Nationalization Vs Privatization (Vis a Vis Socialism in India)

At first look, it seems both are antagonistic; where the first one is for the people, for the “country”, while the second one is for the capitalist class. Hence, Congress, during the Nehru era was pursuing socialism, and after neo-liberal policy, undertaken by Rahul Gandhi government, known as Manmohan Singh’s economic policy (He was the then Finance Minister), was pursuing capitalism. Neo-liberalism came with various masks, like globalization, perestroika, reform, cure of bureaucracy and ailments killing the public sectors, worker’s apathy with the work, loss of profit and unnecessary expenditure on welfare and subsidies.

Let us analyze the past, immediately after Indian independence, in fact even before that. The “smooth” handing over of power to Indians (and Pakistanis) was not to the working class, as envisaged by the HSRA, founded by Chandrasekhar Azad, Bhagat Singh, Ashfaqualla and others, and Communist Party of India. In fact, when the Indian Constitution was being made, there were four participating groups, one of them was represented by the Communist Party of India and who were forced to quit, when it was clear that the Constitution was to be in the service of the private property and was to safeguard the capitalist class (even the remaining feudal class). This was a tacit understanding between the British Raj and the bourgeois class and Congress Party, Muslim league, USA, and others who mattered.

Two examples must be studied to understand the characteristics of the Indian bourgeois class; first, how it dealt with the Telangana movement, which was against the British Raj as well as its accomplice Nizam and Feudal Lords and the Rajakars (Nizam’s Army), under the leadership of CPI, which fought very valiantly since 1945 to 1952 or 53, till the leadership abandoned its own cadre to favor Nehru/Patel’s government and signed the pact of peace treacherously, one sided, favoring the Indian State. The UNO had raised the Human Right’s question, where more than 2000 local women were raped, tortured and 1000s of fighters and their sympathizers were killed in fake encounters as well as in jails by the Army of GOI and Nizam, but somehow was quashed. After the peace pact followed and the Telangana Movement finished, the Nizam and his Army men were rehabilitated, in the most possible “honorable” fashion.

Similar was the Bombay Mutiny in 1946, which spread to Lahore, Bengal, Madras and was supported by the workers, peasants, youths, various Unions and organizations across the country. However, Congress, Muslim League officially and openly opposed the mutiny, advised their respective followers to remain away from the “law and order” problems, as they never wanted to share the power with the working class. CPI seems to have chickened out or failed to analyze the situation correctly.

However, after the independence was secured, despite all the bloodbath between the two new emerged nations, India and Pakistan, India preferred to follow industrialization and modernization of all the industries, services, and superstructure and new industries, factories. The Indian bourgeois class was unable to take over these concerns, enterprises, due lack of capital as well as technical knowhow and other much needed wherewithal.

Hence, the GOI had to intervene and build all the “Navratans”, superstructures and other parts of public concerns; Airlines and Airports, Shipping (Jahajrani, SCI), Power, ONGC, BSNL, Research works (DRDO, etc.), super specialty medical services, ISRO, ASI, Highways, Railways, and many others. 5 Year plan may sound like having borrowed from the USSR, but it was supported by Tata, and other big capitalists. USSR was happy in providing cheap technical knowhow as well as big machineries, like Thermal Plant in Patratu (Jharkhand), Defense equipment, with the help to build and repair facilities (BRD), etc., which was its foreign policy, to keep the imperialist powers away, as much as possible, in the new rising nations.

Was socialism being constructed in India? No, as the state power was in the hands of the bourgeois class and the working class, though much united than today and militant, was in back seat, “satisfied” with the “facilities and labor laws” in its favor. The situation gave a brilliant ideological framework to the CPI to support the ruling party, Congress, in name of building socialism, which of course was strengthening industrial as well as finance capital. The bureaucracy (red tapeism), corruption and other ailments penetrated into the public concerns in a natural fashion and “Socialism” was blamed. In the meantime, capitalist restoration in USSR gave “moral” support to the opportunist Communist Parties, the world over, to shun class struggle and followed Parliamentary Struggle, a path to build Socialism peacefully. An open class collaboration followed and these parties happily accepted opportunism and revisionism, the leadership which opposed these political lines, had to break away from the old parties, but in most cases that lead to “revisionism vs revisionism”, like CPI(M) or Left Wing adventurism, like Maoists (the earlier version, Naxalite movement did connect question of state power to the struggle, more appropriately class struggle, but that was the end of its break from the past revisionism and we know, finally this movement was crushed by the Indian State.).

Well, the nationalization, end of Privy system, etc. were accelerated during Indira Gandhi regime, and the “Left” was euphoric, Garibi Hatao (Remove poverty), inclusion of the word “Socialism” in the Constitution and other rhetoric were nothing but part of capitalist society and capitalist politics, the political economy, that was being followed, was nothing but steadily empowering capital and the concentration of wealth in hands of few was accelerating. The nationalization of 14 largest banks in India in 1969, when Indira Gandhi was PM (And even FM) did not work towards the upliftment of the poor. Compare with this:

“The ownership of the capital wielded by and concentrated in the banks is certified by printed and written certificates called shares, bonds, bills, receipts, etc. Not a single one of these certificates would be invalidated or altered if the banks were nationalised, i.e., if all the banks were amalgamated into a single state bank. Whoever owned fifteen rubles on a savings account would continue to be the owner of fifteen rubles after the nationalisation of the banks; and whoever had fifteen million rubles would continue after the nationalisation of the banks to have fifteen million rubles in the form of shares, bonds, bills, commercial certificates and so on.”

The so called “Socialism” through nationalization never attacked the production field, where the means of production was in the hands of the capitalist class, and where the surplus value was created by the workers and usurped by the capitalist class. A small part of the surplus value (or rather through more exploitation of the workers) was used in circulation through welfare measures and subsidies. This allowed a small section of the working class to enjoy the bourgeoisie big heartedness towards its social duty, on the cost of the others. Today, the others, the workers in unorganized sectors are approximately 93%.

To jump a few decades, we see the “opening” of the economy, reforms, globalization, changes in labor laws, introduction of laws for land acquisition, dilution of environment acts, etc. followed in 1980s, accelerated in 1990s, so far all by the “Socialist” Congress government, in between (RSS) BJP Government, under Vajpayee and now Modi government. Modi government has much freedom to work due fascism, a social movement, where a section of the mass is supporting most of his anti-people economic and political policies, in hope of crushing the minorities and Dalits and building Hindu Rashtra and India becoming a World Leader.

The building up of the Indian property in many compartments, but mainly in government and in private hands, was all for the capital and its various forms, and now, when the world economy in plunging into economic crisis, even before Coronavirus Pandemic, and is almost in Economic Depression (Resembling 1928-31 economic recession), the capitalist class, with no love for the working class and the oppressed people, has thrown the country under the yoke of fascism, and is ruthlessly “re-appropriating” the created public funds and concerns! See the rate of privatization of almost all the public concerns, where they are in loss or are inefficient, is of no more a concern, all are to be privatized, as soon as possible!

There is bridge between the earlier “Socialist” construction, better say it resembled a welfare state (providing social security but, in reality, far from it) and now the capitalist “restoration” in India, but with a violent break, qualitative change, from a masked “democracy” and constitutional government to open fascism, where constitutional methods have been thrown into the dustbin. The world imperialism, IMF, WB, etc. have full support to the Indian bourgeois class and its tirade against the proletarian class, with a sizable pie in the plunder.

The nationalization in a capitalist society or country is for the capitalist class and not for the working class. The unemployment, poverty, inequality continues rising in both the bourgeois state, namely anti people state or pro people (Welfare state) state, but during the crisis, either political or economic or any other kind, the bourgeois state comes down heavily on the working class legally, illegally, socially (A section of the mass supports it, for some perks or for some regressive ideology), through police, military, bureaucracy, etc.

While we, the revolutionary forces, work with the proletarian class and its oppressed allies, we do join their struggle, protests, rallies, it is our task to educate them on political economy, telling them how such concessions, which they may bargain due balance of struggle in their favor, is temporary. These concessions are taken away, when the enemy class becomes the dominant bargainer, especially during the crisis and when the unity of the working class is weakened. Nationalization in any bourgeois society or state is not confiscation of the means of production, albeit taking over the management from the private hands by the state, after giving away the full compensation to the earlier owners. Yes, that dose facilitate few well paid and even other employees for a comparatively peaceful life and save the wrath of their erstwhile capitalist masters. Here nationalization, as we can see, blunts the class struggle.

The real emancipation of the exploited class is its own state, by defeating the enemy class and smashing its old state apparatus, and by building a socialist society, where the private property is converted into social wealth. Thousands protest in Delhi showing support for ‘Bharat Bandh’

Thousands of members from at least ten trade unions on Wednesday protested here against the Centre and extended their support to the all-India shutdown by trade unions.

Gathered at the Shaheed Park, the members walked towards the ITO intersection and blocked a section of Bahadur Shah Zafar Marg.

Holding red trade union flags and braving the winter drizzle, the protesters shouted slogans “Stop attacking students”, “Stop attacking universities”, “India belongs to us”, “Stop dividing us”, and “NRC, CAA, NPR will not be allowed”.

They extended support to the anti-Citizenship (Amendment) Act (CAA) and anti-National Register of Citizens (NRC) protests as also to protesting students, saying these issues are affecting all Indians, including labor.

The demonstration was called to support the all-India general strike called by the trade unions.

The said they are on streets across the country because they are unhappy with the “Modi-Shah government as they have destroyed the country”.

There is no community transmission of COVID-19 in Tamil Nadu till now. The outbreak has been curtailed in many districts of the state. Since Chennai is densely populated the spread of the virus is more there, ANI quoted Chief Minister Edappadi K Palaniswami as saying.

With the current surge in cases, India is on course to overtake Britain in the global list of countries worst affected by the pandemic and expected to reach the three lakh-mark by this week. The United Kingdom, which is the fourth worst-hit nation, has over 2.91 lakh cases.

The number of COVID-19 cases in India crossed the 2.76-lakh mark on Wednesday, and a third of them have been reported in the first 10 days this month.

The country has been recording close to 10,000 cases every day since 1 June. This means that nearly 90,000 cases have been added in the nationwide tally from 1 to 10 June.

As many as 136 more people, including 54 disaster response personnel who were engaged in cyclone Amphan relief work in Odisha, tested positive for COVID-19 on Thursday, raising the state's total to 3,386, a health department official said.

Earlier in June, 49 NDRF personnel and 12 Odisha Fire Service officials had tested positive for the novel coronavirus.

Sabarimala Temple will remain shut for devotees and only rituals will be held inside the premise from 14 June. The decision was taken after meeting between Devaswom Minister and Thantri, News18 reported.

The Kerala government has decided to postpone the Sabarimala festival this year, which was scheduled to begin from 19 June.

A Chief Medical Officer of CRPF has tested positive for COVID-19. The CMO has been shifted to a private hospital in Okhla. Total positive cases in CRPF now stand at 544, out of which 353 have recovered and 4 succumbed to the virus.

With 51 more people testing positive for the novel coronavirus in Rajasthan till 10.30 am on Thursday, the total number of COVID-19 cases in the state climbed to 11,651. The COVID-19 toll was 264 after five more patients lost their lives to the infectious disease.

"Of the total, there are 8596 recoveries and 8221 discharges," said the state health department on Thursday.

As many as 441 people have been detained in Manipur for not wearing facial masks and not adhering to social distancing guidelines in public places amid the COVID-19 outbreak, police said.

A total of 467 vehicles were also seized from their possession, they said.

With 357 more COVID-19 patients succumbing to the viral infection in the past 24 hours, the toll across the country reached 8,102 as of Thursday. This takes the mortality rate to 2.83 percent.

For second day in a row, the number of recoveries in India have exceeded the active COVID-19 cases after 1,41,029 patients were cured of the infectious disease as of Thursday. While, there are 1,37,448 number of active cases across the country.

This takes the recovery rate to 49.2 percent.

India reported the highest single-day spike of 9,996 fresh COVID-19 cases and 357 deaths in the past 24 hours, according to the latest data released by the health ministry on Thursday.

A hostel for resident doctors at the Muzaffarnagar Medical College in Begrajpur in the district has been sealed after six of them tested positive for the novel coronavirus and were shifted to a COVID-care hospital, said subdivisional magistrate Inderkant Dwivedi.

The remaining over 70 resident doctors have been quarantined in their hostel rooms at the medical college, he said.

As many as 28 Central Reserve Police Force (CRPF) personnel posted in Kulgam district of Jammu and Kashmir tested positive for COVID-19 on Wednesday, officials said.

They said the personnel were found infected during a contact-tracing exercise after the death of a 44-year-old coronavirus-infected constable on 6 June .

With the death of a COVID-19 patient in Assam, the toll in the state climbed to six on Wednesday while, 235 fresh coronavirus cases were reported with the total reaching 3,285, said health minister Himanta Biswa Sarma.

India on Wednesday recorded 9,985 new COVID-19 cases and 279 fatalities, pushing the country's case count to 2,76,583 and toll to 7,745, the Union Health Ministry said.

On a positive note, the number of recovered patients has exceeded the count of active cases for the first time.

According to news agency PTI, nearly 90,000 cases have been added to the countrywide count of confirmed COVID-19 cases since 1 June, while nearly one-third of the overall toll has also been reported during these 10 days.

India's first COVID-19 case was detected more than four months ago on 30 January, but it took more than 100 days thereafter for the number of confirmed cases to cross 1,00,000 on 18 May. However, the next one lakh cases were added in just about a fortnight. More than 9,000 new cases have been emerging every day for over a week now.

India is the fifth worst-affected nation by the COVID-19 pandemic at present after the US, Brazil, Russia and the UK. India is ranked 12th for the number of deaths, while it is at the 9th place for recoveries, as per the real-time global data compiled by Johns Hopkins University.

According to the morning update issued by the Union health ministry, India reported 9,985 new cases and 279 fatalities in the 24 hours since 8 am on Tuesday, pushing the overall case count to 2,76,583 and toll to 7,745.

The number of active cases in the country stands at 1,33,632, while 1,35,205 people have recovered and one patient has migrated, the ministry said. "Thus, 48.99 percent of the patients have recovered so far," it said. With this, for the first time, the number of active cases was lesser than then number of recoveries.

Dr. Neeraj Gupta, professor in the Department of Pulmonary, Critical Care and Sleep Medicine at the Safdarjung Hospital in Delhi, told PTI the data shows that more and more people are recovering which is as per global trends that 80 percent are likely to have mild disease and make 100 percent recovery.

"This should provide hope to the people of India at large who are having a mortal fear of the disease. But then this should not make them complacent and people should follow social distancing and sanitisation guidelines," Gupta said.

Of the 279 new deaths reported in India on Wednesday, 120 were in Maharashtra, 33 in Gujarat, 31 in Delhi, 21 in Tamil Nadu, 18 in Uttar Pradesh, 11 in Telangana, 10 in West Bengal, nine in Rajasthan, six each in Madhya Pradesh and Haryana, three in Jammu and Kashmir, two in Punjab, Karnataka, Chhattisgarh and Andhra Pradesh, and one each in Bihar, Jharkhand and Tripura.

Out of the total 7,745 fatalities, Maharashtra reported the highest at 3,289 deaths, followed by Gujarat with 1,313, Delhi with 905, Madhya Pradesh with 420, West Bengal with 415, Tamil Nadu with 307, Uttar Pradesh with 301, Rajasthan with 255 and Telangana with 148 deaths. The death toll reached 77 in Andhra Pradesh, 66 in Karnataka, and 55 in Punjab.

The highest number of confirmed cases in the country are from Maharashtra at 90,787 followed by Tamil Nadu at 34,914, Delhi at 31,309, Gujarat at 21,014, Uttar Pradesh at 11,335, Rajasthan at 11,245 and Madhya Pradesh at 9,849 according to the Health ministry morning update.

The ministry's website said that 9,227 cases are being reassigned to states and "our figures are being reconciled with the ICMR".

States report increase in cases

However, a PTI tally of figures announced by different states and Union Territories, as of 9.25 pm, showed that the total number of confirmed cases has climbed to 2,77,286, while the death toll has mounted to 8,099. It also showed total recoveries at over 1.4 lakh.

The number of cases in Maharashtra climbed to 94,041 on Wednesday with 3,254 new patients being detected, while the number of COVID-19 rose to 3,438 with 149 new fatalities being recorded during the day. However, more than 44,500 COVID-19 patients have recovered in the state so far.

Mumbai alone registered as many as 1,567 new COVID-19 cases, taking the number of cases to 52,445 on Wednesday, while 97 more patients died, taking the toll to 1,855, the city civic body said.

Maharashtra chief minister Uddhav Thackeray said lockdown restrictions have been partially eased to allow resumption of business and other activities but the COVID-19 threat still persists. He urged people to avoid crowding and maintain physical distancing post easing of the lockdown norms and warned that lockdown restrictions would have to be reimposed if guidelines were not followed.

In Tamil Nadu, a record number of 1,927 new cases emerged, pushing the state's tally to 36,841 The toll rose to 326 as 19 people succumbed to the disease. DMK MLA J Anbazhagan, a noted articulate member of the principal Opposition party in the state Assembly, died at a private hospital in Chennai after battling COVID-19 for eight days.

The Tamil Nadu government announced that it was recruiting more than 2,800 medical personnel including over 1,200 doctors and also proposed to double the number of beds in state government hospitals to 10,000. This would help lower the work burden of doctors, nurses and other health personnel and improve the COVID-19 treatment amenities, said state health minister C Vijaybaskar.

Gujarat, another badly hit state, reported 510 new cases to take its tally to 21,554, while its death toll rose to 1,347. The number of coronavirus cases in Ahmedabad district rose to 15,305 with 343 new cases being detected while the toll the district rose to 1,092 with 26 more fatalities.

New cases of the viral infection also continued to emerge across various states and UTs, including in Assam, Tripura, Meghalaya, Mizoram, Manipur, West Bengal, Odisha, Andhra Pradesh, Karnataka, Kerala, Puducherry, Uttar Pradesh, Uttarakhand, Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir and Ladakh.

Jammu and Kashmir recorded 161 new COVID-19 cases, taking the total number of infections in the Union Territory to 4,507, as two fresh deaths pushed the toll to 51.

Seven more persons tested positive for COVID-19 in Manipur, taking the state's tally of coronavirus cases to 311. All the new patients had recently returned to the state from different parts of the country and were placed under institutional quarantine, a statement issued by the COVID-19 Common Control Room said, adding that their contact-tracing has been initiated.

The Rajasthan government sealed all state borders for a week from Wednesday as the number of confirmed cases in the state surged by 123 to 11,368.

No person can enter Rajasthan without a 'No Objection Certificate' (NOC) from the state or leave without a pass, Director General Of Police, Law and Order, ML Lather said in an order.

'Transmission in community', says Delhi health minister

In Delhi, the total count of cases crossed 32,000 with more than 1,500 new cases getting reported, while its death count mounted to 984. The National Capital will need 1.5 lakh beds by 31 July once people start coming from other states for COVID-19 treatment, Delhi Chief Minister Arvind Kejriwal said while announcing that the Lieutenant Governor's orders overruling his government's decisions on coronavirus will be implemented as "this is not the time for disagreements and politics".

Kejriwal said his government has "unprecedented challenges" ahead as data shows that COVID-19 cases will rapidly increase in Delhi, but asserted that around 1,900 patients got beds in hospitals in the last eight days and 4,200 beds were still available, a claim that comes amidst reports of acute shortage of beds in healthcare facilities in the National Capital.

Delhi's Health Minister Satyendar Jain said there is "transmission in the community" but only the Centre can declare whether "community transmission". "There is transmission in the community. But if it is community transmission or not that can be declared by the Centre only. It is a technical term," a statement quoting Jain said.

He had said on Tuesday that the source of infection is not known in nearly half of the fresh cases being reported in the National Capital.

Community transmission generally refers to a stage where contact tracing for a large number of infections is difficult to establish.

Warning of more trouble ahead, Delhi Deputy Chief Minister Manish Sisodia had said on Tuesday that the number of COVID-19 cases could surge to 5.5 lakh by 31 July in the national capital itself at the current rate.

Ayushman Bharat health insurance scheme

Prime Minister Shri Narendra Modi announced in his State of the Union address on the occasion of Independence Day 2018 the launch of the National Plan for Health Protection (AB-NHPS). The National Health Insurance Plan will be implemented on a pilot basis in some states. The project is expected to be widely implemented by the end of September. On September 23, 2018, Prime Minister Narandra Modi Ayushman Bharat Yojna, the world's largest health plan funded by the government in the capital, Jharkhand, Ranchi. The Master Plan of the Center was renamed PM Jan Arogya Yojana (PMJAY). The plan will begin on September 25 on the anniversary of the birth of Pandit of Endayan Obadia.

According to several government sites, the following is a description of the health insurance policy. Who is the AB-NHPS aimed at? The program aims at poor and disadvantaged rural households and in a specific occupational category for the families of urban workers. So, if we want to use SECC 2011 data, 8.03 million rural households will be covered and 2.33 urban people in the plan. This plan will cover about 50 people. The list of eligible families has been shared with the respective state governments, as well as with state administrations such as ANM, BMO and BDO for relevant areas. The AB-NHPM family will be identified for eligible families. Only families whose name appears in the list are entitled to benefits of AB-NHPM. In addition, families with active RSBY cards will be covered as of 28 February 2018. No new additional families can be added under AB-NHPM. However, additional family names can be added to families already listed in the SECC list. The official website of AB-NHPM is www.abnhpm.gov.in. One can visit the site to view and download the eligibility of beneficiaries and the list of selected hospitals when updated. Hospital eligibility Healthcare insurance policy Services under this system can be used in all public hospitals and in private health care facilities. In addition, basic enabling standards allow for the establishment of a hospital with at least 10 beds, while providing flexibility to the states for further relaxation if necessary. Hospital management under the AB-NHPM will be implemented through a government portal. Information on existing hospitals will be provided through various means, such as government websites and mobile applications. Customers can also call the help line number 14555.

To control costs, treatment costs will be paid based on the package price (which will be determined by the government in advance). However, hospitals with NABH / NQAS accreditation can be stimulated through higher packing rates subject to procedures and cost guidelines.

I hope I end the dangerous infatuation many people, especially youngsters, have with this man. Let this also give us an insight into this man based on the factual evidence we have at our disposal.

First things first, please remember Prabhakaran was a blood red communist and atheist (see here). He firmly believed till the end that there was no god and frowned upon believers of all stripes. His ethnic cleansing of Muslims and Saiva Vellalars from North & East Sri Lanka stands testimony to this statement of mine. For more on that, please read my earlier post here.

By communists, I exclude our Indian communists like CPI, CPI(M), CPI(ML), etc, who, by the way, are truly admirable for standing firmly by Indian women on all issues, be it their entry into Lord Shani’s shrine at Shingnapur (see here), the Haji Ali Dargah (see here), Triple Talaq (see here), etc, and so much more. In their place, I’d include BJP which has in the recent past implemented crude Stalinist/Maoist policies like limiting the cash we take out of our own accounts (now removed), charging us for each ATM transaction, taxing us heavily to apparently “Make in India” and Innovate (read the full thread here) but failing to do so (more here), etc. Not to mention actually supplying arms to Maoists in the Red Corridor (see here) headquartered in Chhattisgarh & Jharkhand (both ruled by BJP for over a decade, see here and here).

I’m getting way off track now, so now let’s get back to Prabhakaran’s Eelam, or what Eelam would’ve been had LTTE won the Eelam war. Just to give an insight to our misguided youth. Please bear in mind Prabhakaran is of the same ilk as Mao Zedong, Ho Chi Minh, Pol Pot, Josef Stalin, etc, and would’ve done nothing better than them if he had actually ruled Eelam. Let me take you on a journey through history.

This isn’t to deride India’s long time friend Russia or its predecessor USSR, but the real nature of communism and communists must be known to all. To know more about Marxism, please read this brilliant book by Ludwig von Mises (from the Austrian School of Economics) “Marxism Unmasked” here.

1. Let me start with Josef Stalin, the Premier of the Soviet Union from 1941 to 1953 and the General Secretary of the Central Committee of the Communist Party of the Soviet Union from 1922 to 1952.

He replaced Vladimir Lenin’s "New Economic Policy” with his own policies like a centralized command economy, industrialization and collectivization. What were the consequences of his ruthless policies?

Interjection: If you do not have the stomach to digest crude imagery, I’d suggest you stop reading immediately, or you can scroll quickly to the bottom of this post. Thanks!

The first Soviet famine of 1932-33, of which Holodomor was a part, was the first outcome of Stalin’s policies. Here are some images.

These are just a handful of photos. The innumerable blood-curdling horrors that happened during the great Soviet famine of 1932-33 that took the lives of 7 million people are out there for all to see. The worst affected areas included Ukraine, Northern Caucasus, Volga Region and Kazakhstan, the South Urals, and West Siberia.

Then between 1934 and 1939, Stalin organized the "Great Purge” against his enemies whom he dubbed as “enemies of the working class”, including senior political and military figures, were interned in Gulag-run prisons, exiled or executed, often without due process. During 1937-38, NKVD (Soviet Secret Police) headed by Nikolai Yezhov, exterminated between 600,000 and 3 million people.

These people were “enemies of the people” apparently. Most of them were killed with no trial.

Note that this was BEFORE the Second World War. AFTER the Second World War, Josef Stalin organized the Great Plan for the Transformation of Nature in response to another major famine from 1946 to 1947.

One might argue: USSR just came out of the war, so there was food shortage. But then so did the USA, the UK, France, and others! There was no report of such major famines there! But to some extent, this can be excused.

2. Next I move on to Mao Zedong (Mao Tse-tung), the first Chairman of the Central Committee of the Communist Party of China and the first Chairman of the People’s Republic of China.

Indeed, this speech was delivered by Joseph McCarthy before the Senate on 06/14/1951.

After capturing China from Chiang Kai-shek (who later fled to Taiwan), what did Mao Tse-tung do?

During 1948-50, he committed a “classicide” against landowners/landlords in order to redistribute their lands to the peasant class. An estimated 4.5 million people perished during this purge. There was also this “struggle session” wherein landlords were publicly shamed, humiliated, tortured and executed, not by some secret police as in the neighboring USSR, but by radicalized peasants themselves!

And mind you, not one, but 4.5 million landlords were publicly humiliated, tortured and exterminated thus.

Then from March 1950, Mao initiated a campaign to suppress counterrevolutionaries known as Zhenfan. In other words, those who didn’t agree with him were purged and put to death. This occurred till August 1952. Here’s an image of one such incident:

Due to this purge, the number of people killed would’ve ranged from 712,000 (Yang Kuisong) to 2 million (Li Changyu). Most of those killed were former Kuomintang officials, businessmen, former employees of Western companies and intellectuals whose loyalty was suspect. If added to those who perished during the classicide and also being sent to “reform through labor” camps, the total deaths could go well above 6 million.

Around the same time, the Three-Anti campaign was started in Manchuria towards the end of 1951. The aim was to rid China of corruption and enemies. The three antis were: corruption, waste and bureaucracy. If they were found guilty of any of these charges, they were publicly humiliated, executed, sent to labor camps (Laogai) across China or made to commit voluntary suicide.

On January 1952, Mao began the Five-Anti campaign. The five antis were bribery, theft of state property, tax evasion, cheating on government contracts and stealing state economic information. The estimated death toll of voluntary suicides in both these campaigns stands between 200,000 to 300,000.

The Sufan movement launched in 1955 and ended in 1956 took the lives of an estimated 770,000 people, although real numbers are hard to come by. While previous campaigns targeted the remnants of the Kuo Min Tang (KMT) movement, this one mainly targeted the communist party members whose loyalty was suspect.

Mao himself admitted killing 800,000 people in the classicide (see here) and 712,000 people in the suppression of counterrevolutionaries (see here).

This doesn’t end here. The REAL genocides are yet to begin.

In 1957, Mao announced “The Great Leap Forward” to transform China from an agrarian economy to an industrialized socialist one. This lasted from 1958 to 1962. Mao prohibited private farming and collectivized all farms by 1958. People’s communes were established with 5,000 households per commune. A total of 25,000 communes were established. These communes included not just farmlands, but also light industries and construction projects. Mao’s main focus was on industrialization. China invested heavily in state enterprises to boost steel production. 1,587, 1,361 and 1,815 medium large scale state projects were started in 1958, 1959 and 1960 respectively, more each year than the First Five Year Plan.

In 1958, 21 million Chinese people were added to the non-agricultural state payrolls. This number rose to its peak at 50.44 million in 1960. The urban population swelled by 31.24 million people. Due to this, China’s food rationing system came under immense stress and the demand for rural food production reached unsustainable levels. During this expansion, coordination suffered and material shortages spiked, leading to increased wages for laborers with no significant rise in manufactured goods. Facing this massive deficit, the government cut financing for industries from 38.9 billion to 7.1 billion.

Mao (who had no knowledge of metallurgy) encouraged setting up backyard steel furnaces in every commune and neighborhood after seeing an experimental backyard furnace in Hefei, Anhui shown to him by Zeng Xisheng that was claimed to be manufacturing high quality steel. So Mao forced peasants to manufacture steel. Peasants moved away from farming and manufactured steel from everything they got, like scrap metal, pots, pans and other metal artifacts. To fuel the furnaces, environments were denuded of trees and the woods taken from the doors and furniture from the houses of the peasants. The outcome was low quality pig iron which was of no use. His private doctor Li Zhisui commented that after visiting Manchuria in January 1959, Mao realized high quality steel could only be produced in large-scale factories powered by coal, but let the “mass mobilization of peasants” continue so as not to disturb their “revolutionary enthusiasm”.

Irrigation works were often built without inputs from trained engineers. Mao proposed moving 600 million cubic meters for each water conservancy project. Mao criticized the excess use of corvée (unpaid unfree labor), but mass mobilization of peasants continued, and several hundreds of thousands were killed in this process.

Close cropping and deep plowing were encouraged on the false assumption that this would increase agricultural output, but it actually went down.

The villagers suffered acutely during this entire episode. They were forced to work for intolerable hours through day and night, in most cases, without food. Communes were mostly occupied by officials who forced village peasants to work. Those who disobeyed or couldn’t work were humiliated, tortured, sent to labor camps or executed.

To increase agricultural output, Mao initiated the Four Pests campaign wherein he targeted rats, flies, mosquitoes and sparrows. Sparrows which ate some of the grains, were shot at, their nests destroyed, their eggs broken and chicks killed. This reduced their population by a huge percentage. But the outcome of this disastrous campaign was that insects, locusts and bugs started to multiply in number and ate up all the grains, resulting in further shortage. Locusts started to swarm the entire nation and caused further ecological imbalance in addition to the Great Leap Forward due to widespread deforestation and the misuse of poisons and pesticides. Ecological imbalance further exacerbated the Great Chinese Famine, which killed an estimated 23 million (Peng Xizhe, 1987) to 55 million (Yu Xiguang, 2005) people. Some images below:

In 1966, Mao initiated the “Cultural Revolution” to remove capitalist and bourgeois elements within the Communist Party of China through violent class struggle. This came at the backdrop of Mao being sidelined. He targeted Liu Shaoqi and Deng Xiaoping. Chinese youth formed Red Guards throughout the country. The movement spread into the military, urban workers and within the communist party itself. It led to widespread factional struggles in all walks of life. Millions of people suffered a wide range of abuses like public humiliation, arbitrary imprisonment, torture, hard labor, sustained harassment, seizure of property, and in some cases, execution. A large segment of the population were displaced, especially urban youth moving to the rural areas. Historical relics & artifacts were destroyed and cultural & religious sites were ransacked.

Although Mao declared the Cultural Revolution over in 1969, it actively continued till the death of military leader Lin Biao in 1971. Mao died of multiple heart attacks on 09/09/1976. His Gang of Four (Jiang Qing, Zhang Chunqiao, Yao Wenyuan, and Wang Hongwen) were arrested the same year and reformists led by Deng Xiaoping dismantled Maoist policies and laid the stones for modern capitalist China in 1979. In 1981, the Party declared that the Cultural Revolution was "responsible for the most severe setback and the heaviest losses suffered by the Party, the country, and the people since the founding of the People's Republic". The estimated death toll due to the Cultural Revolution ranges from 400,000 (see here) to 10 million (see here).

3. Now I move on to Hồ Chí Minh of Viet Nam.

This man’s ragtag group of communist thugs was trained by Mao’s Red Chinese Army and armed by China and USSR.

He formed the Indochinese Communist Party in 1930 in Hong Kong with the aid of Phan Boi Chau and returned to Viet Nam in 1941 to overthrow the French. Phan Boi Chau was popular among all Vietnamese people as a nationalist. Ho, afraid that he would be sidelined by Chau, aided the French police in arresting Chau and took over his place. Communist followers of Chau were accepted while others were betrayed to the French police for a sum of money. Thus Phan Boi Chau’s movement was completely destroyed and subsumed by Ho Chi Minh.

There was a much darker side to Ho than his deceit and treachery however.

In 1930 and 1931, his Indochinese Communist Party conducted an assassination program against competitors, landowners and officials, that was so sweeping it prompted a rebuke from the Comintern (for whom he worked as a spy). Through the 1930s & 40s, as ICP grew in size, thousands of Vietnamese people were killed, betrayed to the French for money or forced to flee to Japan & China. When it suited Ho Chi Minh’s purpose, some would serve in his government; when it no longer did, they would die or flee the country.

After the French left, Ho Chi Minh took control of North Viet Nam and completely eliminated all competition from nationalists, liberals and communists alike. Communists were subsumed into his movement while others were eliminated. Moderates like Bui Quang Chieu were exterminated as a matter of fact to “purify” the Vietnamese people. Even Ho’s personal friend Ta Thu Thau was assassinated for which he replied: “Anyone who does not follow the line determined by me will be smashed.”

The last to go were the nationalist Viet Nam Quoc Dan Dang, eliminated through military action against the areas they controlled as well as arrests of the leadership and confiscation of their assets. By the end of 1946 there was no one left to contest Ho Chi Minh for leadership of North Viet Nam.

In the name of “land reforms”, just like Mao & Stalin, from 1953 to 1956, Ho Chi Minh pitted peasants against the middle class and the wealthy and even against each other. This resulted in approximately 500,000 deaths. It was so brutal that peasants revolted. Ho Chi Minh called in an entire division of the People’s Army of Viet Nam and slaughtered peasants indiscriminately till the revolt was put down. Members of the National People’s Party were also killed en masse. If these numbers are added to the land reform numbers, it would go up to nearly a million.

Viet Nam was demarcated after the First Indochina War into North and South in 1954. The North was allied to USSR & China, while the South was allied to the USA. The Viet Nam War episode also involved the communist Viet Cong (VC) which was active in South Viet Nam and the communist rebels in Cambodia and Laos. Getting into this episode would take me a full 2 days, so I leave this at that.

Fast forward to 1976. When the USA pulled out of South Viet Nam, the Viet Cong (VC) and the People’s Army of Viet Nam (PAVN) captured Saigon (renamed to Ho Chi Minh City) and reunified Viet Nam. In the reunification process, Ho Chi Minh’s followers (Ho Chi Minh died on 09/02/1969) killed an estimated 840,000 to 2.4 million political prisoners and people who were opposed to communism in South Viet Nam.

To summarize, Ho Chi Minh is responsible for the deaths of minimum 1.7 million Cambodians, 230,000 Laotians (people in Laos) and 2 million Vietnamese people, due to his ruthless communist policies and warmongering.

4. Now I move on to the next communist, Pol Pot who ruled Democratic Kampuchea, now known as Cambodia.

For his higher education, Pol Pot went to France, where he got radicalized into a Marxist and quit his education.

Pol Pot headed the Khmer Rouge (the Khmers are the largest ethnic group in Cambodia) and captured power in 1975. He renamed the country to Democratic Kampuchea.

He immediately forced the closing of all national banks, schools, hospitals, etc, and started collectivizing farms under his government’s control. He forced all his people to work for long hours in farms, under the guns of his armed forces. People who complained of sickness were frowned upon and forced to go back into the farms. People who opposed him were killed, as was also the case with Ho Chi Minh, Mao Tse-tung and Josef Stalin.

What’s the worst part is that he targeted educated people! Anybody who was educated, or even looked educated, was killed! This horrible purge was dubbed by the Khmer Rouge as the “Purification of the Cambodian People”!

An estimated 1-3 million people, around 25% of the country’s total population, was exterminated as a result of Pol Pot’s ruthless policies.

It took the Vietnamese Army to invade Kampuchea in 1979 and liberate their people to end the madness of Pol Pot!

5. And last but not the least, Nelson Mandela.

Yeah, this quote of his is so famous, but how many people know about his dark side?

Note: I’m not a racist, nor support racism or discrimination of any form! But reality has to be brought to light! I oppose Apartheid, but Nelson Mandela’s brand of communism isn’t any better, if not much worse!

Now on to Mandela. How many blacks has Mandela killed for not agreeing to his communist philosophy? I’d say thousands.

How many of you Prabhakaran/LTTE lovers know about “necklacing”? No, I’m not talking about gold, silver or diamond necklaces that our women wear at home, I’m talking about car tires being used as necklaces, to be doused with kerosene/gasoline and set alight!

This was how he acted against blacks whom he felt were conspiring with the Apartheid government. Those who disagreed with his communist leanings were brought to justice thus.

As to why Mandela did this? He’s from the Xhosa tribe in South Africa. Mandela’s tribe believed that inhaling toxic smoke disconnects one from their ancestors, so before death, disconnect the target from his/her ancestors.

I had to expose Nelson Mandela, because his crimes against fellow blacks were legion & gruesome and the country he inherited has become what one can now dub “Hell on Earth”.

There are other prominent communist personalities such as Cuba’s Fidel Castro, Nicaragua’s Daniel Ortega, Venezuela’s Hugo Chavez, etc, who weren’t brutal to the scale of the above 5. They were really terrible at economic management, but apart from that, their legacies aren’t tainted with as much blood and gore as those of Josef Stalin, Mao Tse-tung, Ho Chi Minh, Pol Pot or Nelson Mandela.

Dr. Neeraj Gupta, professor in the Department of Pulmonary, Critical Care and Sleep Medicine at the Safdarjung Hospital in Delhi, told PTI the data shows that more and more people are recovering which is as per global trends that 80 percent are likely to have mild disease and make 100 percent recovery. "This should provide hope to the people of India at large who are having a mortal fear of the disease. But then this should not make them complacent and people should follow social distancing and sanitisation guidelines," Gupta said. The Gujarat government on Thursday announced a relief package of Rs 14,000 crore to help revive the economy battered by the lockdown imposed to curb the spread of coronavirus, a measure that includes tax rebates to consumers and loan subsidy for business and shop owners. The package seeks to cover a vast section of people and businesses in Gujarat, one of the most industrialised states which has reported more than 18,500 COVID-19 cases so far. In the past 24 hours, India registered 9,851 new COVID-19 cases taking the total number of infections across the country to 2,26,770 as of Friday. The figure also includes 1,10,960 active cases. At least lives of 273 people were claimed by the infectious disease taking the COVID-19 toll to 6,348. Barring Kamakhya Devalaya, all other devalayas and temples in Guwahati are set to reopen for devotees from 8 June as per the Unlock-I guidelines announced by the government. In case of religious places with smaller available space, the management committees of such religious institutions can downsize the number of devotees per hour. Twenty officials of the Delhi Metro Rail Corporation (DMRC) have tested positive for the novel coronavirus so far. The DMRC officials clarified that these cases were not reported from a single office and said all precautionary measures were taken to prevent the spread of the disease. He stressed on a need for ramping up testing, coupled with aggressive surveillance, contact tracing and stringent containment and perimeter control measures. Centre issues SOPs for malls, religious places Amid the rising cases in the country, the Centre on Thursday released standard operating procedures for reopening offices, hotels, shopping malls, restaurants, and religious places. Some of them have already re-opened in parts of the country and few others are scheduled to re-start in the next phase of unlocking from next Monday. According to the SOPs for commercial establishments, the ministry said that hand hygiene (sanitizer dispenser) and thermal screening provisions should be in place mandatorily at the entrance and only asymptomatic customers and visitors will be allowed. Face cover or mask will be mandatory, it said. Visitor entry to shopping malls should be allowed in a staggered manner and adequate manpower be deployed by mall management for ensuring social distancing norms, the SOPs mentioned. Gaming arcades, children play areas and cinema halls inside shopping malls shall remain closed. The ministry sought contactless mode of ordering and digital mode of payment (using e-wallets) to be encouraged. The ministry said that religious places inside containment zones shall remain closed for the public while those outside will be allowed to open. "No physical offerings like prasad/distribution or sprinkling of holy water, etc, should be allowed inside the religious place," the ministry said, underlining that community kitchens, langars, 'ann-daan' etc at religious places should follow physical distancing norms while preparing and distributing food. According to the SOPs, all religious places should ensure hand hygiene (sanitizer dispenser) and make thermal screening provisions at the entrance mandatorily. They should allow only asymptomatic persons in the premises and allowing those using face cover or masks. Experts raise concerns over fiscal deficit, state of economy A nationwide lockdown came into effect on 25 March, which was initially announced for 21 days, but was extended thrice and the last fourth phase ended on 31 May. A graded exit from the lockdown began on 1 June and the next phase, beginning 8 June, would see the reopening of malls, hotels, and restaurants, among other places, followed by further easing of the lockdown curbs through the remaining weeks of June and then in July. But even as some business activities are set to resume from 8 June, experts expressed concerns over the fiscal deficit and the impact of the lockdown on the economy. Leading industry body CII, cautioned against increasing fiscal deficit to spur the coronavirus-hit economy, while rating agency ICRA said that banks' gross non-performing assets may worsen due to disruptions caused by the pandemic. Industrialist Rajiv Bajaj said a "draconian" but porous lockdown to stem the spread of COVID-19 has ended up "flattening the wrong curve" by decimating India's economy and leaving it with the "worst of both worlds". During a video interaction with Congress leader Rahul Gandhi, Bajaj also said that opening up the economy would be a Herculean task and asserted that none other than Prime Minister Narendra Modi should purge the people's mind of fear through a "very clear and aligned narrative". The BJP, however, downplayed Bajaj's remarks, saying Gandhi used the businessman as a "bouncing wall" for his ideas during the conversation in which the opposition leader did "most" of the talking. The party also said Bajaj was not an expert on COVID-19 and how to deal with it. Opposition to ending 14-day quarantine for doctors 'presumptuous' The health ministry's remark that India may soon have to build makeshift hospitals had come while the Centre filed an affidavit in response to a petition filed in the Supreme Court challenging its 15 May order ending a mandatory 14-day quarantine for healthcare workers on COVID-19 duty after a seven/14-day roster. The pandemic has seen a large number of health workers, including doctors and nurses, also contracting the dreaded virus infection, due to which the 15-May order of the health ministry has faced a lot of criticism from the healthcare workers. While responding to the PIL, the Centre said that mandatory quarantine for 14 days after rostering duty of health care workers of 7/14 days is not justified and warranted. The affidavit was filed before a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah which was hearing the plea. The ministry also told the Supreme Court that hospitals are mainly responsible for implementing the infection prevention and control activities, but the final responsibility lies with the health care workers themselves to protect themselves from COVID-19. The Ministry of Health and Family Welfare told the apex court that it is the responsibility of health care workers to adequately train themselves and take all possible measures for preventing the infection. Leaders of a large study in the United Kingdom that is rigorously testing the malaria drug hydroxychloroquine and other medicines for hospitalized COVID-19 patients say they will stop putting people on the drug because it’s clear it isn’t helping.

Results released Friday from 1,542 patients showed the drug did not reduce deaths, time in the hospital or other factors. After 28 days, 25.7% on hydroxychloroquine had died versus 23.5% given usual care -- a difference so small it could have occurred by chance.

The results “convincingly rule out any meaningful mortality benefit,” study leaders at the University of Oxford said in a statement.

“We are witnessing the easiest phase of growth as people come off temporary layoffs and come back to their employers,” said Harvard University economist Jason Furman, who led the White House Council of Economic Advisers during the Obama presidency. “And once employers are done recalling people, the much harder, longer work of recovery will have to proceed.”

Maharashtra govt says staff must report to work once a week or face pay cut

The Maharashtra government on Friday said it was mandatory for government employees to be present in office once a week during the COVID-19 lockdown, failing which they will have to face salary cut.

As per a notification issued by additional chief secretary (finance) Manoj Saunik, all government departments have been asked to prepare a roaster of officers and employees affiliated to them.

"All employees, except those on sanctioned leave or medical leave, will need to be in office for one day in a week compulsorily," the order read.

Disciplinary action will be taken by department heads against those who leave the office without permission during the lockdown, it stated. If an employee remains absent during the assigned day, he/she will lose pay for an entire week, it warned.

Authors retract Lancet article that found risks in HCQ against COVID-19

An influential medical journal article that found hydroxychloroquine increased the risk of death in COVID-19 patients was retracted on Thursday, adding to controversy around a drug touted by US President Donald Trump.

Three of the authors of the article retracted it, citing concerns about the quality and veracity of data in the study.

The anti-malarial drug has been controversial in part due to support from Trump, as well as implications of the study published in British journal The Lancet last month, which led several COVID-19 studies to be halted.

At least 28 lakh migrants returned to Bihar, state govt tells SC

Appearing for the Bihar government, advocate Ranjit Kumar on Friday told the Supreme Court that around 28 lakh people have returned to the state. The apex court was hearing the matter on the ongoing migrant crisis during coronavirus outbreak.

"All steps are being taken by the Bihar government to ensure their well-being. Skill mapping is also undertaken to look for their employability," said Kumar.

Coronavirus Outbreak LATEST Updates: A personnel of the Border Security Force (BSF) was among the new cases of coronavirus in Chhattisgarh on Fridayy, PTI reported. "On Thursday, the state had reported 93 COVID-19 cases. The state's COVID-19 count is now 863, though active cases are 630 as 231 people have been discharged and two patients have died, he said," The Indian Express reported.

Maharashtra recorded 139 deaths on Friday, the highest number of deaths due to COVID-19 in a single day.

2,436 persons tested positive for coronavirus in the state. Total cases in the state are now at 80229, including 2849 deaths. 35156 patients recovered, the state health department said.

Kerala reported its highest single-day jump in coronavirus cases with 111 new patients recorded, reports said. Reportedly, 50 new patients came to the state from abroad, and 48 are from other states.

Uttar Pradesh medical education minister Suresh Khanna will undergo a COVID-19 test after he visited a hospital in Meerut where positive patients are under treatment, PTI reported.

Khanna had on Monday paid a visit to Government Medical College in Meerut to inquire about the well being of the patients there and get their feedback about the treatment, Information Officer of the minister Jayendra Singh said.

On the advice of doctors, Khanna will give his sample for coronavirus testing on Saturday, he said.

Khanna, who also holds the portfolios of Finance and Parliamentary Affairs ministries, is currently under home quarantine.

The Supreme Court on Friday said the state governments will get 15 days' time to transport all stranded migrant labourers to their respective native states. The apex court was hearing on suo case case on plight of migrant workers.

The court said, "What we intend to do is we will give you and the states 15 days' time to transport all migrants. All states will bring on record how they will provide employment and other kind of relief. There should be registration of the migrants."

In the past 24 hours, a total of 5,355 COVID-19 patients have been cured of the novel coronavirus, taking the total number of recoveries over 1 lakh, according to the latest data released by the health ministry on Friday. This takes India's COVID-19 recovery rate to 48.27 percent.

"Presently, there are 1,10,960 active cases and all are under active medical supervision," the health ministry further said.

More than 4,200 Shramik Special trains have run till 3 June to send over 1 crore migrant labourers their home states, Centre told the Supreme Court on Friday. The apex court was hearing on suo motu case on plights of migrant workers.

In a meeting chaired by Maharashtra chief minister Uddhav Thackeray, Mumbai civic chief IS Chahal on Wednesday had said that the doubling rate of cases in Mumbai has reached 19 days. Till last week, it was around 11-12 days.

According to the data released by the civic body, on 27 April, the doubling rate of COVID-19 cases in the financial capital was 10 days.

According to the BMC, over 2.08 lakh COVID-19 tests have been conducted in Mumbai till 2 June, of those only 20.18 percent people have tested positive for the novel coronavirus.

"Even the COVID-19 case doubling rate has gone up to 19 days," said the official.

Another senior BMC official said, the daily number of cases are seeing a declining trend with the count remaining below 1,500 on most of the days since 22 May.

With a trend of steady decline in COVID-19 cases in Mumbai, the average daily growth rate of infections has gone down, claimed officials of the city civic body, spearheading the metropolis's response to the pandemic.

According to a top Brihanmumbai Municipal Corporation (BMC) official, as per the data till 2 June, the average daily growth of COVID-19 cases went down from more than 8 percent a a few days ago to 3.64 percent.

Rajasthan reported 68 fresh COVID-19 cases, taking the total number of confirmed cases to 9,930 on Friday, said the state health department. The COVID-19 toll in the state stood at 213.

The Supreme Court on Friday sought a response from the Centre on fixing a price cap for treatment of COVID-19 patients after it agreed to consider a PIL for fixing an upper limit for bills by private hospitals. The case will be heard after a week.

Petitioner Avishek Goenka told the apex court that private hospitals are charging exorbitant fees from COVID-19 patients, making it inaccessible to most of them.

Another COVID-19 related death took place in Odisha, taking the coronavirus toll to eight on Friday, according to the state health department.

The person who succumbed to the novel coronavirus in Odisha was a 63-year-old male from Khordha district who had tested positive for the disease, according to local reports.

The report further said that the patient was diabetic and had other underlying comorbidities.

The Gujarat government on Thursday announced a relief package of Rs 14,000 crore to help revive the economy battered by the lockdown imposed to curb the spread of coronavirus, a measure that includes tax rebates to consumers and loan subsidy for business and shop owners.

The package seeks to cover a vast section of people and businesses in Gujarat, one of the most industrialised states which has reported more than 18,500 COVID-19 cases so far.

In the past 24 hours, India registered 9,851 new COVID-19 cases taking the total number of infections across the country to 2,26,770 as of Friday. The figure also includes 1,10,960 active cases.

At least lives of 273 people were claimed by the infectious disease taking the COVID-19 toll to 6,348.

Barring Kamakhya Devalaya, all other devalayas and temples in Guwahati are set to reopen for devotees from 8 June as per the Unlock-I guidelines announced by the government.

According to the guidelines issued by the Assam State Disaster Management Authority, all religious places can reopen from 8 June subject to gathering of maximum 20 people per hour, reported The Sentinel.

In case of religious places with smaller available space, the management committees of such religious institutions can downsize the number of devotees per hour.

Twenty officials of the Delhi Metro Rail Corporation (DMRC) have tested positive for the novel coronavirus so far. The DMRC officials clarified that these cases were not reported from a single office and said all precautionary measures were taken to prevent the spread of the disease.

Even though the Metro operations are shut, a few employees came to work on rotational shifts from 18 May, when the fourth phase of the lockdown kicked in and certain modes of transportation were allowed to function in Delhi-NCR, senior Delhi Metro officials said.

India will have to build a large number of makeshift COVID-19 hospitals in the near future to contain the rise of the novel coronavirus in the country, the Union Ministry of Health and Family Welfare told the Supreme Court as it released SOPs to be followed at malls, offices and religious places as the country registered over 9,000 new cases on Thursday.

According to the health ministry's 8 am update, 9,304 new patients have tested positive in 24 hours across the country, taking the nationwide tally to 2,16,919, while the toll from the deadly virus increased to 6,075 with 260 more fatalities in this period.

Based on the government data, India is now the seventh worst-hit nation after the US, Brazil, Russia, the UK, Spain, and Italy, whereas it is ranked 12th at present in terms of fatalities. India is among the top five countries in terms of active cases, as also for the number of tests conducted so far.

The number of active COVID-19 cases, in the meantime, now stands at 1,06,737, while the count of recoveries has risen to 1,04,107 with 3,804 patients recovering in the last 24 hours, the ministry said. India is placed eighth in terms of recoveries.

The COVID-19 figures, however, have risen since the 8 am update. A PTI tally of figures announced by different states and union territories, as of 9.50 pm, showed a higher number of confirmed cases across the country at 2,17,389 and the death toll at 6,233. It also showed more than 1.07 lakh COVID-19 patients having recovered so far.

Maharashtra cases cross 77,000; Tami Nadu reports 1,384 infections

As per figures released by states, Maharashtra remains the worst-affected state in India with 2,933 COVID-19 new cases on Thursday, taking its tally of confirmed infections to 77,793, while its toll rose to 2,710 after 123 fresh fatalities.

The number of discharged patients in the state also rose to 33,681. Of the 123 deaths, 68 were reported in the Mumbai Metropolitan Region (MMR).

In West Bengal, the COVID-19 death toll rose to 283 with 10 more fatalities, while the state's case count rose by 368 to 6,876.

Tamil Nadu also reported its highest single-day spike of 1,384 cases to take its tally to 27,256, while its death toll rose to 220.

In Andhra Pradesh, the state government secretariat appeared turning into a hotspot for the novel coronavirus infection with one more employee there testing positive. The state reported 141 new cases in the last 24 hours, taking its tally to 4,112. The death toll has risen to 71 there.

Kerala, Karnataka, Uttar Pradesh, Punjab, Haryana, Rajasthan, Uttarakhand, Himachal Pradesh, Madhya Pradesh, Chhattisgarh, Odisha, Assam, Mizoram, Arunachal Pradesh, Nagaland, Tripura and Sikkim, among other parts of the country, also reported new cases.

Low testing levels in Delhi worrisome, says Harsh Vardhan

Meanwhile, Union Health Minister Harsh Vardhan said the rising number of COVID cases, a high positivity rate, and low testing level in parts of Delhi was worrisome.

He stressed on a need for ramping up testing, coupled with aggressive surveillance, contact tracing and stringent containment and perimeter control measures.

Chairing a high-level meeting through video-conference to review the preparedness for prevention and control of the novel coronavirus infection in Delhi, Vardhan expressed concern over all districts of the National Capital being affected by COVID-19, and high positivity rates and low testing levels in many districts.

Delhi, which figures among the worst-hit states and Union Territories, recorded 1,359 fresh coronavirus cases on Thursday, which took the city's COVID-19 tally to 25,004, and the toll due to the disease mounted to 650, authorities said.

On Wednesday, the National Capital had recorded the highest single-day spike of 1,513 cases.

Delhi's Deputy Chief Minister Manish Sisodia said his government's entire focus is on saving people's lives and ensuring adequate facilities for COVID-19 patients who need hospital care, without getting entangled in data or any competition with other states.

He said COVID-19 cases are on the rise in Delhi and the government has started focusing on ensuring that those who need hospitalisation get beds and proper treatment facilities.

Meanwhile, the Delhi government also warned that private hospitals which do not comply with its direction to reserve 20 percent beds for coronavirus patients by Friday will be converted into dedicated COVID-19 facilities.

Centre issues SOPs for malls, religious places

Amid the rising cases in the country, the Centre on Thursday released standard operating procedures for reopening offices, hotels, shopping malls, restaurants, and religious places.

Some of them have already re-opened in parts of the country and few others are scheduled to re-start in the next phase of unlocking from next Monday.

According to the SOPs for commercial establishments, the ministry said that hand hygiene (sanitizer dispenser) and thermal screening provisions should be in place mandatorily at the entrance and only asymptomatic customers and visitors will be allowed.

Face cover or mask will be mandatory, it said.

Visitor entry to shopping malls should be allowed in a staggered manner and adequate manpower be deployed by mall management for ensuring social distancing norms, the SOPs mentioned.

Gaming arcades, children play areas and cinema halls inside shopping malls shall remain closed.

The ministry sought contactless mode of ordering and digital mode of payment (using e-wallets) to be encouraged.

The ministry said that religious places inside containment zones shall remain closed for the public while those outside will be allowed to open.

"No physical offerings like prasad/distribution or sprinkling of holy water, etc, should be allowed inside the religious place," the ministry said, underlining that community kitchens, langars, 'ann-daan' etc at religious places should follow physical distancing norms while preparing and distributing food.

According to the SOPs, all religious places should ensure hand hygiene (sanitizer dispenser) and make thermal screening provisions at the entrance mandatorily.

They should allow only asymptomatic persons in the premises and allowing those using face cover or masks.

Experts raise concerns over fiscal deficit, state of economy

A nationwide lockdown came into effect on 25 March, which was initially announced for 21 days, but was extended thrice and the last fourth phase ended on 31 May.

A graded exit from the lockdown began on 1 June and the next phase, beginning 8 June, would see the reopening of malls, hotels, and restaurants, among other places, followed by further easing of the lockdown curbs through the remaining weeks of June and then in July.

But even as some business activities are set to resume from 8 June, experts expressed concerns over the fiscal deficit and the impact of the lockdown on the economy.

Leading industry body CII, cautioned against increasing fiscal deficit to spur the coronavirus-hit economy, while rating agency ICRA said that banks' gross non-performing assets may worsen due to disruptions caused by the pandemic.

Industrialist Rajiv Bajaj said a "draconian" but porous lockdown to stem the spread of COVID-19 has ended up "flattening the wrong curve" by decimating India's economy and leaving it with the "worst of both worlds".

During a video interaction with Congress leader Rahul Gandhi, Bajaj also said that opening up the economy would be a Herculean task and asserted that none other than Prime Minister Narendra Modi should purge the people's mind of fear through a "very clear and aligned narrative".

The BJP, however, downplayed Bajaj's remarks, saying Gandhi used the businessman as a "bouncing wall" for his ideas during the conversation in which the opposition leader did "most" of the talking. The party also said Bajaj was not an expert on COVID-19 and how to deal with it.

Opposition to ending 14-day quarantine for doctors 'presumptuous'

The health ministry's remark that India may soon have to build makeshift hospitals had come while the Centre filed an affidavit in response to a petition filed in the Supreme Court challenging its 15 May order ending a mandatory 14-day quarantine for healthcare workers on COVID-19 duty after a seven/14-day roster.

The pandemic has seen a large number of health workers, including doctors and nurses, also contracting the dreaded virus infection, due to which the 15-May order of the health ministry has faced a lot of criticism from the healthcare workers.

While responding to the PIL, the Centre said that mandatory quarantine for 14 days after rostering duty of health care workers of 7/14 days is not justified and warranted.

The affidavit was filed before a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah which was hearing the plea.

The ministry also told the Supreme Court that hospitals are mainly responsible for implementing the infection prevention and control activities, but the final responsibility lies with the health care workers themselves to protect themselves from COVID-19.

The Ministry of Health and Family Welfare told the apex court that it is the responsibility of health care workers to adequately train themselves and take all possible measures for preventing the infection.
