مذاکرات کی ناکامی کے بعد کیا ہو گا ؟

حکومت اور تحریک انصاف کے درمیان ملک میں انتخابات کے لیے مذاکرات حسب توقع ناکام ہو گئے ہیں۔ فریقین انتخابات کی تاریخ پر متفق نہیں ہو سکے ہیں۔ تحریک انصا ف فوری انتخابات کے لیے بضد رہی جب کہ حکومت نے وقت پر انتخابات کے لیے زور لگایا، دونوں نے لچک نہیں دکھائی، دونوں ہی اپنے اپنے موقف پر قائم رہے، اس لیے کوئی معاہدہ نہیں ہو سکا۔ میں دونوں میں سے کسی کو بھی ذمے دار نہیں ٹھہر انا چاہتا۔ یہ کام قارئین اپنی اپنی سیاسی سوچ کے مطابق بہتر کر سکتے ہیں۔ سوال یہ ہے کہ مذاکرات کی ناکامی کے بعد کیا ہو گا؟ تحریک انصاف نے اعلان کیا ہے کہ وہ مذاکرات کی ناکامی کی رپورٹ سپریم کورٹ میں پیش کرے گی۔ ان کے اس اعلان سے صاف ظاہر ہے کہ یہ مذاکرات سپریم کورٹ کے دباؤ کی وجہ سے ہو رہے تھے، اسی لیے حکمران اتحاد سے ایسی آوازیں بھی سامنے آرہی تھیں کہ مذاکرات کے پیچھے عدلیہ کا ہتھوڑا ہے، ہتھوڑے کی موجودگی میں کوئی مذاکرات کامیاب نہیں ہو سکتے۔ ایک رائے یہ بھی ہے کہ اگر سپریم کورٹ درمیان میں نہ ہوتی تو مذاکرات کے کامیاب ہونے کے زیادہ امکانات تھے۔
تحریک انصاف کے ذہن میں تھا کہ اگر ان کی بات نہیں مانی گئی تو سپریم کورٹ ان کی بات منوا لے گی، لہٰذا حکمران اتحا د کمزور پوزیشن میں ہے۔ اگر تحریک انصاف کے ذہن میں سپریم کورٹ کا آپشن نہ ہوتا تو اکتوبر میں انتخابات پر معاہدہ ممکن تھا شاید اسی لیے وزیر اعظم شہباز شریف نے قومی اسمبلی میں کہا کہ پنچایت لگانا سپریم کورٹ کا کام نہیں، ہم سپریم کورٹ کے پنچایتی کردار کو نہیں مانتے۔ مولانا فضل الرحمٰن پہلے دن سے ان مذاکرات کے خلاف تھے کیونکہ ان کی رائے میں سپریم کورٹ کے دباؤ میں ایسے مذاکرات ہونے ہی نہیں چاہیے۔ بہر حال دونوں فریقین اکٹھے بیٹھے لیکن بات بن نہ سکی۔ سوال یہ ہے کہ اب کیا ہو گا؟ پنجاب میں انتخابات کے لیے سپریم کورٹ کا 14مئی کا حکم برقرار ہے۔ میں سمجھتا ہوں اس حکم نے ہی مذاکرات کی ناکامی میں کلیدی کردار ادا کیا۔ اگر سپریم کورٹ اس تاریخ کو ختم کر کے نئی تاریخ کے لیے مذاکرات کا کہتی تو زیادہ بہتر ہوتا۔ پھر تحریک انصاف لچک دکھا سکتی تھی۔ لیکن 14 مئی کے حکم کو برقرار رکھنے سے انھیں ایک برتری حاصل تھی جو مذاکرات میں ناکامی کی بنیادی وجہ بن گئی۔

سوال یہ ہے کہ اب یہ برتری تحریک انصاف کو کیا دے سکتی ہے؟ یہ اب سپریم کورٹ اور تحریک انصاف دونوں کا امتحان ہے۔ 14 مئی کو پنجاب میں انتخابات کا انعقاد اب سپریم کورٹ کا امتحان بن گیا۔ تحریک انصاف نے لچک نہ دکھا کر میری رائے میں سپریم کورٹ کو انتہائی کڑے امتحان میں ڈال دیا ہے۔ سیاست میں آپ کو اپنے دوستوں، ہمدردوں یا اداروں سے بڑے امتحان نہیں لینے چاہیے۔ اس لیے سپریم کورٹ کو اتنے بڑے امتحان میں ڈال کر تحریک انصاف نے کوئی عدلیہ دوستی کا کردار ادا نہیں کیا۔ 8 اکتوبر پر مان کر تحریک انصاف جہاں حکمران اتحاد سے انتخاب کی تاریخ لے سکتی تھی، وہاں عدلیہ کو بھی اس محاذ آرائی میں محفوظ راستہ مل سکتا تھا۔ اب جب مذاکرات ناکام ہو گئے ہیں تو سپریم کورٹ کیا کر سکتی ہے؟ ایک راستہ تو یہ ہے کہ سپریم کورٹ 14 مئی کے لیے بضد رہے اور اپنے فیصلے پر عملدرآمد کے لیے آگے بڑھے۔ سپریم کورٹ کا یہ تین رکنی بنچ کتنا آگے جا سکتا ہے، یہ بھی ایک سوال ہے۔ پیسے نہ دینے پر توہین عدالت کی کارروائی شروع ہو سکتی ہے لیکن کس کے خلاف؟
ایک رائے یہ بھی ہے کہ تحریک انصاف تنازعہ کا حل چاہتی ہی نہیں تھی۔ اسی لیے انھوں نے لچک نہیں دکھائی۔ وہ حکومت کے خلاف توہین عدالت کی کارروائی چاہتے ہیں۔ حکومت اور عدلیہ کے درمیان محاذ آرائی تحریک انصاف کے سیاسی فائدے میں ہے، اسی لیے تحریک انصاف اس کو ختم نہیں کرنا چاہتی۔ تحریک انصاف کے لیے یہ بہترین سیاست ہو گی کہ وزیر اعظم شہباز شریف توہین عدالت میں نا اہل جائیں۔ اس سے بڑا سیاسی اسکوپ کیا ہو سکتا ہے۔ تحریک انصاف اپنی مخالف جماعت کے وزیر اعظم کی نا اہلی کے ساتھ انتخابات میں جائے۔ تحریک انصاف کو 2018 میں بھی نواز شریف کی نا اہلی کا بہت فائدہ ہوا تھا۔ اب بھی شہباز شریف کی نا اہلی ان کے لیے انتخابات کا بہترین تحفہ ہو سکتا ہے۔ اگر عدلیہ مقررہ تاریخ پر انتخابات نہیں کرا سکتی تو کم از کم ان کے مخالف کو نا اہل ہی کر دے۔ لیکن کیا یہ ممکن ہے۔ اس دفعہ حکومت بھی محفوظ کھیل کھیل رہی ہے۔ پیسے دینے سے انکار تو پارلیمان نے کیا ہے۔ پیسوں کے انکار کے بعد وزیر اعظم شہباز شریف دوبارہ اعتماد کا ووٹ لے چکے ہیں۔
پارلیمان چار دفعہ پیسے دینے سے انکار کر چکی ہے۔ جب جب سپریم کورٹ نے حکم دیا ہے تب تب معاملہ پارلیمان میں لیجایا گیا ہے اور پارلیمان نے انکار کیا ہے۔ اس لیے حکومت کا موقف ہے کہ ہم تو سپریم کورٹ کے حکم پر پیسے دینے کے لیے تیار تھے، پارلیمان تیار نہیں ہے۔ اب یہاں سپریم کورٹ کے پاس کیا آپشن ہیں؟ کیا سپریم کورٹ یہ حکم کر سکتی ہے کہ پیسے پارلیمان کی منظوری کے بغیر دے دیے جائیں؟ یہ آئین کی خلاف ورزی ہو گی۔ آئین کی ایک شق پر عمل کرنے کے لیے کیا آئین کی دوسری شق کی خلاف ورزی کی جا سکتی ہے۔ اس لیے معاملہ اتنا آسان بھی نہیں ہے۔ عدلیہ کے لیے حکومت کو دبانا ہمیشہ آسان رہا ہے۔ حکومت کو عدلیہ کے ہرقسم کے فیصلے ماننے پر بھی مجبور کیا جا سکتا ہے۔ لیکن پارلیمان کو ایسے اقدمات کو ماننے پر مجبور کیسے کیا جا سکتا ہے۔ سپریم کورٹ پارلیمان کو یہ حکم کیسے دے سکتی ہے کہ دو دن میں پیسے منظور کر کے سپریم کورٹ کو رپورٹ کرے، ایسا حکم حکومت کو تو دیا جا سکتا ہے لیکن پارلیمان کو نہیں دیا جا سکتا ہے۔ 
اگر توہین عدالت حکومت پر نہیں لگ سکتی تو تحریک انصاف یہ کھیل ہار جائے گی۔ اگر عدلیہ 14 مئی کے حکم پر عملدارآمد کرانے میں ناکام ہو جاتی ہے تو بھی تحریک انصاف ہار جائے گی۔ جیت کا تمغہ حکمران اتحاد کو مل جائے گا۔ عمران خان ہار گیا۔ سیاست میں یہ بہت اہم ہے۔ اس لیے سپریم کورٹ کو کوئی راستہ نکالنا ہو گا مفاہمت بہترین راستہ تھا۔ جو ناکام ہو گیا۔ مزید کتنی محاذ آرائی ہو سکتی ہے۔ چیف جسٹس اور ان کے ساتھی جج کتنا آگے جا سکتے ہیں۔ فل کورٹ وہ بنا نہیں سکتے۔ تین رکنی بنچ کتنا آگے جا سکتا ہے۔ کیا کوئی انتہائی اقدام ممکن ہے۔ مجھے مشکل نظر آتا ہے۔ اسی لیے عدالت مفاہمت کے لیے ٹائم دے رہی تھی۔ اب سپریم کورٹ نے طے کرنا ہے کہ اس نے آگے کیا کرنا ہے۔ اگر آج توہین عدالت کی کارروائی شروع کر بھی دی جائے تب بھی 14 مئی کو انتخاب ممکن نہیں۔ شاید یہ تحریک انصاف کو پتہ ہے۔ وہ دوسرا کھیل کھیلنا چاہتے ہیں۔ اگر محاذ آرائی بڑھ گئی تو انتخابات مزید آگے جا سکتے ہیں۔ انتخابات کا انعقاد لیول پلئینگ فیلڈ سے ہی ممکن ہے۔ ترازو کے دونوں پلڑے برابر ہوںگے تو انتخاب ممکن ہوںگے۔ محاذ آرائی میں ممکن نہیں، اس کا شاید تحریک انصاف کو اندازہ نہیں۔

'No Safety, No Duty': OPD Services Hit By Nationwide Doctors' Protest
Doctors across the country have refused to return to work, except for emergency procedures, as they protest against the rape and murder of a 31-year-old doctor at Kolkata's RG Kar Medical College and Hospital. Nationwide protests are underway

The Federation of Resident Doctors' Association (FORDA) yesterday announced a nationwide pause in elective services in hospitals. In a letter to Union Health Minister JP Nadda, FORDA described the Kolkata incident as "perhaps the greatest travesty to have occurred in the history of the resident doctor community".
FORDA has demanded resignation of all authorities concerned who could not protect the dignity and life of a woman on-duty doctor. They have also sought an assurance that the protesting doctors will not be manhandled and swift action in the case.
Treatment at most hospitals in Kolkata has taken a hit after doctors joined the protest demanding justice in the case. Several patients and their relatives have complained of inconvenience due to the protest.
The number of daily surgeries at AIIMS Delhi are down by 80 per cent and admissions by 35 per cent after doctors began an indefinite strike over the Kolkata incident, news agency PTI has reported. AIIMS authorities have, meanwhile, issued a circular, asking the doctors to join work and citing a High Court order that doctors cannot be part of protests on the premises.
The Indian Medical Association (IMA) has shot off a letter to Health Minister Nadda, demanding the enactment of a central law to curb attacks and violence against doctors as a "deterrence" measure and declaration of hospitals as safe zones.
A civic volunteer who frequented the hospital has been arrested in connection with the rape and murder of the Kolkata doctor. West Bengal Chief Minister has given city police time till Sunday to complete the probe, after which the state government will recommend a CBI investigation.

More than 100 people have been killed in a crush at a religious gathering in northern India, officials have said.
The incident took place at a satsang (a Hindu religious event) in Hathras district in Uttar Pradesh state.
The victims, including a large number of women and some children, are still being identified.
Survivors have described how the disaster unfolded as they tried to leave the event in Mughalgarhi village.
A spokesperson for a senior police officer in Uttar Pradesh told the BBC it would "take hours to release the final tally", but confirmed at least 100 dead.
An eyewitness, who asked to remain anonymous, told the BBC everything was "going fine", until "all of a sudden I heard screams and before I knew it, people were falling on each other".
"Many were crushed and I couldn't do much. I am just lucky to have survived."
"When the sermon finished, everyone started running out," a woman named only as Shakuntala told the Press Trust of India news agency.
"People fell in a drain by the road. They started falling one on top of the other and got crushed to death."
Umesh Kumar Tripathi, chief medical officer from the neighbouring district of Etah, told reporters the "stampede" had left at least three children dead.
Distressing images from the site are being circulated online. Some videos showed the injured being taken to hospitals in pick-up trucks, tuk tuks and even motorbikes.
A clip seen by the BBC showed several bodies left at the entrance of a local hospital as relatives screamed for help.
"Such a huge accident has happened but not a single senior officer is present here,” a relative in another video said. “Where is the administration?"
Mr Kumar said the venue had been overcrowded, adding that a high-level committee had been formed to investigate the incident.
"The primary focus of the administration is to provide all possible help to the injured and kin of the deceased," he said.
A video shared by news agency PTI showed the wounded being brought to a hospital for treatment.
"Procedure of post-mortem is under way and the matter is being investigated," official Satya Prakash in the neighbouring district of Etah said.
In Hathras, the screams of distraught family members can be heard in the local hospital.
Many people are trying to find their loved ones, many bodies are unclaimed.
There is a shortage of ambulances – each one is bringing two to three bodies. Hathras is filled with despair and pain.
Accidents are routinely reported at religious events in India, as huge crowds gather in tight spaces with little adherence to safety measures.
In 2018, around 60 people were killed after a train rammed into a crowd watching celebrations for Dusshera, a Hindu festival.
In 2013, a crush at a Hindu festival in the central state of Madhya Pradesh had killed 115 people.

KOLKATA, Aug 28 (Reuters) - Thousands of protesters blocked train tracks, halted buses and shouted slogans in India's state of West Bengal on Wednesday in the latest demonstration following the brutal rape and murder of a trainee doctor.
Prime Minister Narendra Modi's Bharatiya Janata Party (BJP), which is in opposition in the eastern state, called for a 12-hour state-wide protest strike after police fired tear gas and water cannon to disperse a march on Tuesday.
Most of Wednesday's protesters were BJP workers, who also forced shops to shut, as authorities braced for more disruptions, with one police official saying 5,000 officers had been deployed to quell any violence.
Thousands of doctors, many of them on strike since the Aug. 9 crime was discovered, marched in the state's capital of Kolkata, demanding justice for the victim and better workplace safety for doctors.
"If the state government had powers to make laws, I would have made a law in seven days that would mandate capital punishment in incidents of rape," Chief Minister Mamata Banerjee told a rally.
Banerjee, a staunch political foe of Modi who has promised swift justice, appealed to the striking doctors to return to work, expressing sympathy for victims of sexual violence and their families.
Many university students were among Tuesday's protesters, who had called for Banerjee's resignation over her handling of the rape and murder of the 31-year-old doctor in a government-run hospital in Kolkata.
Indian President Droupadi Murmu said she was "dismayed and horrified" by the incident.
"No civilised society can allow daughters and sisters to be subjected to such atrocities," broadcaster CNN News 18 quoted Murmu, a constitutional figurehead, as telling news agency PTI in her first comments on the crime. "Enough is enough."
The nationwide outrage unleashed by the attack was similar to that which followed the 2012 gang-rape of a 23-year-old student on a moving bus in New Delhi, but campaigners said tougher laws had not deterred sexual violence against women.

Today, Pakistan and its people stand in confrontation with each other. Almost two years ago, an engineered vote of no confidence was moved against my government and a government cobbled together by the military establishment came into being.
Since then, the Corrupt Military Establishment, under direct guidance of General Asim Munir, The Corrupt Chief of Army Staff, has tried every tactic to decimate my party’s presence from the political environment of Pakistan.
The oppression, torture and denial of our election symbol have been extensively documented, but nothing has worked for the military and the powerless civilian leadership acting as its puppets.
Pakistan’s general elections on Feb 8 2024, showed the utter failure of their design.
With no single electoral symbol in a country where the vast majority of voters are guided by a party symbol, the people came out and voted overwhelmingly for candidates supported by my party, the Pakistan Tehreek e Insaf (PTI), despite standing as “independents” with a host of diverse symbols.
This democratic revenge by the people of Pakistan against the agenda of the military establishment not only was a national defiance by the people but also a complete rejection of the official state narrative of May 9 2023, when PTI supporters were falsely accused – as a pretext for a crackdown – of attacking military installations.

Unfortunately, instead of accepting the people’s mandate, the military establishment went into a fit of rage and electoral results were manipulated to bring into power the losers.
The same vote tampering was seen in the recent by-elections.
As a result, today Pakistan is at a dangerous crossroads. The people have shown in no uncertain terms their rejection of state electoral machinations and of the oppression, incarceration and torture of not just the PTI leadership but also of its workers.
The military leadership has been subjected to overt criticism at a level unseen before in our history. The government is a laughing stock.
More Oppression and Violence
The response of the state has been to unleash more oppression and violence not just on party workers but also on journalists and human rights defenders. Social media restrictions have been put in place with a complete ban on the X platform.
Perhaps the most ominous development has been the systematic attempt to destroy the independent functioning of the judiciary at all levels.
Judges have been subjected to all manner of pressures including blackmail and harassment of family members. As a result, our trials on false charges are conducted with no proper defence allowed and no concern for the law of the land and the constitution.
The Corrupt Chief Justice of Pakistan (CJP) and of the Islamabad High Court have been found short of delivering unbiased justice.
But members of the senior judiciary have risen against the attempted destruction of the independence of the judiciary. Six brave judges of the Islamabad High Court have written a letter to the CJP highlighting instances of harassment and blackmail including of their families by intelligence agencies. Specific instances are cited and details given.
This is unprecedented in our history – although, informally, many knew what was happening to the senior judiciary but for such a letter to have come from these judges shows the level of despair, anger and frustration.
The sorry state of judicial affairs is reflected in the hesitancy shown by the CJP, who eventually felt compelled to act but instead of calling for a full bench hearing of the supreme court and summoning those named by the six judges, he has sought to put the six judges effectively in the dock.
With an economy in crisis, spiralling prices and a people politically angry at having their electoral mandate stolen and being economically beleaguered, the state stands isolated.
Unwilling to mitigate its grave errors which have led Pakistan to this precarious juncture and unable to go beyond its mantra of oppression and violence against critics, the State is treading the same path it trod in 1971, when it lost East Pakistan, now Bangladesh.
Upsurge in Terrorism
At the same time, it is seeing an upsurge in terrorism and a growing alienation in Balochistan where the issue of enforced disappearances is growing in severity. On Pakistan’s borders, India has already admitted to undertaking assassinations inside of Pakistan and the international border with Afghanistan remains volatile.
The military establishment’s expectation of unquestioning support from the US, in return for the provision of access to airspace and related facilities to the US for military purposes, has been punctured after the publication of the latest US state department’s Country Reports on Human Rights Practices which highlights the many human rights violations in Pakistan.
Again, seeking salvation by relying on support from the International Monetary Fund when there is a confrontation with the people will not result in any stability for Pakistan. There is no other way out of the crisis but to restore the people’s mandate and release all political prisoners including those being held for trial under military courts. The constitutional functioning of state institutions must be restored.

Congress leader and former Uttarakhand Chief Minister Harish Rawat was unable to cast his vote in the municipal body elections on Thursday, as his name was missing from the voter list. Rawat, a long-time resident of Dehradun, has consistently voted from the Niranjanpur neighborhood since 2009, including in the 2022 Assembly elections and the April-June federal election. Speaking to news agency PTI, Rawat expressed his frustration after arriving at the polling station only to be informed that his name was not found in the records. He claimed to have voted from the same polling station in previous elections, adding, “I have been waiting since morning… but my name was not found at the polling station at which I voted in the Lok Sabha election.” In a sharp critique of the ruling BJP, Rawat suggested that the party was involved in manipulating the voter list, stating, “I should have been more alert… knowing they are involved in adding and removing names from the list.” On reaching out to the State Election Commission, Rawat was reportedly informed that a computer server malfunction had caused the issue, preventing him from casting his vote. The municipal elections in Uttarakhand are being held across 11 municipal corporations, 43 municipal councils, and 46 Nagar Panchayats. Meanwhile, Chief Minister Pushkar Singh Dhami of the BJP urged voters to cast their votes in favor of BJP candidates, calling for a “triple-engine government” in the state. “Please make all BJP candidates win,” he said in his appeal. Congress leader and former Uttarakhand Chief Minister Harish Rawat was unable to cast his vote in the municipal body elections on Thursday, as his name was missing from the voter list. Rawat, a long-time resident of Dehradun, has consistently voted from the Niranjanpur neighborhood since 2009, including in the 2022 Assembly elections and the April-June federal election. Speaking to news agency PTI, Rawat expressed his frustration after arriving at the polling station only to be informed that his name was not found in the records. He claimed to have voted from the same polling station in previous elections, adding, “I have been waiting since morning… but my name was not found at the polling station at which I voted in the Lok Sabha election.” In a sharp critique of the ruling BJP, Rawat suggested that the party was involved in manipulating the voter list, stating, “I should have been more alert… knowing they are involved in adding and removing names from the list.” On reaching out to the State Election Commission, Rawat was reportedly informed that a computer server malfunction had caused the issue, preventing him from casting his vote. The municipal elections in Uttarakhand are being held across 11 municipal corporations, 43 municipal councils, and 46 Nagar Panchayats. Meanwhile, Chief Minister Pushkar Singh Dhami of the BJP urged voters to cast their votes in favor of BJP candidates, calling for a “triple-engine government” in the state. “Please make all BJP candidates win,” he said in his appeal. 11 Dead After Jumping Off Train Over Fire Rumour, Getting Hit By Another
Maharashtra Chief Minister Devendra Fadnavis mourned the loss of lives, adding that he is in touch with the district administration and all assistance is being provided.

Eleven people were killed after a fire rumour on a train crossing Maharashtra's Jalgaon triggered panic among passengers, with several of them jumping off the train and getting hit by another, said the police. The death count was confirmed to NDTV by Jalgaon's Superintendent of Police.
The accident took place between Maheji and Pardhade stations near Pachora, 400 km away from Mumbai, where the Lucknow-Mumbai Pushpak Express, a Daily Superfast Express train that runs between Lucknow to Mumbai, had halted after someone pulled the chain due to a rumour of fire around 5 pm, Central Railway officials said. 
Some passengers of the Pushpak Express stepped down, and were hit by the oncoming Karnataka Express, heading from Bengaluru to Delhi, said Central Railway's chief spokesperson Swapnil Nila.
"Our preliminary information is that there were sparks inside one of the coaches of Pushpak Express due to either 'hot axle' or 'brake-binding' (jamming), and some passengers panicked. They pulled the chain, and some of them jumped down on the tracks. At the same time, Karnataka Express was passing on the adjoining track," a senior railway official told news agency PTI.
An accident relief train has been dispatched from Bhusaval, said the Central Railway, adding that all efforts are being made to provide medical aid to the injured passengers.
Harrowing images showed bodies lying on tracks and some people wandering around with blood all over them. 
Maharashtra Chief Minister Devendra Fadnavis mourned the loss of lives, adding that he is in touch with the district administration and all assistance is being provided. 
"The loss of lives in the unfortunate incident near Pachora in Jalgaon district is deeply distressing. I express my condolences to the families of those killed. My colleague, minister Girish Mahajan, and the Superintendent of Police have reached the spot, and the District Collector will reach there shortly," Mr Fadnavis posted on X in Marathi. 
"The entire district administration is working in coordination with the railway administration, and immediate arrangements are being made for the treatment of the injured. Eight ambulances have been dispatched. The general hospital as well as other nearby private hospitals have been kept ready for the treatment of the injured. Emergency equipment like glass cutters, floodlights etc. have also been kept ready. We are monitoring the entire situation and all necessary assistance is being provided immediately. I am in touch with the district administration," the Chief Minister added.
Maharashtra minister Gulabrao Patil, who is also the guardian minister of Jalgaon, said senior officials are reaching the spot.

ISLAMABAD (AP) — Pakistani police Monday fired tear gas canisters at supporters of imprisoned former Prime Minister Imran Khan to stop them from entering the capital, where they hoped to stage a sit-in to demand his release, officials said.
The firing of tear gas came shortly after demonstrators — who traveled 150 kilometers (93 miles) from the restive northwest — began arriving and gathering near Islamabad. They defied a lockdown, previous tear gas and widespread arrests despite a ban on rallies in the city.
The development came a day after the leadership of Khan’s party went ahead with the “long march” even as Belarusian President Alexander Lukashenko arrived for a three-day visit. He was received at an airport near the capital by Prime Minister Shehbaz Sharif on Monday evening.
Authorities said at least one police officer was killed and several officers and demonstrators were injured in clashes. The marchers appeared determined to enter Islamabad, where the lockdown, which has been in place for two days, has disrupted daily life.
The government was in talks with Khan's party to avoid any further violence, officials said.
Khan, who has been in jail for over a year and faces more than 150 criminal cases, remains popular. His party, Pakistan Tehreek-e-Insaf, or PTI, says the cases are politically motivated.
A convoy of vehicles carrying protesters was expected to enter the capital Monday night. Security officials say they expect between 9,000 and 11,000 demonstrators, while the PTI says the number will be much higher.
Video on social media showed Khan supporters donning gas masks and protective goggles.
Travel between Islamabad and other cities has become nearly impossible. Ambulances and cars were seen turning back from areas along the key Grand Trunk Road highway in Punjab province, where shipping containers were used to block roads.
Video circulating online showed some protesters operating heavy machinery to remove the containers.
“We are determined, and we will reach Islamabad, though police are using tear gas to stop our march,” PTI senior leader Kamran Bangash told The Associated Press. “We will overcome all hurdles one by one, and our supporters are removing shipping containers from roads."
Bangash also said Khan’s wife, Bushra Bibi, who was recently released on bail in a graft case, will lead the march along with Ali Amin Gandapur, the chief minister in Khyber Pakhtunkhwa province, where Khan’s party remains in power.
Earlier, almost 50 kilometers (30 miles) from Islamabad, Bibi, wearing a white head-to-toe burqa, addressed protesters while sitting in a truck, urging them to remain determined to achieve their goal and free Khan. She then chanted, “God is great” and left.
Khan’s main political opponent, Sharif, heads the current government.
Sharif’s spokesperson, Attaullah Tarar, said on Sunday that whenever any high-profile foreign delegation comes to Pakistan, the PTI “begins the politics of long marches and onslaught on Islamabad to harm the economy.”
Some economists say protests cause billions of rupees in damages to the country's fragile economy.
Protesters on Sunday night burned trees as police fired tear gas to disperse the crowds. Khan supporters retaliated by using slingshots and pelting security personnel with rocks.
In a bid to foil the protest, police have arrested more than 4,000 Khan supporters since Friday and suspended mobile and internet services “in areas with security concerns,” which the PTI said affected its call on social media for a protest. On Thursday, a court prohibited rallies in the capital and Interior Minister Mohsin Naqvi said anyone violating the ban would be arrested.
Authorities say only courts can order the release of Khan, who was ousted in 2022 through a no-confidence vote in Parliament. He has been imprisoned since his first conviction in a graft case, in August 2023.
Khan has been sentenced in several cases. His convictions were later overturned on appeal but he cannot be freed due to other pending cases against him.

Imran Khan Warns That Pakistan’s Election Could Be A Farce
His Party is Being Unfairly Muzzled, the Former Prime Minister Writes From Prison

Today pakistan is being ruled by caretaker governments at both the federal level and provincial level. These administrations are constitutionally illegal because elections were not held within 90 days of parliamentary assemblies being dissolved.
The public is hearing that elections will supposedly be held on February 8th. But having been denied the same in two provinces, Punjab and Khyber Pakhtunkhwa, over the past year—despite a Supreme Court order last March that those votes should be held within three months—they are right to be sceptical about whether the national vote will take place.
The country’s election commission has been tainted by its bizarre actions. Not only has it defied the top court but it has also rejected my Pakistan Tehreek-e-Insaf (pti) party’s nominations for first-choice candidates, hindered the party’s internal elections and launched contempt cases against me and other pti leaders for simply criticising the commission.
Whether elections happen or not, the manner in which I and my party have been targeted since a farcical vote of no confidence in April 2022 has made one thing clear: the establishment—the army, security agencies and the civil bureaucracy—is not prepared to provide any playing field at all, let alone a level one, for pti.
It was, after all, the establishment that engineered our removal from government under pressure from America, which was becoming agitated with my push for an independent foreign policy and my refusal to provide bases for its armed forces. I was categorical that we would be a friend to all but would not be anyone’s proxy for wars. I did not come to this view lightly. It was shaped by the huge losses Pakistan had incurred collaborating with America’s “war on terror”, not least the 80,000 Pakistani lives lost.
In March 2022 an official from America’s State Department met Pakistan’s then ambassador in Washington, dc. After that meeting the ambassador sent a cipher message to my government. I later saw the message, via the then foreign minister, Shah Mahmood Qureshi, and it was subsequently read out in cabinet.
In view of what the cipher message said, I believe that the American official’s message was to the effect of: pull the plug on Imran Khan’s prime ministership through a vote of no confidence, or else. Within weeks our government was toppled and I discovered that Pakistan’s Chief of Army Staff, General Qamar Javed Bajwa, had, through the security agencies, been working on our allies and parliamentary backbenchers for several months to move against us.
People flocked onto the streets to protest against this regime change, and in the next few months pti won 28 out of 37 by-elections and held massive rallies across the country, sending a clear message as to where the public stood. These rallies attracted a level of female participation that we believe was unprecedented in Pakistan’s history. This unnerved the powers that had engineered our government’s removal.
To add to their panic, the administration that replaced us destroyed the economy, bringing about unprecedented inflation and a currency devaluation within 18 months. The contrast was clear for everyone to see: the pti government had not only saved Pakistan from bankruptcy but also won international praise for its handling of the covid-19 pandemic. In addition, despite a spike in commodity prices, we steered the economy to real gdp growth of 5.8% in 2021 and 6.1% in 2022.
Unfortunately, the establishment had decided I could not be allowed to return to power, so all means of removing me from the political landscape were used. There were two assassination attempts on my life. My party’s leaders, workers and social-media activists, along with supportive journalists, were abducted, incarcerated, tortured and pressured to leave pti. Many of them remain locked up, with new charges being thrown at them every time the courts give them bail or set them free. Worse, the current government has gone out of its way to terrorise and intimidate pti’s female leaders and workers in an effort to discourage women from participating in politics.
I face almost 200 legal cases and have been denied a normal trial in an open court. A false-flag operation on May 9th 2023—involving, among other things, arson at military installations falsely blamed on pti—led to several thousand arrests, abductions and criminal charges within 48 hours. The speed showed it was pre-planned.
This was followed by many of our leaders being tortured or their families threatened into giving press conferences and engineered television interviews to state that they were leaving the party. Some were compelled to join other, newly created political parties. Others were made to give false testimony against me under duress.
Despite all this, pti remains popular, with 66% support in a Pattan-Coalition 38 poll held in December; my personal approval rating is even higher. Now the election commission, desperate to deny the party the right to contest elections, is indulging in all manner of unlawful tricks. The courts seem to be losing credibility daily.
Meanwhile, a former prime minister with a conviction for corruption, Nawaz Sharif, has returned from Britain, where he was living as an absconder from Pakistani justice. In November a Pakistani court overturned the conviction (Under United States’ Scrotums Licker Corrupt Army Generals’ Directions).
It is my belief that Corrupt to his Core Mr Sharif has struck a deal with the establishment whereby it will support his acquittal and throw its weight behind him in the upcoming elections. But so far the public has been unrelenting in its support for pti and its rejection of the “selected”.
It is under these circumstances that elections may be held on February 8th. All parties are being allowed to campaign freely except for pti. I remain incarcerated, in solitary confinement, on absurd charges that include treason. Those few of our party’s leaders who remain free and not underground are not allowed to hold even local worker conventions. Where pti workers manage to gather together they face brutal police action.
In this scenario, even if elections were held they would be a disaster and a farce, since pti is being denied its basic right to campaign. Such a joke of an election would only lead to further political instability. This, in turn, would further aggravate an already volatile economy.
The only viable way forward for Pakistan is fair and free elections, which would bring back political stability and rule of law, as well as ushering in desperately needed reforms by a democratic government with a popular mandate. There is no other way for Pakistan to disentangle itself from the crises confronting it. Unfortunately, with democracy under siege, we are heading in the opposite direction on all these fronts. ■
