The conversation about congestion charges in New York is weird. Because those in favor can understand how this could be frustrating to certain people, while those against cannot fathom the idea that somebody might be on board.

Key Metrics and Trends
Net Absorption: In Q3 2023, Manhattan's office market saw a net absorption of 5.7 million square feet (MSF), the highest level in ten years. This is a significant turnaround from the negative 292,130 square feet recorded in the previous quarter. Year-to-date absorption reached 2.7 MSF, highlighting the sector's rebound from the pandemic's impacts.
Availability Rates: The availability rate fell to 17.8%, the lowest in two years, while sublet space availability dropped to a four-year low at 4.1%. These declines suggest increased tenant confidence in retaining or renewing space.
Leasing Activity Surge
Leasing activity soared by 31% year-over-year, with a total of 21.7 MSF leased through September. Major deals driving this surge include:
- Blackstone's Renewal: Over 1 MSF lease renewal.
- Christie's Renewal: 373,000 square feet (KSF) renewal.
- Willkie Farr & Gallagher: 333,450 square feet deal, all in Midtown.
Patrick Heeg, a partner at Transwestern, attributed the strong leasing activity to quicker decision-making and greater tenant openness to longer-term commitments. As companies finalize their return-to-office strategies, they are better positioned to negotiate leases.
Rents and Forecasts
Office asking rents averaged $76.55 per square foot, up from $74.54 in the prior quarter. Although vacancies slightly increased year-over-year to 17.3%, the positive leasing and absorption trends indicate a healthier office market moving forward.
Transwestern forecasts further growth in net absorption, rents, and sales volume over the next 12 months. However, they emphasize the importance of tracking the next two quarters to confirm if this upward trend will continue into 2024.
