Abstinence and if hindi talaga, condom is the most accessible way. And dapat kasama kayong dalawa ng partner mo para maeducate kayo pareho. BDRRM Kwentuhan

Nature has its own fury and no force of man can stop the devastating effect of it. In order for us to be aware about such natural disasters, the community leaders have studied and thought of ways to make necessary preventive action to reduce or even eliminate the risk that may arise. The importance of the Barangay Disaster Risk Deduction and Management is for us to be prepared of any disaster that may occur and by doing so, we minimize the impact of disaster. Ultimately to educate the people and be aware of any impending natural calamities that may occur. I went to the barangay near me which is Barangay 471 Zone 46, District IV in the City of Manila. The barangay is considered as a transient area for students and pedestrians as it is situated near schools and maintain transportation routes.

I had a talk with Hon. Kagawad Alfonso “Peter” Adalia and Ron Tapil, a barangay tanod, about the BDRRM and these are the information that I’ve got:

Hazard Identification (Pagtukoy ng mga Bantang Panganib)

1. Anu-ano ang mga kalamidad/hazards na tumama sa ating barangay? Paki-kwento.

    Isa sa mga naranasang calamities ng barangay ay yung pagdating ni Typhoon ONDOY at typhoon PEDRING noong 2009, outdown the country’s economic growth in the past years. There was a need to address the vulnerability of natural resources to climate changes to ensure sustainable economic growth and they lost an average of their GDP due to damage caused by them. 

2. Ano ang iba pang mga panganib na nakaapekto ng matindi sa ating pamayanan?

     Ang ibat ibang polusyon tulad sa hangin, sa tubig and lupa. Dito rin nakukuha ang iba’t ibang malalang sakit na nakukuha din ng ilang residente sa barangay. Pati din ang pagnanakaw.

3. Paano nalalaman na may parating na bantang sakuna? (maaring siyentipiko at/o lokal na palatandaan at babala)

     Ginagamit nila ang public address system para mas madaling mainform and komunidad. Kinukuha din ng barangay ang kontak number ng bawat residente o kahit isang residente sa isang tahanan upang maging alerto at aware sila sa kung anong sakuna ang meron o dadating palang. Sinusubaybayan din ng barangay office ang posts na manggagaling sa gobyerno o sa mayor.

4. Gaano kadalas ito nangyayari sa ating pamayanan?

Habang nagtatagal ay dumadami ang mga ibat ibang kalamidad na nangyayari.

Vulnerability, Elements and People at Risk Assessment

1. Saan ang may pinakamatinding mapipinsala? Bakit kaya ang mga lugar na ito ang may pinakamatindi ang pinsala?

Sa mga lugar na madaming basurahan, mga gusaling na matatagal nang nandoon. , sapagkat dito pwedeng tumama ng malakas ang lindol at madali itong matutumba.

2. Kung tumama ang mga bantang panganib, sinu-sino kaya sa ating lugar ang pinaka-maaapektuhan? Tukuyin ang ilang mga tao. Bakit kaya sila ang pinaka-maaapektuhan?

Ang mga tao na nasa mababang lugar, at mga taong walang permanenteng tahanan tulad ng mga magbabakal bote, mga taong iskwater, mga pulubi na minsan ay nasa matatandang edad na. Sila ang pinaka maapektuhan sapagkat nag-llack sila ng mga gamit upang mapanatili ang kanilang kaligtasan at kung minsan hindi sila lahat nakakakuha ng opportunidad para maeducate at maturuan sa tamang survival steps. Kaya din sila ang sobrang maapektuhan ay dahil kulang sila sa mga pangangailangan bilang tao tulad ng maayos na tirahan,etc.

3. Ano kaya ang epekto ng pagtama ng sakuna sa mga tao, pangkabuhayan, serbisyong panlipunan at imprakstruktura ng pamayanan?

Madaming supply ng pagkain at tubig and masasayang at masisira, pati din ang mga gamit na ginagamit ng mga tao para sa kanilang trabaho.

4. Saan ang pinakaligtas na lugar sa pamayanan kung may bantang panganib na dumating?

Ang Barangay 471 ay may ibat ibang lokasyon ng mga evacuation centers depende sa kung anong panganib ang meron. Pag sa baha ay sa sa 2nd at 3rd floor ng Barangay Hall pati din sa pagkakaroon ng sunog. The lindol naman ay dapat nasa open area at ang nakaassign na evacuation area doon ay ang UST field ground.

5. Saan naman ang pinakadelikado na lugar sa pamayanan kung may bantang panganib na dumating?

Sa mga mababang lugar at sa mga lugar na malapit sa tubig-ilog. Sa mga malapit sa ilog ay sinasabihan kaagad na umalis pag may bagyo o lindil sapagkat pwede sila madisgrasya at malunod sa mataas na baha. Pati din sa mga malalapit sa mga poste na may mga electric o live wires sapagkat pwede sila makuryente.

6. Anu-ano ang mga suliranin/problema na kinakaharap ng barangay na humahadlang sa pag-unlad ng pamayanan at pumipigil sa pagbangon mula sa pagkasalanta ng mga kalamidad?

Ang pagkasira at pagkawala ng mga mahahalagang pangangailangan ng bawat tao sa barangay tulad ng mga pagkain at tubig, at iba pang basic needs ng tao. Pati din ang pagkasira ng mga equipments para sa paghanda sa mga susunod na panganib. Higit sa lahat ay ang pagipon ulit ng pera para makuha ulit ang mga ito.

Capacity and Disaster Management Assessment

1. Ano-ano ang ginagawa ng pamayanan at barangay sa paghahanda/pag-iwas at kung sakaling may mga bantang panganib tulad ng bagyo, baha, lindol na dumating?

Ang ginagawa ng barangay 471 ay sinisiguradong may sapat na equipments na magagamit sa mga ibat ibang panganib na pwedeng mangyari. Pagsasagawa din ng mga eco friendly na gawain tulad ng tree planting activity na pwede makatulong sa pagbawas o iwas ng baha. PAgeducate ng mga tao lalo na yunh mga nasa mababang lugar sa paghahanda sa mga kung ano mang sakuna ang pwedeng maganap sa lugar.

2. Ano ang nilalaman ng plano ng Barangay pagdating ng sakuna? (kung kaya hingin o hiramin ang BDRRM Plan, Hazard and Safety Map, Barangay Projects for different sectors like Youth, Women, Children, Elderly, Poor, PWD etc.)

Mayroon silang hinanda na inventory of DRRM facilities and equipments tulad ng generator upang makapagprovide ng temporary electric supply, BP apparatus upang mamonitor and blood pressure ng residente, Fire extinguishers na magagamit kung sakaling magkaroon ng sunog, Flashlights na magagamit na pansamantalang ilaw kung magkakaroon man ng blackouts, First aid kites, nebulizers, etc. Mayroon din silang Two-way Radio bilang paraan ng komunikasyon sa mga residente. May Disaster Relief and Supply  Service team, at Medical Service team.

3. Sa kasalukuyan, anong programa, sistema, gamit, pasilidad o kakayahan meron ang barangay na makakatulong sa mga tao, serbisyo at kabuhayan na makabangon mula sa epekto ng kalamidad? Isa-isahin natin.

Food and water supplies - para sa mga residnte na naapektuhan ng partikular na panganib.

Basic Life Support equipments - Mga gamit para mapanatili ang magandang kondisyon ng kanilang kalusugan at mental state.

PWDS room or area - dito ang lugar para sa mga nakakatanda na may kapansanan o wala at dito sila mas nasusubaybayan ng maayos ng mga barangay representatives.

Mother and Children Area -  dito ang lugar para sa nanay at ang kanilang anak. Dito sila pwede magsagawa ng pagbreastfeed.

4. Sino ang mga taong namamahala sa paghanda, pagharap at pagtugon sa kalamidad?

Ang Barangay Chairman, iba pang barangay opisyal at and mga barangay tanod.

HAZARDOUS PLACES

It is important to know that we should not be irresponsible for throwing garbages everywhere or just looking at the dirty surroundings. Just remember to remind other to do what’s right in an effective way in order to maintain cleanliness and orderliness. It is also to reduce risks of such natural disasters.

SAFE PLACES

One of the evacuation areas being assigned in case of disasters especially earthquakes is the UST open field for it is also just near the barangay and the residences.

BEST PRACTICES

One of the best practices the barangay is proud of is their full cooperation and participation towards barangay/community plans, implementations of effective and useful programs and trainings such as maintaining the peace, order and cleanliness of the surroundings, the programs of tree planting, giving out donations with the purest of their heart for the needed resources and equipments which could be benefited and used by enough people within the community, and can also be outside because of their unconditional care for others.

REFLECTION 

As one of the residents of the barangay 471, I also wanted what’s beneficial and good for everyone. Being a part of this community has indeed let me realize that I, and we, should be aware of what is going on in our place and the other people in it. The lives of the people no matter what status they have in life does matter because we should see each other as one. This is what I have learned and realized from some of the topics in the chapters, which is to be aware and give importance of the condition of the surroundings not just the environment itself but especially the people, because I do believe that we are all the very hope of mother nature. There may be natural disasters but we should not continue to do such of the man made disasters because it can only make it worse. I have learned that being a member of the community can be challenging because of some obstacles coming in the way but with my actions presenting determination, faith, hope and charity, nothing is impossible, and the betterment of the environment and the community will be achieved.
