Warning: This story contains details of an alleged sexual encounter.
A Brantford, Ont-area social worker whose clients include first responders dealing with trauma faces allegations of professional misconduct and sexual abuse after an investigation by the professional college.
Laura Dowler is accused of alleged incidents over a four-year period, the Ontario College of Social Workers and Social Service Workers (OCSWSSW) says in a report following its months-long investigation.
The college alleges Dowler used her "position of authority to coerce, improperly influence, harass, abuse or exploit" clients between 2019 and 2022, despite knowing they were experiencing mental health challenges.
The college determined the alleged incidents involved four clients who were counselled by Dowler at her private practice, Grand River Counselling, in Paris west of Brantford. The report does not say what prompted the college's investigation.
The discipline committee will hear the case in the coming months. A date has not yet been set.
Dowler denies the allegations and declined to comment further as the matter is before the discipline committee, her lawyer, Daniel Libman, told CBC Hamilton.
Social worker still on the job
The college's investigation is outside of any possible criminal proceedings. Brantford police said they are not actively investigating. They did not confirm if they've received complaints.
In the meantime, Dowler is allowed to continue her social work, after entering into a voluntary agreement this month that she'll be overseen by a supervisor and will let the college know where she's working, according to the college's website.
An online profile says Dowler works with clients experiencing mental health, relationship, complex trauma and dissociation issues, and specializes in clients who work as first responders. Last year, she was featured as a guest speaker at a "front-line mental health" conference organized in Brantford for police officers, paramedics and firefighters.

Dowler was an instructor at Wilfrid Laurier University's department of social work for this past school year, according to its website. A spokesperson said the university declined to comment on the investigation and Dowler is not currently teaching there.
The OCSWSSW told CBC Hamilton that any sexual contact between social workers and clients is "strictly forbidden."
"Violating professional boundaries and engaging in sexual abuse is an extremely serious form of professional misconduct," said college spokesperson Sarah Choudhury in an email.
If the discipline committee finds a social worker engaged in professional misconduct, penalties could range from a reprimand to revoking the individual's registration and ability to practise.
Clients included married couple
Two of Dowler's clients were married in 2019 when she agreed to counsel them individually and also oversee their couple sessions conducted by another therapist, according to the college discipline committee's report.
The man and woman are called Client A and Client B, respectively, in the report, which keeps the clients' identities confidential.
Dowler "engaged in sexual abuse and/or boundary-violating behaviours" with Client A without his consent, alleges the college. Dowler hugged and kissed him and rubbed his genitals through his clothing, it adds.
The college alleges Dowler went to his home late one night and wouldn't leave for hours, despite being asked. Dowler allegedly told him that if he tried to end counselling with her and didn't allow her to sexually touch him, he would be "deprived of support" and lose work benefits, the report says.
Client B previously filed a complaint against Dowler with the college in 2021, alleging Dowler was in a conflict of interest when she provided them both with individual counselling as well as overseeing their couple's counselling, among other issues, the report says.
The college decided not to refer those allegations to the discipline committee because no other complaints had ever been filed against Dowler, and she had taken steps to "mitigate" the concern, according to their decision in 2022. It was therefore not made public, but was kept on her file.
The college's report included a response letter from Dowler to Client B. Dowler denied the allegations and said she had Client B's "best interest at heart." She said she "kept everything separate" during the course of Client A's and B's counselling, and treated them "as individuals with no attachment to the other."
While investigating the most recent allegations, the college said, it found Dowler had discussed the 2021 complaint with Client A and what information he was going to provide to investigators. The college alleges Dowler used her position of authority to "coerce, improperly influence and exploit Client A."
CBC Hamilton spoke to Client B and agreed to keep her identity confidential due to the ongoing proceedings at the college and to not identify Client A — an alleged victim of sexual abuse by Dowler — without his permission.
Client B said Dowler's alleged conduct caused her immense stress and had a "brutal" impact on her mental health and marriage, which ended in divorce.
"The impacts are very far reaching," Client B said.  "You throw a stone in the pond and there's a ripple effect."
Committee hearing date to be posted later
The college also alleges Dowler had inappropriate relationships with a third person, referred to as Clients C in the report. She also failed to ensure she hadn't "exploited, coerced or manipulated intentionally or unintentionally" a fourth person, Client D.
Dowler knew of Client C's substance use, mental health concerns and difficulties in his marriage, according to the college. The report says Dowler would often have two-hour sessions with him and they engaged in a months-long sexual relationship.
It also says Client D was struggling with emotional issues, stress and anger while receiving counselling from Dowler, and that she violated boundaries by exchanging texts and gifts.
With these clients, Dowler had incomplete clinical records that didn't include the text messages exchanged, clinical assessments or treatment plans, the college says. She also allegedly provided deleted and altered text messages to the college investigator.
The college told CBC Hamilton it first attempts to negotiate an agreement before setting a hearing date, which will be posted to its website.

the push online to reduce the stigma around mental illness has created a strange group of undergrads who seem unaware that there still very much is a stigma around mental illness. i have students email me casually telling me their diagnosis, telling me they need an assignment extension because their anti anxiety medication refill was delayed, telling me they discussed something with their therapist, that they are getting assessed for ADHD, etc etc etc.
dont do that. dont tell me that. dont tell any of your TAs or instructors these sorts of things.
what if i suck? what if i think ADHD is a fake condition that people only get diagnosed with cuz they want drugs? what if i think people who think they have anxiety or depression are just weak snowflakes who cant handle the real world? provide as little information as you can get away with.
i dont know how it works in other countries but here (ontario, canada) most universities have some form of student accessibility services. theyre not great usually, but what they do is act as a go between. so you tell SAS your diagnosis and what accommodations you need, and then they come to us and say "this student needs this accommodation." and we dont ever know why. we also arent allowed to ignore it.
you tell me you need an extension because your ADHD meds ran out? you run the risk of 1) me not giving you the extension, and 2) me deciding you're a lazy ass who cant handle academia and marking you extremely harshly for the rest of the term.
dont open yourself up to that.

nice to meet you
Hi, I’m Jenny and welcome to my blog. In this post, I want to share with you some of the highlights and challenges of my life so far, and how I’m trying to find my purpose and happiness in this world.
I’m almost 34 years old and still struggling to figure out my life. Aren't we all? I’ve gone to school for a diploma program in Medical Laboratory Technician/Phlebotomy, a diploma program for Accounting Technician, and started my Human Resource Management diploma program too. I’ve always wanted to be an RN but, life and my body had other plans for me. I’ve always been interested in learning new things and pursuing different careers, and I've finally found one which fulfills me. I have a really good job now, but I’m not really supposed to talk about what I do so I’m going to leave that part out, but it’s finally something I’m good at and something I enjoy doing. It pays well and gives me flexibility and stability. It also challenges me and allows me to use my skills and creativity.
I have a husband who I’ve been with for 10 years now. Jason has helped me grow into a much better person and loves me unconditionally. He supports me in everything I do and encourages me to follow my dreams. I have 2 stepsons who have given me a run for my money but I still love them both at the end of the day. They are growing up so fast and I’m proud of the young men they are becoming. After an incredibly challenging fertility journey, I have my almost 5 year old daughter who is bright, caring, funny, and wise beyond her years. She is the light of my life and the reason I smile every day. I always tell her she saved my life, and it's true, but I won't tell her how until she's much older.
I have a passion for traveling and exploring new places. We try to do a big family vacation once a year and just this year decided that one trip a year should be spent nurturing our relationship. I love animals and have two dogs and three cats who keep me company and make me laugh. I’m on a journey to self love after spending my entire life as an overweight underdog. I’ve struggled with my body image and self-esteem for as long as I can remember, but I’m learning to accept myself and love myself for who I am. I have a daughter now, and I owe it to her to be kind to myself as the way I behave in front of her will be a reflection of how she treats her own body.
I live with many invisible illnesses both mentally and physically but try my best to get through every day. Some of the conditions I deal with are anxiety, depression, PTSD, OCD, ADHD, insulin resistent PCOS, Chronic Kidney Disease, chronic fatigue syndrome, migraines, and more. Yeah, I know, it fucking sucks. But, I'm definitely not here to gain pity for my health problems. By looking at me, you'd think the only problem I'd had in my life was enjoying one too many cheeseburgers. Some days are better than others, but some days are really hard. I try to be positive and optimistic, but sometimes I feel hopeless and overwhelmed. I’m grateful for the support of my family, friends, doctors, therapists, and online communities who help me cope and understand that I’m not alone.
I grew up in Guelph, Ontario and ventured back to Sudbury, Ontario after leaving my now ex-husband which was the best decision I’ve ever made. He was an interesting choice to say the least, and for the longest time I felt so trapped. It took me a long time to gather the courage to leave him, but when I did, I felt free and empowered. It was a turning point in my life that led me to meet my current husband and start a new chapter.
I’m thankful for this beautiful life I live. It’s not perfect, but it’s mine. And it’s full of love, laughter, learning, adventure, growth, gratitude, and hope. Thank you for reading this post even though you're probably rolling your eyes at yet another new overnight brainchild. But I'm going to try to use this as an outlet to heal and grow from the shit life throws my way, and hopefully inspire others to do the same along the way.

Imma tell you guys right now though, “companies make better security” is never gonna be the answer. They can’t employ even half as many people as those who will be actively trying to break any system they build
Human error is always going to be a problem, because humans are involved in the system and computers can only use what you put in
They can’t tell if it’s you typing your password, your mom you gave it to, or a rando in the street who bought it online without some kind of check
It’s still a major problem for MFA and 2FA to be as phone dependent as they are, but the solution is gonna be a lot more complicated than you may think
Face ID is not reliable, and there’s a reason Apple abandoned fingerprint ID. The actual easiest way to solve the phone problem would literally be free government subsidised phones, and that still won’t help disabled folks
Even if your MFA is set up with two email accounts instead of a phone, you still need access to at least one of them. Forget both passwords? Bye
And you’re still switching between devices
One of the fun and exciting things the Ontario government used to do was give everyone a tiny little device to clip to their keys that you press the button and it gives you a string of digits for your MFA
Guess what happened A Lot?
People fucking lost them
Human error can NEVER be eliminated from a computer system because the second you think “no one would ever fuck that up” 10 million people will prove you wrong
And this is why where I work we have a popup function to make people pinky promise they know what happens when they delete a file
Guess why
Accessibility NEEDS to be part of the conversation around these types of developments, but the part that sucks the most is… it beats the alternative
My partner doesn’t own a phone, I need to be physically beside him for him to log into his bank and to get the bank to use my phone number we had to go in, in person, before we could get his government ID renewed during COVID, to prove it was him
The poor poor teller then tried to offer him a credit card as consolation for him not legally existing, and this is the fun part that actually isn’t related to his disabilities
He doesn’t exist on bank servers
He can’t apply for any credit card ever, even with all the ID up to date
So trust me, I’m not downplaying how much 2FA and MFA suck
I also have the ADHD, and according to my therapist I have somehow acquired ALL the types of ADHD
I’ve just worked in software long enough to understand the alternatives currently still suck just the tiniest bit more
But if you want a super fucking secure password, use a suffix, and make that suffix an acronym and some numbers
So, if your suffix is: I Hate Passwords 1234
It becomes ihp1234
And your facebook password can be: YourName-ihp1234
It’s an easy way to have a secure password that you’ll remember, and you can use different ones for each website that pertain to the website
So your facebook password can be: FB-ihp1234
And your tumblr can be: tumblr-ihp1234
Some sites will have special key requirements that force you to have something like a ! Or ?
Some sites will not allow you a password with those same keys
It’s a fuckery, but having a formula at least narrows down the process of creating a new password when you forget the old one, and no one else is gonna guess it without your help
resharing this oldie because i just got a new laptop and the number of times i am being required to login to things, login to a DIFFERENT app/program/password manager/authenticator, provide a number, and then login again is making me fucking INSANE
