be deemed cancelled if the depositor does not make the required number of deposits in the subsequent years. However, if the minimum yearly deposit of Rs. 500 is paid for each year of default, together with a penalty of Rs. 50 for each year of default, the account can be reopened during its maturity period. The amount that the investor deposits in the account will not be increased by the amount of the fee.

The account holder will only be permitted to open a new account following the account's closure upon maturity if their PPF account is deemed abandoned. Additionally, the facility for loans and partial withdrawals shall not be available. 

The amount in the closed account will still accrue interest at the rate that is periodically relevant to the scheme, even if it is not reopened.

PPF Withdrawal Guidelines

When is it possible to withdraw money?

Only five years from the end of the year the account was opened may money be taken out of the PPF account prior to maturity. If a juvenile or someone mentally incompetent opens the account, withdrawals can be made whenever it's convenient for them, as long as they're still alive.

Maximum amount that can be taken out

A maximum of 50% of the balance in the account's credit at the end of the year immediately prior to the withdrawal or at the end of the previous year, whichever is smaller, may be taken from the PPF account.

If the account has received deposits after maturing, the total amount of withdrawals made throughout the five-year block period cannot exceed 60% of the credit balance at the beginning of the block period. One may choose to make this withdrawal in one lump sum payment or in yearly installments. However, no more withdrawals will be permitted if the account user decides to keep the account open without making any more deposits.

How Can I Take Out My PPF Amount?

The Form 2 application must be submitted. On the other hand, the guardian must provide a certificate if the withdrawal is made from the account on behalf of a minor or someone who is not of sound mind.

Additional circumstances

Before submitting an application for such a withdrawal, the account holder must refund any outstanding debt, including interest, if any has been acquired against the account;

The withdrawal option is only accessible once a year; withdrawals cannot be performed from accounts that have been closed or from account extensions in which the account holder chooses not to make any more deposits.

Is it possible for a Non-Resident to open a PPF account?

It was forbidden for non-residents to invest in the PPF under the prior structure. Nothing in the new plan forbids non-residents from doing anything. Therefore, anyone can choose to use this program, resident or not.

However, in order to open an account under the plan, the applicant needs to submit Form 1, which certifies that they are an Indian citizen living in the country. It is uncertain if Section 2(v)/2(w) of the FEMA Act or Section 6 of the Income-tax Act will be used to determine this residential status.

Therefore, the applicant will not be permitted to sign such a declaration if he is a foreign national or a non-resident of India (as defined by both Acts). Therefore, Form 1 will prevent a non-resident citizen from signing and submitting the application in Form 1, even when the scheme's limitation has been removed. Unlike the previous scheme, if the account holder becomes a non-resident at any point after choosing it, he will not have to cancel the accounts and only need to submit a declaration to an accounts officer stating his change in residency.

PALESTINIAN FAMILY FORCED TO RESTART FUNDRAISING - PLEASE DONATE!

a little while ago, I was contacted by Amal Abushaban, a Palestinian mother of 5, for help regarding her Gofundme campaign.

In summary, after spending months raising over $13,000 for her family, she attempted to withdraw the money. She did everything right, she answered Gofundme's questions, she provided the details of her beneficiary and she contacted their support team - only to be left in the dark until an email came one day, notifying her that her campaign had been closed and all donations were now in the process of being refunded.

I tried kicking up a major fuss about it online, as well as trying to pester Gofundme Support on my own account, but all it did was send me in circles as I desperately pleaded for the Gofundme Support person I was assigned to at least re-instate the damn fund. Even worse, Amal got her first email today about refunds going through.

Regrettably, Amal is being forced to start over completely in her fundraising efforts. Her beneficiary has started this Paypal fund for her. Please donate and share!

Gaia Thomas G0fundme Scam Update - 3/05/2024 (March 5th, 2024) !

As of 8 hours previously of the creation of this post on March 5th, 2024, Gaia Thomas posted updates on three of the G0fundmes that she had organized, announcing her bank had caught a scam, which is (supposedly) , why she had halted donations on various g0fundmes, and withdrawn thousands and thousands of dollars from the g0fundmes in question:

Dear donors, I was the victim of an online scam. My credit union caught the scam. In the interests of donor safety, I blocked donations at that time. The evidence is in the hands of the Alameda Police Department. Please be aware that this could happen to you. All funds have been repaid in the form of donations to the original fundraiser as requested by the GoFundMe team. I have asked G0FundMe to return the funds to the hands of the original donors. Sincerely, Gaia Thomas

So, from the screenshot of an email she provided, it looks like the fundraisers for Maia, Kareem, and Noor are going to be closed, and all donations are going to be refunded to the original donors??

Gaia Thomas was also forced to return the amounts she had withdrawn from each fundraiser:

so It looks like the publish backlash has at least worked a little bit, Gaia Thomas is not getting away with thousands of dollars in fraud, BUT, Mai, Kareem, and Noor's fundraisers are all being shutdown by Gofundme, assumedly because Gaia claimed she'd been ~scammed~ as her excuse for withdrawing thousands of dollars in donations.

Is *anyone* in any kind of direct contact with Mai, Kareem, or Noor, so someone who is actually trustworthy can set up new fundraisers so we can immediately get the word out, once the g0fundmes close and people start getting their refunds??

Until we know more, here's the direct links to the existing fundraisers organized by Gaia, so we can keep track of what her 'explanation' of a 'scam' is.

Update: HelpGazaChildren on Pause

I wanted to wait and see if there would be any updates about this before I announce it but for the past couple of weeks, Hussam has not been able to withdraw from the HelpGazaChildren gofundme. This is because they put his funds on hold in the gofundme as he sends in documentation they request from him.  

Because he’s constantly being displaced (currently he is experiencing his 4th displacement!) and the internet is spotty, the process has been going slowly. Here is the original email HelpGazaChildren was sent:

He hasn’t been able to withdraw any amount since getting this email. Your donations are being put on hold in the gofundme until this is fully sorted out. This means you can still try to donate and if they let Hussam withdraw sometime soon, they can use the money. The most recent email they sent is asking for further documentation.

Hopefully they’ll respond to his emails soon. He submitted the recent documentation they asked of him and he's just waiting to hear back.

I wanted to make sure everyone was aware about the current situation and if there are any updates, I’ll provide them.

Thank you so much for all you help these past few months. You put smiles on children’s faces, made sure families were able to eat, and so, so much more. I hope we can continue helping Hussam soon.

I'm making another post because the other ones are losing traction, and Mahmoud (@5735765) is miles away from his goal!

TLDR: I am the campaign organizer for this GFM, running it on behalf of Mahmoud Balousha and his sister, Maysaa. She is displaced in a tent city in Al-Shati with her husband and 4 children and needs to raise $60,000 to evacuate once the Rafah border opens. She suffers from pulmonary fibrosis, for which the money raised will also be used in order to secure her medical treatment.

Mahmoud is presently displaced, but safe, in Cairo, but barely makes enough money to eat more than 1 meal a day, let alone evacuate his sister. We met on here a couple weeks ago when I saw a post inquiring after a GFM organizer for him (he does not have a bank account with which to withdraw funds, himself.) Our current means of money transfers are via Western Union, and I have successfully sent him some money out of pocket, both to test the transaction process and provide him some financial relief for his own hardships.

Mahmoud is a wonderful brother and someone I now consider a dear friend. He's kind, generous, and deserves so much better after what he has been through. We talk daily, and all I want is for his family to be reunited and find safety together in Cairo.

Even a literal, single dollar helps him. Please spare whatever you can and share this post and campaign!

PEN America has canceled its 2024 Literary Awards ceremony, which was previously scheduled to be held at the Town Hall in New York City on April 29, although some awards will still be conferred. The move follows months of steadily mounting criticism of the organization over its response to the humanitarian crisis in Gaza, which culminated last week in 28 authors withdrawing books from consideration for the awards, including nine of the 10 authors nominated for the organization's top prize, the PEN/Jean Stein Book Award.

The $75,000 prize accompanying the PEN/Stein award will be donated, this year, to the Palestine Children’s Relief Fund at the direction of the Literary Estate of Jean Stein. The late Stein "was a passionate advocate for Palestinian rights who published, supported, and celebrated Palestinian writers and visual artists," her daughters, Katrina and Wendy vanden Heuvel, and literary agent, Bill Clegg, said in a collective statement.
