Report: The Deceased (17, Male. Child of Estella ‘Cruella’ de Vil and Jean-Pierre Le Pelt) has been 100% confirmed to have died from injuries obtained in an accidental explosion.
The Deceased was last seen tinkering with one of his inventions nearby his chemistry set by his older cousin, Diego de Vil, age 21 half an hour before the explosion occurred at 12:22 PM (or 14:22 Military Time).
The Deceased was quickly rushed to Charmington General Hospital and treated by Dr. Dottie McStuffins but passed away because his injuries were too severe and he’d lost too much blood.

On Age in Carmen Sandiego (2019)
Or, at the very least, in the timeline of Crimson Shades.
First off, Carmen’s mother, Carlotta Valdez (aka “Vera Cruz”), was supposed to have “died” in 1999. Carmen looked around perhaps a year old at that point in time, giving her a possible birth-date in 1996 to 1997. This in turn suggests that the series takes place some time before the actual date of publication—say, 2017/2018 onwards—to maintain Carmen’s rough age.
Rough age ranges of the characters, taking Carmen’s rough birthdate for estimation:

Isabela Valdez/Black Sheep/Carmen Sandiego: 16/17 starting at VILE, 18/19 during the Poitiers Caper, 22/23 by the end.
Fairly self-explanatory.

This is going to cause some trouble, I just know it. But the average amount of time it takes to get a university degree in the UK is around three years, and Julia has two of them. She also seems to have jumped right to an associate professorship at Oxford in Season 3, the requirements for which are around 4-6 years of study plus a thesis. Thus Julia would have had to have been in school for at least something like seven to nine years before joining Interpol, with whom she had apparently only been for a fortnight before the Poitiers Caper. The number above assumes that she skipped a year and took a year less to complete her second degree. Or took two years less. Or started two years early. You get my point. Basically, Julia has to be a fair bit older than she looks in order to actually have the qualifications she possesses.
Agent Umaira Zari: 38 during the Poitiers Caper, 40 when arresting VILE, 42 by the end.
Some additional ages:
Nakamura Hideo: 17 when his brother Suhara was born, 36 when his brother disappeared, 63 when his brother returned for good, 65 by the end.
Not an unreasonable age given his looks, I thought.
Carlotta Valdez: 27 when she gave birth to Isabela, 47 when Carmen returned home to her, 49 by the end.

Found back one of the props from the movie 102 Dalmatians, a copy of a jacket Gerard Depardieu wore as LePelt. 
It is fascinating to see that the jacket is actually lined with tiger, something I don’t think we saw in the movie.
I am honestly really interested in Le Pelt’s fashion. I mean, Anthony Powell must have put as much thought in his wardrobe as he did for Cruella, right? I’m really curious at what other little details may be hidden...
[The websites miscorrectly identifies it as the jacket he wears during the scene where he fights with Cruella over the designing of the dalmatian coat, but in fact it is the jacket he is seen wearing when he and Cruella enter the Parisian sweatshop - he laters get rid of it and puts on his ermine apron to skin the puppies]

Twisted from 'Jean-Pierre Le Pelt' in the live-action movie 102 Dalmations (2000).
There is no denying this person has got The Drip. Charismatic in a chaotic way, it's not unusual for people to get swept up in the wake of this metaphorical storm known as Janvier.
Janvier considers faux fur to be the biggest travesty in any outfit. They can and will make fun of people for it too (as well as personally insist on replacing the faux fur with real fur).
This one's fashion sense can most easily be described as: Androgynous. They love to ignore labels and push the boundaries of fashion by utilizing clothes, cosmetics and accessories in ways that allow for self-expression.
Contrary to popular belief, there are certain lines drawn which Janvier absolutely refuses to cross. However, Janvier is the only one privy to this knowledge leaving everyone else second-guessing their next move.
Surprisingly knowledgeable about game coding/programming. They had a whole phase where they were obsessed with Minecraft. Still kinda is.
For obvious reasons (the main one being that he is a fashion icon), Janvier's favorite staff member of the school would be Professor Crewel.
Their singing ability is horrendous and many people have made this fact clear to them. Unfortunately, this has never once stopped Janvier from singing as loudly and proudly as they can, in what can only be described as a terrific rendition of nails scraping against chalkboard.
I don't know how to properly articulate it but Janvier gives me big Only Child™️ vibes.

She disappeared when she was ten and he was seven. No trace was ever found.
Her middle name was Eleanora. She had black-and-white hair, of course. She liked to sew and draw designs for clothing, just like her mother. As she was never confirmed dead, her file has never been closed.
(I mean, they know she's probably dead, because it's been years, but they never actually found her, so her file is still open.)

The deceased disappeared in 2010 on August 28th after staying behind from school to clean their home for their mother. When their younger brother returned home, they were gone and their mother had said that she left.
But, recently, the Anti-heroes club was exploring the catacombs on the isle and found a hoard of barely decomposed bodies under HellHall.
One clearly being that of the deceased along with her pet snake.
The main suspect behind these murders is the mother herself, Cruella De Vil.
The Badun Detective Agency will be investigating further, though we will be down a member after Detective H. Badun's breakdown.

Voyageurs du Monde : Imaginons un instant que soit créé aux Nations unies un conseil mondial des sages dont vous feriez partie. Quelle serait votre priorité absolue pour régler les désordres mondiaux ?
Pierre Rabhi : Il faudrait en premier lieu que l’humanité se réconcilie avec la vie. À l’heure actuelle, elle en bénéficie mais la détruit. L’écologie ne devrait pas être un parti politique mais une conscience, et aujourd’hui cette conscience fait défaut. Nous avons coécrit avec Jean-Marie Pelt un livre intitulé Le monde a-t-il un sens ?, dans lequel il explique l’origine de la vie sur Terre et met en avant le rôle essentiel de la coopération entre le végétal et l’animal. Il me revenait la tâche de donner ma vision sur le plan humain. Or, lorsqu’il est arrivé sur Terre, l’homme a instauré la dualité – religieuse, idéologique, entre hommes et femmes, entre la nature et lui. Cela est probablement lié à une angoisse très vive d’être provisoire, une peur primaire de l’extinction. Fabriquer des armes, tracer des frontières : cette quête de la sécurité traduit en réalité la faiblesse des hommes.
Voyageurs du Monde : Dans cette optique de réconciliation avec la vie, votre voie tient plus du changement intérieur personnel, or tout le monde n’a pas cette volonté. La création d’une instance internationale ne permettrait-elle pas d’imposer des mesures indispensables à la survie de l’humanité ?
Pierre Rabhi : Je ne crois pas à un changement global venant d’en haut. Chacun devrait déjà prendre conscience de son inconscience. C’est le premier maillon. Prendre conscience de l’organisation du monde qui n’est pas très équilibrée entre le féminin et le masculin. Il n’y a aucune raison que les femmes soient subordonnées aux hommes. Prendre conscience que l’on ne peut pas éduquer les enfants dans la dualité. Dans les manufactures éducatives actuelles, l’enfant est ensemencé de cette angoisse d’être le meilleur, on lui enseigne la compétition basée sur un modèle de société pyramidale. Nous avons perdu cette capacité à la compassion. En travaillant dans le sens d’une éducation coopérative, les mentalités pourraient rapidement changer. L’école est bien la première des priorités.
Voyageurs du Monde : Comment expliquer le manque de réactions devant les faits accomplis : nous continuons à consommer plus de ressources que nous en produisons, à détruire la biodiversité comme jamais ?
Pierre Rabhi : Malgré des aptitudes formidables, un cerveau performant qui réalise des prodiges, je regrette de constater que l’être humain n’est pas intelligent. Avant de nous autoproclamer intelligents, reconnaissons l’intelligence universelle à l’origine de notre existence. Nous ne sommes pas supérieurs de ce point de vue à d’autres mammifères. Nous avons simplement une capacité à nous poser des questions sur la vie et à nous émerveiller. Ce système dualiste, que les religions et les idéologies ont favorisé, est l’expression même de la nonintelligence. Nous avons une planète absolument splendide, mais au lieu de la voir comme une oasis extraordinaire où tout le bonheur possible pourrait éclore, nous la voyons uniquement comme un gisement de ressources à exploiter jusqu’au dernier arbre. Fairfi eld Osborn l’explique très bien, dès 1949, dans son essai La Planète au pillage. On constate que l’humanité est la pire des catastrophes écologiques.
Si l’on ramène la présence humaine sur la planète à un ratio de 24 heures, nous sommes là depuis une minute et demie et pourtant nous avons déjà créé d’immenses déserts. Alors que certains peuples comme les Amérindiens vivaient en parfaite symbiose avec la nature, dans sa vanité l’homme “moderne” a nié tout ce qui existait avant l’agriculture mise en place il y a plus de 10 000 ans. Depuis, nos capacités à inventer ont servi à accélérer le processus de destruction et d’autodestruction, car en empoisonnant la Terre nous nous empoisonnons nous-mêmes. Cette idée d’avoir séparé la nature de l’homme est à l’origine du désordre. La prétention de faire évoluer l’humanité l’a en réalité fait régresser.
Voyageurs du Monde : Malgré tout, l’agroécologie gagne du terrain, l’utilisation des énergies fossiles recule et les voix s’élèvent contre les Monsanto et autres. Voilà tout de même des raisons d’être optimiste, de croire en la victoire des consciences éclairées, non ?
Pierre Rabhi : Attention, je peux manger bio, me chauffer à l’énergie solaire, recycler mon eau… et exploiter mon prochain ! La réalité, c’est que 1/5e des habitants de cette planète détient toujours 4/5e des ressources et que le divertissement industriel soporifi que et collectif masque les problèmes urgents, qui ne fédèrent pas grand monde. Un monde qui crée de plus en plus de richesses et, parallèlement, un nombre grandissant de personnes qui ne peuvent pas en profi - ter, quoi de plus absurde ? L’humanité est en danger d’elle-même. Il est aujourd’hui impératif de réduire nos appétits, de réorganiser la société autour de la nature et de l’homme. Être optimiste ou pessimiste ne veut rien dire, c’est s’en remettre au sort. Or, chacun peut décider de sa position en agissant dans l’espace où il est souverain. Personnellement, ma conscience refuse les profanations et les aberrations du monde actuel. D’où le principe du colibri : je fais ce que je peux et je mets en conformité mon action avec ma foi profonde. Certes, à la fin j’aurai peut-être échoué mais ma cohérence n’aura pas été détruite. Mettre en cohérence sa conscience avec la vie, c’est une toute petite victoire mais c’est une victoire.
Voyageurs du Monde : Parmi les autres désordres de cette planète, comment résoudre le drame des migrants en Syrie, en Érythrée ?
Pierre Rabhi : C’est à la source qu’il faut résoudre le problème. Nous devons établir une instance internationale forte et réprouvant de manière unanime les crimes qui se déroulent dans ces pays. Une coalition capable d’engager une réelle pression sur les dictateurs pour changer les choses sur place. N’oublions pas non plus que si l’Europe a amené la modernité sur la planète, consignée à son seul territoire, sans la colonisation elle serait le continent le plus pauvre de l’histoire. D’ailleurs elle s’est terriblement appauvrie sur le plan culturel, si l’on en croit les témoignages des voyageurs du XVIIe siècle qui rapportent des diversités régionales d’une grande richesse. Or, aujourd’hui, l’idéologie mondialiste a tout uniformisé.
Voyageurs du Monde : Que dire de la montée du populisme à travers le monde ?
Pierre Rabhi : C’est toute la défaillance d’un système pyramidal, je ne comprends pas qu’un seul homme puisse être au-dessus de 50 millions d’individus. Prenez l’ascension de Trump aux États-Unis, élu par la majorité de la population américaine : un seul homme comme celuilà est capable d’amener le pire du pire dans l’histoire de l’humanité, c’est totalement aberrant. Comme tous les chefs d’État, il s’appuie sur l’irrationalité des êtres humains qui pensent qu’un seul individu peut saisir notre destin et orienter notre histoire. C’est une réelle dé- faillance du peuple. De la même manière, voyez les multinationales qui gouvernent l’économie mondiale : libre à chacun de boycotter les produits de ces dictatures économiques. Ne pas se contenter de manifester, mais aller au bout de ses idées jusqu’à extinction de cette logique absurde de la société actuelle.
Voyageurs du Monde : La pensée que vous incarnez fait de plus en plus d’émules. Quel regard portez-vous sur cette jeunesse, première concernée par l’avenir de la planète ?
Pierre Rabhi : Effectivement, les initiatives à l’image de Colibris se développent au-delà de ce que j’espérais. Ces mouvements sont des ferments qui s’insinuent dans le tissu social, inspirent d’autres idées et se démultiplient. Face à un modèle de société en dégringolade, l’autonomie, l’économie circulaire et l’agroécologie semblent être la réponse. En Afrique notamment, des milliers d’agriculteurs se sont ainsi libérés des intrants chimiques qui les appauvrissaient, eux et leurs sols. Je suis très honoré par la confi ance que m’accorde la jeunesse, et d’une manière globale par celle accordée par les femmes. Elles sont synonymes d’espoir pour cette planète et pour l’humanité. Ayant pour beaucoup d’entre elles porté la vie, elles sont plus enclines à la protéger qu’à la détruire. Aimer, avec toutes les maladresses et les limites que cela implique, mais tâcher d’aimer, tout simplement, voilà où réside la force.

Who do you think is Carlos’s Father? Personally I think it’s Frollo. Bonus point that that’d make Claudine (and Ginny, I think Frollo’s her dad too) his sister :)
That's one theory. I actually used to have a headcanon that Carlos and Claudine were twins, separated at birth, because each of their parents wanted a child, and while Frollo would have wanted the boy, Cruella didn't want Claudine because she didn't have the black-and-white de Vil hair.
As far as I know. Claudine's appearance is never mentioned. Maybe she does have black-and-white hair.
And then Frollo never got Carlos because....Cruella kept him inside Hell Hall, which is full of bear traps? So he was never able to go in?
Ginny Gothel, too? So that would make all of them at least half siblings, depending on whether or not Claudine's mother is Cruella or Gothel or someone else entirely.
So. Three children. Born of at least two women. Some righteous man Frollo is.
He's the one who set half a city on fire when trying to find a woman he claimed was a witch because he was attracted to her, and now....
Wait. Isn't Mother Gothel actually a witch?
Anyway. Where was I? Right. Carlos's father.
Another possibility is Jean-Pierre le Pelt, from 102 Dalmatians, the sequel to the live-action 101 Dalmatians. Not that I've watched it. All I know is that he's obsessed with furs, just like Cruella, has his own "fashion house," and teamed up with her to get puppy fur, although apparently he had reservations about taking live puppies. So besides for that, they're perfect for each other!
Another possibility, considering the Cruella movie, is Jasper Badun.
Although Cruella was released years after Descendants was created. Then again, Descendants basically combines all Disney canon. Who cares?
And Jasper Badun has a son, Jace, and if he and Carlos were half brothers Carlos would have said something.
And in fact, Carlos says himself in The Isle of the Lost that his mother never spoke to him about his father, because she wanted him to be hers alone.
So the answer is...I'm not sure. ;)
