What can you do to prepare for ICE enforcement actions?

I keep seeing that list of potential ICE target cities being shared around, so I'm breaking my "no organizing on tumblr" rule to share some info.

Credentialing: I'm an immigration lawyer, I've worked in immigration justice organizing for approximately a decade, I lead regular Know Your Rights trainings in my community.

So, what can you do to help prepare for the event of an ICE enforcement action that impacts your community, friends, or family?

I. Assess risk

One of the most detrimental effects of the panic propaganda (which these constant threats of ICE raids absolutely are) is that it makes every single immigrant terrified, regardless of risk level. That saps the organizing power of immigrant communities and their supporters (like lawyers). You can help mitigate that effect by helping the people in your life and your community actually assess what their risk factors for targeting by ICE might be. This guide from 2017 for assessing risk from Immigrant Defense Project is a little dated at this point, but the basic information should be a good starting point.

Sometimes a risk assessment can help someone actually address some risk factors, like filing a renewal application, fixing their compliance with terms of their release before their parole is revoked, getting a lawyer to re-open their order of removal, or getting a criminal conviction mitigated/overturned. Even if it can't, it can help people have a more accurate picture of what their risk is, which people deserve to understand and to plan around.

II. Develop an emergency response plan

For people who are at risk of ICE arrest, detention, and potentially deportation, planning beforehand can make a huge difference. Immigrant Defense Project's guide to emergency preparedness is a great place to start. (Note: some of their linked resources are New York-specific. You may need to find ones for your state.)

If you're wondering how you can help the people you care about who are at risk, offer to play a role in their emergency plan. A great role for people who are fluent in English and familiar with US systems and structures is helping track someone through the detention system, and maintaining communications between them and their lawyer and outside community.

III. Prepare to document

Rapid response hotlines exist in all of the major cities on that list of potential targets. If they're not holding rapid response trainings right now, be patient: they probably will soon. Rapid response is often not about preventing an ICE enforcement action, it's about documenting it. It sucks that we often can't respond by stopping them from causing harm, but documentation provides leverage and opportunities for the people detained and for the community groups to use against ICE, which can win material victories, up to and including getting them to drop a deportation case and let someone go.

Do you film the police in your community, or otherwise document their actions? Documenting ICE works very similarly, they're just there less often and harder to identify. That means that you can train to document ICE by working with your local copwatch group. Learn how to generate good records, follow the local laws, store things securely, and connect with the people who can best use the data.

IV. Re-distribute resources

You know what really helps someone not get detained by ICE? Having the resources to avoid contact with them and with the criminal justice system. The most impactful detention prevention you can do with someone is to help them get their taillight fixed, secure a lease, pay for daycare for their kids, etc. Get people the money, access, and services they need to keep themselves safe! Do it now, and regularly: don't wait for someone to have an encounter that puts them on ICE's radar.

Can't afford to re-distribute resources directly? Most major cities in the US have "accompaniment" networks, where you can sign up to drive folks to get their licenses, and go with to the doctor, and help figure out how to get kids enrolled in school. This everyday, non-glamorous work is the most effective, meaningful, and useful thing you can do to help right now.

V. Collate and vet information

This isn't just about making sure what you share is verified (though it's significantly about that! I know the lure of chisme is so strong but please resist. Now more than ever, we have to take personal responsibility for not spreading misinformation!). It's also about something you, as a person reading this on the internet who therefore knows how to use at least one website, can do to be of service to the overwhelmed, scared, pissed off, and scrambling immigration justice groups right now. Find your local one, and ask: "Hey do you need more people finding news about immigration, checking it for reliability, and delivering it to you in one coordinated, easily-accessed place so you can decide how to disseminate it?" Not everyone needs that right now. But the ones who do will cry with gratitude. This is a particularly good role for folks who may have been feeling like their mobility or physical health meant they couldn't do anything to help against ICE--your skills are needed right now too, I promise.

Last note: I'm not going to tell you to calm down. It's reasonable and rational to be scared, and upset, and angry right now. But what I will say is: when the fear and outrage fade, the work won't end. I work with people who have been responding to ICE/INS actions for 40 years. A lot of this may feel brand new and terrifying to you, but to many of us, this is a familiar and known enemy that we spend our whole lives fighting.

It being familiar doesn't make it okay, or acceptable: it should all burn. But the organizing infrastructure to respond to this is here already. We're not helpless or surprised about what's happening, because we prepare for it every day. We're ready to fold you in with open arms whenever you want.

⚠️!PSA FOR EVERYONE!⚠️

I know we are all terrified, upset, and angry right now but DON’T PANIC YET! They are recounting the votes on Friday November 8th. The electoral college isn’t done voting and the true results could take till as late as December. We also have till January 19th to come up with a plan. Now with that being said below I have tips on how to get through this if things take a turn for the worst.

How to survive the next four years:

1. Stay alive:

As much as you will be feeling, validly so, keep going. It’s okay to grieve and feel what you need to but they want you to give up/be stagnant. Live out of spite if you have to but don’t let them win.

Inclusivetherapists.com/crisis gives you resources to call if you are struggling and you don’t have to be in crisis to reach out. Police are not involved with the hotlines and won’t be notified.

2. Play dumb:

You now know nothing about anyone.

For example:

Your friend who’s trans or a part of the LGBTQIA+ community, you have no idea. Same goes for your neurodivergent friends.

Your immigrant friend, they were born here

3. Stay strapped:

Get firearm training, purchase a firearm, and take self defense classes. It’s better to be prepared to fight than be blindsided by it. Additionally, don’t let your guard down in public ever and stay inside as much as humanly possible.

4. Hold your tongue:

Be careful what you say/ post. You never know who’s listening with malicious intent. Don’t talk about anything that doesn’t align with the MAGA point of view and if you are asked about it you tell them you don’t talk about politics.

5. Remember the dress code:

You want to dress as conformative and conservative as possible. I know it will suck but if you are dressed any other way you make yourself a target. Look up how to do your makeup to pass as fem/mas if you need to.

Additional information and tips:

Everything will not fall apart overnight, these things take time but you should still be prepared for it.

Propaganda will be everywhere, make sure you are getting your information from reliable sources.

They will be doing everything possible to change your beliefs to align with them, DO NOT FALL FOR IT!

Do your own research about how Hitler came to power and went through with the genocide. If you know the signs, you can help deinfluence the lies that will be spread (safely of course)

If you are planning to participate in the 4b movement be prepared for violent reactions. Men will not react well to not getting their way so make sure you can protect yourself if things go south.

Plan b has a shelf life of four years when stored in a cool dry place. It is purchasable on Amazon for less than $10 when you search levonorgestrel pill (it’s the name of what’s in plan b)

If you’re looking for doctors to give you long term birth control look up Reddit child free doctors list (it’s a list of international doctors who will let you have it and is updated by patients)

Delete your period tracking apps and use a physical calendar to track them. The government has access to them.

Freethepill.org gives you a bunch of resources to get the pill, if you are able stock up as you see fit.

If you have children in school, buy books that teach about evolution, black history, and all other things America has done to other countries.

So recently a group IRL had the ACLU talk to us about what to do in case of a raid. Here are some highlights:

1. You are allowed to film ICE.

2. Do not, under any circumstances, touch an ICE agent. This is a felony.

3. A nationwide deportation defense hotline number is 1-844-363-1423 and there might be similar hotlines in your area. If you live in the Greater New Haven CT area, call 475-323-9413 to report a raid or ICE sighting.

4. Do not let ICE in without a warrant.

5. Do not answer their questions or sign anything without a lawyer present. ICE does not have to provide you with a lawyer, unlike the police. It may be useful to have a list of free or low-cost immigration lawyers ready. To find a list like this, contact one of these organizations recommended by the ACLU.

6. A good thing to Google for more localized assistance (like phone numbers to hotlines like the one mentioned above) is "rapid response immigration [your area]"

7. If you live in Connecticut, please consult the Family Preparedness Plan if you might be subject to immigration enforcement. This is a good template for things you want to have if you live in another state - for instance, a Standby Guardian Designation form will let someone you trust temporarily take care of your children for you if you're in trouble. This packet is available in several languages (Arabic, Haitian Creole, Polish, etc.)

Thirty years on, VAWA has seen many significant successes in the fight against domestic and intimate partner violence:

VAWA has helped reduce intimate partner violence by 64% between 1993 and 2010.

Over $9 billion in federal grants have been awarded to support community-based organizations working to end violence against women.

The National Domestic Violence Hotline, established under VAWA, has answered over 7 million calls, texts, and chats since its inception.

The 2022 reauthorization expanded protections for BIPOC women, LGBTQ+ individuals and immigrant survivors.

The Biden-Harris Administration continues to build on VAWA’s legacy by:

Ending forced arbitration for sexual assault and harassment through the signing of the Ending Forced Arbitration of Sexual Assault and Sexual Harassment Act of 2021.

Signing the Bipartisan Safer Communities Act, which narrows the “boyfriend loophole” by helping to keep guns out of the hands of domestic abusers by prohibiting people convicted of misdemeanor domestic violence crimes from possessing guns for 5 years.

Reforming the military justice system to address sexual assault, harrassment, and related crimes through the National Defense Authorization Act.

Strengthening regional leadership to prioritize the crisis of Missing or Murdered Indigenous people, including gender-based violence.

Supporting multinational efforts to address online harassment and abuse through the Global Partnership for Action on Gender-Based Online Harassment and Abuse.

Expanding national programs to combat human trafficking through the Department of Health and Human Services Innovation Challenge to Prevent Human Trafficking and the new National Human Trafficking Prevention Framework.

The following organizations assist those who strike out from everything they know to everything they don’t in the hopes of a better tomorrow, whether they choose to do so or are forced to flee their homes.

International Rescue Committee

Founded in 1933, the IRC is a long-standing trusted partner in supporting those whose lives have been upended by sudden violence, political or natural. They are no stranger to areas of disaster and conflict throughout the world as they currently work in 40 countries. The IRC provides emergency aid and long-term assistance, including refugee settlement, and focuses on health, education, economic well-being, empowerment, and safety.

Rainbow Railroad

Rainbow Railword helps LGBTQI individuals around the world escape persecution, violence, imprisonment, or death. Since 2006, they’ve assisted more than 13,000 people from over 40 countries in emergency situations with asylum in safe countries, crisis response, cash assistance, and more. Rainbow Railroad also monitors and reports on state-sponsored violence affecting the LGBTQI community in about 70 countries that criminalize LGBTQI identification and relationships.

Refugee and Immigrant Center for Education and Legal Services

Most known for their work on the Texas/Mexico border but operating on the national frontlines of the fight for immigration rights, RAICES provides free and low-cost legal services, bond assistance, and social programs to underserved immigrant children, families, and refugees. Among their many accomplishments, RAICES established the largest bond fund in the U.S., which they use to secure the release of individuals from ICE detention, and has more immigration lawyers than any other organization in Texas. These lawyers represent individuals, including children, in court, offer residency and citizenship services, assist asylum seekers, and deal with removal defense. RAICES also offers social services ranging from case management and resettlement assistance to a national hotline connecting migrants with local community resources and transit support for recently released migrants.

Southern Poverty Law Center

They’re mostly known in the U.S. as a hate group watchdog of sorts, but their work goes beyond tracking and exposing hate groups and promoting tolerance education programs. SPLC fights for voting rights advocacy, children’s rights, immigration reform and family reunification, LGBTQ+ rights, economic justice, and criminal justice reform. They work “with communities to dismantle white supremacy, strengthen intersectional movements, and advance the human rights of all people.” Essentially, if there is injustice against a vulnerable and/or marginalized group in the U.S., SPLC aims to address and fix it. Human Sex Trafficking Awareness:

Of the 600,000-800,000 people trafficked across international borders each year, 70 percent are female and 50 percent are children. The majority of these victims are forced into the commercial sex trade.

Traffickers use a variety of coercive methods to control their victims including:

-Luring their victims with false promises of economic opportunity

-Withholding identification, work authorization, or travel documents

-Demanding repayment for a real or alleged debt

-Using or threatening to use violence

-Monitoring and surveillance activities

-Paying very little or not paying at all for work

Trafficked victims may:

Be forced to live in subpar conditions (living in the same place as they work; living in a space that does not have heat, running water, or electricity; living with many people sharing the same, small space)

Not be allowed to talk to anyone alone or without supervision

Be coached on how to respond to inquiries from others including police and other authority figures

Regardless of immigration status, all people that work in the United States have the right to:

Be paid at least a minimum wage

A safe and healthy workplace

Not be held in a job against their will

Keep their passport and other identification documents in their possession

Report abuse without retaliation

Leave an abusive employment situation

Get help from unions, immigrant and labor rights groups, and other organizations.

SEX TRAFFICKING SAFETY CHECKLIST

Watch out for tags on houses,apartments, and cars. Tags like 1F, 2F, and 1M are used to identify gender and how many people are living in a house or apartment.

Always check under your car before approaching it, you can easily be grabbed by your ankles to be stopped and immobilized.

If you live alone put in any safety measures you deem necessary such as guard dogs, cameras, extra locks, security systems, and self defense tools. Make sure you also have access to self defense tools that can be carried around with you.

NEVER give your phone number out to strangers or respond/click links from suspicious emails and phone numbers. If you meet someone new offer to talk over social media before giving any really personal information.

LEARN. SELF. DEFENSE. You can’t always count on other people and you need to learn how to escape situations with your own strength.

Make a emergency plan and tell trusted friends/family that plan. If you’re in immediate danger I’d recommend calling for help but if you feel uneasy being on your own make sure you have access to a second place to stay with a friend or family member.

Don’t go out alone at night, especially if you’re a woman. This one is obvious but it really needs to be repeated. It is not safe.

Don’t be afraid to report suspicious activity that you notice in your neighborhood or surrounding areas, better safe then sorry.

Memorize at least one or two phone numbers of a trusted friend or adult

Never let a partner or someone else get ahold of any identification, paperwork, social security, etc.

Set up a safe word with family and friends, me and my mom have one and I highly suggest you do the same. Saying one word is a quick way to tell someone you’re in trouble in an emergency.

Be cautious of what you share online, such as personal information, location, and plans

Carry your phone with you 24/7 as well as physical cash in case you need a taxi

If you’re meeting with someone new make sure it’s in public and a well lit area

If you are in the United States and believe someone may be a victim of human trafficking, call the 24-hour National Human Trafficking Hotline at 1-888-373-7888 or report an emergency to law enforcement by calling 911. Trafficking victims, whether or not U.S. citizens, are eligible for services and immigration assistance.

“I’m so glad you could make it!” Amelia cheered. Matthew let out a laugh as Amelia tackled him in a hug, stepping back so that he wouldn’t fall.

“When have I broken my promise?”

“Never once!” Matthew let Amelia go, giving her a smile.

“Happy 243rd birthday, Amelia.” Amelia rolled her eyes and smacked Matthew’s arm.

“Shut the fuck up! You’re making me feel old.”

The siblings started making their way further into the White House, talking about everything they missed.

“Sorry that you have to follow me while I finalize some paperwork.”

“Don’t be sorry!” Matthew assured. “I understand. I even brought some paperwork to do when we have downtime.” Amelia looked down at the briefcase in his hand and scoffed.

“Downtime? On the Fourth of July? Never fucking heard of it.” Matthew rolled his eyes at Amelia, but she didn’t feel hurt by it. They both know the differences between each other and how they celebrate their birthdays. Matthew has always been calmer than Amelia when it came to celebrating their independence days, but Amelia was nothing but proud about how happy her people are to celebrate her birthday.

“Is anyone else coming to celebrate?” Mathew asked as they reached Amelia’s office. Amelia let Matthew enter her office first, giving her a chance to say hello to some employees that were passing by, thanking them for their good wishes.

“I, uh, asked Mexico if he wanted to come up, but I think he is busy right now.”

“Busy?’ Amelia shot Matthew a pointed look as she closed the door. Matthew raised his hands in defense, awkward as ever, but Amelia could read her brother. He knew that she was upset, especially with tensions between their people and countries.

“I know he isn’t busy, but I’m not going to be forceful when I know he is angry with me,” Amelia mumbled.

The conversation was dropped from then on. Amelia was one of the main countries that had a hand in the debate of immigration from everywhere in the world, at every meeting it always gets back to her. Even though she never really liked talking about it, she knew she had to, but her birthday was the one day that she didn’t want to talk about the state of her country and the world. Even if she should.

“Let’s talk about something else,” Matthew suggested. Amelia nodded in agreement.

“Oh!” Amelia exclaimed, scaring Matthew. “How is it going with Prussia?”

A flush appeared across Matthew’s face at the mention of—who Amelia assumes is—his boyfriend.

“It’s going good so far,” Matthew assured. Amelia sat down on her desk and faced where Matthew was sitting on a chair, leaning her head in her hands.

“Tell me about it! Dates, gifts, sex!”

“Amelia!” Matthew yelped.

“Come on!” Amelia groaned. She grabbed Matthew's hands and started swinging them back and forth dramatically. “I never get to hear about him! You won’t even send me pictures!”

“That’s weird!”

“It’s not!” Matthew tried hiding his face but Amelia wouldn’t let him and kept shaking his arms. “Tell me about your boyfriend!”

Before Matthew could complain even more, they heard Amelia’s phone start ringing. Both of their heads turned towards the landline laying on her desk, ringing and ringing.

“Shouldn’t you answer that?” Matthew asked. Amelia shrugged.

“That’s my country phone, not my work phone. It’s probably just someone calling to wish me a happy birthday.”

“Would it be England?” Amelia barked out a laugh.

“Hell no! He won’t talk to me the whole first week of July.” She finally let go of Matthew’s arms and grabbed her phone from her jean pocket. “I sent him a snapchat video on your birthday and he still hasn’t responded.”

“France then?” Matthew suggested. Again, Amelia shook her head.

“He already sent me a text and a snapchat, as well as some flowers. He gets very sentimental on my birthday.” Amelia leaned forward with a smirk on her face. “Though I like to remind him that my revolution was one of the many factors for the French revolution,” she stage whispered. Matthew let out a laugh as his sister scrolled through her phone.

The phone on her desk started ringing again.

“Who the fuck calls this phone twice?” Amelia groaned.

“Maybe you should answer.”

“Nope,” Amelia mumbled, popping the ‘p’. “I don’t have to do anything country related until at least 10 o’clock tonight.”

“Well, when people call my phone multiple times—”

“Dude! If it’s urgent, then they will call my work phone. We have unspoken rules of respect on our birthdays, and I would appreciate it if they respect mine.”

Matthew rolled his eyes. “Amelia, if it’s urgent, they are going to break out social rules. Sometimes other countries need to speak to America for problems—”

The phone beeped, signaling the end of the third call. Matthew really didn’t know who would be trying to reach his sister this insistently, but he knew that if they called the phone that many times, it had to be important. Not every country in the world has her personal cell number.

“Hey, you’ve reached the hero hotline! Sorry I missed your call! If it’s business related, please leave your name and phone number. If you’re calling for fun, text me or don’t bother me at all. See you later!”

“Such a professional voicemail,” Matthew teased. Amelia glared at him.

“I get to have fun with my country's voicemail. Making professional voicemails is never fun.”

“Well—”

Amelia started shushing him very loudly, waving at the air in front of his face. “Hush with your lessons!” Amelia snapped. “Whoever is calling is gonna leave a voicemail and I wanna hear it!”

“You could just pic—”

“I said hush for fucks’ sake!” Matthew had half the mind to snap at his sister for being obnoxious, but she had a point. Maybe if she heard the voice mail, she would actually get to learn why they were contacting her. And then maybe she’ll do her job as a country.

“Hey America,” a soft voice came through the speakers. Both of their heads snapped towards the phone in surprise.

“Is that—”

“Yeah,” Amelia mumbled. “That’s Any—Russia.” She corrected herself. Matthew gave his sister a sad smile but said nothing. He knew that troubles that Amelia had with Russia since she became a country and the power and relationship struggles that they’ve had.

“I need you to call me back when you get this, or whenever you have a minute. It’s very important,” the Russian voice continued, seemingly nervous to start the call. Amelia’s eyes have yet to break away from the phone, though she seemed to be making no move to pick up the receiver.

“Or—nevermind. I won’t be calling you after this, so just… listen, for once in your short life.”

“What the he—”

“Hush!” Amelia snapped, but she looked scared, worried, and hurt. It pissed Matthew off, it truly did.

“I am calling to tell you that we...cannot speak anymore. The tension...tension between our leaders are too high, as well as between our citizens, so I see nothing productive in carrying on our friendship.”

Matthew watched Amelia’s face drop at ‘friendship’. It was obvious to everyone around them that there was something more between the two countries, but they have never had a chance to build a relationship. There have been times Matthew has tried convincing Amelia to give up her crush on the girl, to move on, but Amelia has been constant in denying it, fully believing that there is going to be a chance. Matthew had hope just like her, especially after the fall of the Soviet Union, but it doesn’t seem to have gotten any better. Just surface level things from what he sees on the news.

“You are always insistent that we can continue on without approval from anyone in our countries, but that is wrong. We are not as free as you believe, and you are not able to see that. You are just like every big county, wanting things that you can’t have, shouldn’t have, and yet you keep pushing. So, I’m stopping you.”

“I...I don’t control everything my country does,” Amelia mumbled, a hint of anger in her tone. “She knows this.”

“I am sick of you trying to contact me on a daily basis.” Her voice changed. She seemed angrier, like she was never afraid to make the call in the first place. Matthew didn’t like assuming things in other countries, but he would assume that someone she didn’t want to hear the call walked in. “So if you contact me again, I will be messaging your president. Or I can tell England, since he always had a way of making sure you were quiet.”

“Really?!” Matthew snapped. Amelia said nothing, just stared at the phone, waiting for Russia to finish.

“I could lie and say it’s not you, it’s me, but we know that is false. This ending is 100% you, and the way that you continued everything. I do not wish to have any part in your life, other than diplomatically. If you attempt any conversation that has nothing to do with our countries or our country’s affairs, then I will not be talking to you.”

“I apologize for having inconvenient timing for this discussion, as I am sure you are busy, but there was no way that I could wait for the timing to be convenient for you. I hope you will understand my message. Happy birthday.”

The phone went silent after that. Neither Matthew nor Amelia made a noise. Matthew just watched his sister stare at the phone, watched she tried to school her expression into something unreadable.

“Amelia,” Matthew mumbled. He reached forward to grab her hand but she pulled it away, holding it to her chest.

“That bitch,” she snapped. “She decided to call that phone to do this? Today?! She knows how important this day is to me, to my people! And the audacity to say that this was my fault?!”

“She seemed like she was hesitant in the beginning,” Matthew tried assuring, but it seemed to go one ear and out the other.

Amelia hopped off her desk and started pacing the room, angrily swinging her arms around and ranting.

“She wants me to just pretend that we never had anything? That we were never friends?! Because of the tension between our countries? What a load of horseshit!”

“Russia might be under a lot of stress—” Matthew tried cutting in, but Amelia stopped him.

“No! Because she has never cared before now!” Amelia scoffed shaking her head. “Like, I get it, the whole world basically hates my leader. Hell, half of my fucking country hates my fucking leader, but it takes you 3 fucking years to call me and say that the tensions between our countries is ‘too high’ and that is why we can’t talk?!”

“I was able to stay friends with many countries in the Middle East, even when my people hated them! Hell, Mexico is even trying to stay civil with me, even though it’s fucking difficult. What am I doing that is so bad that she can’t even try to talk it out with me, understanding that I am fucking trying to keep my country afloat, keep the world from hating me even more!”

“Amelia,” Matthew sighed. She turned towards him, ready to snap, but as soon as they made eye contact she started tearing up.

“I—I just—” she tried continuing her angry rant, keeping the pace going, but Matthew knew she couldn’t. He opened up his arms for a hug and waited.

Amelia relented and shoved herself in between his arms, hiding her head in his chest and she sobbed. Matthew held her tight, rubbing her back and placing small kisses on her head, trying to give her the best comfort that he could.

“I know it’s hard,” Matthew muttered. “Being with a country whose views don't aline with yours.”

“I just thought that once the USSR was gone and—and I legalized gay marriage we could have a chance. I had hope!” she sobbed, hugging Matthew tighter. Matthew’s heart shattered at the thought, knowing that his older sister was trying her best just to be with the person she loved, even if they were slower to come to the realization.

“Russia will come to terms eventually,” Matthew muttered. Amelia just let out another sob in response.

“I just want her to come to terms now,” she hiccuped. “I’ve waited for so long.”

Matthew said nothing. He had a lot he wanted to say, but he knew at that moment, hearing ‘you may have to wait just a little bit longer’ is not going to help the situation.

So instead, he just held her as he watched the phone blink with a new message alert.
